This article focuses on IOM and its place in global migration governance. China's and Russia's memberships were considered overdue, considering the relevance of both countries for the global migration system and their respective weight on the international stage. We aim to contribute to advancing research on IOM as an organization of increasing global relevance and on its engagement with member states, moving beyond the "usual" focus on the European Union (EU) member states, African, North American, and South American immigration and sending countries. Our analysis draws upon recent research, which conceptualizes intergovernmental organizations (IGOs) as "world organizations" and which we fi nd interesting and applicable to our empirical inquiry and discussion of IOM. We regard IOM as a "world organization" that could be examined along four interrelated components: (1) its "internal world" (e.g., establishment, relations with states, internal decisions); (2) its self-image and self-reference as an organization integrated into and referring to world society, hence as the "world of migration governance"; (3) its external relations, integration into wider environments, and responses to external events; and (4) its contribution to the world order, i.e., global migration governance. Our analysis shows that due to its new status as a related organization of the UN, its leading role in the Global Compact on Migration, and China and Russia becoming its new members, IOM will likely play an increasingly signifi cant role in global migration governance. The main reason for this is the need to reactivate the existing modes of migration governance and adapt them to a drastically changed global political and migration-related situation following the COVID-19 pandemic. Prior to their memberships in IOM, China and Russia have already been able to benefi t from the IOM assistance. Provided that both countries continue to engage with IOM and provide more substantial funding to it, IOM's assistance to both China and Russia could be expanded. Meanwhile, both countries may take a position, which would allow them to exert a more signifi cant infl uence on IOM and global migration governance.

This study provides an overview of the current policies and measures in Luxembourg regarding the integration of third-country national migrant women. Luxembourg follows a mainstream approach regarding integration. According to the Law of 16 December 2008 on the integration of foreigners in the Grand Duchy of Luxembourg, integration is a two-way process that includes both the foreigner and the Luxembourgish society, thereby aiming at all non-Luxembourgish nationals (EU citizens and third-country nationals alike), independent of their gender. However, both national and EU funds may finance measures to support the integration of third-country national migrant women. The number of third-country national women in Luxembourg has increased steadily over the last years, representing 8,1% of the total female population in 2020. Most first residence titles issued to third-country national women were based on family reasons. Depending on the reasons for immigration, the most common countries of origin were India, the U.S.A., and China (to pursue remunerated activities), as well as Syria, Eritrea, the Philippines (for 'other' reasons, which includes, among others, beneficiaries of international protection), and Brazil (for family reasons). While third-country national women in Luxembourg comprise a diverse population, occupying jobs in both high-skilled and low-skilled employment sectors, they experience several challenges. Despite higher levels of education, they are more exposed to overcrowded housing, lower household income, lower activity rates, and higher unemployment rates than Luxembourgish women. Moreover, third-country national women are less often enrolled on electoral lists for municipal elections than female EU foreigners. Finally, the issue of discrimination towards (female) residents of African descent in Luxembourg has generated debates in recent years. The study also presents three projects specifically addressing third-country national women, which have been identified as examples of good practices in the context of integration of migrant women, namely 'Le Temps des Femmes' by Caritas, 'Concept d'Intégration, d'Accompagnement et d'Orientation (CIAO!)' by Femmes en Détresse, and 'Intégration par le Sport' by the municipality of Esch-sur-Alzette.

In her vital 2003 work, Imagine Otherwise , Kandace Chuh argues for an intervention in Asian American studies using a transnational analytic. As globalization increases in the twenty-first century, the continued movement of peoples, capital, and cultures across the Pacific Rim in myriad forms ranging from traditional immigration to new global digital networks demonstrates the importance of continuing the use of a transnational paradigm in Asian American studies. Moreover, within this specifically transpacific framework, this study specifically focuses on the role of visual culture, in the form of the global circulation of film and film images. As Stuart Hall and Paul Gilroy have argued for African American cultural identity, it is within this global circuit of film that minority communities and individuals have constructed their myriad cultural identities. Thus, this study considers the ways in which Asian American minority subjects interact within this transpacific network of global circulation of film. In other words, this project sits squarely at this intersection of these three theoretical strands: the transpacific, the role of visual culture, and the creation of an Asian American identity. Specifically, this study explores the various ways in which different works film and literature articulate both the realities and possibilities of new transpacific identities constructed within this web of global economic, political, and cultural exchanges. Moreover, in thinking about the role of movies and film is to also think about the distance between the spectacular nature of filmic imagery and the everyday lived reality of minority subjects. Furthermore, filmic imagery, especially the Hollywood film product that is the subject of this study, is often highly ideological, offering imagery and representations that both reflect and establish white hegemonic power and control. To this end, the novels of Jessica Hagedorn, Dogeaters , The Gangster of Love , and Dream Jungle serve to establish a paradigm for the relationship between film and its spectacular nature and the individual living in her quotidian reality. Thus, the different works in this study offer different ways in which individual identities are created both because of, and often in spite of, the spectacular constructions of Asians and Asian Americans.

