Vom 20. bis 22. Juni fand in Denver/Colorado der diesjährige Weltwirtschaftsgipfel statt. Das Interesse Russlands war vorrangig darauf gerichtet, die sich abzeichnende Umwandlung des G7- in ein G8-Forum energisch voranzutreiben, die angestrebte Statusverbesserung Russlands für eine beschleunigte Aufnahme in internationale Handels-, Finanz- und Wirtschaftsorganisationen zu instrumentieren, den politischen Pfeiler der G7/G8 zu stärken und die russische Mitsprache in zentralen politischen und regionalen Problembereichen zu gewährleisten sowie schliesslich die Fortdauer breitgefächerter Unterstützung der G7-Partner für den politisch-ökonomischen Transformationsprozess zu sichern. Verlauf und Ergebnisse des Gipfeltreffens lassen kaum einen Zweifel daran, dass sich die russischen Erwartungen im grossen und ganzen erfüllt haben. Mit der nun für Russland gefundenen Form der Einbindung in die Institution 'Weltwirtschaftsgipfel' dürfte die Diskussion über Funktion und künftigen Teilnehmerkreis vorerst nur unterbrochen, aber keinesfalls abgeschlossen sein. China, das über ein grösseres Wirtschaftspotential als Russland verfügt, dürfte trotz mancher politischer Bedenken (Stichworte: Demokratie und Menschenrechte) schon bald öfter und entschiedener als nächster Gipfelaspirant genannt werden. Noch wichtiger als die Teilnehmerfrage ist freilich die kritische Überprüfung des bisherigen Gipfelkonzepts, das eine wesentliche Ursache für den gegenwärtig festzustellenden politisch-ökonomischen Bedeutungsverlust dieser Einrichtung ist. Achieving sustainable development goals at a global level will strongly depend on the rapid technological development and innovation, and the widespread diffusion and application, of cleaner technologies in non-OECD as well as OECD countries. But do the developing countries have the capacity and motivation to take advantage of cleaner technology options? What are their needs? And what are the barriers which must be addressed? Arresting the impending environmental imbalances and ecological instability and moving towards sustainable development call for establishing a new multilateral framework for co-operation in environmental science and technology.

Gibt es eine Einflussnahme der EU auf die US-Politik? Mit dieser Fragestellung rückt die Autorin die transatlantischen Beziehungen in eine grundlegend neue Perspektive. Für die beiden Amtszeiten von George W. Bush zeichnet sie anhand einer präzisen Analyse nach, auf welchen Wegen Einflussnahme der EU auf die US-Politik in den drei brisanten Politikbereichen Wirtschaft, Sicherheit und Klima erfolgt. Neben der Durchsetzung von EU-Argumentation ist rhetorischer Druckaufbau und das Agieren in internationalen Organisationen entscheidend, um eigene Normen in den USA zu verankern. Das Ergebnis zeigt, dass sich das weit verbreitete Ohnmachtsgefühl der EU gegenüber den USA in der von transatlantischen Differenzen geprägten Bush-Amtszeit nicht halten lässt und legt nahe, dass dies ebenso wenig für die Amtszeit von Obama gelten kann.Dieses Buch bewertet die transatlantischen Beziehungen neu und trägt der Wirkung von 'normative power Europe' Rechnung

Eine immer wieder auch vom Scheitern verfolgte Klimapolitik zeigt nicht nur die Handlungsgrenzen der Staatengemeinschaft auf. Auch die Strategie der 'konfliktiven Kooperation' mit den Staaten, wie sie von NGOs lange schon praktiziert wird, ist an Legitimations- und Glaubwürdigkeitsgrenzen gestoßen. In Reaktion darauf betreten neue, transnational vernetzte soziale Bewegungen die Bühne der internationalen Politik. Die politische Gemengelage wird unübersichtlicher. Wie sehen die transnationalen Beziehungen der zivilgesellschaftlichen Akteure aus NGOs, Bewegungen oder außerparlamentarischen Initiativen aus? In welchem Diskurs- und Handlungskontext bewegen sie sich, wie ist ihr Verhältnis zum Staat und zur Privatwirtschaft, welche Themen werden in den Fokus gestellt und welche Forderungen oder Lösungsansätze haben die 'alten' wie die 'neuen' zivilgesellschaftlichen Akteure? Auf diese Fragen gibt das vorliegende Buch Antworten. Es wendet sich der übergreifenden Frage zu, ob im 'globalen Dorf' der Zivilgesellschaft Unterstützung für das geleistet werden kann, was in der internationalen Politik bisher nicht gelungen ist: die große Transformation des Energiesystems in Richtung einer nachhaltigen, klimaverträglichen Zukunft. Eine Zivilisierung des Klimaregimes scheint dafür unerlässlich.

The Country Partnership Framework (CPF) for Mauritius covers FY17-21. The previous Country Partnership Strategy (CPS) was originally intended to cover FY07-13 but was extended through FY15 at the time of the CPS Progress Report. The CPF is informed by the Systematic Country Diagnostic (SCD) that was circulated to the Board in July 2015. Elections in December 2014 led to the formation of a new Government and this CPF is aligned strategically with the Government Programme 2015-2019, Achieving Meaningful Change, that was presented to Parliament on January 27, 2015. The CPF seeks to maximize over a five-year period the comparative advantages of the World Bank Group (WBG), through packages of innovative public and private financing options based on cutting edge global knowledge and experience. The CPS provided strategic support around the Government of Mauritius' (GoM) four pillars of reform : (i) fiscal consolidation and improving public sector efficiency; (ii) improving trade competitiveness; (iii) improving the business climate; and (iv) democratizing the economy through participation, inclusion and sustainability. The report evaluates the achievements of CPS program outcomes as laid out in the results matrix; assesses the WBG's performance in designing and implementing the CPS program, and draws lessons for the preparation of the forthcoming Country Partnership Framework (CPF). The CPS pillars were relevant and well aligned in addressing Government priorities and country needs. Flexibility in the design of the strategy facilitated rapid response to changing needs and the Bank was able to respond promptly and effectively to unexpected events such as the triple trade shocks, global financial crisis and political transition.

International Relations theory assumes that the struggle for power is not only ahistorical but that international politics is necessarily the realm of a perpetual struggle for power between states. However, by looking beyond the state, the study of global politics may itself reveal the importance of alternative imaginaries just as historically salient as that of the state system. In particular, this book argues that a specific racial imaginary has, over the past two centuries, cut across politically defined state boundaries to legitimate practices of genocidal violence against so-called "enemy races." In Global Race War, Alexander D. Barder shows how the very idea of global order was based on racial hierarchy and difference. Barder traces the emergence of this global racial hierarchy from the early 19th century to the present to explain how a historical racial global order unraveled over the first half of the 20th century, continued during the Cold War, and reemerged during the Global War on Terror. As Barder shows, imperial, racial, and geopolitical orders intersected over time in ways that violently tore apart the imperial and sovereign state system and continue to haunt politics today. Examining global politics in terms of race and racial violence reveals a different spatial topology across domestic and global politics. Moreover, global histories of racial hierarchy and violence have important implications for understanding the continued salience of race within Western polities. Global Race War revisits two centuries of international history to show the important consequences of a global racial imaginary that continues to reverberate across time and space.
