AbstractThere is ample literature to suggest that labour's interests are at odds with the extension of income protection to 'outsiders'. Until recently, Italian unions were reluctant, if not outright obstructive, towards the introduction of a minimum income scheme (MIS). After the 2008 financial crisis and its dramatic social and economic consequences, however, the three major labour confederations supported the introduction of a national MIS, openly embracing the fight against income insecurity. Why did trade unions overturn their conservative approach and eventually support social assistance safety nets? Drawing upon textual evidence and semi‐structured interviews, the paper suggests that the Italian labour movement, albeit with differences among the confederations, has radically changed its preferences towards social assistance. Unions gradually shifted from a 'deservingness' logic (championing 'hard work') to one of reservation wage (the 'we are all in the same boat' narrative). Weaknesses in labour market peripheries have encouraged the labour movement to defend those at risk of poverty. The Italian case has wider implications for actors' preferences and roles in welfare reform, showing that structural and strategic factors may encourage labour to join coalitions that support welfare 'de‐dualisation' pathways.

AbstractThe American Community Survey supports rich comparisons of welfare outcomes across low‐skill workers, including the native‐born and immigrants, in farm and nonfarm occupations. Evidence from 2016–17 suggests that farm and nonfarm labor markets are integrated, especially for immigrants. Although US‐born workers typically earn higher wages than immigrants, in some occupations, immigrants have higher wages and/or earnings. Immigrant farmworkers receive somewhat lower wages than citizens do but work more hours and generate similar earnings. Household poverty rates are above the national average for an array of low‐skill workers, especially among immigrants. The most substantial welfare difference is in health insurance access, where coverage is much higher for US‐born workers. Labor market and social policy implications of these findings are explored.
A pesar de que la pobreza en Colombia se redujo considerablemente en las últimas cuatro décadas, Quibdó es la ciudad capital donde se mantienen los peores indicadores. El presente documento utiliza información cartográfica y espacial para caracterizar la pobreza de las comunas e identificar posibles trampas espaciales de pobreza en la capital chocoana. Los resultados muestran que la zona norte tiene los indicadores de pobreza y violencia más altos en la ciudad. No obstante las grandes inversiones en los últimos cinco años, se registra una persistencia en las condiciones de pobreza en Quibdó. Por ejemplo, el indicador de necesidades básicas insatisfechas continúa por encima del observado en varias ciudades capitales cuatro décadas atrás. Finalmente, el documento propone una opción de inversiones en varios sectores que podría ayudar a cerrar las brechas de pobreza a 2030. ; Besides an overall poverty reduction in Colombia in the last four decades, Quibdó remains as the capital city with the worst indicators. This paper assesses poverty in the communes of the city using spatial information and geographical maps attempting to identify possible spatial poverty traps. The results indicate that the north of the city faces the highest indicators of poverty and violence. Although public investment has increased in the last 5 years, the conditions of poverty persist. For example, the rate of unsatisfied basic needs remain higher than other capital cities four decades ago. To end with, the paper prioritizes investment in several sectors in order to bridge the poverty gap in 2030. ; La pobreza en Quibdó: Norte de carencias Jilmar Robledo-Caicedo Resumen no técnico Enfoque La reducción de la pobreza en Colombia ha sido notoria en las últimas décadas. A pesar de esto, en algunas ciudades la pobreza aumentó por distintos factores. Este documento analiza la evolución de la pobreza en Quibdó y algunos posibles factores asociados en el tiempo. Se utiliza información de comunas y barrios para analizar la incidencia de la pobreza en los sectores de la ciudad. El análisis se realiza principalmente con datos de la encuesta del Sisben para elaborar mapas de pobreza. Usando información complementaria se analizan aspectos adicionales que inciden en cada sector de la ciudad. Basado en estos datos, se identifican posibles trampas de pobreza. Además, se priorizan los sectores en los que se debe focalizar la inversión pública tendiente a reducir la pobreza en 2030 al nivel del promedio de ciudades capitales y se exploran posibles mecanismos de financiación de las inversiones. Contribución El estudio permite describir la pobreza de Quibdó y su distribución espacial. Para esto se utilizaron múltiples indicadores así como el contraste relativo con otras ciudades del país y el promedio nacional. En este se identifican los sectores prioritarios para reducir la pobreza al nivel del promedio de las ciudades capitales. Además, el documento evidencia inequidad espacial entre la calidad y la oferta de infraestructura educativa y la demanda por parte de la población más vulnerable en las comunas. El documento contiene una propuesta de las inversiones adicionales requeridas en sectores prioritarios a pesar de que estas han crecido recientemente. Esta