Introduction. The article is devoted to the memorialization of the anti-Soviet movement in the South of Russia, which took place during the Civil War. The author considers the approaches of Denikin and Cossack (Don and Kuban) governments to the glorification of the struggle against the Bolsheviks, the canonization of the leaders of this struggle, the creation of so-called places of memory. Methods and materials. The research is based on legislative acts and documentation records of anti-Soviet governments in the South of Russia. The unpublished documents are stored in central and regional archives of the Russian Federation and Hoover Institution Archives (USA). The other significant sources are periodicals, propaganda products, artistic texts of 1918–1920, and private correspondence. Analysis and results. The politics of memory of the "white" and Cossack governments was an important part of the official propaganda. It was aimed to legitimize and consolidate the anti-Bolshevik movement. During the Civil War, documents and other artifacts were actively collected for future archives and museums of the "liberation war". The Military-Historical Commission under Denikin Propaganda Department played an important role in this activity. Museums of the struggle against Bolshevism in the Kuban and Don were being formed at the initiative of Cossack governments. There were monumental, toponymical and other projects to perpetuate the memory of the anti-Bolshevik movement heroes. The presence of the opposing memorial narratives in the South of Russia was the result of serious contradictions between the main actors inside the anti-Bolshevik camp.

В статті розглянуто особливості вимірювання якості життя населення регіонів України з урахуванням можливості адаптації європейського досвіду. З цією метою в статті досліджено основні світові та європейські методики оцінки якості життя населення, що дозволило виділити основні підходи до визначення їх ключових характеристик. При дослідженні індексу людського розвит- ку ООН виокремлено засади глобальної політики людського розвитку до 2030 року та основні засади національних концепцій. Проаналізовано якість життя населення регіонів України за допомогою індексу людського роз- витку. Були виявлені проблеми якості життя в регіонах та визначені перспективні напрями її зростання. За останні роки спостерігається тенденція до поступового зростання індексу регіонального людського розвитку в усіх регіонах України. Для подальшого підвищення якості життя населення в регіонах України триває реформування економічної та соціальної сфери. Концептуальну основу со- ціальних реформ має становити визнання людського капіталу основою стійкого довгострокового зростання та міжнародної конкурентоспроможності України. ; Connection of economic dynamics with qualitative indicators of life of the population is one of the priority issues of modern scientific agenda. For a country or region it is not enough to provide the speed-up rates of economy growth, a question of the distribution of created social product is no less important. Social progress is possible at the observance of principles of justice, in relation to even increase of living standards of all population groups. The aim of the article consists in the research of features of life quality measuring in the regions of Ukraine taking into account the possibility of adaptation of European experience. In the article the main world and European methods for the assessment of the quality of life of the population, which allows us to identify key approaches and their specifics, are studied. In the study of human development index of the UN the foundations of human development until 2030 and the concept of national policy of human development are highlighted. The quality of life of the population of Ukraine's regions by means of human development index is analyzed. This allows to identify the problems and prospects of the growth of population life quality in the regions of Ukraine. According to the results of the study the following conclusions are made. In recent years there is a tendency to a gradual growth of the index of regional human development in all regions of Ukraine. To further promote the growth of the quality of life of the population in Ukraine's regions, economic reform should be continued based on the basic methodological principle of social policy of the European Union. It is the individualization of improving the quality of life, which is a prerequisite of social progress and the key objective of development policy.

In this study, has analyzed the influence of cultural-identical factors on the nuclear policy of the Islamic Republic of Iran's governments from the Perspective of Constructivism. In this regard provides a qualitative and quantitative investigation on Iran's national security policy in the nuclear program within the constructivist theory framework and its central categories of 'identity', 'identification'. Findings show that during the presidency of Mohammad Khatami, due to the "view and mentality" of Iranian officials towards "themselves" and "the other side", the cultural-identity output of "expediency" has had a higher impact on Iran's nuclear policy. At that time, despite the Iranian government's interactive approach, the United States and European countries refused to accept a minimal nuclear program for Iran. During the presidency of Mahmoud Ahmadinejad, considering the "view" and "mentality" as well as the experience of the previous period, the cultural-identity output of "justice" and "anti-oppression" had a higher impact on Iran's nuclear policy. During that period, due to distrust of Western countries especially the United States and their lack of interaction and adoption of a confrontational approach by the Iranian government, the burden of disputes had increased between the two sides. During Hassan Rouhani's presidency, the cultural-identity output of "interactionism" has had a greater impact on Iran's nuclear policy. During this period, due to the interactive approach of the Iranian government and the adjustment of the demands of the United States and European countries, a nuclear agreement -"JCPOA"- formed.

Economic integration supports removal of all obstacles (in economy, trade, tax, administration or industrial area) and establishment of common rules for market competition. Basic benefit of economic integration is thus occurrence of real or potential competitiveness effects. European integration can influence competitiveness of firm, regions or countries. There are existing agglomeration forces causing space and economic concentration and disperse forces working just opposite way. Both effects are influenced by access to a single market and removal of trade barriers. As a consequence, agglomeration effects are expected to dominate. European Commission established RCI (Regional Competitiveness Index) to enable comparison of competitiveness of European regions. Aim of this study is exploration of changes in competitiveness of Czech regions after accession to the European Union as there are no studies analysing regional competitiveness in Czech Republic as a consequence of European integration process via index based approach. Analysis of z statistics of primarily data published by European Commission is used to evaluate theoretical concept of disperse and agglomeration forces. Based on RCI analysis are obvious growing discrepancies with dominant position of Prague and Central Bohemia in comparison with other Czech Regions. Significant differences can be seen in areas of innovations, business sophistication and education. On the opposite, positively can be evaluated lower variability of competitiveness between Czech regions in indicators of infrastructure, institutions and technological readiness. Those indicators could be influenced by European cohesive and regional politics. Decisions on governmental level should follow Europe 2020 strategy and transformation to knowledge based economy.
