In: Terror & der Krieg gegen ihn: öffentliche Reflexionen, p. 247-261
Auf der Grundlage seiner Erfahrungen aus den Einsätzen deutscher Soldaten in Südosteuropa und Afghanistan zeigt der Verfasser, in welchem Rahmen sich die schon vor dem 11. September 2001 eingeleitete Umstrukturierung der deutschen Streitkräfte bewegt. Er verweist zunächst auf die verfassungsrechtlichen und einfach-gesetzlichen Rahmenbedingungen, die den Primat der Politik über Funktion und Einsatz der Bundeswehr festschreiben. Vor diesem Hintergrund wird das erweiterte Aufgabenspektrum der Streitkräfte aus militärpolitischer Perspektive thematisiert, wobei der Schwerpunkt hier auf dem Einsatz gegen den internationalen Terrorismus liegt. Abschließend werden die Anforderungen an die Streitkräfte in Auslandseinsätzen und im Kampf gegen den internationalen Terrorismus aus militärischer Sicht sowie damit verbundene Anforderungen an die Truppenführer angesprochen. Ein abschließender Blick in die Zukunft gilt politischen, wirtschaftlichen und rechtlichen Problemfeldern im diskutierten Kontext, die einer nachhaltigen Lösung bedürfen. (ICE2)
Current law enforcement efforts are useful for combating international crime, so that the international community is not enough to do extradition treaties. It is also necessary to review the tendency of countries in combating international criminals who prefer to use with other agreements that are not less important and closely related to the cases that occur in the present. In relation, international law is emerging and created because of an international society, therefore it is society that should be the basis for the establishment of international law. The international community is also used as a sociological foundation in the formation of international law. The international community today comprises a number of equally independent and independent countries in the world that have interests to engage in international relations in a concerted and ongoing manner. This international relationship also arises because of the mutual need factor between countries in various interests, such as political interests, economics, culture, science, social and many more interests in the international community that can be used as a basis or can cause relations between countries . To be able to regulate international relations is required law that aims to ensure the existence of legal certainty in the international community. The law is also used as a basis for mentertibkan and mencipkatakan security in conducting relationships between countries so that no parties who feel harmed again.

A mail survey was conducted among 535 worldwide water ports and
water carriers to learn about (1) the importance of various port
selection factors and (2) the influence of contemporary trade issues on
international port operations. Analysis of 134 responses (25 per cent
response rate) revealed general agreement among respondents in terms of
port selection factors, with equipment availability and loss and damage
record ranked as most important. However, there was little agreement
among survey participants concerning the influence of contemporary trade
issues. Comparison by respondent nationality (US, non‐US) revealed that
US interests oppose an increase in the value of the US dollar; US
respondents also indicate that ports are not secure from terrorist
actions. Comparison by primary function (ports, carriers) found
substantial disagreement on operational issues and personnel issues.

Artists through history have needed and benefitted from the stimulation of cultures new to them, and, indeed, their art has been influenced by the milieu in which it was created. The great centers in which artists of a similar persuasion have gathered have provided the special stimulus of competition as well as the opportunity to share technique. The creative and performing arts are presented as inherently international despite efforts of nationalists to promote the dis tinction of their own culture and even to bend it to particular political or religious beliefs. The choices facing would-be patrons of the arts and the type of programs abroad best suited to the artist are considered, followed by a review of the Institute of International Education's recent activities in the cultural area. Finally, a call is made to the international corporate community to shoulder its share of the funding burden.
