This article is researched against the background of the assumption that international development aid to sub-Saharan Africa has had limited success in terms of poverty reduction and sustainable development. In this regard, the article focuses on the nature of the international guidelines for contemporary development aid to the region in order to identify and describe the reasons for this limited success. The practical implementation of these guidelines will be illustrated by comparing them with the contemporary Dutch development aid policy. The reason for using the Dutch development aid policy as an example is that the Netherlands are, in terms of gross national product (GNP), one of the biggest donors of development aid to the region. In conclusion, the article focuses on the Dutch perspective on prospects for further development in the region. Furthermore, future prospects and possible strategies to enhance development in the region are identifies and discussed. (Politeia/DÜI)

Ostrom and Job (1986) found that domestic, political factors are more influential on the president's decision to use military force than characteristics of the international environment. These results pose a serious challenge to realists' assumptions regarding the motives of states and the separability of domestic and foreign policy. This article reexamines Ostrom and Job's arguments and introduces a new indicator, a measure of the severity of ongoing international crises, to provide a better assessment of the relative effect of the international environment on presidential decision making. This severity index is significantly associated with the use of force by the United States from 1949 through 1976, and proves to be more influential than the international indicators used by Ostrom and Job. Nevertheless, domestic political factors remain most consequential in the president's decision to use force short of war.
In her recent, praised and prized paper, 'The Coming Multi-Order World', Trine Flockhart has argued that the current international system is moving towards one consisting of several different orders 'nested within an overall international system'. When he claimed something similar in his book World Order, Henry Kissinger was labeled as a constructivist by some commentators. In Kissinger's case, these changes are particularly consequential, given that they bring about the unprecedented danger of simultaneous breakup within and across the many orders of today's world. The author's intention here is twofold: on the one hand, to examine what are the changes in the very notion of international politics, given the transformation of classical concepts such as interests, identities, sovereignty, legitimacy, conflict and cooperation. On the other hand, and this is the central issue, to look for suitable theoretical frameworks to successfully grasp the changing nature of international politics and the realities of the coming multi-order world. The presumed answer is that the nature of the incoming changes produces the need for more subtle and complex, cross-over theories of international relations. As it is obvious from Kissinger's example, traditional realist theory and social constructivism seem to converge irresistibly. In that sense, 'hybrid' theories such as Barkin's realist constructivism and 'liberal realism' of the English School seem to be gaining on traditional grand theories in regard to their relevance and research potential.

This is a study of popular cultural representations of international adoption and adopted Koreans in Western countries. The study is carried out from a postcolonial perspective and uses a cultural studies reading of four feature films and four popular songs as primary sources. The aim is to examine how nationalism is articulated in various ways in light of the colonial experiences in modern Korean history and recent postcolonial developments within contemporary Korean society. The principal question addressed is: What are the implications for a nation depicting itself as one extended family and which has sent away so many of its own children, and what are the reactions from a culture emphasising homogeneity when encountering and dealing with the adopted Koreans? After an introductory chapter, Chapter 2 gives the history of international adoption from Korea, and Chapter 3 is an account of the development of the adoption issue in the political discussion. Chapters 4, 5, 6 and 7 analyse the cinematic and lyrical representations of adopted Koreans in four feature films and popular songs respectively. Chapter 4 considers the gendering of the colonised nation and the maternalisation of roots, drawing on theories of nationalism as a gendered discourse. Chapter 5 examines the issue of hybridity and the relationship between Koreanness and Whiteness, which are related to the notions of third space, mimicry and passing. Linked to studies of national division, reunification and family separation, Chapter 6 looks at the adopted Koreans as symbols of a fractured and fragmented nation. Chapter 7 focuses on the emergence of a global Korean community, with regards to theories of globalisation, diasporas and transnationalism.
