Scaling-up solutions require learning and adapting lessons between locations and at different scales. To accomplish this, common metrics are vital to building a shared language. For California, this has meant careful financial, cradle-to-grave life-cycle assessment methods leading to carbon accounting in many avenues of government (via the Low Carbon Fuel Standard or the Cap and Trade program). These methods themselves interact, such as the use of carbon accounting for the resources needed to manage water and other key resources; the use of criteria air pollution monitoring to identify environmental injustices; and the use of carbon market revenues to address these inequalities, through investment in best available abatement technologies (BACT) and in job creation in disadvantaged communities anticipated in the emerging clean energy sector. Creating interdisciplinary partnerships across the UC Campuses and the National Laboratories to innovate science and technology is critical to scalable carbon neutrality solutions. As an example, we can build coordinated research and development programs across UC and California, with strong partnerships with the Federal government to coordinate and "multiply" resources that accelerate development and deployment. These partnerships should be strongly goal-focused, i.e., they are created to solve specific, large problems, to enable quantitatively measurable outcomes within energy generation, efficiency and CO2 abatement categories. Intersectoral partnerships should be fostered across campuses, laboratories, with state, federal and multi-lateral organizations funding to develop technologies and deploy solutions at scale. Integrated partnerships with industry are required to influence markets, deploy solutions, and create new industries and jobs. Beyond California, we need to establish consortia with industry and foundations to deploy solutions at the regional, state, national, and international scale to create new industries, new jobs, and further UC and California's leadership position. Significant economic opportunities exist, such as promoting aggressive electric vehicle programs elsewhere in the world, where California-based companies could play a key role on many fronts, via electric vehicles themselves, but also through building-integrated smart meters, inverters, solar and other clean energy generation technologies. All work must include a focus on environmental justice both at home in California and through global partnerships.

The article is the fourth in a series of publications devoted to the biography and journalistic work of N.A. Logunova the Russian emigrant writer. It deals with the first years of her adult life in Odessa, the beginning of her literary career and the activities of the literary circle "The Green Lamp" (Zelenaya lampa). The authors focus on the first steps in the literature of the later famous Soviet writers and journalists V.P. Kataev, I.E. Babel, E.G. Bagritsky, Y.K. Olesha, etc., their first publications in the Odessa periodicals and their public speeches. In addition, it is about, one might say, a particular lifestyle of Odessa writers, formed under the influence of the cultural specifics of their home-city. Logunova tells in detail about the life of Eduard Bagritsky, who loved birds and was indifferent to the conveniences of life, describes the methods of Babel's literary work, who from his youth aspired to the maximum saturation of his prose, literally honing every phrase, removing everything that he considered optional. The article also characterizes methods used by Odessa writers for adaptation to the new – Soviet – conditions of literary life, fundamentally different from the pre-Soviet – political situation.

This article is the third in a series of publications devoted to the biography and journalistic work of the Russian emigrant writer N.A. Logunova. The article describes the place of Odessa in her work, analyzes her journalistic work "We are from Odessa", published in the emigrant press in the second half of 1950s. It is assumed that the authors of the article in the future will continue publishing and commenting Logunova's journalistic texts about Odessa.

Understanding the impact of digital, interactive flood hazard maps and flood control systems on public flood risk perception could enhance risk communication and management. This study analyzed a survey of residents living near California's Newport Bay Estuary and found that self-rated nonspatial perceptions of dread or concern over future flood impacts were positively associated with spatial awareness of flood-prone areas. Trust in flood control systems was associated with greater spatial flood hazard awareness but weaker nonspatial dread or concern, suggesting residents who witnessed and trust flood control systems developed a confident sense of flood-prone areas and that this confidence reduced the overall nonspatial sense of flood dread and concern. Viewing a flood hazard map eliminated differences in spatial hazard awareness between subgroups that existed prior to viewing a map, and viewing a map with estimated flood depth and greater spatial differentiation was associated with higher levels of postmap spatial awareness.

Abstract. Flood hazard mapping in the United States (US) is deeply tied to the National Flood Insurance Program (NFIP). Consequently, publicly available flood maps provide essential information for insurance purposes, but they do not necessarily provide relevant information for non-insurance aspects of flood risk management (FRM) such as public education and emergency planning. Recent calls for flood hazard maps that support a wider variety of FRM tasks highlight the need to deepen our understanding about the factors that make flood maps useful and understandable for local end users. In this study, social scientists and engineers explore opportunities for improving the utility and relevance of flood hazard maps through the co-production of maps responsive to end users' FRM needs. Specifically, two-dimensional flood modeling produced a set of baseline hazard maps for stakeholders of the Tijuana River valley, US, and Los Laureles Canyon in Tijuana, Mexico. Focus groups with natural resource managers, city planners, emergency managers, academia, non-profit, and community leaders refined the baseline hazard maps by triggering additional modeling scenarios and map revisions. Several important end user preferences emerged, such as (1) legends that frame flood intensity both qualitatively and quantitatively, and (2) flood scenario descriptions that report flood magnitude in terms of rainfall, streamflow, and its relation to an historic event. Regarding desired hazard map content, end users' requests revealed general consistency with mapping needs reported in European studies and guidelines published in Australia. However, requested map content that is not commonly produced included (1) standing water depths following the flood, (2) the erosive potential of flowing water, and (3) pluvial flood hazards, or flooding caused directly by rainfall. We conclude that the relevance and utility of commonly produced flood hazard maps can be most improved by illustrating pluvial flood hazards and by using concrete reference points to describe flooding scenarios rather than exceedance probabilities or frequencies.
