AbstractFocusing on recent U.S. policy developments toward the Middle East, this commentary examines the potential influence of the Abraham Accords' agreements on politics in the region, the resolution of the Israeli–Palestinian conflict, and the future of Israel as a democratic and Jewish state. It is based on a review of media coverage of the accords. It begins with a brief history of President Donald Trump's earlier Middle East policies involving Jerusalem, the West Bank, and the "Joint Comprehensive Plan of Action" limiting Iran's access to nuclear weapons. I then examine the development of the Abraham Accords under the direction of Jared Kushner. This is followed by an analysis of the potential consequences of the Accords on relations between Israel and the Arab states including Saudi Arabia, on the Israeli–Palestinian conflict, and on the potential policy implications for the Palestinians. AbstractAbortion suddenly dominated politics when the U.S. Supreme Court overturned a half‐century of constitutional protection for reproductive choices. The issue varies around the world but is especially powerful in the United States because Protestant fundamentalists and Catholics cooperated to capture one of America's two major political parties. That Republican Party has now packed the courts. The result is the decision that melded political and religious ideologies into the radical Dobbs v. Jackson Women's Health Organization. This article contends that anti‐abortion arguments are flawed and that an effective anti‐abortion policy requires a harsh authoritarian, if not totalitarian, government, fueled by misogyny and disregard for human rights. Such policies force pregnant women into what must be described as a condition of slavery. With Dobbs, the restrictions on individual freedom immediately began. AbstractThis article demonstrates how decentralization can lead to development at the local level, albeit in moderate form. Analyzing data collected from 660 respondents based on face‐to‐face interviews, focus group discussions, and personal observations, we found that the transfer of power and resources to the district assemblies (DAs) has led to the provision of critical social amenities such as roads, education, health‐care facilities, and management of environmental sanitation at the sub‐national level. Respondents are satisfied with the provision of these social amenities because they have led to relative improvements in their basic social needs. Yet, delays and the accumulation of arrears associated with the transfers of the District Assemblies Common Fund (DACF) have deprived the DAs of the needed revenue to deliver far‐reaching social services to the people. The grant of more financial autonomy to the DAs and measures to curtail the overbearing influence of the central government over the administration of the DACF will enhance their capacity to deliver substantial development projects to accentuate the transformation of the rural districts.Related ArticlesAdams, Brian E. 2016. Political campaigns discuss the personal dimensions of their candidates with great frequency, but scholars of campaign message strategy have not addressed why and how campaigns do so. This project focuses on the use of biographical appeals in campaign advertisements. Employing a dataset of candidate‐sponsored campaign advertisements in the 2004 House and Senate general election, we argue that campaigns use these appeals in an effort to develop and enhance the credibility and likeability of their candidate in the face of voter skepticism about politicians and political messages. We find that campaigns employ more appeals on biography than on any substantive issue and highlight certain aspects of their biographies, like family values, more than others. We also find that challenging campaigns are more likely to discuss their candidate's biography, but, surprisingly, that open seat campaigns are not. Our results demonstrate the importance of personal‐based appeals to campaign strategy and that campaigns balance these personal and substantive concerns in developing their appeals to voters.Related Articles

The fivefold increase of the number of preferential trade agreements (PTAs) during the last quarter century has been largely explained by the discriminative nature of such agreements, which has triggered "competitive liberalization" and PTA formation among nonmembers through a domino effect. Based on the author's interviews with European Union (EU) trade officials and policy makers at the European Commission, this article evaluates EU trade policy developments during the last quarter century and lays out EU policy responses to the proliferation of PTAs in Latin America and East and Southeast Asia. The article concludes that the EU has adopted "defensive" and "proactive" trade policy responses in Latin America and East and Southeast Asia, thus augmenting the discriminative pressures and reinforcing the discrimination‐fueled proliferation of PTAs.Related Articles

