The existence of differences in leave arrangements outside of the state's responsibility for incumbent candidates in the Presidential and Vice Presidential Election (pilpres) and the General Election of Regional Heads and Deputy Regional Heads (pemilukada) have an impact on the sense of justice in granting political rights attached to citizens. The research describes the arrangements' differences from the equality before the law's perspective. The type of research used is normative legal research with descriptive legal research methods. The problem approach used is statutory, comparative, and conceptual approaches. The data used in this research is secondary data, with a literature study method. Furthermore, the technique used in this research is to collect, identify and analyze the data presented in a qualitative descriptive form. The results of the research and discussion show that there are differences in leave arrangements outside of the state's responsibility for presidential and vice-presidential candidates and incumbent regional heads and deputy regional heads in the presidential and regional elections. Theoretically, every legislation formulation and application must be based on the principle of equality before as a form of social justice.

В Україні на сучасному етапі її розвитку відбувається удосконалення зако-нодавства, що регламентує правове становище фізичних осіб, передбачає гарантії реалізації і захисту їх прав і свобод, визначених Конституцією [1] та іншими законами України. Managing projects for business growth has gained importance overall (Fernandes et al., 2015). In their study, Schoper et al. (2015) measure for the first time the share of project activity in total working time. In Germany, this was 34.7% and for 2019, it was forecast at over 40%. In some sectors of the country, 80% of all activities are carried out as projects. The success of projects has been widely exposed by many PM researchers (Kreiner, 2014) and successful strategy execution through PM has gained attention from practitioners and researchers (Patanakul and Shenhar, 2012). In addition, PM competencies of project managers are regarded as crucial (Chipulu et al., 2013). If PM is becoming important for organisations, then what capabilities and competencies do the present-day concepts PM culture in a business school foster. Business schools have undergone major changes in recent years (Natale and Doran, 2012). Government guidelines, new developments in educational technology and the inflation of management programmes are a few examples of a multi-dimensional field of tension that is placed on a business school (Alajoutsijärvi et al., 2015). This is also true for the SML. Many new initiatives and projects are expected to be generated in the coming periods. While teaching and continuing education is part of the classic activity of a business school, consulting and research activities are often carried out via projects and are becoming increasingly important. Based on the positive success rate of previous projects, the question arises whether the current organisation is capable and well prepared to carry out even more projects in the future. The aim of the dissertation is to understand the management and the deliverables of projects executed by employees of a business school in relation to the SML's underlying PM culture. Is PM part of the business school's core culture? The goal is to develop a framework/model to determine the degree of the PM culture within a business school, which influences the PM competency of its staff.

Стаття присвячена правовим проблемам становлення і розвитку лісів комунальної власності в Україні. У ході проведеного дослідження висвітлено особливості появи і формування лісів територіальних громад за земельним та лісовим законодавством. В результаті аналізу чинних законодавчих актів виділено та охарактеризовано комплексний перелік можливих підстав для набуття органами місцевого самоврядування права комунальної власності на ліси. Визначено перспективи її подальшого розвитку. ; The article deals with the problems of the formation and development of forests of communal property in Ukraine. It was stated that the defining feature for the formation of communal property forests is territorial, that is, their stay within the settlements. In the course of the study, it was determined that the formation of a significant area of forests in Ukraine of the ownership of territorial communities was carried out as a result of the reform of collective agricultural enterprises on the basis of private ownership of land and property, resulting in the forests that were in their use were transferred to the permanent use of forestry enterprises of communal property. As a result of the analysis of the current legislative acts, a comprehensive list of possible grounds for the acquisition of community communal property rights by forests by territorial communities is identified and characterized.
