With the International Criminal Court (ICC) losing not only its chance of incorporating the same great powers that decided not to support it at the very start – out of fear of losing dominance – but also about to lose long-time members such as the ones from the African Union, its chances of being a mean of institutionalized punishment against the worst individual crimes of international concern are trembling. Would the ICC obtain better outcomes if it discarded entirely its authority against member governments, and restricted its jurisdiction to cases suggested by the same countries where the crimes had been allegedly committed? The ICC could hence maintain an important role in the canalization of local jurisdictions through common, global rules: this way, even if through selective jurisdiction, it could at least limit and moderate the intentions of member States when dealing with inconvenient local enemies or oppositions. Through an analysis of the jurisdictional past of this institution and a contextualization of its controversial relationship with the United Nations (UN) Security Council, this paper aims to furnish a comparison of available outcomes, and elucidate the aforementioned possibility as an advantageous framework, although less ambitious. An eventual last focus will be put on the risks of the opposite trend, an ambitious but inefficient institution, possibly leading to the legitimization of its failures.

International college students face psychosocial adjustment challenges transitioning into college, which may be heightened for international student-athletes (ISAs) who also have to adjust to Division I (DI) athletics. Even so, there are limited articles that synthesize the research on this population. Thus, we sought to fill this gap by examining studies focused on the adjustment experiences of ISAs. A qualitative interpretive meta-synthesis is a method used in social work research to synthesize the findings of qualitative studies (Aguirre & Bolton, 2014). We used qualitative interpretive meta-synthesis to conduct an exhaustive search of the literature, construct themes, and synthesize themes of qualitative research regarding ISAs and their adjustment experiences. We identified 11 articles with three overarching themes: (a) acculturative stress, (b) adjustment to the college experience, and (c) adjustment to athletics in the United States. Findings suggest ISAs experience not only transitional stress related to their identities as a student and as an athlete but also from their acculturation experiences. Thus, we propose ISAs transitioning to college experience a ternary-or three way-role negotiation of student identity, athlete identity, and cultural identity. Social workers employed at Division I institutions and within Division I athletic departments have the opportunity to advocate for the needs of this population.

AbstractThe Global IR research agenda lays emphasis on the marginalised, non-Western forms of power and knowledge that underpin today's international system. Focusing on Africa, this article questions two fundamental assumptions of this approach, arguing that they err by excess of realism – in two different ways. First, the claim that Africa is marginal to international relations (IR) thinking holds true only as long as one makes the whole of IR discipline coincide with the Realist school. Second, the Global IR commitment to better appreciate 'non-Western' contributions is ontologically realist, because it fails to recognise that the West and the non-West are dialectically constitutive of one another. To demonstrate this, the article first shows that Africa has moved from the periphery to the core of IR scholarship: in the post-paradigmatic phase, Africa is no longer a mere provider of deviant cases, but a laboratory for theory-building of general validity. In the second part, the Sahel provides a case for unsettling reified conceptions of Africa's conceptual and geographical boundaries through the dialectical articulation of the inside/outside dichotomy. Questioning the 'place' of Africa in IR – both as identity and function – thus paves the way to a 'less realist' approach to Global IR.

In this study, researchers sought to evaluate the influence of four variables (access to procurement contracts, access to funding, regulatory frameworks, and access to market information) that are important for the market expansion of Small and Medium Enterprises (SMEs) in both their local and international markets. The Resource-Based View (RBV) and institutional theories were used as theoretical underpinnings of the study based on the knowledge that SMEs are limited in internal resources and SMEs' successes depend on institutions. Researchers used a survey method with a structured questionnaire administered through a web-based platform. A total of 178 questionnaires were obtained and after data screening and cleaning, the sample size was reduced to 119. A multiple linear regression test was conducted, and the results suggested that SMEs are experiencing challenges in gaining access to funding, access to market information, and an unfavourable regulatory environment. The study recommended that the South African government must design and implement a policy aimed at facilitating the creation of business networks between SMEs and large private corporates to ensure that SMEs have access to enough private funding and market information. This article looks at US foreign relations. The changes that occurred at the end of the 1980s brought new perspectives on theory into discussion, with realism and neorealism at the heart of the debate. The author goes on to dissect different outlooks on the redistribution of world power and the role that will fall to the US in the future, stemming from an analysis of its foreign policy in the new international environment. The author also turns his attention to the new role of international organizations, military and economic power, as well as democracy and human rights. ; El artículo presenta un análisis acerca de las relaciones internacionales norteamericanas. Los cambios producidos al final de la década de los años ochenta motivaron la discusión de nuevos enfoques teóricos. Posteriormente, se presentan distintas perspectivas respecto a la redistribución del poder mundial y al rol que le tocará asumir en adelante a los Estados Unidos, evaluando su política exterior dentro de/nuevo contexto mundial. The article is devoted to the issues of professional language training of the students majoring in International Relations. Conceptual awareness of the future professional activity of a specialist in international relations is presented as a part of the new modern professional training paradigm. It is shown that there are various effective ways of preparing students for intercultural communication in professional discourse in the process of teaching and learning a foreign language. A matter of great importance is to develop for students the conceptotermino- systems in questions of international politics, economics, science and war technologies, humanitarian, ideological and international issues of culture and education. This multisided process is complex, value-determined, social, practically-oriented, culturally focused. The author proposes a system of pedagogical support for this process which is based on the integration of different kinds of educational activity: study, research and social activities. All this should work at different levels, that of an individual, group, department, university, cooperation between universities either within the country or in different countries of the world. The ideas of life-learning education should also be carefully developed in this respect. The importance of the student-centered teaching is shown. The leading role of MGIMO(U) educationalists in the professional language training development is accepted.