As policy making for Indian gaming and other tribal issues has shifted from the federal government to state politics and state legislatures over the past several decades, the role of American Indians in the electoral process in state legislative elections deserves greater scholarly attention. We examine changes in voting patterns among state legislative elections over a 40‐year period for districts with and without casinos. In the past, Democrats held a large advantage in casino districts both in terms of the two‐party vote share and in terms of incumbents running unopposed when seeking reelection. Since the 1990s, this traditional Democratic advantage has largely disappeared to a point where the two parties compete at rough parity in these districts. In several states, American Indians represent a sizeable and potentially influential voting bloc.Related Articles

This article argues that Jamaica Kinkaid's short prose piece "Girl" (1978)—sometimes referred to as a poem, sometimes a short story—merits a rereading based on the politics of contraception and natural knowledge in the Caribbean. In sparse and delicate prose, Kincaid manages to reflect on the historical ability of women to be both creative and practical in managing the relationship between their bodies and the natural world. A central theme of the story is the often-overlooked disappearance of particular forms of knowledge in particular places. The story is also about how human knowledge can arise from necessity and can provide individuals and communities with both power and agency. One of the key lessons in the story links Kincaid's characters to the Caribbean practice of resisting gender norms and colonialism through the use of plant-based abortifacients.

This two-part transdisciplinary article elaborates on the autobiographical account of the Georgian Social-Democrat Grigol Uratadze regarding the oath pledged by protesting peasants from Guria in 1902. The oath inaugurated their mobilization in Tsarist Georgia in 1902, culminating in full peasant self-rule in the "Gurian Republic" by 1905. The study aims at a historical-anthropological assessment of the asymmetries in the alliance formed by peasants and the revolutionary intelligentsia in the wake of the oath as well as the tensions that crystallized around the oath between the peasants and Tsarist officials. In trying to recover the traces of peasant politics in relation to multiple hegemonic forces in a modernizing imperial borderland, the article invites the reader to reconsider the existing assumptions about historical agency, linguistic conditions of subjectivity, and the relationship between politics and the material and customary dimensions of religion. The ultimate aim is to set the foundations for a future subaltern reading of the practices specific to the peasant politics in the later "Gurian Republic". The first part of the article starts with a reading of Uratadze's narration of the 1902 inaugural oath "against the grain".

Campaign finance is a perennially contentious issue in American politics, with increased significance in the upcoming presidential election. Historically, legislation has attempted to balance the corrupting effects of money in politics with the Constitutional right to free speech. This article argues for a modern paradigm of market‐based reform that relaxes controls on the supply of money and aims to limit the demand for private contributions. Specifically, this model introduces affordable government vouchers and secret donation booths, adapted to further expand consumer choice and increase incentives for political participation. Ultimately, applying principles of the market to campaign finance reform will enhance political efficacy and strengthen American democracy.

Molotch, Stone, and others demonstrated that business leaders exercise major influence in American urban politics. Business leaders with local economic interests have long promoted growth in American cities. This article discusses the historical influence of Atlanta's business leaders in the city's economic growth and focuses on their role in the policy shifts in the 1990s, from unfettered growth to "smart growth." In response to Atlanta's worsened image for attracting business and the restrictions imposed by the EPA in using federal money, Atlanta's business leaders led the political process that created the Georgia Regional Transportation Authority. The implications of this process for the theories of urban politics and the future directions for regional governance are discussed.

Feminist political scientists argue that women's political roles may be best understood in terms of a split between the public and private spheres. Ignoring the private sphere predisposes politicalscience to misunderstanding the complex relationship between gender and politics. Despite interesting advances, mainstream political science does not seriously incorporate this critique and dismisses gender's importance. If political science continues to ignore feminism, it cannot gain a comprehensive understanding of politics. So, while feminist demands may change the discipline significantly, political science should consider feminism more seriously. After considering the dynamics of the relationship between feminism and political science, this article suggests ways to improve the dialogue between feminist and mainstream researchers.
