Compares GB's Citizen's Charter (1991) & France's Charte des services publics ([Public Services Charter] 1992). Both charters were part of recent efforts to reform state-citizen relations on the basis of renewed principles of public service. In spite of similarities in public management reform rhetoric, it is argued that there is increasing divergence in the philosophy & practice of public service charterism in the two nations, & these differences reflect regimes that incorporate different ideals of citizenship. Various conceptualizations of public service reform are examined, along with economic rationalist & postbureaucratic models of public management & the principles reiterated in the two charters. The agenda in both GB & France involved seeking new organizational capabilities to augment traditional administrative values, as well as ways to bolster administrative ethics & redefine equality. The ability of normative beliefs to hamper or enhance policy change is applied to political conceptions of citizenship in France & GB, showing that similarities in their reform agendas hide different ongoing patterns of reform discourse & practice. Complex structural changes of social realty in SFRY and Western Europe during
post-war decades have created the need for the largest Marxist parties of
Europe outside Eastern Bloc to accommodate their party policies to new
political challenges and social circumstances. Gradually, communist parties
of Mediterranean started to contemplate creation of a new Marxist ideology
for the welfare state era, which in practice meant seizing attempts to
adjust principles of Bolshevik socialist model to their unique local
circumstances, and moving away from the influence of Soviet party. League of
Communists of Yugoslavia supported the reformist fractions of Italian,
French, Greek and Spanish communist parties, which opened the path for
further expansion of international influence and prestige of the Yugoslav
communists. However, historical evolution of SFRY state policies and
Yugoslav party ideology eventually took a different course than the reforms
of party policies and ideologies of early Eurocommunist parties. The purpose
of this article is to contribute to further understanding of the long term
social and historical process which created a drift between the leading
reformist parties of Europe. This is to be achieved by applying comparative
method to the results of archival research conducted on historical sources
that testify about the cooperation between Yugoslav, Italian and French
communists at various time points during the twenty year long period, while
using the findings of numerous historical, sociological and philosophical
books and articles in order to bring the research results in the appropriate
social and historical context.

This article examines two modes of the canceling of time in a comparative
analysis that ought to show the passage from the aesthetic over coming of the
form of time in Kant to the historical over coming of natural time in Hegel.
The essay begins with a problematization of the form of time in Kant?s first
Critique and with the question whet her Kant displaces time outside the
framework of mere condition of receptivity. Thereafter we will analyze the
key passage from Analytics of the Sublime where Kant writes about the
cancellation of time-condition and we will interpret this in the light of an
ontology of the eventuality and in the historico-political context of French
revolution. Although Kant still does not think time as historical time, the
cancellation of time-condition in the experience of the sublime shall be
considered as the act of the structuring of time that is emancipated from
natural linearity and causal continuity. The thinking of historical time will
take place only with He gel, i.e. with his identification of time and
concept. In this sense we will analyze Hegel?s notion of "conceptual history"
in order to draw a conclusion that in Phenomenology of Spirit is al so at
work a modus of annihilation of the natural, linear time, but unlike Kant it
is truly articulated as historical occurrence. Time is constituted only as
annihilated, since it is the intuitive, sensible, natural and external
meaning of time what is sublated, while time in its originary dimension is
produced only as hi story-time.

The philosophy of American education is that every educable person should have the opportunity to choose freely and pursue the course of studies he believes best suited to his individual goals and purposes. This philosophy is gen erally extended to foreign students who come from abroad to study in the United States. Such a philosophy does not take into account, however, the cultural and technological differ ences between the United States and the underdeveloped areas of the world, from which over half the foreign students in the United States come. When students from abroad, no matter how able, pursue courses which prepare them for careers which are useless and unavailable in their own countries, they return home only to become frustrated and discontented. The United States should, perhaps, exercise some control over the fields which students from other countries pursue. Such control would represent an abridgement of the American philosophy of education, but, judiciously exercised, the comparative use fulness of the training and skills acquired in the United States would be vastly increased. Practically, the United States Government should reach mutually satisfactory understand ings with other governments as to who should come and for what purposes and should gain the co-operation of American universities for better defined participation in the international educational exchange program.—Ed.

