Biography: Chairman, Board of Trustees, SMU, 2000–presentChairman, Governing Council for Singapore Institute of Management, 1997–2000 One of Singapore's most prominent businessmen, Mr Ho Kwon Ping, was tapped by Deputy Prime Minister Tony Tan in 1997 to lead the effort to establish a new national university which would be autonomous and based on an American-style of education. An unconventional choice, Mr Ho worked with the start-up team headed by Professor Tan Teck Meng and an academic panel of advisors to develop the concept for the new institution. He became chairman of the governing council for the new university in 1997. In December 1998, he was named as chairman of the SMU executive committee and chairman of the campus development committee. Mr Ho has served as chairman of the board of trustees of Singapore Management University since it was incorporated in 2000. Mr Ho is executive chairman of Banyan Tree Holdings, which owns companies engaged in the development, ownership and operation of hotels, resorts, spas, residential homes, and retail galleries. He is also chairman of MediaCorp Pte Ltd, the national television and radio company of Singapore. He is also actively involved in civil society, currently holding chairmanship, directorship positions and membership on the boards of various international and Singapore organisations. He has been a strong advocate of creativity, risk-taking, independent thinking, and corporate social responsibility. In education he has emphasised the process (rather than the product) of learning. Mr Ho has been recognised by many organisations over the years. The Singapore Government awarded him the Meritorious Service Medal (2009) by for his significant contribution to the success of the SMU. He was a joint recipient of the Hospitality Lifetime Achievement Award (2009) at the China Hotel Investment Summit. In 2010, he received the American Creativity Association Lifetime Achievement Award. In 2011 he received the Conde Nast Traveller World Savers Award in the preservation category. Mr Ho studied at Tunghai University in Taiwan and Stanford University in the United States. He received his bachelor's degree in economics and history from the then University of Singapore and was awarded an honorary doctorate of business administration in hospitality management by Johnson & Wales University (USA).

Nell'ambito di un processo di espansione della responsabilità civile della Pubblica Amministrazione emerge con intensità crescente il problema più specifico dell'applicabilità dei rimedi risarcitori a fronte dei danni derivanti dall'omessa o inadeguata attuazione di provvedimenti funzionali ad assicurare un ragionevole bilanciamento tra le istanze di tutela del fondamentale diritto alla salute e quelle di garantire l'iniziativa economica privata. L'analisi delle molteplici fattispecie nelle quali si pone il problema appena indicato fa emergere una preponderante prevalenza di discipline di derivazione comunitaria ispirate al principio di precauzione ed impone all'interprete anzitutto il compito di ricostruire gli orientamenti che ne delineano la fisionomia osservando un contesto più ampio di quello nazionale nel quale la lettura della giurisprudenza interna si integra con quella della Corte di giustizia; quindi ad interrogarsi circa la portata generale di un principio che, pur avendo fatto ingresso nell'ordinamento italiano attraverso Regolamenti e Direttive dell'Unione Europea, appare ormai fondamentale in tutte le materie nelle quali emergono problemi di tutela della salute della persona. Adottando questa prospettiva di indagine la ricerca si focalizza su fattispecie rappresentative quali, ad esempio, quelle in cui la Pubblica Amministrazione è chiamata a garantire la conservazione di un ambiente salubre, la sicurezza delle acque destinate ad uso umano, dei farmaci e degli alimenti al fine di individuare regole la cui valenza generale consenta di risolvere le delicate questioni indicate anche in ipotesi diverse da quelle considerate e nelle quali non sia presente una specifica legislazione di settore che imponga alla Pubblica Amministrazione dettagliati obblighi di protezione. ; The increasing expansion of the liability of the Public Administration imposes to consider the more specific question of the applicability of liability rules in order to compensate injuries caused by inadequate implementation of safety measures aimed to reach a reasonable balance between the protection of the human health and the market efficiency. The analysis of cases in which the just indicated problem arises reveals a predominant prevalence of European Union's Directive and Regulations inspired by the precautionary principle. In this prospective it is firstly necessary to investigate the interplay between the domestic case law and the Court of Justice's case law in order to define the boundary in which the precautionary principle play a fundamental role in the Italian tort law system and in particular where human health protection is involved. Adopting this method the research focuses on representative cases (such as, for example, those in which the Public Administration has the duty to ensure the preservation of an healthy environment, the safety of the water intended for human consumption, the safety of drugs and foods) in order to identify general rules useful to solve the indicated issues even in cases other than those considered and in which there is no a specific legislation which imposes to the Public Administration detailed protection duties.