With the coup d'etat of 24 December 1999 and the politico-military conflict that started on 19 September 2002, Côte d'Ivoire broke with its tradition of political stability, which had served as a model in the West African sub-region. It is now facing an unprecedented crisis that is not only jeopardising the continuity of the state, but has also introduced a culture of violence into the society.This study has three objectives. The primary one is to understand the nature of this socio-political crisis, and what is at stake in it. Secondly, the study examines the issue of ivoirité. Finally, it explores the escalation of violence in this socio-political crisis and the catalogue of justifications for that violence.It is argued that the recurrence of military coups d'etat in Côte d'Ivoire signifies the delegitimisation of the modes of regulation built on the tontine system, and calls for a renewal of the political grammar and socio-political regulatory modalities around integrating principles that have yet to be devised. It addresses the increasingly acrobatic profile of the euro-african border regimes, with regard to people and commodity flows. Furthermore, it argues that management of the borders between the Autonomous Cities and Morocco stresses the contradictory logic of softening and fortification in which the EU external border scenario is entrenched.

Over the last three decades, migration from Mexico to the United States has moved beyond the borderlands to diverse communities across the country, with the most striking transformations in American suburbs and small towns. This study explores the challenges encountered by Mexican families as they endeavor to find their place in the U.S. by focusing on Kennett Square, a small farming village in Pennsylvania known as the "Mushroom Capital of the World." The context of this study was to examine factors contributing to significant workforce shortages in building trades in the United States. As it is, recruitment of qualified skilled trades workers is becoming increasingly difficult due to lack of a pipeline of prospective workers, and training programs. The study assumed a theoretical inquiry approach in order to address the following three main questions: 1) What is the scope of the workforce shortage in skilled and building trades in the US? 2) What factors are recognized as contributors to the building trades workforce shortage in the US? And, 3) What strategies can be implemented to reverse building trades workforce shortages in the US? Findings affirmed that the scope of workforce shortages in skilled and building (construction) trades in the US is very broad and the impact is rather deep. Factors contributing to the shortage include: declines in high school technical education programs, which have been replaced by career academies; misconception that higher education al- ways equal higher income, but the untold story is higher debt associated with pursuing higher education; and stricter immigration laws, which are forcing potential workers out of the US. The study concluded that in order to reverse currently declining workforce trends the following six strategies should be implemented: 1) Make it a national priority, thereby appropriating adequate resources to the effort. 2) Increase the number or women and African Americans in building trades. 3) Expand apprenticeship programs. An expansion of both government and corporate incentives are needed to stimulate an increase in apprenticeships. 4) Reintroduce building and skilled trades programs in secondary and postsecondary schools. Growth in the number of Career Academies, and participation in them has been encouraging, yet there are not enough of them to meet the need. 5) Re-examine guest-worker programs, which are currently cumbersome for employers to participate in, and do not allow for anywhere close to the number of workers needed to meet workforce needs. 6) Change marketing of building trades from menial to meaningful. Many young people simply do not know that they can make a comfortable living from a career in skilled trades. They have been taught that at least a bachelor's degree is needed in order to have a successful career. This narrative has to be revised in order to create a pipeline of prospective skilled trades employees for the future.

"Placed in the wider scope of post-war European decolonisation migrations, The Retornados from the Portuguese Colonies in Africa looks at the "Return" of the Portuguese nationals living in the African colonies when they became independent. Using an interdisciplinary research agenda, the book presents a collection of research essays written by experts in the fields of anthropology, history, literature and the arts, that look at a wide range of memory narratives through which the Return-as well as the experiences of war, violence, loss and trauma-have been expressed, contested and internalised in the social realm. These narratives include testimonial accounts from the so-called retornados from Africa and their descendants, as well as works of fiction and public memory-novels, television series, artworks, films or social media-that have come to mediate the public understanding of this past. Through the dialogue between these different narrative modes, this book intends to explore the interplay between official memory, the lived experience and fiction, thus contributing to build an empirical basis to critically discuss the memory of the end of the Portuguese empire within postcolonial Europe. Drawing on extensive ethnographic research in these locations, Jennifer Cearns highlights groups of Cuban society that are often overlooked, considering what Cuban culture and identity mean in a transnational setting. Weaving evocative vignettes into her discussion of these larger questions, Cearns pieces together the story of the creators of an emerging and dynamic network that punctures geopolitical boundaries and has outlasted a period of rapid social change-from the Obama administration through the death of Fidel Castro and into the Trump administration. Ultimately, by focusing on everyday objects and the strategies used to move them across borders, this book reveals how new cultural forms can develop from the cracks in societies often seen as "broken."
