States of emergence, states of knowledge: a comparative sociology of international relations in China and India

This article examines the relationship between the geopolitical rise of new powers in international relations and knowledge production in International Relations. It draws on the science studies literature on the 'co-production' of science and politics to conceptualise and analyse this relationship between the 'state of emergence' and 'state of knowledge'. I argue that the 'state of emergence' should be conceptualised not only as a real-world condition external to science that imposes itself on an otherwise pure internal 'state of knowledge', but also as a scholarly sensibility, ethos and motivation that operates 'within' it. The article illustrates the argument ethnomethodologically by interviewing International Relations scholars in China and India on how they themselves make sense of the emerging condition and justify their own positions and actions within it. Based on the interviews, I identify four co-productive registers connecting the state of emergence to the state of knowledge (the constitutive, civic, infrastructural and psychological) but also find that scholars in China and India differ in their enactment of these registers.

"Der Autor sieht in der Konstitutionalisierung des Völkerrechts, insbesondere in Form der Charta der Vereinten Nationen, an sich selbst noch kein Indiz für die Herausbildung von Weltstaatlichkeit, stellt jedoch fest, dass mit der dadurch etablierten Normhierarchie des Rechts eine wesentliche Bedingung der Möglichkeit einer solchen Herausbildung gegeben ist. Allerdings erscheint es in einer längerfristigen Perspektive möglich, die Etablierung eines Gewaltverbots sowie eines Systems kollektiver Friedenssicherung auf globaler Ebene als Schritt hin auf eine Art Weltstaatlichkeit zu interpretieren, sofern eine Instanz zur Entscheidung von Normkollisionen entsteht. Gerade im Kontext der Entstehung globaler Gewaltmärkte, ungleicher Entwicklung, sowie dem Wandel von Formen von Staatlichkeit, bringt die Ausdifferenzierung materieller Rechtsnormen Probleme mit sich: während die Konfliktintervention durch die Konstitutionalisierung des Völkerrechts gefördert wird, wird ihre Regulierung dadurch eher behindert, da mit der Konstitutionalisierung Normenkollisionen zwangsläufig zunehmen, für die es keine angemessenen prozeduralen Bearbeitungsregeln gibt. Zumindest für den wichtigen Bereich der kollektiven Friedenssicherung sind negative Folgewirkungen von unvollständigen globalen Konstitutionalisierungsprozessen und einer darauf möglicherweise aufruhenden Herausbildung von Weltstaatlichkeit mit zu berücksichtigen." Power in relations of international organisations: the productive effects of 'good' governance norms in global health

In recent years, scholarship on international organisations (IO) has devoted increasing attention to the relations in which IOs are embedded. In this article, we argue that the rationalist-institutionalist core of this scholarship has been marked by agentic, repressive understandings of power and we propose an alternative approach to power as productive in and of relations among IOs. To study productive power in IO relations, we develop a theoretical framework centred on the concept of 'metagovernance norms' as perceptions about the proper 'governance of governance' that are shared among IOs in a governance field. Drawing on discourse theory, we contend that metagovernance norms unfold productive power effects, as dominant notions of how to govern well and effectively (i) fix meanings, excluding alternative understandings and (ii) are inscribed into practices and institutions, hence reshaping inter-organisational relations over time. To illustrate our framework, we trace metagovernance norms in discourses among health IOs since the 1990s. We find a historical transformation from beliefs in the virtues of partnerships, pluralisation, and innovation, towards discursive articulations that emphasise harmonisation, order, and alignment. Moreover, we expose the productive power of metagovernance norms by showing how they were enacted through practices and institutions in the global health field.

Criteria for Preliminary Risk Assessment of Brownfield Site: An International Survey of Experts

AbstractComprehensive risk assessment of brownfield sites requires a broad range of knowledge and multi-disciplinary expertise. Whilst the identification of criteria requirements for preliminary risk assessment has received some attention, there appears to be no studies that have specifically examined professional perspectives relating to these requirements. Yet, variations in professional practitioners' assessments may have significant consequences for the assessment of risks, and how the criteria are imparted to stakeholders. This study aims to identify the criteria requirements for preliminary risk assessment, using the pollutant linkage model (Source–Pathway–Receptor), and explores cross-disciplinary professional perspectives related to these requirements. To this end, this study commenced with a systematic review to identify various criteria streams required for the preliminary risk assessment of brownfield sites. Thereafter, a questionnaire survey was design and shared with brownfield site professionals. Quantitative analysis of the survey responses (n = 76) reveals disciplines have markedly different priorities relating to the same hazard. For instance, geophysicists, geochemists, and hydrologists do not raise concerns regarding ground movement that can result from the removal of storage and tanks, whilst the same hazard was considered as having a high importance by other professions (such as geologists and geotechnical engineers). This example, amongst others revealed in the study, underpins potential issues and implications for various stakeholders compiling and/or using preliminary risk assessment criteria. This study clarifies both the key criteria requirements for the preliminary risk assessment of brownfield sites, as well as the importance of recognising how variation in professionals' perceptions plays in the risk assessment process. Although, specialist knowledge is essential for brownfield site investigation, so is the maintaining a broad-based view of other experts coming from different backgrounds, as this renders holistic risk assessment insights.

Die Studie beschäftigt sich mit der Frage, welche internationalen Verteilungseffekte von Steigerungen der Ressourceneffizienz ausgehen. Dahinter steht die Überlegung, dass Erfolge bei der Steigerung der Effizienz verschiedene Akteure und Regionen in sehr unterschiedlicher Weise betreffen können und es dabei sowohl Gewinner als auch Verlierer geben kann. Die Untersuchung bietet in Kapitel 2 zunächst eine allgemeine Einführung zum Thema der Ressourceneffizienz mit dem begrifflich-definitorischen Rüstzeug und einer Betrachtung der Zusammenhänge als Querschnittsthema. In Kapitel 3 folgen allgemeine Ausführungen zur theoretischen Rahmensetzung auch in historischer Perspektive, sowie eine Vorstellung des "Divestment" als ergänzende strategische Entwicklungslinie zu Ressourceneffizienz. Kapitel 4 stellt einige Überlegungen zum politischen Rahmen zusammen, durch die deutlich wird, welche Ziele zur Steigerung der Ressourceneffizienz gesetzt sind und wie sich deren Relevanz im Laufe der Zeit verändert hat. Die Ergebnisse führen zu Kapitel 5, in dem durch eine Strukturierung der Akteurslandschaft die unterschiedlichen Interessenlagen von zivilgesellschaftlichen Gruppen, der Wirtschaft und der Politik betrachtet werden. Kapitel 6 analysiert und diskutiert Aussagen, die in der öffentlichen Debatte zum Thema Verteilungswirkungen von Steigerungen der Ressourceneffizienz vorgebracht werden. In Kapitel 7 werden auf Basis der gesammelten Erkenntnisse eigene Thesen bezüglich der Verteilungswirkungen von Ressourceneffizienzsteigerungen aufgestellt, die gemeinsam mit den in Kapitel 8 zusammengestellten Forschungsfragen eine weitere Auseinandersetzung und Bearbeitung des hier explorativ untersuchten Themenfelds ermöglichen sollen.
