AMONG THE ROMANTIC IDOLS OF THE TWENTIETH CENTURY, THE KURDS RANK HIGH. SUCH EMOTION HAS BEEN INVESTED IN THEM THAT FEW DISAPASSIONATE TREATMENT OF THE KURDISH ISSUE EXIST. IN FACT, THE SUSPENSION OF CRITICAL JUDGMENT HAS REACHED SUCH DIMENSIONS THAT ON PARTICIPANT AT AN INTERNATIONAL SCHOLARLY MEETING IN 1976 WENT SO FAR AS TO CLAIM THAT IN THE TWENTY-FIRST CENTURY HENRY KISSINGER WOULD BE REMEMBERED CHIEFLY AS THE BETRAYER OF THE KURDS!
MANY KURDS IN TURKEY WERE STUNNED BY KURDISH REBEL LEADER ABDULLAH OCALAN'S STATEMENTS DURING HIS TRIAL FOR TREASON. INSTEAD OF MAKING A POLITICAL DEFENSE, THE REBEL CHIEF SIMPLY APOLOGIZED FOR HIS ACTIONS. MANY BELIEVE HE THOUGHT HE COULD SAVE HIS OWN LIFE BY STATING THAT THE PKK'S BATTLE SHOULD HAVE ENDED YEARS AGO AND THAT HE WAS READY TO SERVE THE TURKISH REPUBLIC. INSTEAD, OCALAN'S TACTIC BACKFIRED AND HE WAS CONVICTED OF TREASON AND SENTENCED TO HANG. NO MATTER WHAT HAPPENS TO THE REBEL LEADER, THE KURDISH PROBLEM WILL REMAIN AS LONG AS ANKARA DENIES KURDS THEIR IDENTITY AND PRACTICES A SELECTIVE DEMOCRACY. IT IS NOT OCALAN OR THE PKK THAT ANKARA NEEDS TO NEGOTIATE WITH. IT NEEDS TO RESPECT HUMAN RIGHTS AND ALLOW THE KURDS THEIR FREEDOM.

This paper attempts to analyse independence aspirations of Iraqi Kurds. It considers issues of legal solutions used by Kurds in regard to institution of referendum. The paper analyses problems which hindered cooperation between Kurdistan Regional Government and Federal Government of Iraq. Moreover it highlights uniqueness of the region in lights of Iraqi constitutional solutions from 2005. The author puts forward a thesis that convening a referendum in 2017 was too hasty and refers to international opinion being a reaction to independence aspirations of Iraqi Kurds.

In this discussion of the fate of the Kurdish people in Turkey, the author argues that understanding the future of the Kurds must include acknowledgement of the unique polemics between the Turkish state & the Kurdish battle for recognition & representation. The relationship between the state & the Turkish Kurds is traced in a historical narrative to contextualize issues of Kurdish nationalism, membership in the EU, & insurgency & the civilizing mission of the Kemalist state. Europeanization of Turks & Kurds is asserted to conflict with the growing autonomy of the Kurdish population of northern Iraq, & the need for Turkey to provide a safe environment & legal recognition through the Copenhagen criteria. The inadequacies of the Copenhagen criteria are argued to not allow Kurds to exist without restrictions, & the old ideologies of the Turkish state & military need to be controlled by democratic principles.
