Cette dissertation doctorale porte sur la problématique de la politique de production foncière relative aux terrains à vocation économique en Wallonie. Cette politique correspond à l'aménagement de parcs d'activités par les autorités publiques, via les intercommunales de développement économique, pour y accueillir les entreprises. Elle s'appuie sur l'argument selon lequel la disponibilité en terrains – bon marchés si possible – est un facteur essentiel de l'attractivité et de la compétitivité des territoires. Les réflexions présentées dans cette dissertation tirent leur origine du décalage entre cet argument et la littérature scientifique dédiée au développement régional. En effet, à la différence des élus et des agences de développement économique, les scientifiques actifs dans le champ des sciences régionales n'invoquent que très rarement l'impact des marchés fonciers sur les niveaux de développement. Plutôt que le thème des prix fonciers et de la disponibilité en terrains, ces chercheurs mettent en exergue l'importance de facteurs immatériels tels l'innovation, la formation, l'insertion dans les réseaux, l'identité territoriale, la gestion stratégique ou la gouvernance. Au regard de ce décalage, il nous a semblé opportun d'évaluer l'efficacité spatiale et économique de la politique de production foncière wallonne relative aux terrains à vocation économique. Pour ce faire, notre volonté est d'objectiver le rôle réel de la disponibilité et du prix des terrains à vocation économique sur le développement des territoires. La première partie de ce travail développe une réflexion sur la littérature dédiée aux relations entre les marchés fonciers et immobiliers et le développement régional. Elle conduit à souligner la nécessité de développer les connaissances sur l'impact de ces marchés fonciers et immobiliers sur la compétitivité des entreprises, l'attractivité régionale et le développement économique. La deuxième partie de ce travail est consacrée à l'étude de la disponibilité en foncier à vocation économique. Elle s'attache à évaluer l'efficacité spatiale et économique des politiques qui visent à proposer une offre importante en terrains économiques. Pour ce faire, des analyses statistiques ont été menées sur deux territoires d'étude : l'Europe du Nord-Ouest et la Belgique. Sur le plan de l'efficacité spatiale, les résultats engrangés conduisent, d'une part, à souligner les importants différentiels nationaux en matière de consommation d'espace et, d'autre part, à épingler l'étalement économique qui caractérise la France et la Belgique. Concernant l'efficacité économique, nos résultats démontrent que l'impact du développement de parcs d'activités sur la croissance dépend largement des contextes régionaux. Nos analyses ont identifié trois profils de régions. Premièrement, les régions urbaines, dans lesquelles la disponibilité foncière joue un rôle marginal en raison de la présence de nombreuses activités à haute valeur ajoutée peu extensives spatialement. Deuxièmement, les régions intermédiaires, dans lesquelles la disponibilité foncière a un réel impact sur le développement. Pour autant, il apparait que ces régions sont particulièrement adaptées aux activités qui, à l'image de la logistique, génèrent peu d'emplois et de valeur ajoutée par unité de surface. Troisièmement, les régions rurales, dans lesquelles l'ouverture de terrains à l'urbanisation n'offre pas les résultats escomptés. Dans ces régions, la disponibilité en terrains n'est pas une condition suffisante à la croissance économique et à la création d'emplois. Ajoutons toutefois que les régions rurales belges s'apparentent plutôt aux régions intermédiaires en raison de leur bonne connectivité vraisemblablement. La troisième partie de ce travail concerne l'étude du prix du foncier à vocation économique et s'attache à évaluer l'impact de ces prix sur la part des coûts immobiliers dans le budget des entreprises. L'analyse développée se base sur les données comptables d'un panel d'entreprises mono-établissements localisées dans les parcs d'activités économiques wallons. Les résultats suggèrent que les coûts immobiliers sont faibles. Ils représentent, en moyenne, 1,4 % des charges d'exploitation et 5,4 % de la valeur ajoutée des entreprises. En comparaison, les coûts de personnel sont huit fois plus élevés. Par ailleurs, nos analyses suggèrent qu'une augmentation des prix fonciers n'aurait qu'un impact limité sur les coûts immobiliers. Ces résultats tendent à invalider l'hypothèse selon laquelle de faibles prix fonciers sont un facteur déterminant du développement régional. Pour autant, les coûts immobiliers dépendent largement de l'activité et de la taille des entreprises. Par exemple, pour les entreprises du secteur de la logistique et pour les petites entreprises, les coûts immobiliers représentent plus de 10 % de leur valeur ajoutée et 2 à 5 % de leurs coûts opérationnels. Ces résultats tendent à souligner que des prix fonciers plus élevés pourraient avoir un impact négatif sur le développement de ces entreprises. Finalement, notre conclusion suggère une adaptation de la politique de production foncière wallonne en fonction du profil des territoires et du profil des entreprises. En effet, dans les régions urbaines, proposer une importante offre foncière à bas prix apparait inefficace d'un point de vue économique. Par contre, mener une politique active dans les régions intermédiaires et rurales devrait encourager le développement économique. Par ailleurs, une attention spécifique devrait être portée aux petites entreprises. ; This doctoral dissertation concerns the policy of land production related to economic land in Wallonia. This policy corresponds to the development of economic estates by public authorities, through economic development agencies, to accommodate businesses. It is based on the argument according to which the availability of land – cheap if possible – is an essential factor in territorial attractiveness and competitiveness. The reflections presented in this dissertation originate from the discrepancy between this argument and the scientific literature devoted to regional development. Indeed, unlike elected representatives and economic development agencies, scholars active in the field of regional sciences only very rarely refer to the impact of the land markets on levels of development. Rather than focusing on the theme of land prices and land availability, regional scientists underline the importance of intangible factors such as innovation, education, integration into networks, territorial identity, strategic management or governance. In view of this difference, it seems appropriate to assess the spatial and economic effectiveness of the Walloon policy of land production. To do this, our wish is to objectify the real role of the availability and the price of economic land on territorial development. The first part of the dissertation develops a reflection on the literature dedicated to the relationships between land and property markets and regional development. It leads to highlight the need to develop knowledge on the impact of land and property markets on business competitiveness, regional attractiveness and economic development. The second part is devoted to the study of the availability of economic land and aims to assess the spatial effectiveness and the economic effectiveness of policies which offer an important quantity of economic land. To do this, statistical analyses were conducted on two study areas: the Northwest Europe and Belgium. As regards spatial effectiveness, the results underline significant national differentials in terms of land consumption on the one hand, while highlighting the economic sprawl that characterises France and Belgium on the other hand. As regards economic effectiveness, our results show that the impact of the development of economic estates on growth depends largely on regional contexts. Our analyses identified three regional profiles. First, urban regions, where land availability only plays a marginal role, most likely owing to the presence of numerous activities that are not very extensive spatially, yet very productive in terms of added value. Secondly, intermediate regions, where the availability of economic land has a real impact on development. However, it would appear that the profile of these regions is adapted to the presence of activities which, like logistics, generate a limited amount of jobs and added value per surface unit. Thirdly, rural regions, where the opening of land to urbanisation does not deliver the desired results. In these regions, the availability of land is not a sufficient condition for economic growth and job creation. However, we have to precise that the Belgian rural regions are rather similar to intermediate regions, probably thanks to their good connectivity. The third part concerns the study of the economic land prices. It tends to assess the impact of these prices on company property costs. The developed statistical analysis is based on annual accounts of companies with one reporting unit localised in Walloon economic estates. Results suggest that property costs are rather low. On average, they represent 1.4% of all their operational costs and 5.4% of their added-values. By contrast, labour costs are eight times higher. In addition, our analyses suggest that an increase in land prices would have a limited impact on property costs. These results tend to invalidate the hypothesis that low land prices are a key determinant of regional development. Although, property costs are highly dependent on the business sector and the size of firms. For instance, for logistic companies and small firms, property costs represent more than 10% of their added-values and 2% to 5% of their operational costs. These results tend to highlight the fact that high land prices can have a negative impact on the development of these companies. As a final point, our conclusion discusses the recommendation that economic land supply policies must be adapted according to both, the profile of the territories and the profile of the firms. Indeed, in urban regions, land supply policies aiming to supply an important land supply at low price is probably inefficient from an economic standpoint. By contrast, economic development can be expected in intermediate regions with active land policies dedicated to land-intensive activities. Moreover, a specific attention should be paid to small companies.
Former Japanese Army buildings built from Meiji to Showa era are still found throughout Japan. Nevertheless their heritage value has not been sufficiently evaluated. Furthermore since these architectures face demolition, there are calls for their proper historical assessment which is a necessary step to construct means for their preservation.In this paper, the term "Army Heritage" refers to former military buildings or structures of the Japanese Army that have architectural or technical importance for preservation. The purpose of this research is to evaluate the technological transfer in regard to these heritages from France to Japan, as there is evidence that the Japanese Army invited arranged military missions from France in order to create new systems and facilities.The research is based on studies of original documentations in libraries and archives both in Japan and in France. The author studied remaining military buildings, specifically, an officers' mess hall of an aviation school in Akeno and an early stage military barrack of the 16th infantry regiment in Shibata. The investigation included dismantling method in Shibata.The author analyzed the results in three categories. 1, The system and organization of designs and plans of military architectures. 2, The prototypes of the architectural planning of military bases, barracks, covered paddock, officers' mess and hangars. 3, Japanese and French human networks in the old Japanese Army. From these analyses, the author found that French technologies were imported whenever the Japanese Army needed innovative technologies like modern Army or aviation. Additionally, the French networks had been undoubtedly established in the Japanese Army from Meiji to the first period of Showa era. This thesis can serve as an important reference to the remaining "Army Heritages", therefore the author proposes conservation to the Minister of Defense through this study. ; Le Japon possède un riche patrimoine militaire dont il ignore la valeur et les origines. Un regard sur le début du XIXe siècle montre une toute autre organisation des troupes, de type féodal. En fait, le pays adopte très vite le modèle français alors réputé le meilleur : de 1867 à 1919, diverses missions militaires organisent, bâtissent, ordonnent. Cette diplomatie militaire que l'on décortique à partir de sources inédites, est discontinue ; aux Français succèdent les Allemands, les Hollandais. Cependant les officiers du Génie et d'Artillerie, les As de la première Guerre mondiale ont tout particulièrement marqué le Japon. Casernes, mess d'officiers, usines, laboratoires en sont les témoins matériels, comme les premiers traités de construction et d'architecture. Dorénavant, le Ministère de la Guerre dispose d'une reconnaissance de ses plus anciens équipements. Avec cette synthèse, le ministère français de la Défense a une idée de la richesse de ces échanges.L'objet de la recherche est quelque peu tabou au Japon. L'architecture militaire n'a pas très bonne presse auprès du public car l'Archipel a tout perdu dans le dernier conflit mondial et il est toujours très critiqué par les pays d'Extrème Orient pour son occupation militaire.L'évaluation de la qualité architecturale des bâtiments militaires a longtemps été délaissée. Beaucoup de ces constructions publiques ont été détruites. Le peu de mémoire que constituent les restes mérite d'être apprécié à sa juste valeur avec les mêmes critères que pour l'architecture ou le génie civils. Aujourd'hui, l'armée de Terre soutient qu'elle a été formée par l'Allemagne, comme la Marine est persuadée d'avoir été éduquée par la Grande Bretagne. Nous montrons que le Japon a adopté les manières françaises pour son armée de Terre — à un moindre degré pour la Marine — et la France a continué longtemps cette formation par épisodes. Notre argumentaire, textes à l'appui, le certifie. D'autres chercheurs militaires ou non ont pisté antérieurement cette traces encore importantes de la présence française, mais faute de preuves suffisantes, ils n'ont pas pu aboutir aux certitudes que nous tentons d'affirmer. Le transfert de technologie de la France au Japon formalise une évolution constante et réfléchie, un éclectisme particulier qui figure une esthétique franco-japonaise. ; 明治から昭和にかけての旧陸軍建造物は少なくとも数百棟が残存しているが解体の危機に瀕する建物も多く、「陸軍遺産」として遺産学的な評価と保全活用方法が求められている。日本の近代化という観点からは西欧、特にフランスからの技術移転が顕著であり、日欧を横断した歴史的評価が必要である。建築史・技術史的な枠組で陸軍の築造ならびに築城事業の成立と発展を追い、日仏の技術比較の中での特徴解明が求められている。本論文は、陸軍にて日仏関係が続いた明治初期から昭和初期までの建築や土木構造物に焦点を当て、担い手であった工兵組織の成立と築造・築城事業における計画・設計・施工体制を対象とした。幕末から繰り返し派遣された仏軍事顧問団が軍事大国フランス陸軍の兵制、造兵、築造、築城技術をもたらし、翻案に始まり日本で独自の技術に育て上げたのが工兵を含む陸軍技術陣の仕事であった。具体的には仏兵営をモデルとした初期の歩騎兵の築営計画(兵営施設)、高度の土木技術を下敷きとなし仏砲工技術を採用した明治中期の築城計画(要塞)、大正期の陸軍航空部発足にともなって建てられた鉄筋コンクリート造の大規模建造物(格納庫等)や欧風デザインの将校集会所の建築を追い、人的交流、施設計画の決定プロセス、建築計画や構法技術の詳細を明らかにした。研究の方法は、日仏の史料館所蔵の史資料を発掘し突合せると共に、日本国内の遺構(新発田兵舎、明野将校集会所等)の解体調査を含んだ現地調査より建築技術的検証を行った。更に当時の陸軍施設建設を行った施工会社等に残されたデータを収集解析し実際の建設プロセスを復原、各時期に訪日した仏人技術者並びに訪仏した日本人技術者の履歴、図面の読み替えや要素技術の組み替えによる日本への技術導入等といった諸側面に光を当て日仏の密な関係を解明した。本論文の結論は以下の三点に集約される。一、陸軍施設の建築設計から施工体制の解明、二、兵営計画並びに陸軍建築のプロトタイプ解明、三、陸軍における人的ネットワークの解明。以上の三点より明治初期から昭和初期にかけての旧陸軍において、システムを含めフランスからの技術移転が新たな技術の導入が求められる毎に密に行われていたことが判明すると同時に、フランス系のネットワークが連綿と続いていたことが明らかになった。本論文をもって筆者は現存する旧陸軍建築遺産の保存活用方法について防衛省へ提言を行う。