Чи є можливість трансформувати в Україні повністю систему управління яка була закладена ще радянською владою. А також як можливо змінити систему в усій країні, і які будуть наслідки після переходу на європейські стандарти, а також змінити свідомість населення та переконати громаду в необхідності даних процесів. Радянська модель влади не може вже існувати при даних умовах, які склалися в країні. Публічне адміністрування, здійснення і вдосконалення якого раніше було виключною внутрішньої прерогативою держави, значною мірою підпадає під вплив зовнішніх факторів. Для європейських держав цей вплив, перш за все, пов'язується з формуванням європейського адміністративного простору (ЄАП). У статті досліджуються поняття, сутність і витоки формування публічного адміністрування. Розглядаються його структурні елементи, аналізуються специфічні риси та його основні принципи. Стаття аналізує основні риси і особливості менталітету українців.Главный вопрос, который обсуждается в данной статье: может ли Украина быстро и эффективно перейти к новой модели публичного администрирования. Есть ли возможность трансформировать в Украине полностью систему управления, которая была заложена еще советской властью. А так же каковы будут последствия после перехода на европейские стандарты, а также как изменить сознание населения и убедить общество в необходимости данных процессов. Советская модель власти не может уже существовать при данных условиях, сложившихся в стране.Публичное администрирование, осуществление и совершенствование которого ранее являлось исключительной внутренней прерогативой государства, в значительной степени подвергается влиянию внешних факторов. Для европейских государств это влияние, прежде всего, связано с формированием европейского административного пространства (ЕАП). В настоящей статье исследуются понятие, сущность и истоки формирования публичного администрирования. Изучаются его структурные элементы, анализируются специфические черты и его основные принципы. Статья анализирует основные черты и особенности менталитета украинцев.The main question that we discuss in this article: can is moving the Ukraine to the new model of public administration quickly and efficiently. Is change possible in Ukraine completely control system which was laid by the Soviet authorities. Is it possible to change the system throughout the country, and what the consequences after the transition to European standards. Is it possible to change the consciousness of the population and convince the community of the necessity of the presently processes. It is also necessary to explain that the Soviet model of power can no longer exist in the circumstances prevailing in the country.Public administration, implementation and improvement of which was previously the exclusive preserve of the national state is largely affected by external factors. For European countries, this effect is primarily associated with the formation of the European Administrative Space (EAS). This article explores the concept, nature and origins of the formation of public administration. We study its structural elements are analyzed specific features and its principles. The article is analyses the main characteristics and features of the mentality of the Ukrainians.