"Political Narratosophy offers a critically subversive rethinking of the political and philosophical significance of narrative, and why feminist epistemology and feminist social theory matters for the meaning of the 'self' and narrativity. Through a re-examination of the notions of democracy and emancipation, Senka Anastasova coins the term 'political narratosophy', a unique interpretation of the philosophy of narrative, identification, and disidentification, developed in conversation with philosophers Jacques Rancière, Nancy Fraser, and Paul Ricoeur. Utilizing the author's own identity as a feminist philosopher has lived in socialist Yugoslavia, post-Yugoslavia, and Macedonia (now North Macedonia), Anastasova explores the fluctuating and disappearing borders around which identity is situated in a country that no longer exists. The present study is an attempt to liberate the thought of the Daodejing from the constraints imposed on it by both traditional Confucian exegesis and modern Western sinological methodologies in the effort to engage the thought of the work more directly. Because the language and thought of the Daodejing are somehow oddly foreign to the Western traditions of analytic philosophy and sinology, this study attempts to make the Daodejing more familiar by recourse to the tradition of continental philosophy, in this case by taking recourse to Hannah Arendt and in particular to her seminal essay on authority. Engaging Arendt's understanding of authority, this study offers a new look at the thought of the Daodejing by discussing issues that lie at the heart of its political vision, including natural versus political authority, power and coercion, and the relation between authority, tradition, and religion. This study also attempts to situate the fate of the Daodejing's conception of authority in Chinese political history, and it concludes with a brief look at the contemporary comparative philosophical project that brings the Daodejing into conversation with continental philosophy.

Course Description: Or a conjuncture of three moments in the dialectic of television as technical apparatus and cultural practice. In this course, we will read George Orwell's 1984, view Michael Radford's filmic adaptation of the novel, and consider a number of critical texts in order to think the psychological and social implications of television as an instrument of control, manipulation, and knowledge production. What, we ask, are the implications, in both 1984 and concrete experience, of light-speed communication capabilities for sense perception, consciousness, language, and awareness? In its dissemination of images and information, how does television impede and/or facilitate politics of identity formation, resistance, and social revolution? How does it inform and/or intersect with rhetorical and aesthetic experience? Or, again, how does it structure time, space, production and consumption? How does it determine practices of producing and consuming goods and services? Alluding to McLuhan, what is the status of subjects, objects, and things in the context of television as 'medium' and 'message'? How does television construct and/or deconstruct memory and history.?

The aim of the article is to analyze the transformations of gender culture in modern society. Based on the method of comparative analysis of alternative interpretations of these transformations, the thesis about the cri-sis of gender culture in modern Western society is substantiated. The main factors that contribute to the defor-mation of gender identity, in particular urbanization, the spread of non-traditional religious movements, mass media and mass culture, are outlined. Five key manifestations of gender crisis are identified and analyzed: 1) destructive feminism; 2) gender neutrality; 3) transgenderism and transsexualism; 4) LGBT; 5) virtualization of gender roles. It is argued that Western ideology and practice of gender transformation is a destructive attempt to solve the demographic problem. The authors ascertain that it is necessary to take measures to confront the gender crisis and preserve the humanistic principles of traditional gender identity.

In modern society, unfortunately, the danger of destructive revolutionary upheavals is still not understood seri-ously enough. The events in Ukraine in 2014 serve as a reminder to all subsequent generations of how a storm of mass emotions, not supported by an understanding of the expediency of the social order, can lead into a long-term mass catastrophe, in general, a fairly successful economic and social society. This is precisely why a balanced comparative analysis of revolutionary and evolutionary ways of society's development is necessary to explain and understand the only way of normal development – evolutionary progressive development, oppo-site to destructive revolutionary development. Experience in history has shown that mass terror and unjustified social experiments in the field of economy and social life have devastating effects on the state. A case in point is Western Europe during the crisis of feudal relations and Russia in the early XX century.

The paper is devoted to analysis of primary sources of Islamic faith – the Koran and the Sunnah, which establish dialogue between different religions and cultures. The aim of the study is to show the importance of interreligious dialogue and interfaith relations, equality and fraternity of all people regardless of their religious affiliation. The scientific novelty of the research consists in the philosophical analysis of dialogue of religions and cultures as a phenomenon that allows us to combat the negative social and humanitarian effects of spiritual decline. To solve research problems, comparative-historical, descriptive and theological research methods are used, as well as the principles laid down in the idea of dialogue of religions. It is concluded that the instructions of the Koran and the Sunnah are aimed at ensuring peace and harmony in the society, establishing dialogue and achieving mutual respect between different religions and cultures.

Under the auspices of UNESCO, social scientists of various disciplines and countries have held small meetings these past two years to discuss, plan and present research having to do with the general problem of peaceful co-existence. At the initial meeting, held in Geneva in 1956, it was decided to organize future sessions by academic discipline - meetings of economists, comparative jurists, of political scientists and sociologists. The sociologists' meeting was held in Moscow, January 6th to 12th, 1958. The International Sociological Association organized it; the Institute of Philosophy of the Soviet Academy of Science was host.
