O presente artigo busca explicar os motivos pelos quais se entende ser abusiva a suspensão do serviço de internet banda larga fixa após o consumo de franquia predeterminada pela fornecedora. Nesse contexto, apresentam-se conceitos técnicos da área de informática relacionados com o tema, bem como demonstra-se juridicamente a abusividade desse tipo de conduta capitaneado por algumas empresas de serviço de telecomunicações em nosso país. A análise pretende lançar uma reflexão à sociedade sobre esse possível retrocesso em direitos conquistados ao longo de décadas.

The Aid for Trade (AfT) initiative was launched at the 2005 World Trade Organization Ministerial Conference with the aim of helping developing countries develop their trade capacity and better integrate into the global trade system. This article examines the impact of Aid for Information and Communications Technology (ICT) (a component of AfT) on the global digital divide of recipient countries, measured by the Internet penetration rate (i.e., the proportion of individuals using the Internet in a given country) and the Internet penetration distance (i.e., the difference between a country's Internet penetration rate and the world average). The analysis was conducted on a sample of 119 countries, spanning the period 2004–2015. We find empirical evidence that higher AfT inflows for ICT are conducive to both higher Internet penetration rate and higher Internet penetration distance for recipient countries. However, more advanced AfT recipient‐countries experience a higher positive effect of AfT for ICT than do relatively less advanced countries. These findings suggest that scaling up of AfT for ICT for developing countries (but particularly the poorest countries) is necessary to help them build the Internet‐related infrastructure necessary to benefit from the growing digital economy.

The last decade has seen a rapid growth of Internet access across Africa, although it has not been evenly distributed. It is therefore important for policymakers to ask how policy can bridge this inequality of Internet access. This article addresses the dearth of research assessing the interplay between policy and Internet penetration by identifying Internet penetration‐related policy variables and institutional constructs in Sub‐Saharan Africa. Based on a literature review and data availability, four variables are suggested: (i) free flow of information; (ii) market concentration; (iii) the activity level of the Universal Service Fund (USF); and (iv) total tax on computer equipment. The results show that only the activity level of the USF and low total tax on computer equipment are significantly positively related to Internet penetration in Sub‐Saharan Africa. Free flow of information and market concentration do not show any impact on Internet penetration. The latter could be attributed to underdeveloped competition in most Sub‐Saharan countries. We recommend that policymakers promote the policy instrument of Universal Service and USF and consider substituting tax on computer equipment with other tax revenues, and not to blindly trust the market's invisible hand to fix inequality in Internet diffusion.

El terreny de l'activisme en els mitjans de comunicació avui s'associa a internet; s'ha construït sobretot per mitjà de xarxes o plataformes en línia i, a poc a poc, va transformant la manera d'imaginar, experimentar i organitzar l'acció política. Aquest article explora els efectes que tenen les creences i frustracions relacionades amb internet sobre les formes contemporànies d'acció política. Partint del context etnogràfic en què se situen les campanyes de solidaritat internacional i els sindicats britànics, el treball proposa que la relació que mantenen els activistes amb les tecnologies d'internet és complexa i s'insereix en una doble tensió entre l'apoderament i la frustració. Tal com sosté l'article, és mitjançant una exploració etnogràfica d'aquesta tensió que els especialistes poden arribar a entendre més bé els conflictes permanents i les negociacions socials creats arran de les transformacions tecnològico-històriques dels últims quinze anys. ; The terrain of media activism today has become an internet connected one; one that is primarily constructed through online networks or platforms; one that is gradually transforming the way in which political action is imagined, experienced and organised. The following article explores the effects of internet related beliefs and frustrations on contemporary forms of political action. Drawing from the ethnographic context of international solidarity campaigns and the trade unions in Britain, the paper argues that activists' relationship to internet technologies is a complex one, which is embedded in a double tension of empowerment and frustration. It is by ethnographically exploring this tension, the paper contends, that scholars can gain important insights on the ongoing social conflicts and negotiations created by the techno-historical transformations of the last fifteen years. ; El terreno del activismo en los medios de comunicación hoy se asocia a internet; se ha construido sobre todo por medio de redes o plataformas en línea y, poco a poco, va transformando la forma de imaginar, experimentar y organizar la acción política. Este artículo explora los efectos que tienen las creencias y frustraciones relacionadas con internet sobre las formas contemporáneas de acción política. Partiendo del contexto etnográfico en el que se sitúan las campañas de solidaridad internacional y los sindicatos británicos, el trabajo propone que la relación que mantienen los activistas con las tecnologías de internet es compleja y se inserta en una doble tensión entre empoderamiento y frustración. Existing studies have been inconclusive on whether and the extent to which gendered social networks contribute to the gender gap in business performance. Drawing on a random sample of Chinese Canadian entrepreneurs, this research examines the nexus of social networks, Internet use, and the gender gap in business performance. Results reveal a marked gender difference in firm size, which becomes narrowed after social networks, voluntary association participation, Internet use, and business characteristics are controlled. More important, network composition and structural position have different implications for men and women entrepreneurs. Men are more effective in converting relational advantages into business advantages. Interaction effects suggest that kin homophily hurts women's business performance but not men's. Yet, women gain more from participating in transnational entrepreneurship.

