The momentous changes in the USSR since 1985, which led to the ending of the Cold War in Europe, have provoked new interest in policy and academic circles about the future security order in the Asia-Pacific region. In essence the emerging debate has focused on the prospects for some kind of region-wide, political security dialogue and the promotion of arms control. It is in this debate that the author considers ways in which ideas and assumptions about 'defensiveness', often associated with the broader concept of common security, figure in the regional conversation about future security arrangements and the resolution of regional security problems. A region-wide defence build-up underway in the Asia-Pacific throughout the 1980s has continued even though the Cold War has ended, and despite the fact that defence budgets in Europe, in the USSR (now Russia), the USA and most of the third world have declined. The nature and causes of the build-up especially in Northeast and Southeast) are reviewed in this essay. (DÜI-Sen)
