The independence did not put an end to France's presence in its former colonies, which continued to take the form of cooperation. This cooperation, defined as technical and cultural assistance between two theoretically sovereign countries, is expressed in particular by the provision of human capital by France. There appear to have been two key steps in establishing this cooperation: the first is based on the negotiation of cooperation agreements with the inhabitants of independence and the second on their renegotiation in the 1970s. These renegotiations resulted in an external and internal 'legal normalisation' of the situation marking a clearer statement of the sovereignty of young independent nations 1, since externally this 'new' cooperation is governed by pre-established standards similar to those applicable to international cooperation and is accompanied internally by the adoption of a 'statute under common law for French co-workers abroad' 2. Cooperation raises multiple questions. The continued presence of the former coloniser — in another form — in independent states is broadly understood in three ways by historiography. Some studies focus on the issue of national and international sovereignty, interests and political issues. Others prefer to treat it as an epistemological and philosophical problem, that of the reality of decolonisation, particularly in the fields of science and knowledge. Finally, the topic raises a reflection on those who give it life on the ground, i.e. the men and women who take part in it. The latter approach is preferred here because it allows 1 Jean Touscoz, 'La "normalisation" de la coopération bilateral de la France et les pays Afrique francophones (legal aspects)", International Studies, Vol. 5, No 2, 1974, p. 208. 2 ibid., p. 219. ; International audience The independences, which ended in theory in the sovereignty of the young nations, did not dedicate the end of the link between ex-colonized and colonizing countries. This link was transformed into "cooperation" i.e. into a ...

The euro zone crisis illustrates the deficiencies of adjustment mechanisms in a monetary union characterized by a large heterogeneity. Exchange rate adjustments being impossible, they are very few alternative mechanisms. At the level of the whole euro zone the euro is close to its equilibrium parity. But the euro is strongly overvalued for Southern European countries, France included, and largely undervalued for Northern European countries, especially Germany. The paper gives a new evaluation of these exchange rate misalignments inside the euro zone, using a FEER approach, and examines the evolution of competitiveness. In a second step, we use a two-country SFC model of a monetary union with endogenous interest rates and eurobonds issuance. Three main results are obtained. Facing a competitiveness loss in southern countries due to exchange rates misalignments, increasing intra-European financing by banks of northern countries or other institutions could contribute to reduce the debt burden and induce a partial recovery but public debt would increase. Implementation of eurobonds as a tool to partly mutualize European sovereign debt would have a rather similar positive impact, but with a public debt limited to 60% of GDP. Furthermore, eurobonds could also be used to finance large European projects which could impulse a stronger recovery in the entire euro zone with stabilized current account imbalances. However, the settlement of a European Debt Agency in charge of the issuance of the eurobonds would face strong political obstacles.

International audience Mainstream media, in addition to enabling collective mobilizations to reach social visibility, can authenticate the social issue formulated by protest groups. In valuing the testimony of "non-white" female teenagers in their productions, journalists have built the cause of gender violence in the French suburbs that had been carried by Ni putes ni soumises (Neither whores nor submissive) from January 2002 onwards, as having a social existence. This authentication process by the media has led to legitimize the fight of Ni putes ni soumises to the public opinion and the political sphere.

Real divergences in economic performances that emerge between countries belonging to the eurozone make it necessary to define an economic policy oriented toward a re-industrialization of some regions in Europe. In a world characterised by irreversibility of investment and imperfection of marketinformation, supply reforms should consist inestablishing a framework aimed at supporting both botcompetition and cooperation between the various players of innovation, and thus allowing firms'strategies tobesuccessful. This requires reconsidering both national and European policies that are growth-enhancing, that is,competition policy, labour policy, regional policy, but also industrial policythat takes the form of large public programmes. However, any change in the industrial landscape in Europe will only be possible if a new macroeconomicpolicy prevents inappropriate destruction ofproductive capacities
