ABSTRACT: The concept of public diplomacy is one of the trending approaches in modern international relations and diplomacy. Communicating and engaging effectively with the foreign public in a particular nation by a government to achieve its foreign policy objective is every government's goal. The field of public diplomacy as an academic discipline in Ghana in particular and Africa has not received much attention compared to the Western World. This article attempts to bridge this gap by opening Ghana's public diplomacy to academic scrutiny that has, as yet, been underdeveloped. This paper's principal objective is to bring to light the public diplomacy instruments used by the indefatigable first president of Ghana, Dr. Kwame Nkrumah, to propagate his pan-Africanism foreign policy in the 1960s against capitalism and communism after Ghana's independence. It also looks briefly at Nkrumah's general foreign policy agenda through the lens of public diplomacy. Methodologically, it uses content analysis of documents to explore how Nkrumah adopted the public diplomacy tactics during his presidency to sell his foreign policy. The article explores the topic under the theoretical framework of Golan's Integrated Public Diplomacy model. It concludes that public diplomacy under Kwame Nkrumah should be the foundation and ignite its incorporation into Ghana's tertiary education and current foreign policy strategies. Public diplomacy is a political instrument with analytical boundaries and distinguishing characteristics, but is it an academic field? It is used by states, associations of states, and nonstate actors to understand cultures, attitudes, and behavior; build and manage relationships; and influence opinions and actions to advance interests and values. This article examines scholarship with relevance, usually unintended, to the study of public diplomacy and a body of analytical and policy-related literature derived from the practice of public diplomacy. Ideas, wars, globalism, technologies, political pressures, and professional norms shaped the conduct of public diplomacy and the literature of scholars and practitioners during the hot and cold wars of the twentieth century. In the twenty-first century, thick globalism, network structures, and new technologies are transforming scholarship, governance, and state-based public diplomacy. An achievable consensus on an analytical framework and a substantial scholarly and practical literature hold promise for an emerging academic field.

Da den meisten Regierungen die große Bedeutung des Images ihres Landes bekannt ist, betreiben immer mehr Staaten aktive Imagearbeit, meist unter dem Schlagwort Public Diplomacy. Im Vergleich zu anderen Staaten, vor allem den USA, liegt Deutschland jedoch im Bereich Public Diplomacy weit zurück. Dies hängt vor allem mit der deutschen Geschichte zusammen. Man war und ist auch immer noch in Deutschland sehr vorsichtig bei der Anwendung von Begriffen wie Marketing, Imagepflege, Propaganda und Advertising auf außenpolitische Fragen. Der vorliegende Beitrag zeigt, dass ein wesentlicher Einschnitt und wichtiger Schritt auf dem Weg zu einer professionellen deutschen Public Diplomacy im Jahr 2003 mit der Eingliederung der Abteilung für Auslandspressearbeit des Presse- und Informationsamtes der Bundesregierung (BPA) in das Auswärtige Amt geschah. Das Auswärtigen Amt erkannte damit die große Bedeutung eines positiven Nationenimages und es wurde nun aktiv am Deutschlandbild im Ausland gearbeitet. Dass auch die deutsche Bevölkerung die Scheu vor der Selbstdarstellung verloren hat, belegt das "Sommermärchen" 2006 während der Fußball-Weltmeisterschaft. Der Aufsatz setzt sich insgesamt mit der Bedeutung und Entstehung von Nationenbildern auseinander. Anhand der Public Diplomacy-Aktivitäten des Auswärtigen Amtes werden Ziele und Strategien sowie Möglichkeiten und Grenzen staatlicher Imagearbeit dargestellt. (ICA2)

In academic discourse, public diplomacy is often regarded as an instrument of foreign policy most suitable for small states, which enables them to compensate for the lack of military and economic capabilities. Paradoxically enough, studies on public diplomacy usually focus on the activities of the leading actors of world politics. However, it is exactly the case of small states that, according to the author, allows better understanding of the role of public diplomacy in the contemporary foreign policy agenda. The author examines the evolution of the Slovak public diplomacy, and distinguishes two stages in it. The firststage (from 1993 to 2004) was characterized by the establishment and consolidation of the Slovak system of public diplomacy, aimed primarily at promoting the main goal of the government — the country's integration into the European Union. By means of advocacy and cultural diplomacy, in particular through the system of Slovak Institutes, Slovakia tried to convince politicians, journalists, members of the academic and business communities, and non-governmental organization activists in Europe that the country was ready to join the EU. During the second stage (from 2005 to the present day) a national branding, aimed at promoting a positive image of the country has come to play (along with cultural diplomacy) one of the key roles within the Slovak public diplomacy. It was at this time that the government initiated the National Scholarship Program of the Slovak Republic and launched an information campaign with the slogan 'Slovakia is a Good Idea', which had made a significant contribution to the dissemination of accurate information about the country and strengthened relations with the neighboring states and trade partners. The author concludes that in nearly three decades Slovakia has managed to establish a modern competitive system of public diplomacy, which possesses the following characteristics: a high level of coordination between the key actors, a wide range of working methods, and an effective dialogue with the people of the country on the main foreign policy objectives (domestic public diplomacy).

AbstractPublic diplomacy entails the management of international political communication in accordance with the interests of foreign action and policy. The discipline originated in the United States, and its school of thought and models have influenced a multitude of chancelleries. This article investigates the existence of an original and distinct Latin American public diplomacy, although it shares the theoretical foundation of soft power and international public relations for a global audience. It can be concluded that no unique school of Latin American public diplomacy exists. There are two trains of thought and foreign policy—conservative values and Chavists—which complicates a united action. Furthermore, the presidentialism system make the professional profile of public diplomacy complex, resulting in delays in the development of international communication conducted by chancelleries.
