The starting point for any serious attempt to relate ethics to foreign policy is the examination of the phenomena of international politics. Once a few very general principles and concepts have been set out by the theologian or ethicist it becomes necessary to turn to the subject matter to which international ethics addresses itself, international politics, in order to make normative goals concrete and meaningful and in order to identify at least the more prominent obstacles to the infusion of ethical values into the conduct of international relations.

AbstractThe potential use of nuclear weapons has long been a global concern. This article highlights the principal rules of international humanitarian law (IHL) governing the conduct of hostilities applicable to nuclear weapons, and the issues and concerns that would arise were such weapons ever to be used again, in particular the severe and extensive consequences for civilians, civilian objects, combatants and the environment.In recent years, increased attention has been paid to the humanitarian consequences of nuclear weapons. Based on what has been learned from extensive research on the humanitarian and environmental effects of nuclear weapons since they were first used in 1945, and the accompanying implications for IHL, it seems appropriate to conclude that the use of nuclear weapons in or near a populated area would amount to an indiscriminate attack and that there should also be a presumption of illegality with regard to the use of nuclear weapons outside such areas.
AbstractPost‐crisis international standards have been agreed on in certain areas of banking regulation, namely capital, liquidity, and resolution, but not others, namely bank structure – why? We articulate a two‐step analytical framework that links the domestic and international levels of governance. In particular, we focus on the role of domestic regulators at the interface between the two levels. At the domestic level, regulators evaluate externalities and adjustment costs before engaging in cooperation at the international level. This analysis explains why regulators in the United States and the European Union act as pacesetters, foot‐draggers, or fence‐sitters in international standard setting; that is to say, why they promote, resist, or are neutral toward international financial standards. At the international level, we explain the outcome of international standard setting by considering the interaction of pacesetters and foot‐draggers.
The SOHO and Cluster missions form a single ESA cornerstone. Yet they observe very different regions in our solar system: the solar atmosphere on one hand and the Earth??'s magnetosphere on the other. At the same time the Ulysses mission provides observations in the third dimension of the heliosphere, and many others add to the picture from the Lagrangian point L1 to the edge of the heliosphere. It is the aim of this ISSI volume to tie these observations together in addressing the topic of Solar Dynamics and its Effects on the Heliosphere and Earth, thus contributing to the International Livin.
