La politique monétaire est l'action par laquelle l'autorité monétaire, en générale la banque centrale agit sur l'offre de monnaie dans le but de remplir son objectif de stabilité des prix. Elle tâche également d'atteindre les autres objectifs de la politique monétaire, qualifié de triangle Keynésien : la croissance, le plein emploi, l'équilibre extérieur. La politique monétaire se distingue de la politique budgétaire. La politique monétaire peut avoir pour objectif de maintenir le taux de change de la monnaie nationale avec une monnaie. La fixité des taux de change peut-être obtenue par la banque centrale en vendant et en achetant des devises au jour pour atteindre le taux objectif. L'objectif déclare de la politique monétaire que mène la Banque Centrale au Congo est d'obtenir et de maintenir la stabilité des prix à travers l'ajustement de l'offre de monnaie à la demande de monnaie. Pour mettre en oeuvre celle-ci, la Banque Centrale du Congo détermine le cadre de pilotage à travers lequel la politique monétaire sera mise en oeuvre au cours de l'année. A partir de ce cadre, elle décide la mesure dans laquelle il convient de réserver ou d'assouplir les conditions monétaires. En effet, il ressort des analyses effectuées sur l'évolution de la conjoncture en République Démocratique du Congo au cours de ces trois dernières décennies (entre 1970 et 2000), que les épisodes de dépréciations de la monnaie nationale (Zaïre, Nouveau Zaïre et/ou Franc congolais) correspondent très souvent à une accélération du rythme de formation des prix intérieurs, de même que les périodes de fortes tensions inflationnistes se caractérisent également par des pertes de vitesse de la monnaie nationale par rapport aux devises étrangères. Fort de ces considérations, nous posons les questions suivantes : - Est-ce que le Franc congolais est stable ? - Quelles sont les politiques de la BCC pour soutenir la stabilité du Franc congolais ? Les réponses à ces questions constituent l'objet même de nos investigations tout au long de la présente étude. A travers l'article on a analysé les difficultés de la politique monétaire dans le contexte de la dollarisation complète de système bancaire et les faiblesses institutionnelles. L'analyse empirique confirme que la Banque centrale en République Démocratique du Congo est en mesure de contrôler la quasi-inflation, malgré qu'on pourrait avoir une réaction rapide des chocs inflationnistes. Après avoir analysé les avantages et les inconvénients des différents régimes de taux de change, on peut affirmer que le renforcement du cadre actuel de la politique monétaire reste la meilleure solution, étant donné que le pays est exposé aux nombreuses échanges de monnaies étrangères (change de devises). L'augmentation de l'exigence de réserve semble contredire d'autres mesures prises par la banque centrale. Le taux d'intérêt est conçu pour réguler la liquidité dans le système financier et influe sur le développement de l'activité économique. Il est l'un des principaux outils des autorités monétaires pour influencer l'octroi de prêts et de l'inflation de modulation dans le pays. ; Polityka pieniężna jest procesem, w ramach którego władze monetarne, na ogół bank centralny, wpływają na podaż pieniądza dążąc do realizacji celu, jakim jest stabilność cen. Polityka pieniężna dąży do utrzymania kursu wymiany waluty krajowej. Celem państwa w ramach polityki pieniężnej jest osiągnięcie i utrzymanie stabilności cen poprzez dostosowanie podaży pieniądza do popytu na pieniądz. Aby móc to zrealizować Bank Centralny Konga określa ramy kontroli, w jakich polityka pieniężna będzie realizowana w ciągu roku. Jak wynika z analizy sytuacji w Demokratycznej Republice Konga w latach 1970–2000 można zaobserwować, iż deprecjacji waluty krajowej odpowiadają przyspieszone tempo wzrostu cen w kraju, a także okresy silnych presji inflacyjnych. W związku z podjętymi rozważaniami nasuwają się następujące pytania: - Czy frank kongijski jest stabilny? - Czy polityka pieniężna Kongijskiego Banku Centralnego wspiera stabilność franka kongijskiego? Odpowiedzi na te pytania stanowią przedmiot badań. W artykule dokonano analizy trudności w zakresie polityki pieniężnej w kontekście szerokiej dolaryzacji systemu bankowego i słabości instytucjonalnej. Empiryczna analiza potwierdza, że Bank Centralny w Kongu jest w stanie niemalże kontrolować inflację, pomimo szybkiej reakcji na szoki inflacyjne. Po przeanalizowaniu zalet i wad różnych reżimów kursowych, można stwierdzić, że wzmocnienie obecnych ram polityki pieniężnej pozostaje najlepszym rozwiązaniem, biorąc pod uwagę, że kraj jest