THE POLICY ANALYST IS CONCERNED WITH EFFICIENCY AND OUTPUTS, & IGNORES SUNK COSTS; THE POLICY POLITICIAN IS CONCERNED WITH DISTRIBUTION & INPUTS, & SEEKS TO JUSTIFY SUNK COSTS. THESE DIFFERENCES CAN BE DERIVED FROM THE ANALYST'S INDIFFERENCE TO CONSTITUENCIES & THE POLITICIAN'S DEVOTION TO THEM, SAYS THE AUTHOR, WHO SUGGESTS WAYS FOR POLICY ANALYSIS TO INCREASE THEIR POLITICAL INFLUENCE.

Marxists commonly regard the abstract as undesirable, & call for concrete analyses of specific situations. This approach, however, is inherently limiting, since abstract theory is needed to reveal the true structure of capitalist society. Das Kapital (Capital) starts from extremely abstract concepts, & works toward a more concrete level of analysis, but its theories are increasingly recognized as incomplete. Analyses that do not rely on abstractions tend to become defenses of the existing interests of workers in capitalist society, without critiquing these interests. Only systematic revolutionary theory can provide the basis for a genuine revolutionary political movement. W. H. Stoddard.