inversión se propone para un período de 12 años, y se calcula para este período posibles fuentes de recursos adicionales, como el aumento del recaudo de recursos propios. FRASE DESTACADA: Se calcula una necesidad de inversión de 305,5 millones de dólares en cobertura de servicios públicos, implementación de la jornada única escolar, construcción de viviendas nuevas y formación de capital social y empleo para cerrar las brechas de pobreza. Resultados Los servicios públicos inadecuados son el mayor determinante de pobreza por necesidades básicas insatisfechas en la ciudad. El sector más afectado es la zona norte, que además, presenta las cifras más altas de violencia. Mientras Quibdó tuvo la mayor tasa de homicidios de Colombia en 2016, cerca de la mitad de estos casos se presentaron en este sector. Desde el análisis espacial, los indicadores de pobreza son mayores en las periferias de la ciudad. La oferta educativa y la calidad disminuyen a medida que se aleja del centro, mientras que el bajo logro educativo y la violencia aumentan en sentido norte y suroriente. De esta manera, la población más pobre enfrenta condiciones que podrían constituir trampas de pobreza. Discusses the increasing levels of poverty in Europe in terms of the gradual shift from wage-earning to human rights societies. It is argued that poverty has continued to spread throughout Europe desite the goals of the welfare state & the new social rights & protections it offers. The unemployment crisis, combined with the individualist drive of capitalism, threatens traditional notions of society & community. The pauperization process is currently discussed in terms of exclusion, including such varied forces as the erosion of social ties, the marginalization of social groups, & the denial of rights. Whereas poverty was formerly addressed in regard to the distribution of goods & resources, this discussion is now focused on social relationships & citizens' rights. Although this new concentration is beneficial, rights-oriented states have been unable to productively cope with the rise of poverty. It is concluded that the resolution of the poverty crisis demands a reexamination of public employment policies, the methods by which companies manage employees, & evolving relationships in the modern workforce. 35 References. AbstractIn this paper, I explore the ideal of self-cultivation as it confronts the holders of power and our practice and understanding of ethics and aesthetics. I begin with the field of social development as an illustrative case of field of power that is in urgent need of a reconstructive and transformative practice of self-development. I take the ethical deliberations in the field of development, that is, development ethics as an exemplar of ethical reflection today, and look at aesthetics through the contemporary quest of and reflections on self-cultivation. Then, I discuss the challenge of recognizing the face of the other that the radical alterity of poverty presents to the quest for freedom, exercise of power and the ideal of self-cultivation. Through a dialogue with the face of the other, I wish in this paper to move from a self-congratulatory view of freedom as an assertion of one's rights to the terrain of what Emmanuel Levinas calls "difficult freedom", and reiterate the imperative of responsibility that knocks at our door — an imperative that disturbs our slumber and urges for a "permanent wakefulness" in us.The mission of development ethics is to keep hope alive. By any purely rational calculus of future probabilities, the development enterprise of most countries is doomed to fail. Poor classes, nations, and individuals can never catch up with their rich counterparts as long as they continue to consume wastefully and to devise ideological justifications for not practicing solidarity with the less developed. Only some transcultural calculus of hope, situated beyond apparent realms of possibility, can elicit the creative energies and vision which authentic development for all requires.
This article describes relative poverty in Spain in relation to the other States in the European Union, following the European indicator AROPE. The official data provided by the National Statistical Institute of Spain and by Eurostat, refer to the year 2014 (the last one for which definitive data are available is 2015). Given the relative poverty of Spanish population, the failure of conventional economic theories, which conceive social development as GDP growth, is clear, and it is argued in favour of the human capabilities approach as a more adequate option for development, from a theoretical-practical point of view, for the reduction and/or eradication of poverty, as well as the appropriateness of a new conception of Higher Education, structured around central topics of the capabilities approach, to empower citizenship with such objective. The pedagogical proposals discussed here are as follows: (1) the conception of Higher Education Institutions from the approach of capability development, and aimed at social responsibility; (2) the formation of a university community as agents of their lives and communities; (3) the learning by the university community of the values in the capabilities approach; (4) the option of the university community for participation in public affairs in the pursuit of the common good; (5) the primacy of the formation of the university community as agents of sustainability agents.

