Der vorliegende Beitrag befasst sich mit diskurs- und machtpolitisch hervorgerufenen Deutungshoheiten in Bezug auf Forschung zu und über Digitalisierung und Bildung in Programmatiken und Förderrichtlinien Deutschlands und der EU. Er gründet auf der Annahme, dass Forschungs- und Wissenschaftssysteme seit geraumer Zeit in enger Abhängigkeit zu Förderprogrammen stehen, welche auf unterschiedlichen politischen Ebenen als so genannte Förderinstrumente diverser Bildungsbereiche und der Wissenschaft selbst fungieren (sollen). Bei empirischer Betrachtung werden Deutungshoheiten infolge dieser Hinwendung zu und gleichzeitigen Abwendung von Begriffen und Konzepten sichtbar – nicht nur im Zusammenhang mit Diskursen um Digitalisierung und Bildung. Folge sind die (Über-)Betonung einzelner Konzepte und die zurückhaltende Repräsentation anderer, was für die Medienpädagogik qualifikatorische Engfassungen bedeutet, die auf empirischer Basis sowie vor dem Hintergrund präsenter Konzepte zu zeigen sind. ; This article is concerned with the prerogative of interpretation in relation to digitisation and education in the programmes and funding guidelines of Germany and the EU that has been created by political discourse and power. It is based on the assumption that the research and science system have for some time been closely dependent on funding programmes, which (should) function at different political levels as so-called funding instruments of various educational sectors and of science itself. On empirical observation, this turning towards and simultaneous rejection of terms and concepts makes prerogative of interpretation visible - not only in connection with discourses on digitisation and education. The consequence is the (over-)emphasis on individual concepts and the restrained representation of others, which means qualification narrowness for media education, which must be shown on an empirical basis and against the background of present concepts.

From both global and local perspectives, there are strong reasons to promote energy efficiency. These reasons have prompted leaders in the European Union (EU) and countries of the Middle East and North Africa (MENA) to adopt policies to move their citizenry toward more efficient energy consumption. Energy efficiency policy is typically framed at the national, or transnational level. Policy makers then aim to incentivize microeconomic actors to align their decisions with macroeconomic policy. We suggest another path towards greater energy efficiency: Highlighting individual benefits at microeconomic level. By simulating lighting, heating and cooling operations in a model single-family home equipped with modest automation, we show that individual actors can be led to pursue energy efficiency out of enlightened self-interest. We apply simple-to-use, easily, scalable impact indicators that can be made available to homeowners and serve as intrinsic economic, environmental and social motivators for pursuing energy efficiency. The indicators reveal tangible homeowner benefits realizable under both the market-based pricing structure for energy in Germany and the state-subsidized pricing structure in Algeria. Benefits accrue under both the continental climate regime of Germany and the Mediterranean regime of Algeria, notably in the case that cooling energy needs are considered. Our findings show that smart home technology provides an attractive path for advancing energy efficiency goals. The indicators we assemble can help policy makers both to promote tangible benefits of energy efficiency to individual homeowners, and to identify those investments of public funds that best support individual pursuit of national and transnational energy goals.

Research suggests that fast life history strategy (LHS) may be a primary driver of substance use among young adults. However, a recent study reported that (a) young adult fast LHS did not subsume all theorized indicators of LHS during this period and (b) fast LHS among parents did not predict young adult fast LHS or liability for use of common substances. In this study, we used structural equations and national data to test whether these findings generalized to adolescence. In addition, given that LHS and substance use share genetic and neuropsychological bases, we examined whether fast LHS could explain the developmental stability of substance use. Overall, our results extend the findings discussed above and suggest that fast LHS fully explains the developmental stability of substance use among youth. We discuss implications for life history models, research applying life history theory and substance use, and substance abuse prevention and treatment.

This is the first full-length history of the kingdom of Kazembe, one of the principal and most enduring component of the Lunda 'commonwealth'. Unlike many kindred monographs, the book examines both the pre-colonial and the colonial trajectories of the eastern Lunda kingdom. This innovative approach reflects awareness of the pliability of historical consciousness and the extent to which oral sources were moulded by the colonial context.

A forecast of transport activity, energy consumption and carbon dioxide emissions from transportation, carried out under 'business as usual' economic assumptions, is presented for the 10 countries of Central and Eastern Europe that have acquired the,status of 'accession countries' to the European Union. Energy demand is projected under considerations of the dynamic evolution of transport modes and their use, the evolution of automotive fuel prices, which are assumed to gradually converge with Western European price levels within the current decade, and assumptions on efficiency improvements in all transport modes according to current technological trends and European regulations. The results, showing transportation energy demand to double and CO2 emissions to be 70% higher in 2030 compared to 2000, are compared with other published forecasts and discussed with a view to potential future energy and environmental impacts in these countries, outlining major policy implications. Abstract
The general opinion among scholars is that Eastern Europe is primarily a Cold-War term. Although the connection
between Eastern Europe and the Cold War cannot be denied, it must be kept in mind that the term was well known and used much
earlier. This article provides a synthetic review and discussion of how the phrase (name, term, concept) Eastern Europe was used
in western English-language press in a better part of the twentieth century, from around 1900 to 1988. Drawing on the results of a
search of a journalistic database, this study examines how the term Eastern Europe combines with other lexical units in press
texts in this time period. The architecture of its use is revealed through a detailed analysis of collocations which the key term
prefers in journalistic texts. In its numerous uses, the term triggers the sense of otherness in its different incarnations
throughout the twentieth century.