Approaching the Front National electoral conglomerate from a different angle, that of its female component, leads to a more in-depth examination of the results of quantitative surveys published over several decades on the subject. The meeting of 28 women who "voted at least once for the National Front" in the Vaucluse and Bouches du Rhône regions encourages us to go beyond the strictly political definition of this electoral preference. While it is important to take into account the geographic specificity of the survey field (the FN's long and lasting presence in the PACA region), the complementarity between qualitative interviews and ethnographic observations does not make it any less possible to deconstruct the life paths of the individuals we met in order to place the FN's preference at a precise moment in these singular biographical trajectories. By looking for what each respondent can put behind the expression of a FN preference, we have touched on identity problems linked to the redefinition of sexual and social roles in our society. We were able to observe the persistence of systematic discrepancies between expected roles (which could legitimately be expected in view of the elements of the value systems we encountered) and lived roles in terms of work, family and especially marriage. This observation leads us to question the place of politics - or at least of the preferences designated as such by the specialists - within matrimonial exchanges. The analysis of this not very politicized sample, like the FN electorate as a whole, underlines the extent to which the FN preference can only be a mediocre expression of political competence. The majority of our respondents have a low level of politicization and hide behind the apparently political "choice" of the FN modes of relationship to the "Other". Facilitating a rapprochement with the parental unit, the concretization of a new matrimonial relationship, a means of filling an emotional solitude, a bargaining chip in the matrimonial relationship or all of these successively, the female preference in favor of the FN can leave the political field to touch on the complex (re)construction of women's identities. By investing the public sphere after ages of confinement in the private sphere, do women with the least cultural and social capital not reappropriate politics to make private use of it? Don't women instrumentalize the political tools in order to manage at best the sometimes perverse effects of a sexual and social liberation to which not all have access or at least not by the main door? Our reflections concern essentially women exercising professions that are not very valorizing, not chosen and often poorly paid in order to achieve social existence. The FN preference can sometimes allow them to take the offensive in their relations with men (in a context where the latter are also struggling with a redefinition of male identity, shaken up by the redistribution of sexual and social roles). The FN preference can often be associated with a "tinkering with identity" rather than with the expression of politically oriented convictions.This approach, which is not exclusive of other explanatory principles of the FN vote, highlights certain aspects that are often marginalized in the name of a sometimes global vision of the female condition. However, isn't this vision first and foremost the luxury of those who have the means (cultural in particular)? For the others, of which our sample is largely representative, it is above all their own condition that they seek to improve and, for many, within the framework of what is most familiar to them, i.e. the couple and the family, regardless of whether this involves a preference for a party that is retrograde from the point of view of the improvement of women's condition. It is an altruism that they cannot afford and that often concerns them only from afar. Which women are we talking about when we talk about those who do not vote FN? What part of them actually invokes programmatic reasons? Without doubt, many of those who do not vote FN do not do so for the "good" reasons traditionally given, but evolve above all in configurations and family, marital and professional contexts that do not contribute to bringing them closer to this party. This fieldwork gives flesh to variables that are often disembodied, it opens up perspectives on the interweaving of the public and private spheres, and it gives "gender" its rightful place in the approach to an extreme political preference. With a multitude of interview excerpts, this study does not seek to construct a typical portrait of the FN voter, a task made all the more difficult by the fact that this is an electorate in perpetual evolution, but rather to deconstruct the possible mechanisms of rapprochement with this political family. ; L'approche du conglomérat électoral Front national par le biais d'un angle décalé, celui de sa composante féminine, conduit à approfondir les résultats d'enquêtes quantitatives publiées depuis maintenant plusieurs décennies sur le sujet. La rencontre de 28 femmes « ayant voté au moins une fois pour le Front national » dans le Vaucluse et les Bouches du Rhône, encourage à dépasser la définition strictement politique de cette préférence électorale. S'il convient de tenir compte de la spécificité géographique du terrain de l'enquête (implantation ancienne et durable du FN en PACA), la complémentarité entre entretiens qualitatifs et observations ethnographiques ne permet pas moins de déconstruire les parcours de vie des individus rencontrés pour replacer la préférence FN à un instant précis de ces trajectoires biographiques singulières. En cherchant ce que chaque enquêtée peut mettre derrière l'expression d'une préférence FN, nous avons touché à des problèmes d'identité liés à la redéfinition des rôles sexuels et sociaux dans notre société. Nous avons pu observer la permanence de décalages systématiques entre rôles attendus (qui pouvaient légitimement l'être eu égard aux éléments des systèmes de valeurs rencontrés) et rôles vécus tant sur le plan professionnel, familial mais surtout matrimonial. Un tel constat conduit à interroger la place du politique –ou du moins des préférences désignées comme telles par les spécialistes- au sein des échanges matrimoniaux. L'analyse de cet échantillon peu politisé, à l'image de l'électorat FN dans sa globalité, souligne combien la préférence FN ne peut être que médiocrement l'expression d'une compétence politique. Présentant dans leur majorité un indice de politisation faible, nos enquêtées dissimulent derrière le « choix » apparemment politique du FN des modes de relations à « l'Autre ». Facilitant un rapprochement avec la cellule parentale, la concrétisation d'une nouvelle relation matrimoniale, moyen de combler une solitude affective, monnaie d'échange dans la relation matrimoniale ou bien encore tout cela successivement, la préférence féminine en faveur du FN peut quitter le terrain politique pour toucher à la complexe (re)construction d'identités de femmes. En investissant la sphère publique après des lustres de confinement dans la sphère privée, les femmes les moins dotées en capital culturel et social, ne se réapproprient-elle pas le politique pour en faire un usage privé ? Les femmes n'instrumentalisent-elles pas les outils politiques en vue de gérer au mieux, les effets parfois pervers d'une libération sexuelle et sociale à laquelle toutes n'ont pas accès ou du moins pas par la grande porte ? Nos réflexions concernent essentiellement des femmes exerçant des professions peu valorisantes, non choisies et souvent mal rémunérées pour parvenir à exister socialement. La préférence FN peut parfois leur permettre de reprendre l'offensive dans leurs rapports aux hommes (dans un contexte où ces derniers sont également aux prises avec une redéfinition de l'identité masculine, bousculée par la redistribution des rôles sexuels et sociaux). C'est souvent à un « bricolage identitaire » que la préférence FN peut être associée plus qu'à l'expression de convictions politiquement orientées.Cette approche, non exclusive d'autres principes explicatifs du vote FN, en souligne certains aspects souvent marginalisés au nom d'une vision parfois globalisante de la condition féminine. Pourtant cette vision n'est-elle pas d'abord le luxe de celles qui en ont les moyens (culturels notamment) ? Pour les autres, dont notre échantillon est largement représentatif, c'est avant tout leur propre condition qu'elles cherchent à améliorer et, pour beaucoup, dans le cadre de ce qui leur est le plus familier c'est à dire le couple et la famille, peu importe si cela passe par la préférence pour un parti rétrograde du point de vue de l'amélioration de la condition de la femme. C'est un altruisme dont elles n'ont pas les moyens et qui ne les concerne souvent que de loin. De quelles femmes parlent-on quand on évoque celles qui ne votent pas FN ? Quelle est la part de ces dernières qui invoque effectivement des raisons programmatiques ? Sans doute beaucoup de celles qui ne votent pas FN ne le font pas pour les « bonnes » raisons traditionnellement retenues mais évoluent avant tout dans des configurations et des contextes familiaux, matrimoniaux, professionnels qui ne contribuent pas à les rapprocher de ce parti. Travail de terrain, cette enquête donne un peu de chair à des variables souvent désincarnées, elle ouvre des perspectives quant à l'imbrication de la sphère publique et de la sphère privée, elle donne toute sa place au « genre » dans l'approche d'une préférence politique extrême. Riche d'une multitude d'extraits d'entretiens, ce travail d'enquête ne cherche pas à construire un portrait type de l'électeur FN, tâche d'autant plus difficile qu'il s'agit d'un électorat en perpétuelle évolution, mais à déconstruire des mécanismes possibles de rapprochement avec cette famille politique.
Mit den in Österreich 1990 beschlossenen und in vergleichbaren Ländern zur Beschlußfassung anstehenden Gesetzen wird Psychotherapie als eigenständige Profession im Gesundheitssystem anerkannt. Um eine optimale und effiziente Versorgung sicherzustellen, gibt es immer wieder Forderungen und Vorschläge zur Verbesserung der Zusammenarbeit zwischen den im Gesundheitsbereich tätigen Berufsgruppen. Vor dem Hintergrund dieser Entwicklung interessierte uns, welche Aspekte professioneller Kooperation für Psychotherapeuten bedeutsam sind und welche Einstellungen sie dazu haben. Sieben Psychotherapeuten mit langer Berufserfahrung wurden dazu ausführlich interviewt. Auf Grundlage dieser Interviews wurde ein Fragebogen mit 78 Items entwickelt und an 79 Psychotherapeuten erprobt. Die Items des Fragebogens werden zu Themenbereichen zusammengefaßt und interpretiert. Die Analyse der Antworten führte zu einer vorläufigen Typologie von Therapeuten hinsichtlich ihrer Einstellung zu professioneller Kooperation.Schlüsselwörter: Psychotherapeutische Kooperation, Einstellungen, Professionalisierung. ; With the law for psychotherapeutic practice in 1990 psychotherapy entered the health-care system as a new profession. To provide a better and more efficient service politicians and professionals again and again made proposals for an enhancement of co-operation between the different professional groups in this system. On this background the present pilot study examines the opinions of psychotherapists towards cooperation with other professionals outside institutional settings. The study consists of two parts. In a first step seven experienced psychotherapists were interviewed about cooperation and the importance of this topic for their professional work. In a second step a 78-item questionnaire informed by the result of the interviews was administered to 79 psychotherapists in Austria. The result supports a multi-faceted concept of co-operation. The items are grouped according to certain domains and interpreted. An explorative factor analysis of the questionnaire indicates a provisional typology of therapists in regard to their attitudes towards professional co-operation.Keywords: Psychotherapeutic co-operation, attitudes, professionalization. ; La psychothérapie est en passe de devenir profession indépendante au sein du système de santé: des lois ont été approuvées en Autriche en 1990 et sont prêt de l'être dans d'autres pays. Ceci fait que les praticiens de ce métier appartiennent désormais à un domaine professionnel dans lequel se manifeste constamment un besoin d'améliorer la coordination des prestations et la coopération entre leurs fournisseurs.La réforme de la psychiatrie a permis de satisfaire - au moins au niveau régional - l'exigence d'une offre ambulatoire tenant compte de toute la complexité des troubles psycho-sociaux et du fait qu'ils sont indissociables de différents domaines du quotidien des patients; ce but est atteint grâce à une offre de traitements intégrés et multidisciplinaires. Pourtant les coûts directs résultant du fait que le travail de coopération n'est pas rémunéré sont perçus par la moitié des thérapeutes interrogés comme un obstacle à la démarche. Alors que nous avions formulé l'hypothèse contraire, une grande majorité ne pense pas que la réussite de cette dernière dépende du sexe des spécialistes concernés. Mit den in Österreich 1990 beschlossenen und in vergleichbaren Ländern zur Beschlußfassung anstehenden Gesetzen wird Psychotherapie als eigenständige Profession im Gesundheitssystem anerkannt. Um eine optimale und effiziente Versorgung sicherzustellen, gibt es