"The pendulum regarding the level of U.S. military participation in stabilization efforts has swung dramatically since 2001, from a low level of preparation and participation in the early days of the Afghanistan and Iraq operations in 2003, to widespread stabilization activities costing billions of dollars in the ensuing years, to significantly scaled-back forces and resources devoted to stabilization in recent years. To remedy the initial lack of preparation, the U.S. Department of Defense (DoD) issued a directive with guidance on stabilization requirements in 2005 and then updated it with more expansive requirements in 2009. This report supports DoD efforts to update this guidance by assessing the accumulated experience of the past 17 years and evaluating the appropriate roles for the U.S. military and its ability to execute them in conjunction with interagency and other key partners. Without stabilization, successful warfighting often does not produce desired political outcomes. Yet warfighters are not the most capable actors for many stabilization tasks. Therefore, the authors recommend shifting DoD guidance on stabilization away from requiring high levels of proficiency in a large number of tasks to emphasizing three key roles for DoD: prioritizing security tasks; providing support to other actors performing stability functions; and performing crosscutting informational, planning, coordination, and physical support roles."--Publisher's description

"68" steht für studentische Bewegung, Streiks und Strassenschlachten in Berlin, Paris oder Zürich, ebenso für den Protest gegen den Vietnamkrieg, für den Prager Frühling oder das Experimentieren mit neuen Lebensstilen. Doch was war vor "68"? Welche Reformströmungen entwickelten sich unabhängig und jenseits davon? Das Neujahrsblatt 2018 der Antiquarischen Gesellschaft zeigt vielfältige Aufbrüche zwischen den 1950er und den 1970er Jahren im Raum Zürich im Wechselspiel mit der Schweiz und der Welt. Die "langen Sechziger" des 20. Jahrhunderts sahen Reformen und Initiativen, die sich in den 1950er Jahren anbahnten und im Folgejahrzehnt an Fahrt gewannen. Jazzlokale und Bildungsreformen, Verkehrsplanung und Bauboom, die Präsenz ausländischer Arbeitskräfte, die Emanzipation der Frauen oder die Frage der atomaren Bewaffnung, aber auch die Erweiterung der Psychoanalyse rückten in den Mittelpunkt der politischen und gesellschaftlichen Auseinandersetzung. Dieser Umbruch war beeinflusst von weltweit wirksamen Ereignissen und Veränderungen, die sich im lokalen Umfeld niederschlugen. Gelegentlich strahlten diese lokal ausgebildeten Neuerungen wiederum in die weitere Welt hinaus. Fünfzig Jahre nach 1968 stellen die dreizehn Beiträge dieses Bands Menschen und Organisationen vor, die in Stadt und Kanton Zürich in den langen Sechzigern Neues wagten und ihre Kräfte für nachhaltige gesellschaftliche Veränderungen jenseits der Revolte einsetzten.

La 4e de couv. indique : "Depuis plus d'un siècle, des diasporas d'origine arabe établies en Amérique latine maintiennent les échanges entre ce continent et différents pays du Proche-Orient. L'histoire et la sociologie des migrations étudient ceux qu'autrefois on appelait « Turcos » - car ils venaient de l'Empire ottoman - et leurs façons de s'intégrer dans les pays d'accueil sans renier leurs cultures d'origine. Les soulèvements arabes de 2011 ont eu un vif écho en Amérique latine et ont ranimé des interrogations plus anciennes, liées à la guerre en Palestine et aux interventions américaines en Irak puis à la guerre en Syrie. Intérêts économiques et échanges pétroliers avaient déjà poussé certains États des deux continents à coopérer. Certaines tendances à la gouvernance autoritaire aussi. Au plan social et culturel, une curiosité nouvelle se manifeste en Amérique latine pour les racines ethnico-linguistiques et religieuses, contribuant à créer une effervescence identitaire autour des « origines » et de leurs significations culturelles et politiques. Les recherches présentées par les contributeurs de ce livre ont été menées en Colombie, au Mexique, en Argentine et au Proche-Orient. Elles ont été confrontées à Mexico au cours de la Semana Arabe du Collegio de Mexico, à Buenos-Aires, dans le cadre des études sur les « aires culturelles » de l'ALADAA. À Aix-en-Provence, enfin, une journée d'études de ce programme, accueilli par l'Institut d'études politiques et par IREMAM, a servi de matrice au présent volume, qui dresse une cartographie tout en nuances de ces échanges
