During the 1990s, Naples' left-wing administration sought to tackle the city's infamous reputation of being poor, crime-ridden, chaotic and dirty by reclaiming the city's cultural and architectural heritage. Data collection in the field, whether by interviewing or other methods, can be carried out in a structured, systematic and scientific way. This volume compels field researchers to take very seriously not only what they hear, but what they ask. Ethnographers have often discovered too late that the value of their interview information is discounted as a consequence of poor sampling (of both questions and informants) and poor elicitation techniques. The authors focus on the importance of establishing the right questions to ask through the use of free listing techniques; then they describe in practical terms the administration of an impressive array of alternative kinds of informant task. They conclude with a discussion of reliability and validity of various methods which can be used to generate more systematic, culturally meaningful data.

What is 'modern slavery' and who is responsible for it? What is the relevance of human rights law, which primarily regulates state conduct, for practices predominantly committed by private actors? Where can victims seek justice and redress when national authorities fail to protect them? These questions are the core focus of this book.Marija Jovanovich analyses the role and responsibility of states for addressing 'modern slavery' – a diverse set of practices usually perpetrated by non-state actors – against the backdrop of international human rights law. It explores the dynamic between criminal law and human rights law and reveals the different ways these legal domains work to secure justice for victims. The book considers the 'absolute' nature of the prohibition of modern slavery in human rights law, the range of practices covered by this umbrella term and their mutual relationships, the positive obligations of states established by international human rights tribunals owed to individuals subject to modern slavery, and the standards for assessing state responsibility in these situations. By engaging with the concept of exploitation in human rights law, Jovanovich glues together diverse practices of modern slavery, including servitude, forced labour, and human trafficking, into a coherent concept. The book elucidates the theoretical foundations of this fundamental human right and explains why human trafficking has an independent place within it. In addition to providing a comprehensive critique of the existing human rights jurisprudence, this book offers a roadmap for the future development of law on this subject emphasizing the limits of human rights law as a tool for addressing modern slavery.

The parents, especially mothers, of disabled children play a crucial role in coordinating care for their children. This article investigates families' coordination work using qualitative accounts of the parents of disabled children in Norway. The theoretical concepts of the third shift, hidden work and a broad definition of care are applied. We present a typology of coordination work, consisting of writing, meetings, administration of services, learning, monitoring and emotional work. We describe three cases to show the nature and consequences of having to coordinate the everyday lives of disabled children. The findings show that coordination work is gendered, individualised and taken for granted in service provision. We argue that coordination work should be better recognised in social policy design for these families to provide adequate services and avoid reproducing social inequality.

The article deals with the most important changes in the independence and systemic autonomy of local self-government units of the 2018–2023 term. Both normative solutions and actual actions and behaviours that have a fundamental impact on the functioning of local self-government will be analysed. For a more complete picture of the current term, it will be necessary to briefly characterise the changes introduced after 2015. It is also important for the overall analysis to look from the perspective of those currently in power and characterise their vision of the state and the role of local government in the political system. The idea of a strong, effective state determines the perception of the role of local government and the relationship at the interface between local government and government administration.

Abstract
The practice of the last few years shows a significant increase in the number of consumer applications to public authorities for protection of their violated rights. As the main guarantor of consumer protection in the field of public administration, the State Consumer Rights Protection Authority bears a heavy administrative burden as a result. Consumer surveys show that they are indifferent to their rights, both in terms of their content and their protection. On the other hand, rules of civil procedure designed to ensure the right of access to a court are not an appropriate guarantor of public interest for consumers due to their complexity. As a consequence of all these circumstances, the current legal mechanism for consumer rights protection does not ensure a prompt and efficient process.

Abstract
The article analyses populism as a specific logic of governmental exercise that sets into motion the pattern of transformation of contemporary democratic regimes: democratic hybridization. Democratic hybridization entails the piecemeal dismantling of key aspects of liberal constitutionalism that take place in already democratized societies and is carried out by democratically elected administrations. The proposed pattern of regime hybridization differs from the one described by the literature on competitive authoritarianism since it does not take place within an authoritarian regime but in a democratic one. If carried out to the end, the pattern of democratic hybridization might lead to the replacement of democracy with authoritarianism. Such a pattern of political change (and not the traditional pattern of regime rupture) is the main threat faced by liberal democracies nowadays.

Network and political networks have become today an important challenge for Europe. In addition to the opportunities they offer, they also carry a number of risks. The Internet is changing not only the channels of political communication, but also the content of the policy. Unquestionably, the Internet is now one of the determinants of an individual's position on the social ladder. The use of network resources and possessing digital competences are a condition of being able to access cultural heritage (online distribution channel is becoming the main channel of its promotion), access the offer of the public administration (digitalisation of the public services) and, above all, exercise and search for work (telework, job advertisements). The Digital Agenda is an important policy challenge for the European Union countries.

Participation has become an orthodoxy in the field of development, an essential element of projects and programmes. This book analyses participation in development interventions as an institutionalised expectation – a rationalized myth – and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The competence of the government apparatus still needs to be improved in carrying out the main tasks and functions to produce excellent apparatus performance. This study aims to determine the factors that affect the competence of government officials in Solok City. This research uses the descriptive qualitative method. The sampling technique used purposive sampling, the informant was the head of the division, sub-section, and all staff in the scope of development administration assistant. The results of the study concluded that the factors that affect the competence of government officials consist of skills, experience, personal characteristics, motivation, and intellectual abilities. This is very much needed in supporting the implementation of the duties and functions of the government apparatus in developing the resources of the government apparatus.