immer wieder Forderungen und Vorschläge zur Verbesserung der Zusammenarbeit zwischen den im Gesundheitsbereich tätigen Berufsgruppen. Vor dem Hintergrund dieser Entwicklung interessierte uns, welche Aspekte professioneller Kooperation für Psychotherapeuten bedeutsam sind und welche Einstellungen sie dazu haben. Sieben Psychotherapeuten mit langer Berufserfahrung wurden dazu ausführlich interviewt. Auf Grundlage dieser Interviews wurde ein Fragebogen mit 78 Items entwickelt und an 79 Psychotherapeuten erprobt. Die Items des Fragebogens werden zu Themenbereichen zusammengefaßt und interpretiert. On this background the present pilot study examines the opinions of psychotherapists towards cooperation with other professionals outside institutional settings. The study consists of two parts. In a first step seven experienced psychotherapists were interviewed about cooperation and the importance of this topic for their professional work. In a second step a 78-item questionnaire informed by the result of the interviews was administered to 79 psychotherapists in Austria. The result supports a multi-faceted concept of co-operation. A locus at 19p13 is associated with breast cancer (BC) and ovarian cancer (OC) risk. Here we analyse 438 SNPs in this region in 46,451 BC and 15,438 OC cases, 15,252 BRCA1 mutation carriers and 73,444 controls and identify 13 candidate causal SNPs associated with serous OC (P=9.2 × 10(-20)), ER-negative BC (P=1.1 × 10(-13)), BRCA1-associated BC (P=7.7 × 10(-16)) and triple negative BC (P-diff=2 × 10(-5)). Genotype-gene expression associations are identified for candidate target genes ANKLE1 (P=2 × 10(-3)) and ABHD8 (P<2 × 10(-3)). Chromosome conformation capture identifies interactions between four candidate SNPs and ABHD8, and luciferase assays indicate six risk alleles increased transactivation of the ADHD8 promoter. Targeted deletion of a region containing risk SNP rs56069439 in a putative enhancer induces ANKLE1 downregulation; and mRNA stability assays indicate functional effects for an ANKLE1 3'-UTR SNP. Ils demeurent en manque des « pratiques interculturelles » qui sont davantage enracinées dans le milieu scolaire montréalais qu'ailleurs dans la province. De plus, les écrits de régulation n'adoptent pas la question de la diversité scolaire telle qu'elle est représentée aujourd'hui dans les écoles. Par ailleurs, différentes recherches sur l'échelle international soulignent que les élèves immigrants sont susceptibles d'échouer ou d'obtenir de faibles résultats scolaires comparés aux jeunes non immigrants (Kamanzi et al., 2016). Ainsi, la direction d'école doit, plus que jamais, exercer son leadership pour soutenir une bonne collaboration entre les acteurs scolaires et sociaux. Il s'agit de garder le cap sur la réussite éducative de tous les élèves. L'ampleur de cette réalité exige une collaboration de la part de l'école, des familles immigrantes et de la communauté. L'objectif général de cette thèse consiste à comprendre et à analyser les pratiques de collaboration école-familles immigrantes-communauté (ÉFIC). Cet objectif général se décline en trois objectifs spécifiques qui font objet de trois publications. - Le premier objectif spécifique consiste à identifier et à décrire les pratiques de collaboration que les membres de l'organisme communautaire Centre Multiethnique de Québec (CMQ) mettent en place pour favoriser l'intégration des familles immigrantes ainsi que l'intégration et la réussite scolaire et éducative de leurs enfants. Cet objectif fait l'objet d'un chapitre de livre, publié dans l'ouvrage Immigration et nouvelles vies aux Presses de l'Université Laval. Deux concepts soutiennent cette étude qualitative, soit l'accompagnement et le leadership. Pour réaliser cette recherche, une étude de documents a été menée. Il s'agit de 13 documents publiés par ledit centre, s'étalant entre 2015 et 2018. L'analyse de ces documents a permis de dégager la présence des pratiques en lien avec l'accompagnement individuel et collectif des familles nouvellement arrivées et de leurs enfants. De plus, il s'est avéré que le CMQ ne cesse de fournir des efforts pour satisfaire leurs attentes et leur procurer un sentiment de confiance et de sécurité (formations, financements, nouveaux services, etc.). - Le deuxième objectif spécifique consiste à repérer et à analyser les pratiques de collaboration ÉFIC et les types de lien de cette collaboration pour favoriser l'intégration et la réussite scolaire et éducative des élèves immigrants. Cet objectif fait l'objet d'un article paru dans la revue Creative Education. Le cadre conceptuel de cette étude qualitative se base sur l'approche mésosystémique du modèle de Bronfenbrenner (1979) et sur les six dimensions de l'approche de l'influence partagée d'Epstein (2001). Le corpus analysé, dégagé d'entrevues semi-dirigées auprès d'acteurs scolaires (n=11), de membres communautaires (n=10) et de familles immigrantes (n=6), a permis d'identifier deux dimensions primordiales à prendre en compte, soit le leadership et l'enfantalité, un mot qui désigne la nécessité de prendre en compte l'expérience et les besoins de l'élève immigrant dans la dimension de collaboration. Nos analyses mettent également en évidence, d'une part, la présence de certaines pratiques telle que la communication entre l'ensemble des acteurs; et, d'autre part, l'absence d'autres pratiques telle que la prise des décisions des familles immigrantes. Nos résultats appuient donc la nécessité de fournir plus de ressources et d'investissements de la part de toutes les instances, surtout le gouvernement. - Le troisième objectif spécifique a pour objectif de comparer les pratiques de collaboration ÉFIC selon les acteurs scolaires et sociaux ayant répondu à un questionnaire (12 acteurs scolaires, 24 membres communautaires et 19 familles immigrantes). Cet objectif fait l'objet d'un article publié par la revue Canadian Journal of Educational Administration and Policy. Les six dimensions du modèle de l'influence partagée d'Epstein (2001) forment le cadre théorique de cette étude quantitative. Au terme de cette recherche, d'une part, les analyses de Kruskall Wallis ont montré une différence significative entre les trois groupes d'acteurs quant aux pratiques de prise de décision et d'apprentissage à la maison. D'autre part, les analyses de corrélation ont montré que 1) le nombre d'années d'expérience des acteurs scolaires à l'école est corrélé positivement avec les variables communication, bénévolat, parentalité et prise de décision et que 2) le niveau de classe du jeune est corrélé positivement avec la variable parentalité. Finalement, un livret pratico-pratique, intitulé École-familles immigrantes-communauté : outils de collaboration en 42 pratiques et 255 actions clés, publié par les Presses de l'Université Laval, est rédigé en vue de rendre disponibles les pratiques de collaboration ÉFIC. Sa réalisation est basée sur les écrits et les témoignages de différents acteurs scolaires et sociaux par le biais des entrevues semi-dirigées menées dans cette thèse (échantillon de l'article 2). En premier lieu, le livret expose, entre autres, quelques mythes de la collaboration ÉFIC, ses leviers et freins ainsi que différents moyens de communication permettant de faciliter l'échange entre les acteurs. En second lieu, le livret suggère 44 pratiques efficaces et 255 actions clés destinées à chacun des acteurs concernés, soit les acteurs scolaires, la famille immigrante et les membres de la communauté. ; Quebec is experiencing a significant increase in immigrants, especially outside the metropolis (ISQ, 2017; Bakhshaei, 2015). Schools are, therefore, at the center of debates relating to the various issues inherent in diversity. However, they still lack "intercultural practices," which are more deeply rooted in the Montreal school environment than elsewhere in the province. In addition, regulatory writings do not adopt the issue of school diversity as it is represented today in schools. In addition, various research on the international scale underlines that immigrant students are likely to fail or obtain poor academic results compared to non-immigrant youth (Kamanzi et al., 2016). Thus, more than ever, the school administration must exercise its leadership to support good collaboration between school and social actors. It is about staying focused on the educational success of all students. The magnitude of this reality requires collaboration on the school, immigrant families and the community. The general objective of this thesis is to analyze the practices of school-immigrant families-community (ÉFCI) collaboration. Three specific purposes form this general objective, subject to three publications. - The first specific objective consists of identifying and describing the collaborative practices that the members of the community organization Centre Multiethnique de Québec (CMQ) put in place to promote the integration of immigrant families and academic and educational success of their children. This goal is the subject of a book chapter published in Immigration et Nouvelles vies at Presses de l'Université Laval. Two concepts support this qualitative study, support and leadership. We realized a document study to carry out this research. These are 13 documents published by the said center, spread out between 2015 and 2018. The analysis of these documents made it possible to identify the presence of practices linked to the individual and collective support of newly arrived families and their children. The analyzed corpus, drawn from semi structured interviews with school stakeholders (n = 11), community members (n = 10) and immigrant families (n = 6), identified two essential dimensions to be considered the leadership and the childishness. This word indicates the need to consider the immigrant student's experience and needs in the dimension of collaboration. On the one hand, our analyses highlight specific practices, such as communication between all stakeholders. But, on the other hand, the absence of other practices such as the decision-making of immigrant families. Therefore, our results support the need for more resources and investments from all levels, especially the government. - The third specific objective aims to compare the EFIC collaboration practices according to the school and social actors who answered a questionnaire (12 school actors, 24 community members and 19 immigrant families). This goal is the subject of an article published by the Canadian Journal of Educational Administration and Policy. The six dimensions of Epstein's (2001) shared influence model form the theoretical framework for this quantitative study. At the end of this research, on the one hand, the analyzes of Kruskall Wallis showed a significant difference between the three groups of actors in terms of decision-making and learning practices at home. However, on the other hand, correlation analyzes have shown that 1) the number of years of experience of school actors in school is positively correlated with the variables communication, volunteering, parenthood and decision-making and that 2) the level class of the young is positively correlated with the parenthood variable. Finally, a practical booklet, named École-familles immigrantes-communauté : outils de collaboration en 42 pratiques et 255 actions clés, published by the Presses de l'Université Laval, is written to make the EFIC collaborative practices available. The writings and testimonies of various educational and social actors through the semi structured interviews conducted in this thesis (sample of article 2) are the basis of its production. First, the booklet exposes, among other things, some myths of the ÉFIC collaboration, its levers and brakes, and various means of communication, making it possible to facilitate the exchange between the actors. Second, the booklet suggests 44 effective practices and 255 actions intended for each of the actors concerned: school actors, the immigrant family, and community members.

Vortrag von Sina Marie Nietz bei Festo am 24.10.2019 (verschriftlichte Form)Der Titel dieses Vortrags beinhaltet mehrere "Riesenbegriffe": Globalisierung und Digitalisierung, zwei Begriffe, die heutzutage geradezu inflationär genutzt werden und dabei ganz unterschiedliche Prozesse und Entwicklungen beschreiben. Autonomer Individualverkehr, Pflege-Roboter, softwaregesteuerte Kundenkorrespondenz und Social Media, Big-Data-Ökonomie, Clever-Bots, Industrie 4.0. Die Digitalisierung hat ökonomische, kulturelle und politische Auswirkungen auf allen gesellschaftlichen Ebenen. Die zunehmenden technischen Möglichkeiten vor allem durch KI zwingen uns auch zu einer Auseinandersetzung mit ethischen Fragen und unseren bisherigen Konzepten von Intelligenz. Was zeichnet menschliches Handeln aus? Wie unterscheidet sich menschliche, natürliche Intelligenz von Künstlicher? Die Frage, was menschliches Handeln und menschliche Intelligenz von Maschinen unterscheidet, wird aus einem Alltagsverständnis heraus häufig mit Emotionen wie Empathie, Mitgefühl, Einfühlungsvermögen, Mitmenschlichkeit beantwortet. All diese Begriffe wollen wir nun zunächst einmal unter "emotionaler Intelligenz" zusammenfassen, bevor wir uns zu einem späteren Zeitpunkt näher damit auseinandersetzen werden.Globalisierung – ein weiterer überaus komplexer Begriff, der genutzt wird, um ganz unterschiedliche Prozesse zu beschreiben. Globalisierung meint die Verflechtung von Handelsbeziehungen und Kommunikationstechnologien sowie den Anstieg von Mobilität. Globalisierung umfasst zunehmende transnationale Abhängigkeiten in Form von losen Abkommen, Verträgen und Gesetzen. Globalisierung bedeutet auch, dass Organisationen wie NGOs, transnationale Institutionen, Konzerne und Staaten über Ländergrenzen hinweg agieren und kooperieren. Globalisierung meint jedoch auch globale Herausforderungen wie internationalen Terrorismus und vor allem die Klimakatastrophe. In dieser Zeit zunehmender Verflechtungen und internationaler Abhängigkeiten lassen sich gleichzeitig nationalistische Tendenzen beobachten, die der zunehmenden Öffnung gesellschaftliche Abschottung entgegenzusetzen versuchen. Die Frage nach Öffnung oder Abschottung polarisiert und spaltet. In der Wissenschaft wird von einer neuen gesellschaftlichen Konfliktlinie, einer cleavage gesprochen. Die cleavage zwischen Öffnung und Abschottung, zwischen Kosmopoliten und Nationalisten, zwischen Rollkoffer und Rasenmäher.Die Ergebnisse der letzten Europawahlen im Mai 2019 haben jene cleavage eindeutig widergespiegelt. Die etablierten Parteien, allen voran CDU/CSU und