International audience ; The concept of social innovation has grown in popularity in policy circles as a remedy both to government and market failure. We can usefully define social innovation as a new approach to meeting social needs by the empowerment of individuals through collaborative actions of governments, private enterprises, and civil society actors. The emergence of this new approach is best explained as a process of translation, by which we mean the movement of concepts across first sectoral and then national boundaries. In this process, imported elements are combined with existing ones to create new policy instruments. We first discuss the development of the social innovation approach through the translation of policy elements from the economic to the social sector. We then illustrate the further translation of policy elements across national borders through two Turkish examples of the use of smart cards to deliver social benefits. ; Sosyal Inovasyon: Türkiye'deki Yeni Refah Devleti Politika Aracı Öz Yönetim ve piyasa başarısızlığına bir çare olarak görülen, sosyal inovasyon politika çevrelerinde giderek popülerlik kazanmaktadır. Sosyal inovasyonu, bireyleri güçlendirerek ve kar getiren işletmelerin ve sivil toplum aktörlerinin katılımı ile sosyal ihtiyacın karşılanabileceğini kabul eden yenilikçi bir yaklaşım olarak tanımlayabiliriz. Bu yeni yaklaşımın ortaya çıkışı, politika çevirisi kavramıyla açıklanabilir. Biz, politika çevirisini (policy translation), kavramların öncelikli olarak sektörel sonra da ulusal sınırlar arasındaki hareketi olarak tanımlamaktayız. Bu süreçte, ithal edilen elemanlar, var olan elemanlar ile birleşip yeni bir politika aracı yaratmaktadır. İlk olarak, sosyal inovasyon yaklaşımının gelişimini, politika unsurların ekonomik sektörden sosyal sektöre çevirisi (translation) aracılığıyla tartışacağız. Daha sonra da, ulusal sınırların ötesine geçen politika unsurların çevirisini sosyal refah yardımları için kullanılan iki akıllı kart örneği ile göstereceğiz.

In this study, it is aimed to determine teachers" views of classroom management in theory and practice to help the development and implementation of new strategies to improve classroom management skills and to increase the quality of preschool education. The study sample consisted of 20 preschool teachers (19 women; 1 men) who have been working in public and private kindergartens within the central district of Muş in Turkey for 1 to 17 years. According to results, participants? selfassessments of using reward and punishment strategies in classroom management show that Teacher Determination is the most important factor in the structuring, determination and implementation of all other strategies used in classroom management. It is recommended that new approaches be developed in classroom management based on digitalization and Education 4.0. Teachers should be trained on different management strategies such as robot teachers, gamification and inverted classes ; Bu çalışmada okul öncesi öğretmenlerin sınıf yönetim süreçlerinin incelenmesi amaçlanmıştır. Olgubilim (fenomenoloji) deseninde temellenen bu nitel araştırmada olasılıklı olmayan örnekleme yöntemlerinden amaca yönelik örnekleme kullanılmıştır. Kolay ulaşılabilir durum örneklemesi ile seçilen çalışma grubunu Muş ili merkez ilçesi sınırları içerisinde resmî ve özel anaokullarında görev yapmakta olan 20 okulöncesi öğretmeni oluşturmaktadır. Öğretmenlerin mesleki deneyimleri 1-17 yıl arasında değişmekte olup 19?u kadın 1?i erkektir. Çalışmada öğretmenlerin sınıf yönetimi süreçlerinin değerlendirilmesi amacıyla öğretmen görüşleri, yarı yapılandırılmış görüşme formundan faydalanarak alınmıştır. Verilerin analizinde tümevarımsal içerik analizi benimsenmiştir. Araştırma sonuçlarına göre okul öncesi öğretmenlerinin istenmeyen davranışı önleme odaklı bir sınıf yönetimini savundukları ve burada öğrencilerle birlikte demokratik bir sınıf yönetiminden taraf oldukları tespit edilmiştir. Bu noktada sınıf yönetiminde dijitalleşen dünya ve eğitimde 4.0 çağını temel alarak yeni yaklaşımlar üzerinde durulması önerilebilir.

