Peace referendums, which seek to manage conflict between warring groups, are increasingly common. Yet they remain erratic forces - liable as often to aggravate as to resolve tensions. This book argues that, despite their risks, referendums can play useful roles amid armed conflict. Drawing on a distinctive combination of the fields of deliberative democracy, constitutional theory and conflict studies, and relying on comparative examples (eg, from Algeria, Colombia, New Caledonia, Northern Ireland, Papua New Guinea, and South Africa), the book shows how peace referendums can fulfil their promise as genuine tools of conflict management.

This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsiders perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding
Why do some civil wars end in successfully implemented peace settlements while others are fought to the finish? Numerous competing theories address this question. Yet not until now has a study combined the historical sweep, empirical richness, and conceptual rigor necessary to put them thoroughly to the test and draw lessons invaluable to students, scholars, and policymakers. Using data on every civil war fought between 1940 and 1992, Barbara Walter details the conditions that lead combatants to partake in what she defines as a three-step process--the decision on whether to initiate negotiations, to compromise, and, finally, to implement any resulting terms. Her key finding: rarely are such conflicts resolved without active third-party intervention.Walter argues that for negotiations to succeed it is not enough for the opposing sides to resolve the underlying issues behind a civil war. Instead the combatants must clear the much higher hurdle of designing credible guarantees on the terms of agreement--something that is difficult without outside assistance. Examining conflicts from Greece to Laos, China to Columbia, Bosnia to Rwanda, Walter confirms just how crucial the prospect of third-party security guarantees and effective power-sharing pacts can be--and that adversaries do, in fact, consider such factors in deciding whether to negotiate or fight. In the years since 9/11, we have entered an age of endless war. With little debate or discussion, the United States carries out military operations around the globe. It hardly matters who's president or whether liberals or conservatives operate the levers of power. The United States exercises dominion everywhere. In Humane: How the United States Abandoned Peace and Reinvented War, Samuel Moyn asks a troubling but urgent question: What if efforts to make war more ethical—to ban torture and limit civilian casualties—have only shored up the military enterprise and made it sturdier? To advance this case, Moyn looks back at a century and a half of passionate arguments about the ethics of using force. In the nineteenth century, the founders of the Red Cross struggled mightily to make war less lethal even as they acknowledged its inevitability. Leo Tolstoy prominently opposed their efforts, reasoning that war needed to be abolished, not reformed—and over the subsequent century, a popular movement to abolish war flourished on both sides of the Atlantic. Eventually, however, reformers shifted their attention from opposing the crime of war to opposing war crimes, with fateful consequences. The ramifications of this shift became apparent in the post-9/11 era. By that time, the US military had embraced the agenda of humane war, driven both by the availability of precision weaponry and the need to protect its image. The battle shifted from the streets to the courtroom, where the tactics of the war on terror were litigated but its foundational assumptions went without serious challenge. These trends only accelerated during the Obama and Trump presidencies. Even as the two administrations spoke of American power and morality in radically different tones, they ushered in the second decade of the "forever" war. Humane is the story of how America went off to fight and never came back, and how armed combat was transformed from an imperfect tool for resolving disputes into an integral component of the modern condition. As American wars have become more humane, they have also become endless. This provocative book argues that this development might not represent progress at all.
Scandinavian countries are routinely considered exceptional for their commitment to development cooperation, peace mediation, and humanitarian action. This book highlights how the political culture of Scandinavia is indeed characterized by the idea of doing good on the world stage, but then shows how this 'Scandinavian humanitarian brand' is an asset that policymakers and others can capitalize on to legitimize policy interventions and ideas, or to advance commercial, diplomatic, and security interests. Providing case studies from all Scandinavian countries, this book shows how the brand is made, reinforced, and used in a variety of policy contexts, from foreign aid and humanitarian assistance; to military operations, peace-building, and mediation; to migration policy, global health, and international cooperation. A key objective of the book is to explain why the Scandinavian humanitarian brand retains such apparent resilience in a time when Scandinavia's characteristic approach to world affairs seems challenged from many sides at once.

Scholars of international relations generally consider that under conditions of violent conflict and war, smuggling and trans-border crime are likely to thrive. In contrast, this book argues that in fact it is globalisation and peaceful borders that have enabled transnational illicit flows conducted by violent non-state actors, including transnational criminal organizations, drug trafficking organizations, and terrorist cells, who exploit the looseness and demilitarization of borderlands. Empirically, the book draws on case studies from the Americas, compared with other regions of the world experiencing similar phenomena, including the European Union and Southeast Europe (the Western Balkans), Southern Africa, and Southeast Asia. To explain the phenomenon in itself, the authors examine the type of peaceful borders and regimes involved in each case; how strong each country is in the governance of their borderlands; their political willingness to control their peaceful borders; and the prevailing socio-economic conditions across the borderlands.
