Supervision of schools in the UBE programme of the Federal Government of Nigeria is an aspect of quality control. It is bound with the efficiency of learning and improvement of the teaching/ learning services. Quality control of Basic Education centers is closely associated with a vital component of education (Monitoring & Evaluation). Today, 'Quality Control' is used more or less as a synonym for supervision or inspection which is within the comprehension of the wider segment of the educated publics. Instructional supervision in Nigeria began as a process of external inspection. In the 18th century, supervision was characterized by inspection for control and was carried out by laymen (Onoyase, 1991). Supervisors were appointed who were clergies and had little or no background on educational administration and management. The priest was made a supervisor of school on the basis of the priesthood belonging. Supervisors were inexperienced in the act of supervision. They had little or no formal training of the ethics, concept and practice of supervision. Until the control of schools by government in 1967, school supervision was left in the hands of the missionaries.

AbstractFocusing on the educational efforts of a diverse ethnolinguistic community, this article considers the rationales, mechanisms, and channels adopted by Arabic-speaking communities in the US to teach and learn the Arabic language. The article draws on research conducted with a number of Arabic speaking populations in New York to situate Arabic language education in the US within the transnational context of conflict and migration. By employing a transnational lens, it provides insights into both the growing interest in the Arabic language, and conversely, the challenges posed to Arabic bilingual community efforts. The findings illustrate the embeddedness of Arabic language efforts in the US within a larger sociopolitical and sociohistorical context of conflict. This context, I argue, has shaped the rationales and means adopted by US Arabic-speaking communities to teach the Arabic language to their American children.

In this article, I examine the relationship between courts and legislatures from a comparative perspective. Specifically, I discuss how (1) the ideological composition of the bench, (2) the propensity of court involvement in a given policy area, and (3) the presence of an advisory opinion affect the number of bill introductions and policy enactments by state legislatures. Examination of education policy in the American states reveals that ideologically distant courts limit the number of bill introductions and bill enactments in state legislatures. Alternatively, the presence of an advisory opinion increases policy introduction and enactment in state legislatures. A fundamental implication of these findings is that courts exert the greatest impact on policy during the introduction stage of the legislative process. Previous studies have not examined the introduction stage and have therefore marginalized the real impact of court influence on policy.