SPD, haben erneut massiv Wählerstimmen eingebüßt. Wohingegen auf der einen Seite der neuen gesellschaftlichen Konfliktlinie die AfD mit ihrem Abschottungskurs und auf der anderen Seite die Grünen, die klare Kante für Kosmopolitismus verkörpern, Stimmenzuwächse verzeichnen konnten. Auch in anderen europäischen Ländern sahen die Wahlergebnisse programmatisch vergleichbarer Parteien ähnlich aus.Bereits seit der Wirtschafts- bzw. "Eurokrise" erhalten rechtspopulistische Parteien zunehmend Zuspruch in ganz Europa. Deutschland war mit der AfD in dieser Hinsicht ein Nachzügler. Der Begriff "Rechtspopulismus" ist dabei nicht ganz unproblematisch. Zum einen dient er als sogenannter "battle term", um gegnerische Parteien oder PolitikerInnen zu degradieren. Zum anderen findet er keine einheitliche Verwendung, sondern wird genutzt, um einen Politikstil, eine rhetorische Strategie, eine Mobilisierungsstrategie oder eine politische Ideologie zu bezeichnen. Des Weiteren bildet sich zunehmend der Konsens heraus, dass mit dem Begriff auch die Gefahr der Verharmlosung in Bezug auf Parteien oder Personen einhergeht, die ihrer politischen Gesinnung nach eigentlich als rechtsradikal bis rechtsextrem einzuordnen sind. Trotz dieser Schwierigkeiten hat sich in den vergangenen Jahren durch zahlreiche Publikationen ein wissenschaftlicher Konsens geformt. Im Folgenden soll die Definition von Rechtspopulismus nach Jan Werner Müller, einem der federführenden Populismusforscher in Deutschland, umrissen werden. Populismus leitet sich von dem lateinischen Wort "populus", zu deutsch "Volk", ab. Der Bezug auf das Volk ist für jede Form des Populismus essenziell. In der Logik des Populismus stehen "dem Volk" die "korrupten Eliten", das Establishment gegenüber ("Altparteien", "Eurokraten"…). Es ist prinzipiell variabel, wer zu den Eliten zählt. In diesem Zusammenhang wird häufig das vermeintliche Paradoxon Donald Trump angeführt. Dieser zählt aufgrund seines Vermögens definitiv zu einer finanziellen Elite, kann sich jedoch aufgrund seines Mangels an Politikerfahrung als Politikaußenseiter, als "Mann aus dem Volk" und Sprachrohr des Volkes darstellen.Jan Werner-Müller zufolge sind RechtspopulistInnen immer anti-elitär, doch nicht jeder, der Eliten kritisiert, ist auch automatisch ein Rechtspopulist. Es muss immer noch ein zweites Kriterium gegeben sein, nämlich das des Anti-Pluralismus. In einer pluralistischen Gesellschaft konkurrieren zahlreiche verschiedene Organisationen, gesellschaftliche Gruppierungen und Parteien um wirtschaftliche und politische Macht. Es herrscht außerdem Vielfalt in Form von Meinungen und unterschiedlichen Lebensentwürfen. Rechtspopulismus lehnt diese Vielfalt ab. Es findet demnach nicht nur eine Abgrenzung nach oben zu "den Eliten", sondern auch nach unten ("Sozialschmarotzer") bzw. außen ("der Fremde", "der Islam", "die Flüchtlinge", Homosexuelle) statt. Rechtspopulistische Repräsentanten behaupten, ein homogen gedachtes "wahres Volk" mit einem einheitlichen Volkswillen zu vertreten. So wird ein moralischer Alleinvertretungsanspruch postuliert. Da der homogen konstruierte Volkswille in der Logik des Rechtspopulismus a priori feststeht und RechtspopulistInnen diesen repräsentieren, bedarf es keiner anderen Parteien oder Vertreter. Daraus ergibt sich jedoch ein Logikproblem, wenn sie dann bei Wahlen nicht die Mehrheit der Stimmen auf sich vereinen können. So betrug der Stimmenanteil der AfD bei der Bundestagswahl 2017 12,6%. Um diese Differenz "erklären" zu können, werden verschwörungstheoretische Erklärungsmuster wie das einer "schweigenden Mehrheit" herangezogen. Es werden gezielt Zweifel am politischen System, an den Medien ("Lügenpresse") und der Wissenschaft gesät. Es wird auf vermeintliche Fehler im System und die angebliche Unterdrückung des "eigentlichen Volkswillens" verwiesen. So schaffen RechtspopulistInnen eine Parallelwelt der "alternativen Fakten" und tragen zur Spaltung der Gesellschaft bei.Betrachtet man die verschiedenen rechtspopulistischen Parteien und Bewegungen in Europa, stößt man auf Unterschiede in deren Inhalten und Strategien. So hat Geert Wilders in den Niederlanden beispielsweise immer eine sehr liberale Gesellschaftspolitik vertreten, etwa in Form liberaler Abtreibungsgesetze und der Befürwortung gleichgeschlechtlicher Ehen. In Polen fährt die PiS-Partei hingegen einen katholisch geprägten konservativen Kurs hinsichtlich gesellschaftspolitischer Themen, wie auch die FPÖ in Österreich. Als gemeinsame Klammer dient allen rechtspopulistischen Parteien ihre ablehnende bis feindliche Haltung gegenüber Migration und "dem Islam". Die ausgrenzende Gesinnung bildet demnach das Kernelement rechtspopulistischer Ideologien. Das bedeutet, dass es keinen Rechtspopulismus ohne Feindbilder gibt.Und damit wären wir bei der ersten These meines heutigen Vortrags: Feindbilder sind das Kernelement von Rechtspopulismus. Rechtspopulistische Parteien greifen gezielt xenophobe Vorurteile, Stereotype und Emotionen wie Angst und Hass auf, schüren diese und verbreiten sie so. Wir werden gleich noch darauf zu sprechen kommen, wie sie dies genau machen. Vorurteile sind eine effektive Strategie, um Ungleichheit oder die Entstehung von Ungleichheit zu legitimieren. Hier dockt der Populismus perfekt an die bereits vorhandene Ungleichheitsideologie unserer meritokratischen Leistungsgesellschaft an. Unsere freie Marktwirtschaft basiert auf der Annahme der Notwendigkeit von Ungleichheit und legitimiert diese durch unterschiedliche Mechanismen. Stichworte in diesem Kontext lauten: survival of the fittest, Leistungsprinzip, Konkurrenzdruck in Zeiten von Outsourcing von Arbeitsplätzen und Zeitarbeit, Selbstoptimierung, Humankapital.Ich würde Sie an dieser Stelle gerne zu einem kurzen Exkurs in die Kognitionswissenschaft einladen, um die Bedeutung von Vorurteilen und Stereotypen für das menschliche Denken und Handeln näher zu erläutern. Der menschliche Verstand benötigt Kategorien zum Denken, zum Einordnen und Verarbeiten von Sinneseindrücken und Informationen. Andernfalls würde der Prozess der Informationsverarbeitung viel zu viel Zeit beanspruchen und wir wären nicht handlungsfähig. Wir ordnen unsere Eindrücke also bestimmten, vorgefertigten Kategorien zu. Innerhalb einer Kategorie erhält nun alles dieselbe Vorstellungs- bzw. Gefühlstönung. Der Grad der Verallgemeinerung hängt mit dem Wissen über die einzuordnende Information zusammen. Auf die rechtspopulistischen Ausgrenzungsstrategien bezogen ergibt sich Folgendes: Es wird das Feindbild "Islam" konstruiert und mit Eigenschaften wie "Gewalt" und "Terror" verknüpft. Dabei wird nicht zwischen verschiedenen Strömungen und Glaubensrichtungen unterschieden, sondern alles zu einem homogenen Gebräu innerhalb derselben Kategorie umgerührt. Individuen, die aufgrund von Herkunft, Religionszugehörigkeit, Ethnie etc. dieser Gruppe zugezählt werden, werden als Teil der Feindgruppe gedacht, nicht als Individuen. Sie werden objektiviert und entmenschlicht. Das Leiden des Einzelnen geht in der Masse unter und Empathie wird verhindert. Einzelne Ausnahmen werden als solche anerkannt, um das Gesamtbild, bzw. die gebildeten Kategorien, aufrechterhalten zu können. Und damit sind wir bei der zweiten These angelangt: Die Verallgemeinerung rechtspopulistischer Ausgrenzungsstrategien verhindert Empathie.Die einfache Zweiteilung des Freund-Feind-Denkens geht mit einer enormen Reduktion von Komplexität einher - ein attraktives Angebot in Zeiten zunehmender Komplexität und Undurchschaubarkeit (Stichwort Globalisierung). Doch wie werden diese Feindbilder nun genau erzeugt und aufrechterhalten? Hierzu bedienen sich rechtspopulistische Akteure unterschiedlicher rhetorischen Strategien.Rechtspopulistische Sprache ist zumeist eine reduktionistische und sehr bildhafte Sprache. Es werden häufig Metaphern verwendet, die Träger einer Botschaft sind. So ist der im Kontext der Migrationsbewegungen ab 2015 oft verwendete Begriff "Flüchtlingswelle" kein neutraler Begriff. Die Zusammensetzung der beiden Worte "Flüchtlinge" und "Welle" impliziert eine unaufhaltsame Naturgewalt, gegenüber der es sich durch Bauen eines Dammes abzuschotten gilt. Zudem finden auch biologistische Metaphern wie "Flüchtlingsschwärme" ihren Einzug in rechtspopulistische Narrative. Die Entlehnung nationalsozialistisch geprägter Begriffe wie beispielsweise "völkisch" durch Akteure der AfD hat nicht nur einmal zu medialer Aufmerksamkeit geführt. Weitere häufig verwendete rhetorische Strategien und Stilmittel sind Wiederholungen, Wortneuschöpfungen, Tabubrüche, kalkulierte Ambivalenz und auch die eingangs erwähnten Verschwörungstheorien. Ich möchte diese Stilmittel nicht im Einzelnen näher ausführen. Aber ich möchte auf die Beziehung zwischen Rechtspopulismus und Medien aufmerksam machen. Es gab in den vergangenen Monaten zahlreiche Beispiele für Tabubrüche seitens der AfD, die nach und nach zu einer Diskursverschiebung geführt hat, die mit einer Normalisierung von Gewalt in der Sprache im öffentlichen Diskurs einhergeht.Medien und Populismus folgen ähnlichen Kommunikationsstrategien wie beispielsweise Personalisierung, Emotionalisierung, Dramatisierung und Komplexitätsreduktion. Trotz der grundlegend feindlichen Einstellung rechtspopulistischer Parteien gegenüber der "Lügenpresse" gehen Populismus und Massenmedien eine Art Symbiose ein. Die Massenmedien sind auf Schlagzeilen angewiesen und die PopulistInnen auf mediale Aufmerksamkeit. Eine besondere Rolle spielen insbesondere seit dem letzten US-Wahlkampf soziale Medien wie Twitter. Trump bezeichnete sich einmal selbst als den "Hemingway der 140 Zeichen". Durch seine kurzen Tweets in einer einfach gehaltenen Sprache vermittelt er Nahbarkeit und inszeniert sich als Sprachrohr des Volkes. Immer in Abgrenzung zu der abgehobenen, korrupten Politikelite mit ihrer "political correctness". Es scheint, als würden "gefühlte Wahrheiten" schwerer wiegen als Fakten, so wird häufig vom Anbruch des postfaktischen Zeitalters gesprochen. Das Leugnen wissenschaftlicher Erkenntnisse bei gleichzeitiger Fokussierung auf "alternative" und "gefühlte Wahrheiten" birgt die Gefahr einer zunehmenden Parallelwelt der Fakten.Durch Echokammern und Filterblasen verfestigen sich eigene Einstellungen und die politische Meinung. Die neue Rechte hat sich zudem die Funktionsweise von Algorithmen und Bots zunutze gemacht und wirkt dadurch in Sozialen Netzwerken wie Facebook und Twitter, aber auch in Foren und Blogs unheimlich präsent. Medien sind hier keine Einrichtungen im Sinne von Organisationseinheiten mit besonderen Rechten, Sach- und Personalmitteln, sondern Räume und Kanäle. Dialogroboter sind zugleich Werkzeug und Medium einer neuen Kommunikationswelt. In den Massenmedien kann man eine stetige Zunahme von dialogischer Kommunikation beobachten. Dialogroboter werden funktional wie Massenmedien eingesetzt, funktionieren strukturell aber nach den Prinzipien interpersoneller Kommunikation.Kehren wir zu den beiden Ausgangsthesen zurück. Erstens: Feindbilder sind ein Kernelement von Rechtspopulismus. Zweitens: Die Verallgemeinerung von Feindbildern verhindert Empathie. Nun stellt sich die Frage nach möglichen Lösungsansätzen. Wie kann der dargelegten Objektivierung von Menschen durch Feindbilder entgegengewirkt werden? Welche Gegenstrategien gibt es? Häufig werden sehr allgemeine Handlungsempfehlungen ausgesprochen oder die Ausführungen zu möglichen Lösungen sehr kurz gehalten, sodass der politikwissenschaftliche Diskurs bisweilen in Bezug auf die Gegenstrategien ungenau und schwammig bleibt.Ich möchte Ihnen heute einen spezifischen Ansatz vorstellen, der darauf abzielt, Empathie als Teil emotionaler Intelligenz zu stärken, um rechtspopulistischen Feindbildern präventiv zu begegnen. Die gezielte Schulung von Empathie als Teil emotionaler Intelligenz. Das Konzept der emotionalen Intelligenz (EQ) kam in den 1990er Jahren auf, federführend unter den Sozialpsychologen John D. Mayer und Peter Salovey. Das gleichnamige Buch veröffentlichte 1995 Daniel Goleman. Bereits damals wurde Empathie als eine "Schlüsselkompetenz" emotionaler Intelligenz gefasst. Hier wurde zum einen der Versuch unternommen, auf die Bedeutung von Gefühlen beim Erreichen beruflicher Ziele und des eigenen Lebensglücks zu verweisen, zum anderen EQ messbar zu machen, sodass bald darauf zahlreiche EQ-Tests folgten. Der Versuch, Intelligenz anhand von Testsituationen oder ähnlichen Verfahren messbar zu machen, geht jedoch mit einigen Aspekten einher, die es kritisch zu betrachten gilt. Vor allem stellt sich, wie auch bei den klassischen IQ-Tests (auf denen im Übrigen unser heutiges Verständnis von Intelligenz beruht) die Frage, ob tatsächlich das gemessen wird, was gemessen werden soll. In einer Leistungsgesellschaft, die dem Diktat der Transparenz und Messbarkeit (PISA, Evaluationen etc.) unterworfen ist, haben es schlecht messbare emotionale Kompetenzen wie Empathie schwer.Die zunehmenden Abhängigkeiten im Kontext der Globalisierung weisen eigentlich in Richtung Kooperation. Die vorherrschende Ideologie unserer Gesellschaft basiert jedoch nach wie vor auf dem Konkurrenzprinzip. Die meritokratische Leistungs- und Wettbewerbsideologie des freien Marktes hat ein empathiefeindliches Umfeld geschaffen. Zudem lässt die Hyperindividualisierung Empathie unwahrscheinlicher werden. Das Wachstum des "Ichs" als Instanz der Nicht-Ähnlichkeit führt zur Kultivierung eines Bewusstseins für Differenzen anstatt für Gemeinsamkeiten. Je mehr wir uns auf die Unterschiede konzentrieren, desto schwieriger werden empathische Empfindungen und Handlungen, da diese eine Identifikation mit dem Anderen voraussetzen. Des Weiteren hat insbesondere im Bildungsdiskurs viele Jahre lang eine einseitige Fokussierung auf Rationalität stattgefunden. Diese impliziert eine künstliche Trennung zwischen Emotionalität und Rationalität. Zusammenfassend lässt sich festhalten, dass verschiedene gesellschaftliche, politische, aber vor allem auch ökonomische Faktoren wie die neoliberale Konkurrenz- und Wettbewerbsideologie, das Diktat der Messbarkeit, die Hyperindividualisierung sowie die einseitige Fokussierung auf Rationalität der Etablierung von Empathie als Schlüsselkompetenz des 21. Jahrhunderts im Weg standen und noch immer stehen. Doch was bedeutet Empathie eigentlich konkret in einem wissenschaftlichen Verständnis? Empathie stammt von dem griechischen Wort "Pathos", zu deutsch "Leidenschaft". Umgangssprachlich ist mit Empathie die Fähigkeit des Sich-in-jemand-Einfühlens oder Hineinversetzens gemeint. Empathie hat eine kognitive (Wahrnehmung der Interessen des Anderen) und eine affektive (dabei entstehende Gefühle) Komponente. Die Entstehung von Empathie erfolgt in drei Schritten: Soziale Perspektivenübernahme, Identifikation, Empathie. Die Übernahme einer anderen Perspektive erlernen wir bereits im Kleinkindalter. Zunächst anhand der Übernahme räumlicher Perspektiven. Durch den zweiten Schritt, die Identifikation mit einer anderen Person oder einem anderen Lebewesen, entsteht das Potenzial für die empathische Einfühlung in jene Person oder jenes Lebewesen. Aus dieser empathischen Empfindung kann wiederum ein gewisses Aktionspotenzial entstehen, wenn beispielsweise eine Ungerechtigkeit Empörung auslöst und zur Aktion gegen jene Ungerechtigkeit führt.Wir kommen nun zu der dritten These meines Vortrags: Empathie kann gezielt gelehrt und gelernt werden. Jüngste wissenschaftliche Erkenntnisse belegen, dass Empathie eine erlernbare Fähigkeit ist. Die deutsche Neurowissenschaftlerin und Psychologin Tania Singer hat im Rahmen einer großangelegten Untersuchung, dem "ReSource-Projekt" am Max-Planck-Institut für Kognitions- und Neurowissenschaften die Wirkung von Meditation auf das Verhalten und die damit verbundenen Veränderungen im Gehirn untersucht. Die Idee, die hinter diesem Forschungsprojekt steht, war die Suche nach einer Möglichkeit, gezielt soziale Fähigkeiten wie Mitgefühl, Empathie und die "Theory of Mind" zu fördern. Die Untersuchung ging über einen Zeitraum von elf Monaten und bestand aus unterschiedlichen Modulen. Im "Präsenzmodul" lag der Schwerpunkt vor allem auf der Achtsamkeit gegenüber geistigen und körperlichen Prozessen. Das Modul "Perspektive" konzentrierte sich auf sozio-kognitive Fähigkeiten, insbesondere die Perspektivenübernahme. Ein drittes Modul "Affekte" sollte den konstruktiven Umgang mit schwierigen Emotionen sowie die Kultivierung positiver Emotionen schulen. Die Probanden führten die entsprechenden Übungen täglich mit ihren zugeordneten Partnern durch Telefonate oder Videoanrufe aus.Das Team um Tania Singer konnte nach den drei Monaten mithilfe von Gehirnscans eine tatsächliche Verbesserung der Kompetenzen der TeilnehmerInnen feststellen, die mit struktureller Gehirnplastizität in den spezifischen neuronalen Netzwerken einhergingen. Das sozio-affektive Modul konnte so tatsächlich zur Verbesserung der Fähigkeit des Mitgefühls beitragen. Das sozio-kognitive Modul hingegen hat die Fähigkeit verbessert, sich gedanklich in die Perspektive eines anderen zu versetzen. Die Studie hat gezeigt, dass Empathie und Mitgefühl erlernbare Kompetenzen sind, die durch entsprechende Übungen gezielt gefördert werden können. Dazu bedarf es jedoch zunächst einer Anerkennung von Empathie als einer erlernbaren Kompetenz.Fassen wir zusammen: Rechtspopulismus agiert immer über Feindbilder. Diese Feindbilder basieren auf der Konstruktion einer homogenen Feindgruppe. Durch Verallgemeinerung werden den Individuen innerhalb dieser Feindgruppe Subjektivität und Individualität abgesprochen und so die Entstehung von Empathie verhindert. Die rechtspopulistische Ungleichheitslogik schließt an die Ungleichheitslogiken unserer kapitalistischen Gesellschaftsordnung an. Die Wettbewerbs- und Konkurrenzideologie hat ein empathiefeindliches Umfeld geschaffen. Zudem hat sich die Bildung zu lange einseitig auf Rationalität konzentriert. Daher gilt es, Empathie als eine soziale und emotionale Fähigkeit mit kognitiven Anteilen im bildungswissenschaftlichen Diskurs zu verankern. So können rechtspopulistische Differenzierungskategorien wie Nationalität oder Religion sowie die Verallgemeinerungen zugunsten einer Fokussierung auf Gemeinsamkeiten und Mitmenschlichkeit überwunden werden. Um in einer vernetzten, globalisierten Welt intelligent handeln zu können, nützt ein Rückzug in nationalistische Freund-Feind-Denkweisen nicht. El objeto de esta tesis es el análisis de la autorregulación regulada, es decir, el análisis de las normas y de los controles privados que poseen relevancia para el Derecho público. A pesar de su aparente desvinculación con el Derecho Administrativo, la autorregulación es una tendencia que se percibe cada vez con mayor nitidez; es, claramente, un fenómeno que se asocia principalmente al uso de nuevas tecnologías, pero que desborda con mucho este ámbito. La autorregulación es una noción directamente relacionada con la transformación de las formas de gobernanza impulsada desde la Unión Europea; es una nueva técnica o instrumento que las normas jurídico-públicas, a través de numerosas remisiones a la autorregulación, ponen en manos de la administración para gestionar los fines que ésta tiene encomendados. Existe, sin embargo una clara disociación entre las esperanzas puestas en la autorregulación y la falta de respuestas que ofrece el derecho positivo. Un análisis exhaustivo de la jurisprudencia y de la legislación que utilizan la voz "autorregulación" me ha llegado a concluir que este vocablo es en nuestro ordenamiento, un "término sin concepto". En esta fuentes se asimila la "autorregulación" con la capacidad de autonormación de un sujeto. Es el derecho comunitario el que la autorregulación como una alternativa o un complemento a la desreglamentación estatal y como una manifestación de un traslado de funciones y responsabilidades públicas a la sociedad. Por influencia del Derecho comunitario, el legislador pretende, a través de la autorregulación, alcanzar dos finalidades aparentemente contradictorias: (a) facilitar la función de garante que tiene atribuida el Estado, mediante una intervención más extensa i más intensa en las actividades privadas; (b) hacer efectivo los objetos propuestos con la desregulación, mediante una contención del ejercicio de la potestad reglamentaria y una disminución de los controles, preventivos o represivos, realizados directamente por la Administración. Para salvar esta contradicción, es necesario que el legislador establezca una regulación adecuada de la autorregulación. Dicha regulación es, hoy por hoy, manifiestamente insuficiente. Deberían fijarse con carácter general -y no sólo puntualmente y por sectores- las medidas adecuadas para el fomento de la autorregulación; los efectos públicos que ésta posee en cada caso y, significativamente, las garantías y controles necesarios para contrarrestar tales efectos. Esto es, los principios que rigen la actividad administrativa deberían ser aplicados también a la autorregulación en aquellos casos en los que sus diversas manifestaciones poseen efectos similares a los que son propios de los reglamentos, las inspecciones o las sanciones administrativas. Esta propuesta deja abierta la cuestión acerca de la incidencia recíproca de ambas técnicas; esto es , la incidencia de la regulación pública en la autorregulación de origen privado y, a la inversa, el impacto del desarrollo de la autorregulación regulada en el ejercicio de las potestades reglamentaria, autorizatoria, y sancionadora de la Administración. Esta cuestión sólo puede ser contestada hoy caso por caso, de modo que la respuesta es distinta si se analiza una norma técnica, un código ético, un manual de buenas prácticas, una certificación privada del cumplimiento de normas técnicas, el ejercicio de la potestad disciplinaria privada o el arbritaje. De lo que no cabe duda alguna es que ni la autorregulación es sólo una actividad de interés privado, ni la regulación pública conserva hoy sus rasgos tradicionales. ; L'objet de cette thèse est l'analyse de l'autorégulation régulée, c'est-à-dire, l'analyse des normes et des contrôles privés qui sont pertinents pour le droit public. Malgré sa séparation apparente du droit administratif, l'autorégulation est une tendance qui se perçoit avec chaque fois plus de netteté; il s'agit clairement d'un phénomène qui est associé principalement à l'utilisation des nouvelles technologies mais qui déborde amplement ce cadre. L'autorégulation est une notion directement liée à la transformation des formes de la gouvernance impulsée à partir de l'Union européenne; il s'agit d'une nouvelle technique ou d'un instrument dont les normes juridiques publiques, par de nombreux renvois à l'autorégulation, remettent à l'Administration afin de gérer les fins qui lui sont attribuées. Il existe cependant une dissociation nette entre les espoirs mis dans l'autorégulation et le manque de réponses qu'offre le droit positif. Une analyse exhaustive de la jurisprudence et de la législation qui utilisent le mot « autorégulation » m'a mené à conclure que ce terme est, dans notre système juridique, un « terme sans concept. » Dans ces sources, on assimile « l'autorégulation » à la capacité d'un sujet à établir ses propres normes. C'est le droit communautaire qui introduit la notion d'autorégulation comme une alternative ou un complément à la dérégulation de l'État et comme une manifestation d'un transfert de fonctions et de responsabilités publiques à la société. Par l'influence du droit communautaire, le législateur prétend, à travers l'autorégulation, atteindre deux finalités apparemment en contradiction : (a) faciliter la fonction de garant attribuée à l'État, au moyen d'une intervention plus étendue et plus intense dans les activités privées ; (b) rendre effectifs les objectifs proposés avec la dérégulation au moyen d'une contention de l'exercice du pouvoir de réglementation et d'une diminution des contrôles, préventifs ou répressifs, réalisés directement par l'Administration. Pour éviter cette contradiction, il est nécessaire que le législateur établisse une régulation adéquate de l'autorégulation. Cette régulation est, de nos jours, manifestement insuffisante. Les mesures adéquates pour le développement de l'autorégulation devraient être fixées avec un caractère général -et non seulement ponctuellement et par secteurs-; les effets publics qu'elle possède pour chaque cas et, significativement, les garanties et les contrôles nécessaires pour contrebalancer de tels effets. Ceci signifie que les principes qui régissent l'activité administrative devraient être appliqués aussi à l'autorégulation dans les cas où ses diverses manifestations possèdent des effets similaires à ceux qui sont propres aux règlements, aux inspections, aux autorisations ou aux sanctions administratives. Cette proposition laisse la question ouverte autour de l'incidence réciproque des deux techniques; c'est-à-dire, l'incidence de la régulation publique dans l'autorégulation d'origine privée et, à l'inverse, l'impact du développement de l'autorégulation régulée dans l'exercice des pouvoirs de réglementation, d'autoriser et de sanctionner de l'Administration. Aujourd'hui, cette question peut être uniquement répondue au cas par cas, de sorte que la réponse est différente si on analyse une norme technique, un code éthique, un manuel de bonnes pratiques, une certification privée de l'application de normes techniques, l'exercice du pouvoir disciplinaire ou l'arbitrage. Ce qui ne fait aucun doute c'est que ni l'autorégulation est uniquement une activité d'intérêt privé, ni la régulation publique conserve actuellement ses traits traditionnels. ; The objective of this thesis is to analyse regulated self-regulation, that is to say, to analyse the private sector rules and controls that are of relevance to Public Law. Despite its apparent disassociation from Administrative Law, self-regulation is a trend that is becoming more and more apparent. It is, evidently, a phenomenon linked mainly with the use of new technologies, whose influence spills out into other areas. Self-regulation is a notion directly related to the transformation of the means of governance which is being instigated by the European Union; it is a new technique or instrument which judicial-public regulations, by means of numerous submissions to self-regulation, has put into the hands of the Administration so that it may carry out the purpose that has been entrusted to it. There exists, nevertheless, a clear disassociation between the hope placed in self-regulation and the lack of answers offered by positive law. An exhaustive analysis of jurisprudence and legislation in which term "self-regulation" is used, has led me to conclude that this word is, in our legal system, a "term without a concept". In these sources, "self-regulation" is assimilated into the capacity of a subject to establish its own rules. It is Community Law that introduces the notion of self-regulation as an alternative or a complementary process, in the face of state deregulation and as a manifestation of the transfer of public functions and responsibilities to society. Through the influence of Community Law, the legislator tries, through self-regulation, to achieve two apparently contradictory purposes: (a) to facilitate the State's attributed role of guarantor, by means of more extensive and more intense intervention in private activities; (b) to make effective the objectives proposed with deregulation, by a containment of the exercise of regulatory power and a decrease in the controls, whether preventive or repressive, applied directly by the Administration. In order to deal with this contradiction, the legislator needs to establish suitable regulations governing self-regulation. Such regulation is, at present, manifestly insufficient. Three things need to be established generally - and not just in particular cases and for certain sectors -(i) suitable measures to foment self-regulation; (ii) what the public effects of self-regulation are in each case and, significantly, (iii) the necessary guarantees and controls to counteract any such effects. That is, the principles that govern administrative action should also be applied to self-regulation in those cases in which their various manifestations have effects which are similar to those arising from Administrative regulations, inspections, authorizations or sanctions. This proposal leaves open the question of the influence each technique has on the other; that is to say, the effect of public regulation on self-regulation of private origin and, vice versa: the impact of the development of regulated self-regulation on the exercise of the Administration's regulatory powers, disciplinary powers and powers of authorisation. At present, this question can only be answered on a case by case basis, and produces different answers depending on whether you are analysing technical standards, an ethical code, a best practices manual, a privately issued technical standards certificate, the exercise of the private disciplinary power or arbitration. What is beyond doubt is that self-regulation is no longer an activity that is only of interest to the private sector and public regulation is no longer what it used to be.