The massacre of refugees during the 1996-1997 war in Congo illustrates the gap between existing legal standards & their application, as the principle of sovereignty rationalizes states' behavior against helpless people. This paper assesess available information on the scale of the massacre, concluding that about 232,000 refugees were killed. It argues that firmness in demanding justice & protecting human rights does not require ignoring the objectives of stability & prosperity for any country, but rather, that it is the best way of promoting those goals & strengthening state sovereignty within the international community. To implement international law related to refugees will require making states & nonstate players responsible for their actions to the international community, since any outflow of refugees creates negative externalities or costs that are unequally borne by this community. 94 References. The term `Balkanization' has found entry in the social sciences vocabulary as a metaphor for diversity at best, social and political instability for the most part, and genocidal war at worst. And yet it is precisely the emergence of a variety of national states and the Ottoman Empire's disintegration that are frequently portrayed as processes of `modernizing' as well as `naturalizing' the international system of the Balkans and the Middle East. By offering a historical sociological re-construction of early modern Ottoman history up to the Greek Revolt in 1821, I argue in this article that the national secessions were not synonymous with the creation of a `modern' international system in southeastern Europe. National independence cannot therefore be understood as a functional derivate of an expanding European Modernity mediated through global capitalism or geopolitical competition. Rather, the various secessions were the result of a series of conservative reactions to the modernization efforts of the Ottoman central administration. National state formation and Ottoman disintegration, on the one hand, and capitalist development and modern sovereignty on the other, have thus to be seen rather as having historically and socially distinct origins than as representing two sides of the same coin of a totalizing form of European international modernity.

Background: The EUREST-PLUS ITC Europe surveys aim to evaluate the impact of the European Union's Tobacco Products Directive (EU TPD) implementation within the context of the WHO FCTC. This article describes the methodology of the 2016 (Wave 1) and 2018 (Wave 2) International Tobacco Control 6 European (6E) Country Survey in Germany, Greece, Hungary, Poland, Romania and Spain; the England arm of the 2016 (Wave 1) and 2018 (Wave 2) ITC 4 Country Smoking and Vaping (4CV) Survey; and the 2016 (Wave 10) and 2017 (Wave 11) ITC Netherlands (NL) Survey. All three ITC surveys covering a total of eight countries are prospective cohort studies with nationally representative samples of smokers. Methods: In the three surveys across the eight countries, the recruited respondents were cigarette smokers who smoked at least monthly, and were aged 18 and older. At each survey wave, eligible cohort members from the previous waves were retained, regardless of smoking status, and dropouts were replaced by a replenishment sample. Results: Retention rates between the two waves of the ITC 6E Survey by country were 70.5% for Germany, 41.3% for Greece, 35.7% for Hungary, 45.6% for Poland, 54.4% for Romania and 71.3% for Spain. The retention rate for England between ITC 4CV1 and ITC 4CV2 was 39.1%; the retention rates for the ITC Netherlands Survey were 76.6% at Wave 10 (2016) and 80.9% at Wave 11 (2017). Conclusion: The ITC sampling design and data collection methods in these three ITC surveys allow analyses to examine prospectively the impact of policy environment changes on the use of cigarettes and other tobacco products in each country, to make comparisons across the eight countries.
