Rezension: Der in Palästina geborene Autor, der in Heidelberg Politik, Geschichte und Völkerrecht studiert hat (s. "Angekommen in Deutschland", Berlin 2010), ist Vorsitzender des deutschen "Palästina-Forums" und ein häufig gefragter TV-Gast zu Nahostthemen. In seinem knappen Überblick beleuchtet er den historischen Hintergrund des Palästinakonflikts und versucht Lösungswege aufzuzeigen. Nach einem Blick auf die Ursprünge des arabischen Nationalismus, die bis ins 19. Jahrhundert zurückreichen, beleuchtet Hajjaj den ägyptischen Panarabismus und die Entstehung der Palästinenserproblematik durch die Staatsgründung Israels, um sich schliesslich der gegenwärtigen politischen Situation Palästinas zuzuwenden. Da ein eigener palästinensischer Staat durch den israelischen Siedlungsbau nicht mehr möglich sei, könne es nur einen gemeinsamen Staat von Israelis und Palästinensern geben. Dafür müssten beide aber ihren Nationalismus aufgeben. Solide gearbeitete, abwägend argumentierende und lesbar geschriebene Studie für politisch Interessierte mit Vorkenntnissen. This edited volume offers a thorough review of peacekeeping theory and reality in contemporary contexts, and aligns the two to help inform practice. Recent United Nations peacekeeping operations have challenged the traditional peacekeeping principles of consent, impartiality and the minimum use of force. The pace and scope of these changes have now reached a tipping point, as the new mandates are fundamentally challenging the continued validity of the UN peacekeeping's core principles and identity. In response the volume analyses the growing gap between these actual practices and existing UN peacekeeping doctrine, exploring how it undermines the effectiveness of UN operations, and endangers lives, arguing that a common doctrine is a critical starting point for effective multi-national operations.

Settlements to civil conflict, which are notably difficult to secure, sometimes contain clauses enabling the combatant sides to participate as political parties in post-conflict elections. In Electing Peace, Aila M. Matanock presents a theory that explains both the causes and the consequences of these provisions. Matanock draws on new worldwide cross-national data on electoral participation provisions, case studies in Central America, and interviews with representatives of all sides of the conflicts. She shows that electoral participation provisions, non-existent during the Cold War, are now in almost half of all peace agreements. Moreover, she demonstrates that these provisions are associated with an increase in the chance that peace will endure, potentially contributing to a global decline in civil conflict, a result which challenges prevailing pessimism about post-conflict elections. Matanock's theory and evidence also suggest a broader conception of international intervention than currently exists, identifying how these inclusive elections can enable external enforcement mechanisms and provide an alternative to military coercion by peacekeeping troops in many cases

How do National Human Rights Institutions (NHRIs) address the negative human rights impacts of dictatorial regimes and violent conflict, and thus successfully contribute to transitional justice? This is the focus of this study, which presents examples from the experiences of the NHRIs in Afghanistan, Georgia and Uganda. The provision of justice for past and present violations of human rights should reduce impunity. Addressing the issue of transitional justice facilitates peace processes, but requires strong state institutions and the political will to act. When justice for past and present abuses is denied, conflicts linger on. "Peace-versus-justice" is a false dichotomy, and one that the international community has rightly left behind. The study shows how three NHRIs have interacted with transitional justice aims and processes and draws lessons from what the NHRIs have learned while doing so.

Andererseits tendiert sie wegen unvermeidbarer Bumerangeffekte auch zur Entgrenzung. Neue Einsatzoptionen sollen das Risiko eigener Verluste minimieren und die Führbarkeit von Kriegen erleichtern. This project aims to provide a menu of innovative ways in which the international community can engage with all sides in the four so-called "frozen conflicts" - protracted conflicts on the territory of the former USSR that include the Karabakh, Abkhazia, South Ossetia, and Transdniestria conflicts. (…) The aim of engagement is to improve the prospects for comprehensive resolution of the conflicts by improving security, economic, and social conditions for all populations in the conflict zones. (…) The conflicts form a spectrum that cuts across all the OSCE baskets: security, economics and the human dimension. On one end of the spectrum is the Transdniestria conflict, with calm and steady relations between Chişinău and Tiraspol enabling a relaxed security environment and extensive economic and social interchange.