This paper attempts to analyze policies against poverty undertaken by Spain within the framework of the Europe 2020 strategy. These policies have been applied through mechanisms of governance mechanisms -specifically, the so-called democratic experimentalism- whose effectiveness and legitimacy is at least questionable. To this end, this paper tries to analyze, on one side, the European Semester, which coordinates these policies at an EU level. On the other, various Spanish documents that are part of this process and therefore allow us assess the levels of democratic effectiveness of this mechanism. ; El presente trabajo trata de analizar las políticas contra la pobreza aplicadas por España en el marco de la estrategia Europa 2020. Estas políticas se han llevado a cabo mediante mecanismos de gobernanza -en concreto, el denominado experimentalismo democrático-, cuya efectividad y legitimidad están en entredicho. Para ello se analizará, de un lado, el Semestre Europeo, que coordina estas políticas a nivel de la UE. Del otro, distintos documentos españoles que se enmarcan en este proceso y que permiten evaluar los niveles de legitimidad democrática de este mecanismo.
"In Afrika südlich der Sahara leben ca. 80% der Armen auf dem Lande und beziehen ihr Natural- und Geldeinkommen vornehmlich aus der Landwirtschaft; eine agrarbasierte wirtschaftliche Breitenentwicklung sowie der Aufbau dienstleistungsstarker und entwicklungsorientierter ländlicher Gemeindestrukturen ist daher eine unabdingbare Voraussetzung für die Armutsminderung. Beides ist immer wieder auf Grund von Fehleinschätzungen der Beschäftigungs-, Wirtschaftsverflechtungs- und Wertschöpfungspotentiale der bäuerlichen Landwirtschaft sowie der Geringschätzung der entwicklungsfördernden Bedeutung ländlicher Gemeinden übersehen worden; zudem hat die internationale Entwicklungszusammenarbeit ihre Förderschwerpunkte seit den 80er Jahren zunehmend auf die materielle und soziale Infrastruktur sowie die Dienstleistungssektoren vornehmlich im industriell-urbanen Bereich verlagert. Gleichzeitig ist die Erkenntnis gewachsen, dass, wenn ländliche und landwirtschaftliche Entwicklung nachhaltig erfolgen und armutsmindernd wirken sollen, dies zur komplexen nationalen Querschnittsaufgabe wird, die mit herkömmlichen Entwicklungsansätzen der Projekthilfe nicht mehr zu bewältigen ist; dies gilt gleichermaßen für alle global angelegten Aktionsprogramme, welche die nachhaltige Agrar- und ländliche Entwicklung beeinflussen, wie die Umsetzung der Agenda 21, der Aktionsplan zur Umsetzung der Wüstenkonvention, der Welternährungsaktionsplan sowie die Umsetzung von Armutsminderungsstrategien. Angesichts dieser Fakten, Versäumnisse und Erkenntnisse muss gefolgert werden, dass Armutsminderung in allen Agrarstaaten Afrikas primär über eine agrarbasierte ländliche Breitenentwicklung erfolgen sollte, bei der die Gemeinden eine wirtschaftsfördernde, koordinierende und die Dienstleistungslücke überbrückende Rolle spielen müssen; dies kann nur durch eine schrittweise politische, institutionelle und fiskalische Dezentralisierung erreicht werden. Da in Zukunft die ländlichen Gemeinden die administrative Hauptlast der Umsetzung einer armutsmindernden Entwicklung zu tragen haben werden, müssen sie nachhaltig mit Hilfe nationaler und internationaler Unterstützung gestärkt werden; förderliche agrarpolitische Rahmenbedingungen, eine Neuausrichtung der internationalen Entwicklungszusammenarbeit sowie kofinanzierte und demokratisch gesteuerte Gemeindeentwicklungsfonds wären eine Voraussetzung für eine armutsorientierte ländliche Breitenentwicklung." A diferencia de lo dictado por el Consenso de Washington, que sostiene que la intervención estatal para la ayuda a los pobres exacerba la pobreza, el presente trabajo examina si es el grado de debilidad institucional de los Estados en desarrollo lo que impide su alivio. El documento se divide en cinco secciones: en la primera, se presentan descriptivamente las reformas implementadas por el Consenso de Washington en América Latina y el consecuente desmantelamiento del Estado de bienestar; en la segunda, se expone la importancia de la intervención estatal en la coordinación de la economía para evitar la pobreza y la violencia social; en la tercera, se explora el papel del Estado bajo la lógica del actual paradigma fundamental de alivio a la pobreza; en la cuarta, se discute la relación entre las capacidades institucionales del Estado y la pobreza; finalmente, la última sección ofrece las conclusiones.