The year 2019 marks a milestone in Brazilian Education, particularly in training experiences in Rural Education, on the occasion of the celebration of the 50th anniversary of Alternating Cycle Education. Created in France and brought to Espírito Santo by a Jesuit priest, it was developed by peasants who considered the different realities of our country, as an educational counter-hegemonic possibility, mixing school training with work experience, sense of belonging to the land and cultural identities. From this perspective, the Association of Family Movements for Rural Education (AIMFR) and the research groups CNPq / UFES Field Cultures, Partnerships and Rural Education, and the International Research on Dual-Alternating Cycle System at Sherbrooke University, Canada, propose to the Brazilian Journal of Rural Education the creation of a file. This is an opportunity to gather, in this important journal, a plurality of discussions and investigative results that emerge from the praxis of teachers and researchers, working with Alternating Cycle Education in Brazil, Canada, Spain, Cameroon, Italy and France. We believe this to be a chance for reflection, problematization and sharing of good experiences, considering the numerous challenges of the current scenario. It is not a contemplative article, but a reflective and problematic one, with a living and dynamic exercise, produced by historically situated subjects, who place themselves in the field of resistance, thus thinking about contexts and rising possibilities. In this sense, the research now shared emerges from the most diverse experiences - from basic to higher education - revealing us the transgressor potential of Alternating Cycle. To recognize this diversity of practices is also to affirm that Alternating Cycle Education, created in Brazilian lands 50 years ago, is today part of the Brazilian Education Heritage and, as such, figures in law and public policies. However, this historical and social journey also poses challenges that arise in the very movement of transformation of society and ways of life, work and production. Facing such challenges and keeping on with the struggle are central flags in the production of new and different meanings for Training by Alternating Cycle, without diverging from its pillars, its mediations and/or educational instruments and, above all, while strengthening its political emancipation, transforming agent of realities and their subjects. For this, we thank the Brazilian Journal of Rural Education for granting us this space which, in turn, translates into an action of visibility of the knowledge's and practices of Alternating Cycle Education. We chose to organize the 26 texts in three big thematic groups: firstly, articles that talk about the history of alternating cycle education and its intertwining with field education; secondly, epistemological principles and analysis of mediations or pedagogical instruments, with texts that specifically discuss alternating cycle education in the training of educators-teachers-monitors in the field; and finally, we bring researches about different experiences in basic school education and others. What national and international researches on Alternating Cycle Education in these last 50 years of history show us, is an invitation to the knowledge produced by subjects who act, reflect and problematize praxis through scientific research. ; L'année 2019 constitue une étape importante dans l'éducation brésilienne, en particulier pour les expériences formatrices de "Educação do Campo", que nous traduisons de façon plus ou moins adéquate par éducation rurale, ainsi que pour la célébration des 50 ans de la Pédagogie de l'Alternance. Née en France et amenée dans l'État de Espírito Santo par un prêtre jésuite, elle a été construite par des paysans à travers les différentes réalités du Brésil comme une possibilité contre-hégémonique d'éducation qui combine la formation scolaire académique avec le monde du travail, ainsi qu'avec l'appartenance à la terre et à ses identités culturelles. Dans cette perspective, l'Association internationale des mouvements familiaux de formation rurale (AIMFR), le groupe de recherche CNPq/UFES Culturas, Parcerias e Educação do Campo ainsi que le Grupo internacional de investigación y de reflexión sobre alternancia (GIIRA), basé à l'Université de Sherbrooke, Canada, assument, avec la Revista Brasileira de Educação do Campo, la réalisation du présent dossier. C'est l'occasion de rassembler, dans le cadre de cet important périodique, une pluralité de discussions et de résultats de recherches qui émergent de la pratique des moniteurs-éducateurs-enseignants et de chercheurs qui travaillent dans et sur la formation par alternance au Brésil, au Canada, en Espagne, au Cameroun, en Italie et en France. Cette opportunité est envisagée comme un cadre de réflexion, de problématisation et de partage de bonnes expériences, compte tenu des innombrables défis du contexte actuel. Dans cette perspective, il ne s'agit pas d'un dossier contemplatif, mais d'un dossier permettant de réfléchir et de problématiser, dans le sens d'une pratique vivante et dynamique, produite par des sujets historiquement situés, qui se placent dans le champ de la résistance et se constituent ainsi en fonction des contextes et des possibilités. Ainsi, les recherches partagées ici émergent des expériences les plus diverses, de l'éducation de base à l'enseignement supérieur, ce qui nous révèle le potentiel transgresseur de l'Alternance. Reconnaître cette diversité de pratiques, c'est aussi affirmer que la Pédagogie par Alternance, née en terre brésilienne il y a 50 ans, constitue aujourd'hui un patrimoine de l'éducation brésilienne et, à ce titre, une figure du droit et des politiques publiques. Cependant, le cheminement historique et social pose aussi des défis qui surgissent dans le mouvement même de transformation de la société et des modes de vie, de travail et de production. Faire face à ces défis et rester dans la lutte sont ici élevés comme des drapeaux clés dans la production de nouveaux et d'autres sens de la Formation par Alternance, sans toutefois s'éloigner de ses piliers, de ses médiations et/ou de ses instruments pédagogiques et, surtout, avec le renforcement de ses biais politiques, émancipateur et transformateur des réalités et de leurs sujets. C'est pourquoi nous exprimons ici nos sincères remerciements à la Revista Brasileira de Educação do Campo pour nous avoir accordé cet espace, qui se traduit à son tour par une action de diffusion des connaissances et des actions de la Pédagogie par Alternance. En vue d'assurer une certaine organisation des textes en fonction des différents sujets traités, nous avons regroupé les vingt-six articles suivant trois apports : d'abord les articles qui traitent de l'histoire de la pédagogie de l'alternance et de son entrelacement avec l'éducation rurale ; les principes épistémologiques et l'analyse de leurs médiations ou instruments pédagogiques. Suivent les textes qui traitent spécifiquement de la pédagogie de l'alternance dans la formation des éducateurs-moniteurs-enseignants sur le terrain et enfin, en plus grand nombre, nous présentons les recherches autour des pratiques dans les différentes expériences d'éducation scolaire de base et au-delà. Par conséquent, ce que la recherche nationale et internationale sur la Pédagogie par Alternance dit en ces 50 ans d'histoire est une invitation à la connaissance produite par des sujets qui agissent, réfléchissent et problématisent la praxis par le biais de la recherche scientifique. ; O ano de 2019 constitui um marco na Educação Brasileira, em especial para as experiências formativas da Educação do Campo, pela celebração dos 50 anos da Pedagogia da Alternância. Nascida na França e trazida para o Espírito Santo por um padre jesuíta, foi construída nas diferentes realidades de nosso país pelos sujeitos camponeses como uma possibilidade contra-hegemônica de educação que amalgama a formação escolar-acadêmica ao mundo do trabalho, ao pertencimento a terra e às suas identidades culturais. Nessa perspectiva, os grupos de pesquisas Culturas, Parcerias e Educação do Campo (CNPq/UFES) e de Investigação Internacional do Sistema Dual-Alternância da Universidade de Sherbrooke/Canadá, assumem junto à Revista Brasileira de Educação do Campo a proposição desse dossiê. Trata-se de uma oportunidade de reunir, no âmbito desse importante periódico, uma pluralidade de discussões e resultados investigativos que emergem da práxis dos monitores-educadores-professores e investigadores que atuam com a Formação por Alternância no Brasil, Canadá, Espanha, Camarões, Itália e França. Compreendemos esta oportunidade como um marco da reflexão, problematização e do compartilhamento das boas experiências, considerando os inúmeros desafios do cenário atual. Não se trata de um dossiê contemplativo, mas reflexivo e problematizador, no sentido de uma práxis viva e dinâmica, produzida por sujeitos historicamente situados, que se colocam no campo da resistência e por assim se constituírem pensam os contextos e acenam possibilidades. Desta forma, as pesquisas aqui compartilhadas emergem das mais diversas experiências, da educação básica ao ensino superior, o que nos revela o potencial transgressor da Alternância. Reconhecer essa diversidade de práticas é também afirmar que a Pedagogia da Alternância, nascida em terras brasileiras há 50 anos, constitui-se hoje em Patrimônio da Educação Brasileira e como tal figura na lei e nas políticas públicas. Contudo, a caminhada por ser histórica e social, também nos coloca desafios que surgem no próprio movimento de transformação da sociedade e dos modos de vida, trabalho e produção. Enfrentar tais desafios e permanecer na luta são aqui erguidos como bandeiras fulcrais na produção dos novos e outros sentidos da Formação por Alternância, sem afastar-se de seus pilares, suas mediações e/ou instrumentos pedagógicos e, sobretudo, com o fortalecimento de seu viés político, emancipador e transformador das realidades e de seus sujeitos. Com vistas a buscar uma organização dos textos por aproximação das discussões, reunimos em sequência os vinte e seis artigos a partir de três abordagens: Inicialmente os artigos que trazem a história da Pedagogia da Alternância e seu entrelaçamento com a Educação do Campo; princípios epistemológicos e análise das suas mediações ou instrumentos pedagógicos. Na sequência, os textos que discutem especificamente a Pedagogia da Alternância na formação de educadores-monitores-professores do campo e, por fim, em maior número, trazemos as investigações acerca da sua práxis nas diferentes experiências da educação básica escolar e para além dessa. Portanto, o que dizem as pesquisas nacionais e internacionais sobre a Pedagogia da Alternância nesses 50 anos de história é um convite ao conhecimento produzido por sujeitos que atuam, refletem e problematizam a práxis por meio da investigação científica.
