Uses the case of Germany to identify recent patterns of East-West migration. Discussion opens with a consideration of the legal basis of this migration, describing different German entrance regulations: admission laws for asylum seekers & ethnic Germans & particular regulations for foreign workers, which are based on bilateral agreements. It is contended that legal admission regulations & changes in them constituted a regime that shaped the size & structure of East-West migration to Germany. Focus turns to the quantity of migrants, their country of origin, & their human capital characteristics.
