This book focuses on the indicators of fragility and the resilience of state-led interventions to address them in sub-Saharan Africa. It analyzes the 'figure' of fragile states as the unit the analysis and situates the study of fragility, governance and political adaptation within contemporary global and local political, economic and socio-cultural contexts. The chapters offer an indispensable, econometrically informed guide to better understanding issues that have an impact on fragility in governance and nation-building and affect policy-making and program design targeting institutions in various circumstances. These issues, as they relate to the indicators of fragility, are the contexts and correlates of armed conflicts on statehood and state fragility, the poverty-trap, pandemics and household food insecurity, and child labor. Case studies from across 46 sub-Saharan African (SSA) countries are assessed to offer clear, broad and multidisciplinary views of what the future holds for them and the international donor communities at large. Regarding state-led interventions, the authors utilize insightful statistical methods and epistemologies to explain the correlates of behavioral language frames and conflict de-escalation on battle-related deaths across the conflict zones within the sub-region, the regional and country-level interventions to end child labor, the institutional frameworks and interventions in the advancement of food security and health.

This volume examines the ongoing construction of the Responsibility to Protect (R2P) doctrine, elaborating on areas of both consolidation and contestation. The book focuses on how the R2P doctrine has been both consolidated and contested along three dimensions, regarding its meaning, status and application. The first focuses on how the R2P should be understood in a theoretical sense, exploring it through the lens of the International Relations constructivist approach and through different toolkits available to conventional and critical constructivists. The second focuses on how the R2P interacts with other normative frameworks, and how this interaction can lead to a range of effects from mutual reinforcement and co-evolution through to unanticipated feedback that can undermine consensus and flexibility. The third focuses on how key state actors – including the United States, China and Russia – understand, use and contest the R2P. Together, the book's chapters demonstrate that broad aspects of the R2P are consolidated in the sense that they are accepted by states even while other, specific aspects, remain subject to contestation in practice and in policy.

This book explores hybrid peacebuilding in Asia, focusing on local intermediaries bridging the gaps between incumbent governments and insurgents, national leadership and the grassroots constituency, and local stakeholders and international intervenors. The contributors shed light on the functions of rebel gatekeepers in Bangsamoro, the Philippines, and Buddhist Peace monks in Cambodia to illustrate the mechanism of dialogue platforms through which gaps are filled and the nature of hybrid peace is negotiated. The book also discusses the dangers of hybrid peacebuilding by examining the cases of India and Indonesia where national level illiberal peace was achieved at the expense of welfare of minority groups. They suggest a possible role of outsiders in hybrid peacebuilding and mutually beneficial partnership between them and local intermediaries

This book critically examines the relationship between protecting human rights and building peace in post-violence societies. It explores the conditions that must be present, and strategies that should be adopted, for the former to contribute to the latter. The author argues that human rights can aid peacebuilding efforts by helping victims of past violence to articulate their grievance, and by encouraging the state to respond to and provide them with a meaningful remedy. This usually happens either through a process of adjudication, whereby human rights can offer guidance to the judiciary as to the best way to address such grievances, or through the passing and implementation of human rights laws and policies that seek to promote peace. However, this positive relationship between human rights and peace is both qualified and context specific. Through an interdisciplinary and comparative analysis of four case studies, the book identifies the conditions that can support the effective use of human rights as peacebuilding tools. Developing these, the book recommends a series of strategies that peacebuilders should adopt and rely on.

This book examines core thematic approaches to the Responsibility to Protect (R2P) and analyzes case studies regarding the implementation of this important global norm. The volume analyzes this process at international, regional and local levels, and identifies an urgent need to progress from conceptual debates towards implementation in practice, in order to understand how to operationalize the preventive dimension of the R2P. It argues that R2P implementation necessarily entails the efforts of actors across governance levels, and that it is more effective when integrated into existing sites of practice aimed at strengthening human rights and accountability for populations in atrocity risk situations. In International Intervention and the Problem of Legitimacy Andrew C. Gilbert argues for an ethnographic analysis of international intervention as a series of encounters, focusing on the relations of difference and inequality, and the question of legitimacy that permeate such encounters. He discusses the transformations that happen in everyday engagements between intervention agents and their target populations, and also identifies key instabilities that emerge out of such engagements. Gilbert highlights the struggles, entanglements and inter-dependencies between and among foreign agents, and the people of Bosnia-Herzegovina that channel and shape intervention and how it unfolds. Drawing upon nearly two years of fieldwork studying in postwar Bosnia and Herzegovina, Gilbert's probing analysis identifies previously overlooked sites, processes, and effects of international intervention, and suggests new comparative opportunities for the study of transnational action that seeks to save and secure human lives and improve the human condition.