Background: So far, Switzerland could not rely on nationally representative data on measured anthropometric data and eating behaviors when establishing health related strategies and guidelines. The data from the first National Nutrition Survey for adults (menuCH) now complement information from other surveys, to inform public health policies and health professionals. Setting: One-year cross-sectional nutrition survey conducted from January 2014 till February 2015. Data were collected on 2085 participants aged 18-75 years representing 4'622'018 inhabitants (49.9% men and 50.1% women) residing in the three main linguistic regions of Switzerland (German, French and Italian). Methods: Interviews were carried out in German, French or Italian by trained dieticians in 10 study centers. Participants provided written informed consent. Respondent completed a self-administered paper-pencil dietary and physical activity behavior questionnaire including reported anthropometric and sociodemographic characteristics. Body weight, height and waist circumference were measured using standardized procedures. Body mass index (BMI) and waist circumference were categorized using WHO criteria. After sample weighting and calibration, descriptive stratified statistical analysis was performed, considering linguistic regions, sex, age groups and educational levels. Results: The net response rate was 38%. Average BMI was 25.9 kg/m2 for men and 24.1 kg/m2 for women, with little differences across linguistic regions. Mean BMI was 23.5, 25.0, 25.9 and 26.1 kg/m2 in the 18-34, 35-49, 50-64 and 65-75 year categories, respectively. The prevalence of overweight and obesity was 41.6% and 13.9% in men, 19.7% and 11.3% in women, 31.0% and 12.5% in the German-speaking region, 29.9% and 12.3% in the French-speaking region, and 30.1% and 15.6% in the Italian-speaking region, respectively. The prevalence of waist circumference at increased and highly increased metabolic risk was 16.7% and 16.5% overall, 18.6% and 16.4% in men as well as 14.8% and 16.6% in women, respectively. About 53% of the population wishes to reduce body weight. Three out of four people in the population have heard about the food pyramid and two-third about five fruits and vegetables a day. Among special diets, 4.9% of the population report to follow a vegetarian diet, 4.1% an energy restriction diet, 3.3% a fat restriction diet and 2.6% a lactose-free diet. A substantial proportion of the population (56.4% of women and 38.1% of men) reports to take vitamin or mineral supplements. The majority of the population (>80%) takes a snack at least once per day, with similar pattern during weekdays and weekends. Women are more likely to spend a long time cooking (>40 minutes) than men (50.3% vs 30.7%). The most frequently consistently skipped meal is breakfast for 5.2% of the population, followed by lunch (2.2%) and dinner (0.6%). Nearly 50% of the population report to walk at least 30 minutes per day, five days per week. The majority of the population (87.0%) reports to be trained, regularly physically active or irregularly active, thereby meeting current recommendations. One third of the population reports a sitting time higher than 8h30 minutes per day, which reflects a high level of sedentarity. Conclusion: menuCH, the first National Nutrition Survey for adults in Switzerland, provides important novel information on overweight, obesity and waist circumference based on measured data, in the population aged 18-75 years. The survey also shows that knowledge about dietary recommendations is very good, vitamin and mineral supplements are frequently consumed and self-reported cooking habits differ by sex. Reported physical activity levels are quite high, despite a high level of sedentarity. ; Hintergrund: Bisher konnte man in der Schweiz bei der Entwicklung von gesundheitsbezogenen Strategien und Empfehlungen auf keine national repräsentativen, objektiv gemessenen anthropometrischen Daten sowie Daten zum Ernährungsverhalten zurückgreifen. Die Erkenntnisse der ersten Nationalen Ernährungserhebung bei Erwachsenen (menuCH) ergänzen Informationen aus früheren Erhebungen, um in Strategien zur Förderung der öffentlichen Gesundheit einzufliessen und Gesundheitsfachpersonen in ihrer Tätigkeit zu unterstützen. Setting: Die vorliegende Ernährungserhebung ist eine Querschnittsstudie, die während eines Jahres, von Januar 2014 bis Februar 2015, durchgeführt wurde. Es wurden Daten von 2085 Teilnehmenden im Alter von 18 bis 75 Jahren erfasst, welche 4'622'018 Einwohner/-innen (49.9% Männer und 50.1% Frauen) mit Wohnsitz in den drei grössten Sprachregionen der Schweiz (Deutsch, Französisch und Italienisch) repräsentieren. Methoden: Die Befragungen wurden von geschulten Ernährungsberatern/-innen in deutscher, französischer oder italienischer Sprache in 10 Studienzentren durchgeführt. Vor der Teilnahme musste jede Person eine schriftliche Einverständniserklärung unterzeichnen. Die Teilnehmenden füllten handschriftlich einen Fragebogen aus, der Fragen zum Ess- und Bewegungsverhalten aber auch anthropometrische Angaben und sozio-demographische Charakteristika umfasste. Körpergewicht, Körpergrösse und der Bauchumfang wurde Standardprotokollen folgend gemessen. Der Body Mass Index (BMI) und der Bauchumfang wurden anhand anerkannter WHO-Definitionen kategorisiert. Die deskriptive statistische Auswertung erfolgte nach Gewichtung der Daten und stratifiziert nach Sprachregionen, Geschlecht, Altersgruppen und Bildungsniveau. Ergebnisse: Die Netto-Antwortquote lag bei 38%. Der durchschnittliche BMI der Männer betrug 25.9 kg/m2 und für die Frauen 24.1 kg/m2, bei nur geringen sprachregionalen Unterschieden. Nach Altersgruppen betrug der BMI 23.5 (18-34 J.), 25.0 (35-49 J.), 25.9 (50-64 J.) und 26.1 (65-75 J.) kg/m2. Die Prävalenz von Übergewicht/Adipositas betrug bei den Männern 41.6%/13.9%, bei den Frauen 19.7%/11.3%, sowie nach Sprachregionen 31.0%/12.5% in D-CH, 29.9%/12.3% in F-CH und 30.1%/15.6% in I-CH. Die Prävalenz eines Bauchumfangs, der mit einem erhöhten/erheblich erhöhten metabolischen Risiko verbunden ist betrug gesamthaft betrachtet 16.7%/16.5%, für Männer 18.6%/16.4% sowie für Frauen 14.8%/16.6%. Gut die Hälfte (53%) der Bevölkerung wollte gerne Gewicht verlieren. Drei von vier Personen in der Bevölkerung haben bereits von der "Schweizer Lebensmittelpyramide" gehört, und zweidrittel der Bevölkerung von der "5-am-Tag"-Kampagne. Befragt nach speziellen Ernährungsformen gaben 4.9% der Bevölkerung an sich vegetarisch zu ernähren, 4.1% berichteten eine energiearme und 3.3% eine fettreduzierte Ernährung einzuhalten und 2.6% ernährten sich Lactose frei. Ein beachtlicher Anteil der Bevölkerung (56.4% der Frauen und 38.1% der Männer) gaben an Vitamin- oder Mineralstoffpräparate einzunehmen. Die Mehrheit der Bevölkerung (>80%) nehmen mindestens eine Zwischenmahlzeit pro Tag zu sich, unter der Woche wie am Wochenende. Mehr Frauen (50.3%) als Männer (30.7%) wenden viel Zeit (>40 Minuten) für das Kochen warmer Mahlzeiten auf. Die am häufigsten und regelmässig ausgelassene Mahlzeit ist für 5.2% der Bevölkerung das Frühstück, gefolgt vom Mittagessen (2.2%) und Abendessen (0.6%). Fast 50% der Bevölkerung berichteten mindestens während 30 Minuten pro Tag an mehr als fünf Tagen pro Woche zu Fuss zu gehen. Ein Grossteil (87%) der Bevölkerung gab an zu trainieren resp. regelmässig oder unregelmässig körperlich aktiv zu sein, 9 / 83 womit sie geltende Bewegungsempfehlungen erfüllten. Ein Drittel der Bevölkerung gab an täglich mehr als 8 Stunden und 30 Minuten sitzend zu verbringen, was einem hohen Niveau der Sedentarität entspricht. Schlussfolgerung: menuCH, die erste Nationale Ernährungserhebung in der Schweiz, liefert wichtige neue Informationen zur Prävalenz von Übergewicht und Adipositas in der erwachsenen, 18 bis 75-jährigen Bevölkerung, u.a. basierend auf objektiven Messungen des Bauchumfangs. Die Befragung zeigte zudem, dass der Bekanntheitsgrad der Ernährungsempfehlungen sehr gut ist, Vitamin- und Mineralstoffpräparate von vielen Personen konsumiert werden und sich die Kochgewohnheiten von Frauen und Männern unterscheiden. Das berichtete Ausmass an körperlicher Aktivität ist ziemlich hoch, trotz des hohen Sedentaritätsniveaus. ; Contexte: Jusqu'à ce jour, la Suisse ne disposait pas de données nationales représentatives de la population sur des paramètres anthropométriques mesurés, ainsi que sur les comportements alimentaires pour établir des stratégies de santé et des recommandations. Les données de la première Enquête Nationale sur l'Alimentation (menuCH) complètent désormais celles d'enquêtes précédentes, comme les Enquêtes Suisses sur la Santé ou l'Enquête Suisse sur le Sel, pour informer les politiques de santé publique et les professionnels de la santé. Cadre: Enquête nationale de population, transversale, conduite de janvier 2014 à février 2015. Les données collectées sur 2085 participants âgés de 18-75 ans représentent 4'622'018 habitants (49.9% hommes et 50.1% femmes) qui résident dans les trois régions linguistiques principales de la Suisse (alémanique, romande et italienne). Méthodes: Les entretiens ont été réalisés en allemand, français ou italien par des diététiciennes formées dans 10 centres d'étude. Après avoir signé un consentement éclairé, les participants ont complété un questionnaire papier, portant sur les comportements alimentaires et sur l'activité physique ainsi que sur des caractéristiques anthropométriques et sociodémographiques. Le poids, la taille et le tour de taille ont été mesurés de façon standardisée. L'indice de masse corporelle (IMC) et le tour de taille ont été catégorisés selon les définitions de l'OMS. Des analyses descriptives pondérées ont été faites, en stratifiant par sexe, âge, régions linguistiques et niveau d'éducation. Résultats: Le taux de réponse net était de 38%. L'IMC moyen était de 25.9 kg/m2 chez les hommes et de 24.1 kg/m2 chez les femmes, avec peu de différences interrégionales. L'IMC moyen, basé sur des mesures, était de 23.5, 25.0, 25.9 et 26.1 kg/m2 dans les tranches d'âge de 18-34, 35-49, 50-64 et 65-75 ans, respectivement. La prévalence de surpoids et l'obésité était de 41.6% et 13.9% chez les hommes, 19.7% et 11.3% chez les femmes, 31.0% et 12.5% en Suisse alémanique, 29.9% et 12.3% en Suisse romande, et 30.1% et 15.6% en Suisse italienne, respectivement. La prévalence d'un tour de taille à risque cardio-métabolique élevé, et très élevé, était de 16.7% et 16.5% globalement, 18.6% et 16.4% chez les hommes ainsi que 14.8% et 16.6% chez les femmes, respectivement. Environ 53% des personnes dans la population souhaitent perdre du poids. Trois personnes sur 4 dans la population ont entendu parler de la pyramide alimentaire suisse et deux tiers des personnes connaissaient la campagne «cinq par jour». Parmi les régimes particuliers, 4.9% de la population rapporte suivre un régime végétarien, 4.1% un régime de restriction calorique, 3.3% un régime pauvre en graisse et 2.6% un régime sans lactose. Une proportion substantielle de la population (56.4% des femmes et 38.1% des hommes) a rapporté prendre des suppléments vitaminiques et/ou minéraux. La majorité de la population (>80%) prend un snack au moins une fois par jour, avec des comportements semblables durant les jours de la semaine ou ceux du week-end. Plus de femmes que d'hommes rapportent passer un long temps (c.à.d. >40 minutes) à cuisiner des repas chauds (50.3% vs 30.7%, respectivement). Le repas le plus fréquemment sauté est le petit déjeuner (5.2%), suivi du repas de midi (2.2%) et de celui du soir (0.6%). Environ la moitié de la population rapporte marcher au moins 30 minutes par jour, plus de 5 jours par semaine. La majorité des personnes dans la population (87%) rapporte être entraînée, régulièrement physiquement active ou irrégulièrement active, et remplit ainsi les recommandations actuelles. Un tiers de la population rapporte passer plus de 8h30 par jour en position assise, ce qui reflète un haut niveau de sédentarité. 11 / 83 Conclusion: menuCH, la première Enquête Nationale sur l'Alimentation, apporte de nouvelles informations importantes sur le surpoids, l'obésité et le tour de taille, se basant sur des données mesurées, chez les personnes âgées de 18 à 75 ans vivant dans les trois régions linguistiques principales de la Suisse. L'enquête montre également que les connaissances sur les recommandations nutritionnelles sont très bonnes, que des suppléments vitaminiques et/ou minéraux sont fréquemment consommés, et que les façons de cuisiner rapportées par les hommes sont différentes de celles rapportées par les femmes. Les niveaux d'activité physique rapportés sont très élevés, malgré un haut niveau de sédentarité.
