The Academy of Social Sciences in Australia (ASSA) and the Institute of Public Administration Australia (IPAA) hosted a 'Policy Roundtable on Federalism' on the 17-18 May 2007 at the University of Canberra. Around 50 attended the roundtable comprising politicians, Commonwealth and state public servants, and academics. The roundtable was provided with a number of background papers including the Hollander-Patapan article and another produced by staff of the Commonwealth Grants Commission entitled 'Trends in Commonwealth-State Financial Relations: a Grants Commission Perspective'. The roundtable focused not only on issues and challenges but, more practically, on options and how to make federalism work better.

Развитие социальных институтов гражданского общества, укрепление законности и правопорядка, принятие специальных мер в рамках государственной политики противодействия криминализации и коррупции, составляет первоочередную задачу региональных и федеральных властей РФ. ; The paper highlights the problems associated with the processes of criminalization in the Russian society and corruption in the machinery of the government. The development of social institutions of the civil community, the strengthening of law and order, the adoption of special measures in public policy against criminalization and corruption is the priority task for the regional and Federal authorities of the Russian Federation.

В статье проводится проблематизация формирования публичной политики в социальных сетях. Осуществлен анализ необходимости формирования и продвижения имиджа политических лидеров, целей и задач, преследуемых ими. Приводятся и анализируются конкретные примеры политиков, имеющих свои аккаунты на различных интернет-порталах, и характер их виртуальной активности. ; The paper is devoted to the problem of public policy formation of in social networks. The author analyses the necessity of the formation and promotion of the image of political leaders, their goals and objectives pursued. Specific examples of politicians who have their accounts on various Internet portals, and the nature of their virtual activity are analyzed.

Drawing on the relevant literature, this article explores key debates and controversies on child labour in the context of Africa and Asia. It first identifies and analyses three dominant discourses on child labour: 1) the work free childhoods perspective; 2) the socio-cultural perspective; and 3) the political economy perspective. Against the backdrop of these discourses, the article goes on to critically examine aspects of child labour that are underrepresented in the literature and in international policy circles. It concludes by highlighting the importance of grounding children's gendered work within the complex material social practices of interconnected histories and geographies in which their livelihoods unfold.

This paper analyzes the impact of legislative committee structure on policy outcomes, comparing a `tax committee' (enacting tax expenditures) and a decentralized system of specialized committees (undertaking direct spending). An endogenous commodity taxation framework is combined with models of legislative bargaining and committee voting. The main conclusion is that the tax committee structure gives rise to lower subsidy levels under a wide range of circumstances. However, it is only under a more restrictive set of assumptions that social welfare is higher in the tax committee regime. This theoretical analysis is illustrated by two examples of institutional change in Congress.

Проведен анализ современной миграционной ситуации в приграничных регионах Российской Федерации и происходящих в них политических, экономических и социальных процессов. Раскрываются миграционная политика и особенности, тенденции миграционных процессов в приграничных субъектах страны по федеральным округам. Выявляются факторы, влияющие на состояние безопасности государства в пограничной сфере. ; The analysis of modern migratory situation in the border regions of the Russian Federation and of the political, economic and social manifestations in them is carried out. Analysis of migration policy and migratory processes in border regions of the country according to federal districts reveals influence on a security status of the state in the boundary sphere.

Rights, Action, and Social Responsibility: Public debates surrounding immigration policy, climate change, international relations, and constitutional and human rights are currently at the forefront of our national discourse. Critical reasoning, supported through academic research is needed. As a result, De Gruyter, along with its partner presses, is making freely available books and journal articles across nine topical areas for all students and faculty. Broadening access to this scholarship enables more people to address these issues in an informed manner: it helps us combat false news sources, to consider the nature of truth and ethics, and to understand the struggles of all members of society.

Приводятся авторские подходы к проведению классификации потенциаль- ных жертв преступлений во время массовых беспорядков и террористиче- ских актов, предлагаются меры виктимологической профилактики. ; In the article the questions of occurrence of the victimization of various categories of citizens in connection with social tensions, understood as mass discontent of citizens by the government policy are considered. Author's approaches to classification of potential victims of crimes during the riots and terrorist acts are pointed, measures of victimological prevention are suggested.

Current social and political realties have focused attention on human trafficking in the United States. Although new mechanisms for criminalizing offenders and protecting victims are increasingly funded and implemented across the country, empirical exploration into the efficacy of these interventions is lacking. This article uses yearly count data on juvenile prostitution arrests aggregated at the state level to explore the criminalization of commercial sexually exploited children post safe harbor policy implementation. Preliminary data from four states suggests that the passage of safe harbor laws may not reduce the number of juveniles arrested for prostitution crimes. Implications for future research are discussed.
