The article deals with the stages of historical development and formation of compliance control in the world practice. The importance of the compliance service in the public service system is also emphasized. The mechanisms of compliance control in the fight against corruption are listed. The author substantiates the effectiveness of implementing the compliance system in companies with a state share. The article discusses the difficulties of implementing compliance control, and therefore suggests the feasibility of analyzing the accumulated experience of foreign countries in the field of legislation. Based on the practice of mechanisms developed by foreign countries, it is proposed to adapt them to the domestic process of implementing this Institute in institutions.

The article tells about the development of cultural and educational tourism, discusses such a phenomenon as pilgrimage in Uzbekistan. An attempt is made to explain and identify its features. Parallels are drawn between cultural tourism and pilgrimage, the typology of pilgrims is determined, their motivation to travel. The possibility of socioeconomic development related to pilgrimage. The author emphasizes that the revival of Islam in Uzbekistan is dynamic, multifaceted and entails, among other things, the accumulation and use of political, economic and social capital. Equally important is the fact that it entails spiritual renewal and the search for forms of moral authority, alternative to those prescribed by socialism and nationalism.

This presentation describes the work done in the frame of the CoAct (Co-designing Citizen Social Science for Collective Action) project from January 2020 until June 2021. The purpose of this study is to determine the permissibility, necessity and perspective of the amendment of the Constitution of 3 May 1791 after the hypothetical expiry of the first 25 years of its validity, in 1816. The author seeks to identify the alterable part of the Constitution, i.e. those constituent acts and those provisions which have been authorized for amendment after 25 years; to establish the provisions of the Constitution to be amended, i.e. to draw a conclusion from the analysis of the text of the Constitution itself regarding the "problematic" provisions, the correction of which arises from the constitutional regulation itself, the spirit of the Constitution itself, its internal logic.

"Letters of a Russian officer" by F.N. Glinka is a multi-layered work characterized by a combination of various genres. The historiography has been so far mainly concerned with the genre nature of that source. The purpose of the article is to identify historical parallels and cultural stereotypes that arise in the creative mind of the author when thinking about the personality of Napoleon and his historical role. Direct or indirect correlation of Napoleon with the symbolic names – Nebuchadnezzar, Batu Khan, Catilinа – constitute a characteristic feature of the story, the author's handwriting. The article attempts to identify the sources of these nominations, as well as their transformation.

The article discusses the images of St. Jerome in the historiated initials in Latin Bibles. The iconographic variability of illustrations to the Jerome Prologues to the books of Holy Scripture, in 12th – 13th century manuscripts, demonstrates the lack of unified iconographic schemes for their themes during the period discussed. At the same time these illustrative sources show the processes of change in the formation of iconography: the traditional iconographic schemes used in medieval illuminated manuscripts (portraits of the author, dedication scenes) and their further transformation in new contexts, reveal such major themes as the connection of images with text and the functions of the image and the initial in the book.

Foreign direct investment is the largest source of external funds in both developed and developing countries. Some literature explains that one of the barriers to investment flow is corruption. Thus, this study aims to determine the effect of corruption as measured by the corruption perception index on foreign direct investment. Corruption is a political risk that affects the flow of foreign direct investment. The estimation results of the Generalized Method of Moment (GMM) show that the corruption perception index has a significant positive effect on foreign direct investment. The author also uses market seeking and efficiency seeking variables as potential factors that influence investors to direct foreign direct investment.

The article aims to present issues arising out of differences in the way that the terms chimera and hybrid are defined in legal systems and by natural sciences in the context of mixing human and animal DNA. The author analyses the different approaches to defining these terms used in various legal systems, dividing them into groups in light of conclusions reached from examining definitions used in natural sciences. The distinction is used to answer the question of which approach to definitions applied by legislators is the best way to handle the subject of humananimal organisms, given the need to balance their impact on medicine and the ethical concerns that arise.

The article deals with the problems of the formation of psychiatry as a science, the use of this branch of medicine for anti-human and political purposes, and the methods of modern psychiatry. The author shows the change in the attitude to mentally ill people from the formation of psychiatry as a science to the present day, gives practical recommendations in relation to such patients. ; В статье рассмотрены проблемы становления психиатрии как науки, применения этой отрасли медицины в антигуманных и политических целях и указаны методы современной психиатрии. Автор показывает изменение отношения к душевнобольным людям от становления психиатрии как науки до наших дней, дает практические рекомендации в отношении таких пациентов.

The use of trade terms in sales contracts, especially international sales contracts, is customary and very common since it contributes to the acceleration of business transactions, concurrently increasing their certainty and predictability. The ICC Rules for the use of domestic and international trade terms -INCOTERMS 2020 have been in effective use since 1 January 2020. Their goal is to enable the development of global trade in an easier, more effective and safer manner. In this paper, the author analyses the development, importance and legal nature of INCOTERMS, with special reference to its current 2020 revision and particular focus on the seller's obligation to deliver the goods and risk transfer from the seller to the buyer.

The evolution of the phenomenon of juvenile delinquency in the world and especially the seriousness of the crimes committed by minors, the violent forms of their committing have determined that the issue of criminal liability of minors to become one of major interest. So, it is becoming more and more up-to-date the issue of the minor in conflict with the law. In this work the author describes the particularities of the criminal liability of the minor in some European countries, analyzing the legal doctrine and their legislative regulations, for the purpose of highlighting good practices in the field of criminal treatment of minors and formulating proposals to improve the national legal framework.

Political Ontology after Laclau' (Edinburgh University Press 2018) by Oliver Marchart. The author positions his own ontology of the political, i.e. of antagonism, in relation to the work of Ernesto Laclau and within the intellectual context of the Essex School. He thereby reflects on the role of the university, the transferential relationship between academic 'master' and 'disciple', the question of what is 'proper' to a given thought, agonistic democracy, Lacanian psychoanalysis, and what 'thinking' could mean from a political perspective.

After the 9/11 terrorist attacks the term "strategic communication" became widely used by political and military leaders as well. Shortly, it became a kind of a 'buzzword'. As a result, today there are many definitions in use to describe it. However, we are still facing lots of challenges if we wish to grasp the real meaning of this term. For a better understanding, and built on the research done so far, the author presents a possible interpretationof strategic communication based on some new methodologies and suggests a new approach and definition and, by his opinion, the main actors are the states and the armed forces.