Le sujet traité tout au long de ce travail de recherche est le microcrédit professionnel. Il s'agit d'un crédit de moins de 25.000 euros octroyé par des institutions de microfinance (IMF) afin de favoriser le lancement et le développement d'activités par des indépendants ou microentrepreneurs exclus du système bancaire traditionnel. Cet instrument d'insertion professionnelle d'entrepreneurs précaires est encore assez récent en Europe puisqu'il fit sa timide apparition dans les années 80 dans nos contrées européennes. De plus, les IMF offrant ce genre de produit se sont développées sous une multitude de modèles et formes juridiques. L'intérêt d'étudier un tel produit nait de l'existence de nombreuses personnes en situation d'exclusion sociale et financière en Europe. Ces potentiels entrepreneurs présentent rarement les garanties nécessaires pour obtenir un crédit auprès des banques et possèdent souvent une situation financière fragile, ce qui augmente le risque pour les banques. Dès lors, bien que certains partenariats existent entre les IMF et les banques pour des raisons de réputation et de RSE, les banques sont encore fort désintéressées par le secteur de la microfinance à l'heure actuelle. Même s'il apparaît que la dynamique entrepreneuriale européenne soit faible actuellement, nous avons constaté l'existence d'un entrepreneuriat de nécessité important, n'ayant pas d'autre de choix que de se créer son propre emploi afin de subvenir à ses besoins. C'est par l'ensemble de ces constats que le sujet étudié prend tout son sens. Nous nous sommes ensuite intéressés de plus près aux modèles des IMF en vue de comprendre si ces dernières constituent un outil optimal d'aide aux microentrepreneurs et indépendants exclus financièrement. D'abord, nous avons compris que leurs modèles sont pratiquement exclusivement dépendants de sources de financements externes en tous genres (bénévolat, lignes de crédit de grandes banques, dons, mécénat d'entreprises privées, subsides publics, etc.). De plus, leur mission de soutien aux microentrepreneurs implique un équilibre fondamental à tenir entre deux pôles extrêmes. D'une part, il s'agira d'assurer une certaine rentabilité financière et opérationnelle au travers de leur activité de prêt. D'autre part, les IMF devront maintenir une mission sociale de soutien aux personnes précarisées afin de favoriser leur accès au financement et le lancement de leurs activités entrepreneuriales. Dans la pratique, nous nous sommes aperçus que cet équilibre était très difficile à tenir en raison des coûts opérationnels et d'accompagnements très élevés qui incombent aux IMF. De plus, ces institutions, qui dépendent de financements externes, doivent venir en aide à des entrepreneurs ayant un profil risqué, présentant peu de garanties, et désirant souvent lancer leur activité dans des secteurs à risque. De récentes études prouvent que les bénéfices générés par ce genre d'institutions tendent à dépasser les coûts qui leurs incombent. Si l'action des IMF permet la concrétisation de projets par des entrepreneurs dans des situations très fragiles, elle entraîne également des économies considérables pour l'Etat. D'une part, par la réduction des allocations de chômages à payer. D'autre part, par l'augmentation des recettes de l'Etat due au paiement d'impôts par toutes les nouvelles activités génératrices de revenus créées. Plusieurs programmes européens, alimentés par les fonds structurels européens et le Groupe BEI, ont d'ailleurs vus le jour depuis 2007 dans le but d'apporter un soutien technique et financier à ce secteur. Afin de mieux saisir toutes les spécificités de ce secteur ainsi que sa capacité à constituer un facteur de développement pour des microentrepreneurs dans la nécessité, nous nous sommes intéressés de plus près aux paysages belge et français de la microfinance. Dans ce cadre, nous avons confronté nos présomptions théoriques aux avis de dix experts du milieu de la microfinance de part et d'autre de la frontière franco-belge. Ces divers entretiens nous ont permis de confirmer plusieurs hypothèses préalables. Tout d'abord, nous avons cerné les principaux freins à la création de micro-entreprises. Parmi ceux-ci, nous pouvons citer la lourdeur des procédures administratives, la perte des allocations de chômage au lancement ou encore le paiement de cotisations sociales trimestrielles élevées. De plus, il est apparu que les modèles empruntés par les IMF belges et françaises soient encore loin d'être viables sur le long terme. En effet, ceux-ci demeurent fort dépendants de sources de financements externes, ce qui implique une trop faible part des frais opérationnels couverts par leur activité de prêt. Ensuite, il s'avère que le public-cible soit principalement un public précarisé, soit bénéficiaire de minima sociaux ou au chômage, soit exclus du système bancaire traditionnel. En vue de toucher un tel public, nos intervenants nous confient que la visibilité de leur IMF constitue un facteur clé. Les IMF auront donc recours à des stratégies de pénétration de marché diverses afin d'augmenter cette visibilité. Le bouche-à-oreille ainsi que le maintien de partenariats avec les structures externes d'appui aux entrepreneurs représentent le moyen privilégié par les IMF pour véhiculer leur existence. Nos entretiens ont également révélés le désintérêt bancaire pour le secteur de la microfinance. Bien que certains partenariats existent dans les deux pays, ceux-ci représentent une volonté des banques de manifester un engagement sociétal. Leurs engagements et investissements dans la microfinance ne sont donc pas forcément liés à une perspective de rentabilité puisque le modèle économique emprunté par les IMF ne les rend pas rentables à ce stade. Pour que la mission d'aide aux microentrepreneurs soit un succès, l'IMF va devoir se montrer maître dans l'art de l'accompagnement. Celui-ci consiste en un suivi de proximité du client en lui fournissant un ensemble de services et conseils en tous genres (administratifs, juridiques, marketing, comptables, financiers, etc.). Cependant, nous comprenons que cet accompagnement individuel nécessite énormément de temps. De plus, il est souvent réalisé par un personnel limité et n'aboutit pas toujours sur un crédit à son terme. Il y a donc un frein à la productivité des IMF dû à la nature précaire et risquée de son public-cible. Dès lors, nous pouvons relever les grands challenges auxquelles font face les IMF actuellement, tant en France qu'en Belgique. Le premier enjeu est celui de la viabilité et durabilité de l'IMF sur le long terme. Ensuite, il sera crucial pour l'IMF de pouvoir assurer un accompagnement de qualité en repérant rapidement les projets à haut potentiel de croissance. Les partenariats avec le secteur bancaire peuvent, quant à eux, constituer une source de financement conséquente pour les IMF, ce qui leur permettrait de maintenir un certain volume de prêt. Enfin, les IMF doivent pouvoir innover au quotidien dans leur approche du marché, en tentant systématiquement d'adapter leur offre à la demande. Au vu des nombreuses limites qu'implique une telle activité, nous souhaitions formuler une série de recommandations pratiques s'adressant à la fois aux IMF, aux pouvoirs publics, et aux entrepreneurs eux-mêmes. Toutes visent à faire en sorte que le microcrédit professionnel permette davantage de favoriser le lancement et le développement d'activités indépendantes. Etant donné la baisse des subsides publics en raison des nombreux déficits budgétaires nationaux en Europe, les IMF devraient transformer ces subsides en dons et mécénat privé de la part d'entreprises et investisseurs socialement responsables. En vue de réduire leur dépendance aux sources de financement externes, les IMF devraient également opter pour une stratégie de réduction des coûts et d'augmentation de leur efficacité opérationnelle. De plus, l'établissement d'un système de scoring, évaluant les risques des clients sur base de probabilités, est également envisageable puisqu'il permettrait de détecter plus facilement et avec un gain conséquent en temps les bonnes demandes introduites par les entrepreneurs. Une façon d'augmenter l'efficacité opérationnelle des IMF serait d'inciter les personnes retraitées et socialement investies à s'engager de manière bénévole dans les IMF afin de soutenir leur volet d'accompagnement. Nous devons également considérer l'établissement d'un système de parrainage (déjà présent dans une IMF française) qui permettrait aux cadres d'entreprises (retraités ou non) de faire du coaching dans les IMF dans l'espoir d'améliorer la qualité de l'accompagnement, et ainsi augmenter les chances de succès des IMF dans leur mission de soutien aux microentrepreneurs. Ensuite, nous pensons à la mise en place d'un contrat de crédit obligeant les entrepreneurs réussissant à monter une activité florissante grâce au soutien des IMF à reverser un certain pourcentage de leurs bénéfices aux IMF ou à s'engager dans l'accompagnement des nouveaux clients de ces institutions. En ce qui concerne le pouvoir d'action des autorités publiques, nous sommes convaincus qu'il devrait s'orienter vers la mise en place d'un cadre législatif facilitant la création de micro-entreprises. Cela passerait par des mesures telles que la conservation des allocations de chômage durant une période limitée au lancement de micro-activités, la mise en place d'un statut fiscalement et socialement avantageux pour les microentrepreneurs comme c'est déjà le cas en France avec le statut de l'auto-entrepreneur, ou encore une diminution des cotisations trimestrielles à payer. Le sujet traité tout au long de ce travail de recherche est le microcrédit professionnel. Il s'agit d'un crédit de moins de 25.000 euros octroyé par des institutions de microfinance (IMF) afin de favoriser le lancement et le développement d'activités par des indépendants ou microentrepreneurs exclus du système bancaire traditionnel. Cet instrument d'insertion professionnelle d'entrepreneurs précaires est encore assez récent en Europe puisqu'il fit sa timide apparition dans les années 80 dans nos contrées européennes. De plus, les IMF offrant ce genre de produit se sont développées sous une multitude de modèles et formes juridiques. L'intérêt d'étudier un tel produit nait de l'existence de nombreuses personnes en situation d'exclusion sociale et financière en Europe. Ces potentiels entrepreneurs présentent rarement les garanties nécessaires pour obtenir un crédit auprès des banques et possèdent souvent une situation financière fragile, ce qui augmente le risque pour les banques. Dès lors, bien que certains partenariats existent entre les IMF et les banques pour des raisons de réputation et de RSE, les banques sont encore fort désintéressées par le secteur de la microfinance à l'heure actuelle. Même s'il apparaît que la dynamique entrepreneuriale européenne soit faible actuellement, nous avons constaté l'existence d'un entrepreneuriat de nécessité important, n'ayant pas d'autre de choix que de se créer son propre emploi afin de subvenir à ses besoins. C'est par l'ensemble de ces constats que le sujet étudié prend tout son sens. Nous nous sommes ensuite intéressés de plus près aux modèles des IMF en vue de comprendre si ces dernières constituent un outil optimal d'aide aux microentrepreneurs et indépendants exclus financièrement. D'abord, nous avons compris que leurs modèles sont pratiquement exclusivement dépendants de sources de financements externes en tous genres (bénévolat, lignes de crédit de grandes banques, dons, mécénat d'entreprises privées, subsides publics, etc.). De plus, leur mission de soutien aux microentrepreneurs implique un équilibre fondamental à tenir entre deux pôles extrêmes. D'une part, il s'agira d'assurer une certaine rentabilité financière et opérationnelle au travers de leur activité de prêt. D'autre part, les IMF devront maintenir une mission sociale de soutien aux personnes précarisées afin de favoriser leur accès au financement et le lancement de leurs activités entrepreneuriales. Dans la pratique, nous nous sommes aperçus que cet équilibre était très difficile à tenir en raison des coûts opérationnels et d'accompagnements très élevés qui incombent aux IMF. De plus, ces institutions, qui dépendent de financements externes, doivent venir en aide à des entrepreneurs ayant un profil risqué, présentant peu de garanties, et désirant souvent lancer leur activité dans des secteurs à risque. De récentes études prouvent que les bénéfices générés par ce genre d'institutions tendent à dépasser les coûts qui leurs incombent. Si l'action des IMF permet la concrétisation de projets par des entrepreneurs dans des situations très fragiles, elle entraîne également des économies considérables pour l'Etat. D'une part, par la réduction des allocations de chômages à payer. D'autre part, par l'augmentation des recettes de l'Etat due au paiement d'impôts par toutes les nouvelles activités génératrices de revenus créées. Plusieurs programmes européens, alimentés par les fonds structurels européens et le Groupe BEI, ont d'ailleurs vus le jour depuis 2007 dans le but d'apporter un soutien technique et financier à ce secteur. Afin de mieux saisir toutes les spécificités de ce secteur ainsi que sa capacité à constituer un facteur de développement pour des microentrepreneurs dans la nécessité, nous nous sommes intéressés de plus près aux paysages belge et français de la microfinance. Dans ce cadre, nous avons confronté nos présomptions théoriques aux avis de dix experts du milieu de la microfinance de part et d'autre de la frontière franco-belge. Ces divers entretiens nous ont permis de confirmer plusieurs hypothèses préalables. Tout d'abord, nous avons cerné les principaux freins à la création de micro-entreprises. Parmi ceux-ci, nous pouvons citer la lourdeur des procédures administratives, la perte des allocations de chômage au lancement ou encore le paiement de cotisations sociales trimestrielles élevées. De plus, il est apparu que les modèles empruntés par les IMF belges et françaises soient encore loin d'être viables sur le long terme. En effet, ceux-ci demeurent fort dépendants de sources de financements externes, ce qui implique une trop faible part des frais opérationnels couverts par leur activité de prêt. Ensuite, il s'avère que le public-cible soit principalement un public précarisé, soit bénéficiaire de minima sociaux ou au chômage, soit exclus du système bancaire traditionnel. En vue de toucher un tel public, nos intervenants nous confient que la visibilité de leur IMF constitue un facteur clé. Les IMF auront donc recours à des stratégies de pénétration de marché diverses afin d'augmenter cette visibilité. Le bouche-à-oreille ainsi que le maintien de partenariats avec les structures externes d'appui aux entrepreneurs représentent le moyen privilégié par les IMF pour véhiculer leur existence. Nos entretiens ont également révélés le désintérêt bancaire pour le secteur de la microfinance. Bien que certains partenariats existent dans les deux pays, ceux-ci représentent une volonté des banques de manifester un engagement sociétal. Leurs engagements et investissements dans la microfinance ne sont donc pas forcément liés à une perspective de rentabilité puisque le modèle économique emprunté par les IMF ne les rend pas rentables à ce stade. Pour que la mission d'aide aux microentrepreneurs soit un succès, l'IMF va devoir se montrer maître dans l'art de l'accompagnement. Celui-ci consiste en un suivi de proximité du client en lui fournissant un ensemble de services et conseils en tous genres (administratifs, juridiques, marketing, comptables, financiers, etc.). Cependant, nous comprenons que cet accompagnement individuel nécessite énormément de temps. De plus, il est souvent réalisé par un personnel limité et n'aboutit pas toujours sur un crédit à son terme. Il y a donc un frein à la productivité des IMF dû à la nature précaire et risquée de son public-cible. Dès lors, nous pouvons relever les grands challenges auxquelles font face les IMF actuellement, tant en France qu'en Belgique. Le premier enjeu est celui de la viabilité et durabilité de l'IMF sur le long terme. Ensuite, il sera crucial pour l'IMF de pouvoir assurer un accompagnement de qualité en repérant rapidement les projets à haut potentiel de croissance. Les partenariats avec le secteur bancaire peuvent, quant à eux, constituer une source de financement conséquente pour les IMF, ce qui leur permettrait de maintenir un certain volume de prêt. Enfin, les IMF doivent pouvoir innover au quotidien dans leur approche du marché, en tentant systématiquement d'adapter leur offre à la demande. Au vu des nombreuses limites qu'implique une telle activité, nous souhaitions formuler une série de recommandations pratiques s'adressant à la fois aux IMF, aux pouvoirs publics, et aux entrepreneurs eux-mêmes. Toutes visent à faire en sorte que le microcrédit professionnel permette davantage de favoriser le lancement et le développement d'activités indépendantes. Etant donné la baisse des subsides publics en raison des nombreux déficits budgétaires nationaux en Europe, les IMF devraient transformer ces subsides en dons et mécénat privé de la part d'entreprises et investisseurs socialement responsables. En vue de réduire leur dépendance aux sources de financement externes, les IMF devraient également opter pour une stratégie de réduction des coûts et d'augmentation de leur efficacité opérationnelle. De plus, l'établissement d'un système de scoring, évaluant les risques des clients sur base de probabilités, est également envisageable puisqu'il permettrait de détecter plus facilement et avec un gain conséquent en temps les bonnes demandes introduites par les entrepreneurs. Une façon d'augmenter l'efficacité opérationnelle des IMF serait d'inciter les personnes retraitées et socialement investies à s'engager de manière bénévole dans les IMF afin de soutenir leur volet d'accompagnement. Nous devons également considérer l'établissement d'un système de parrainage (déjà présent dans une IMF française) qui permettrait aux cadres d'entreprises (retraités ou non) de faire du coaching dans les IMF dans l'espoir d'améliorer la qualité de l'accompagnement, et ainsi augmenter les chances de succès des IMF dans leur mission de soutien aux microentrepreneurs. Ensuite, nous pensons à la mise en place d'un contrat de crédit obligeant les entrepreneurs réussissant à monter une activité florissante grâce au soutien des IMF à reverser un certain pourcentage de leurs bénéfices aux IMF ou à s'engager dans l'accompagnement des nouveaux clients de ces institutions. En ce qui concerne le pouvoir d'action des autorités publiques, nous sommes convaincus qu'il devrait s'orienter vers la mise en place d'un cadre législatif facilitant la création de micro-entreprises. Cela passerait par des mesures telles que la conservation des allocations de chômage durant une période limitée au lancement de micro-activités, la mise en place d'un statut fiscalement et socialement avantageux pour les microentrepreneurs comme c'est déjà le cas en France avec le statut de l'auto-entrepreneur, ou encore une diminution des cotisations trimestrielles à payer.