podatny na częste wstrząsy walutowe. Zwiększanie rezerwy obowiązkowej wydaje się sprzeczne z innymi środkami stosowanymi przez bank centralny. Stopa procentowa pozwala na regulowanie płynności w systemie finansowym oraz wpływa na rozwój działalności gospodarczej. Jest ona jednym z głównych instrumentów, którymi władza monetarna wpływa na przyznawanie kredytów i modulowanie inflacji w kraju. ; The monetary policy is the action by which the monetary authority, as a central bank influences the supply of money in order to fulfill its objective of price stability. She also task of achieving the other objectives of monetary policy, called Keynesian triangle: growth, full employment, external balance. Monetary policy differs from fiscal policy. Monetary policy can aim to maintain the exchange rate of the national currency with a currency. Fixed exchange rates may be achieved by the central bank selling and buying currency at the day to reach the target rate. The objective of monetary policy states that leads the Central Bank in the Congo is to achieve and maintain price stability through adjustment of the money supply to money demand. To implement this, the Central Bank of Congo determines the control framework through which monetary policy will be implemented during the year. From this framework, it decides the extent to which it is appropriate to reserve or ease monetary conditions. Indeed, it is apparent from analysis of the evolution of the situation in the Democratic Republic of Congo over the past three decades (1970 to 2000), the episodes of depreciation of the national currency (Zaire and New Zaire / or Congolese franc) are often at a faster pace of domestic price formation, as well as periods of heavy inflationary pressures are also characterized by speed loss of the national currency against foreign currencies. With these considerations, we ask the following questions: - Is the Congolese franc stable? - What are BCC's policies to support the stability of the Congolese Franc? The answers to these questions are the object of our investigations throughout this study. Throughout the article we analyzed the difficulties of monetary policy in the context of complete dollarization of the banking system and institutional weaknesses. The empirical analysis confirms that the Central Bank in the Democratic Republic of Congo is able to control almost inflation, despite that we could have a rapid response to inflationary shocks. After analyzing the advantages and disadvantages of different exchange rate regimes, it can be said that strengthening the current framework of monetary policy remains the best solution, given that the country is exposed to numerous exchanges of foreign currency (exchange currencies). The increase in the reserve requirement seems to contradict other measures taken by the central bank. The interest rate is designed to regulate liquidity in the financial system and affects the development of economic activity. It is one of the main tools of monetary authorities to influence lending and inflation modulation in the country.

AbstractThe demarcating line between one's Right to Privacy and one's access to information is a debate that is wildfire today. We all know that right to privacy is a violable human right. The quest for privacy is an inherent instinct of all human beings. As a matter of fact it is a natural need of an individual to establish individual boundaries with almost perfect seclusion it is the ability of an individual or group to seclude them or information about themselves and thereby reveal them selectively. It is a wrongful intrusion into a person's private activities by other individual (s) or by the government. Moreover with the advancement of information and technology things have become more complecated and those issues needs immediate attention. It is now a very common phenomenon that the power, capacity and speed of information technology has improved beyond immagination and is constantly accelerating rapidly. The extent of privacy invasion or certainly the potential to invade privacy has also increased correspondingly. Cyber law revolves around the issues laws relating to Cyber crimes, electronic & digital signatures, intellectual property, data protection and privacy. The researcher for the purpose of this article will solely contratrate on the specific issue of privacy and its relationship with cyber laws in India. The researcher will try to demarcare the line of control between the two and will also try to maintain a fair balance beyween the privacy rights of an indivijual and the data controllers.