Subjective well-being is a broad category of phenomena that includes people's emotional responses, domain satisfactions, and global judgments of life satisfaction. This research investigates how schoolchildren's subjective well-being is affected by the different types of technology use, in personal contexts, and, concurrently, whether these effects are different when the use of technology is problematic. The central hypotheses are as follows: (1) the use of the Internet affects the subjective well-being of schoolchildren negatively only when this use is problematic and (2) the effect on subjective well-being is different according to the type of Internet use. To respond to the objectives of the research, a survey was applied to 15-year-old adolescents (2,579 cases), distributed in 330 public schools, beneficiaries of a government program for the delivery of personal computers and Internet for a year. The different uses of the Internet were measured using frequency scales by type of activity (social, recreational, and educational). Problematic use scale measured the perception of negative consequences of the intensity of Internet use on a daily basis. Subjective well-being was measured by the Personal Well-Being Index-School Children (PWI-SC). Subsequently, for analytical purposes, three simple mediation models were created, whose dependent variable was PWI-SC, while its independent variables were Internet use scales differentiated by purpose (social, recreational, and educational) and problematic use as a mediating variable, as well as attributes of the subjects and their social environment, which were incorporated as control variables. The main results show that only if Internet use is expressed as problematic does it negatively affect subjective well-being. On the contrary, when the use of the Internet is not problematic, the effect is positive and even greater than the simple effect (without mediation) between these two variables. The number of samples used in this study were 100 respondents out of 16,732 effective civil servant populations in East Denpasar Primary Tax Office. The method of determining the sample used was non-probability sampling with a purposive sampling technique. Data collection in this study was conducted by questionnaire method. The data analysis technique used is the analysis of Moderated Regression Analysis (MRA). The results showed that the application of e-filling had a positive effect on the compliance of the civil servant taxpayers and understanding the internet was not able to moderate the effect of implementing e-filling on the compliance of the civil servant taxpayers at East Denpasar Primary Tax Office. Introduction: Government of Bangladesh declared lock down several times in the educational institutions for the purpose of retains the rapid speed of COVID-19. During the lockdown period students stayed in home and totally depended on internet for spending times, contract friends, attained in online classes etc. The purpose of the study is to measure the impact of long- time internet usage that brought various complications among the students in their physical and mental health during COVID-19 lockdown period. Methods: A structured online based questionnaire link was sent using Google forms and distributed to students via what's app and Facebook Messenger and 360 respondents were filled up the questionnaire in the period of June 2021-August 2021 COVID-19. The distribution of respondent demographic variables was investigated using descriptive statistical methods; Pearson's chi-square tests have been applied. Result: About 40.8% of students' perception was that COVID-19 lockdown had changed their internet usage habits a little more than the normal time. The measures of the duration of time of internet usages there was a significant change. The respondents usage increased rapidly on 5-6 hours (42.05%) and 10 hours + (32.8%) whereas it was 30.3 % and only 6.9% respectively in before the lock down. The usages of internet hampered the students in their studies, night's sleep, food habits, loneliness, frustration and depression during the lock down situation. Conclusion: The concern authority should take necessary steps to reduce the habit of internet usage the COVID-19 situation and motivate the students for concentrating on their studies and minimize the excessive use of the internet.

Internet trolling has become a popularly used term to describe the posting of any content on the Internet which is provocative or offensive. This is different from the original meaning online in the 1990s, which referred to the posting of provocative messages for humourous effect. Those systems operators (sysops) who run online communities are finding they are being targeted because of abuse posted on their platforms. Political discussion groups are some of the most prone to trolling, whether consensual or unwanted. Many such websites ara open for anyone to join, meaning when some members post messages they know are offensive but legal, others might find grossly offensive, meaning these messages could be illegal. This paper develops a questionnaire called the This Is Why We Can't Have Nice Things Scale (TIWWCHNT-20), which aims to help sysops better plan the development of online communities to take account of different users' capacity to be offended, and for users to self-assess whether they will be suited to an online community. The scale is discussed in relation to different Internet posting techniques where different users will act differently.

The civic potential of pervasive computing technologies has been increasingly explored within academic and urban planning communities. One vision is of communities and cities enriched with pervasive computing, where citizens can leverage the new technology and interfaces for their own purposes, and at the same time be empowered to be heard through the use of such technology. This article reports lessons learned from a project that created public human interfaces for interacting with city officials in Oulu, Finland. We focus on civic engagement and reflect on a deployment of public interactive crowdsourcing technologies that are openly available to everyone, right in the heart of the city. The series of field trials reported here involve public displays, mobile phones, and Internet technologies. We find differences in the performance of different kinds of input mechanisms, and present lessons learned from cooperating with officials in a joint civic engagement effort.
