Background In the case of immigrant health and wellness, data are the key limiting factor, where comprehensive national knowledge on immigrant health and health service utilisation is limited. New data and data silos are an inherent response to the increase in technology in the collection and storage of data. The Health Data Cooperative (HDC) model allows members to contribute, store, and manage their health-related information, and members are the rightful data owners and decision-makers to data sharing (e g. research communities, commercial entities, government bodies).
ObjectiveThis review attempts to scope the literature on HDC and fulfill the following objectives: 1) identify and describe the type of literature that is available on the HDC model; 2) describe the key themes related to HDCs; and 3) describe the benefits and challenges related to the HDC model.
MethodsWe conducted a scoping review using the five-stage framework outlined by Arskey and O'Malley to systematically map literature on HDCs using two search streams: 1) a database and grey literature search; and 2) an internet search. We included all English records that discussed health data cooperative and related key terms. We used a thematic analysis to collate information into comprehensive themes.
ResultsThrough a comprehensive screening process, we found 22 database and grey literature records, and 13 Internet search records. Three major themes that are important to stakeholders include data ownership, data security, and data flow and infrastructure.
ConclusionsThe results of this study are an informative first step to the study of the HDC model, or an establishment of a HDC in immigrant communities.

In the difficult conditions of transformation of socioeconomic and labor relations, professional expert communities (PEC) acquire a special role, ensuring both the development of individual professions, experts, and, in general, affecting the quality of the education system and the national qualifications system in the country. At the same time, community leaders play a key role, often acting as initiators of the creation and locomotives of PEC development. The aim of this study is to systematize the approaches of modern researchers to modeling competencies and develop, on its basis, a competency profile for PEC leaders. The theoretical and methodological basis of the study is a systematic approach based on a multidimensional model of competencies, which involves considering both professional and personal competencies. The empirical basis of the study is a series of in-depth expert interviews with twenty leaders of professional expert communities, selected based on the results of PEC monitoring, implemented in 2019–2020 within the framework of the RFBR grant. The study made it possible to formulate the main goal of the communities' activities, which is the exchange of experience, the development of the profession and the community of professionals, the dissemination and implementation of best practices, and the transfer of knowledge. Based on this, the community leader must demonstrate a sufficiently high level of intellectual qualities, as well as managerial and expert knowledge. The study shows that one of the key competencies characteristic of PEC leaders is developed skills of expert activity in the framework of the professional activity of the community. In addition, PEC leaders have a high and equal level of the following competencies: continuous development, confidence, self-awareness and control, honesty and ethical behavior; they all have a high level of intellectual abilities, the skill of demonstrating leadership expertise and expert examination. Cognitive competences and meta-competencies are the most pronounced among PEC leaders. Among the socio-ethical competencies, honesty and ethical behavior are the most manifested. Formation of the competence profile of PEC leaders will allow determining the most manifested competencies of community leaders and preparing recommendations regarding the formation of individual development plans for current and future community leaders. The stronger communities become embedded in socioeconomic relations, the more important it is to understand the capabilities of their leaders. In addition, the understanding of PEC managers' competency profiles will allow integrating them more effectively into the activities of professional qualifications councils, whose activities are aimed, among other things, at standardizing areas of professional activity.
Research on determining community structure in complex networks has attracted a lot of attention in various applications, such as email networks and social networks. The popularity determines the structure of a community because it can analyze the structure.Meanwhile, to determine the structure of the community by maximizing the value of modularity is difficult. Therefore, a lot of research introduces new algorithms to solve problems in determining community structure and maximizing the value of modularity. Genetic Algorithm can provide effective solutions by combining exploration and exploitation.This study focuses on the Genetic Algorithm which added a cleanup feature in the process. The final results of this study are the results of a comparison of modularity values based on the determination of the community structure of the Genetic Algorithm, Girvan and Newman Algorithm, and the Louvain Algorithm. The best modularity values were obtained using the Genetic Algorithm which obtained 0.6833 results for Zachary's karate club dataset, 0.7446 for the Bottlenose dolphins dataset, 0.7242 for the American college football dataset, and 0.5892 for the Books about US politics dataset.

Volunteer Community service by offenders is often required at various stages in criminal justice processing. Although most criminal justice practitioners and the community in general view community service-restitution as punishment, the author argues that volunteer community service in pre-trial diversion can be a means of personal growth and development. Community service is approached from a volunteer development perspective based on adult education and volunteer program management principles. Many adult offenders undergoing transitional change are not aware that learning through the volunteer community service expe rience, with appropriate supervision and guidance, can assist in adaptation and adjustment to change situations in their lives. Often, as a result of community ser vice, defendants learn more about themselves as people and realize their potential as human beings.