Studies about justice and equality have been part of moral and political philosophy that proposes normative principles which show ought at the public context. These discussions tend for human dignity proposing changes through history such as Kymlicka's cultural recognition. These reflections have been assumed by psychology however its comprehension is far from the theoretical fundament. This study aims to establish differences about justice and equality judgments at minorities' social justice dilemmas. The methodology was a concurrent triangulation mixed research design. In the quantitative phase we applied a survey to 267 subjects (n=261 college students; n=6 PhD professors). The data analysis was made by WinSteps (v. 4.4.5., 2019) based on Rasch Model and IRT. The survey reliability was α=.68. At the qualitative phase it was done a content analysis of extreme cases (n=12; n=6 college students and n=6 PhD professors). The instruments used were: semi-structured interview and moral dilemmas analysis. Results show differences between students and professors in they judgments. Professors order and Rank information to judge by justice principles. ; Los estudios sobre la justicia y la igualdad han sido campo de la filosofía moral y política las cuales proponen principios normativos que muestran el deber ser en el ámbito público. Estas discusiones propenden por la dignidad humana, proponiendo cambios y nueva lecturas a través de la historia, como lo es la justicia desde el reconocimiento cultural desarrollada por Kymlicka. Este tipo de discusiones han sido retomadas por la psicología pero su comprensión dista de las discusiones fundamentales que las disciplinas normativas han planteado. La presente investigación tuvo como objetivo establecer diferencias en las forma de juicio frente a justicia e igualdad en situaciones dilemáticas sobre justicia social para con minorías migrantes e indígenas. Se planteó un diseño de investigación mixto de triangulación concurrente. La fase de metodología cuantitativa contó con una encuesta aplicada a una n=267 (n=261 estudiantes de primer semestre de universidad y n=6 doctores) la cual fue analizada por medio del software WinSteps (v. 4.4.5. de 2019) y bajo el Modelo de Rasch y su Teoría de Respuesta al Ítem (TRI), encontrando una confiabilidad de α=.68. La fase de metodología cualitativa desarrolló una análisis de contenido de casos extremos (n=12; n=6 estudiantes de primer semestre de universidad y n=6 doctores) de una entrevista semi-estructurada y una tarea de análisis de dilemas morales. Los resultados mostraron diferencias en las formas de razonamiento entre niveles de formación. La autora analiza dos enfoques desde los que es posible justificar las instituciones políticas: el enfoque trascendental y el enfoque comparativo. De acuerdo con el primero de tales enfoques, la justificación de las instituciones políticas precisaría de la identificación de un modelo institucional ideal que se confrontaría a las instituciones políticas reales, de manera que estas últimas quedarían justificadas si fueran un reflejo fiel o adecuado del modelo ideal; en cambio, lo que el enfoque comparativo se propone es justificar las instituciones políticas confrontando propuestas institucionales alternativas; se trataría de evaluar y ordenar las ofertas institucionales disponibles. Para ilustrar ambos enfoques la autora examina una serie de teorías: la concepción de la teoría de la justicia de John Rawls; la concepción de la democracia de William Nelson; la tesis de la democracia como sucedáneo del discurso moral de Carlos Nino y la teoría de la elección social, preconizada por Amartya Sen. Finalmente, el análisis de estas teorías le lleva a realizar una valoración crítica respecto de las dificultades e insuficiencias que ambos enfoques presentan si son tomados aisladamente. ; The author discusses two approaches from which it is possible to justify political institutions: the transcendental approach and the comparative approach. According to the first of these approaches, the justification of political institutions requires the identification of an ideal institutional model with which to compare real political institutions, in such a way that these real institutions are justified if they are a true or an accurate reflection of the ideal model. In contrast, what the comparative approach proposes is to compare alternative institutional proposals in order to justify political institutions. This approach consists in the evaluation and ordering of institutional offers. The author introduces some theories in order to illustrate both approaches: Rawls's Theory of Justice; William Nelson's Theory of Democracy; Carlos S. Nino's Theory of Democracy as a Substitutive of the Moral Discourse, and Amartya Sen's Social Choice Theory. Исследованы особенности социально-психологической адаптации, осознаваемые и неосознаваемые компоненты отношений у последователей учения Виссариона. ; Due to large changes in economic, political and spiritual spheres of life of the society we can see easing of the influence and authority of traditional forms of religion and occurrence of a great number of new religious movements. For example, Sergey Torop gets a great popularity as the Teacher of the Community, the founder of the Church of the Last Testament, the famous Vissarion. The religious organization of Vissarion the Church of the Last Testament or Community of Unified Faith is officially registered in the Ministry of Justice of the Russian Federation. According to the administration of Krasnoyarsk Territory the number of the church members in various cities is from 40 000 to 80 000 people. At this time Vissarion and his confidants live in the Kuragino district in the City of the Sun, which is under construction now. Vissarion came here at the beginning of the 1990s. The other 3000 believers settled down nearby in such villages as Tyuhtata, Cheremshanka, Zharovsk and so on. During the last 5 years more than 100 migrants from various cities of Russia have settled here. The results of this research prove that the followers of the doctrine of Vissarion consider themselves as people adapted, accepting the surrounding reality and themselves. They have a high level of religious self-consciousness and religion has a compensation function, it fills the dependence and uneasiness of these people. But the unconscious level of this group of religiously oriented people contains an inner conflict, which is shown in low ability to prevent stress, instability of many basic requirements of a person. They are greatly interested in magic, in enigmatic and mysterious phenomena, whose perception is influenced more by belief than knowledge. The results of this research also prove the fact that belief in God and existence of the supreme power is characteristic not only for the followers of the doctrine of Vissarion but for the whole group of people examined by us. Personal peculiarities of the followers of the doctrine of Vissarion are characterized by uneasiness, uncertainty and submission. They are mobile, emotional and dynamic in communication that is why they are always satisfied with what they have. The study of the concealed motivation, which lies in the structure of needs, motives, conscious and unconscious relations, proves that the followers of Vissarion are characterized by a wide variety of basic needs concerning, first of all, creation, freedom, interest and love. The followers of Vissarion have a frustrated demand for freedom, knowledge, success, communication, and joy. Even such close people as mother, father and child arouse their negative emotional experience. The followers of The Church of Last Testament display more intensively such factors of stress as threat, fear, and irritation.

Immunitat Olímpica és el nom donat al mecanisme de protecció dels drets dels esportistes que proposa aquesta tesi doctoral, sustentat jurídicament tant pels Principis Fonamentals de l'Olimpisme, especialment els supòsits de "no discriminació" recollits en la Carta Olímpica i en els estatuts de les federacions internacionals, com pels instruments del Dret Internacional que conformen la Carta Internacional dels Drets Humans. El treball demostra mitjançant l'exposició de casos com aquests drets han estat i són vulnerats, amb respostes desiguals per part de les organitzacions esportives i disparitat jurídica entre la justícia ordinària i l'esportiva. La solució precisa d'una major harmonització i interactuació del Dret Privat i el Dret Públic, i de la voluntat de l'esport i la política. ; Inmunidad olímpica es el nombre dado al mecanismo de protección de los derechos de los deportistas que propone esta tesis doctoral, sustentado jurídicamente tanto por los Principios Fundamentales del Olimpismo, especialmente los supuestos de "no discriminación" recogidos en la Carta Olímpica y en los estatutos de las federaciones internacionales, como por los instrumentos del Derecho Internacional que conforman la Carta Internacional de los Derechos Humanos. La solución precisa de una mayor armonización e interactuación del Derecho Privado y el Derecho Público, y de la voluntad del deporte y la política. ; Olympic Immunity is the name given to the mechanism of data protection for sports performers set down in this doctoral thesis. It is judicially based both on the basic Olympic Ideals (on the assumption of non-discrimination stipulated in the Olympic Charter and in the international sports federations statute law), as well as part of the International Human Rights that make up the International Declaration. This paper shows, by means of case studies, how these rights have been breached in the past and how they are still being breached today. It aims to show the inequality present in sporting organizations while examining the judicial differences between ordinary justice and sporting justice. The required solution being to establish communicative links between Private Law and State Law, as well as a will to change in the sporting world and in Politics. ; Immunité Olympique est le nom que cette thèse doctorale propose pour désigner le mécanisme de protection des droits des sportifs. Il est appuyé juridiquement autant par les Principes Fondamentaux de l'Olympisme, notamment celui de la "non-discrimination" de la Charte Olympique et des statuts des fédérations internationales, que par les instruments du Droit International recueillis dans la Charte Internationale des Droits de l'Homme. Ce travail prouve, à travers des études de cas, comment ces droits ont été et sont encore bafoués, à cause de réponses inégales de la part des organisations sportives et de disparités entre la justice ordinaire et la justice sportive. La solution requiert une plus ample harmonisation et une interaction plus étroite entre Droit Privé et Droit Public, ainsi qu'une volonté sportive et politique.