This study aims to explicate the role and impact of environmental politics on the decision-making at both national and international levels pertaining to the perception of environment and to inspire meticulous studies on the link between environmental values and politics particularly in Turkey. Since the ancient times, the relationship between the physical environment and human beings are a matter of concern in politics. Yet, how we coin the term environment, affect our political, social and economic attitudes, perceptions and preferences. More often than not environment is considered within the framework of national wealth, opportunity and conflict of interests at all levels of decision-making process whether national or international. Nevertheless today environmental indicators show that such perceptions of environment and related decisions, policies and preferences trigger global environmental challenges such as global climate change which are likely to jeopardize the human existence and civilization. To put it briefly and clearly it seems that we are living in the imagined environments in which we contemplate residing immune to the consequences of environmental degradation or change. Global environmental challenges and particulary the global climate change force us to rethink our perceptions with regard to environment. Environment is itself a very packed concept and touch upon the very essence of human civilisations in many different ways. It contains immense challenges to the old established and deep seated terms, perceptions and viewpoints which provide futile solutions to the ever lasting and ever growing a number of problems. Although the impact of environmental politics on decision making at both national and international levels is, hence, self-evident environment still is confined to terms which denotes negative conditions such as threat, risk, conflict, and problem and to some extent to security. Drawing from such assessments, old conceptions of geopolitics seem to dominate the world politics leading no way out but acceleration of the environmental change and its impacts. Accordingly prima face approaches and/or changes in the perception of environment and environmental politics only lead to the deadlocks or at best temporary remedies and solutions. Even if a radical change with regard to environment and related concepts does not occur, global climate change might be stopped. In that case it is, however, more likely to reappear in disguise and in more intimidating forms and magnitudes in a very near future. ÖZBu tezin amacı çevre siyasetinin karar alma süreçlerindeki etkisini küresel iklim değişikliği örneğinde çevreye yüklenen anlamlar ve çevresel değerler temelinde değerlendirmek ve bu konu çerçevesinde özellikle Türkiye'de çevre siyaseti ve çevresel değerler ilişkisini irdeleyen çalışmalara da kaynak oluşturmaktır.Geçmişten bugüne doğal fiziki çevre ve insanın bu çevre ile olan ilişkileri farklı şekillerde siyaset biliminin konuları arasında yer almıştır. Ulusal ve uluslararası düzeylerde doğal fiziki çevreyi oluşturan canlı ve cansız ögeler pekçok kez zenginlik, fırsat ya da çatışma çerçevesinde ele alınmıştır.Ulusal veya uluslararası siyasi ve ekonomik tercihler de bu çerçeveler temelinde şekillenmiştir. Bugün küresel iklim değişikliği gibi insan varlığını ve uygarlığını toptan tehdit eden bir sorun ise bizlere aslında hayali fiziki çevrelerde yaşamayı sürdürmeyi seçtiğimizi göstermektedir. Bir başka deyişle her ne kadar tahrip edilirse edilsin her zaman yaşayabileceğimiz bir doğal dengenin var olduğuna inanarak siyasi, ekonomik ve sosyal seçimlerimizi yapmaktayız. Oysaki biyosferi kendi istek ve seçimlerize göre şekillendirme çabalarımız ve /veya hiçe sayan faaliyet ve düşünce kalıplarımız büyük çaptaki çevresel değişimlerin de nedeni olmaktadır. Çevresel değişimlerin de çekişme, savaş, yıkım ile sonuçlanacağı öngörülmekte ve bir dizi senaryolar da üretilmektedir. Bu senaryolara bağlı kalarak ve eski jeopolitik değerler üzerinden gidilerek çevre bir dizi olumsuz anlam yükleme çabalarının altında asıl anlam ve değerini yitirmektedir. Bu nedenle çevresel güvenlik, çevresel tehdit gibi olumsuz nitelikleri barındıran anlamlarla ortaya çıktığında çevre ancak dünya siyasetinde yükselen bir ilgi grafiği yakalamıştır. Bu tarz bir algılayış ise bizi doğru çözümlere ve kararlara götürmemektedir. Bunun en güzel örneği de küresel iklim değişikliğini önlemeye ilişkin ulusal ve uluslararası karar ve arayışlarda kendini göstermektedir. Çevre siyasetinin ulusal ve uluslararası karar alma süreçlerine en büyük etkisi yerleşmiş ve kemikleşmiş ama bir çözüm üretemeyen algılamaları, tanımları ve bakış açılarıyla birlikte çözüm önerilerini değişime zorlamasıdır. Bu değişimler yüzeysel yaşandığı takdirde küresel iklim değişikliği gibi bir sistemik bir sorun da görünüşte çözüme kavuşturulacak fakat farklı şekil ve şiddette tekrar insanoğlunun karşısına çıkacaktır.

Demokrasi ile idare edilen ülkelerde genel seçimler, halkın kendilerini belirli bir süre yönetmeye talip olan siyasi partileri seçtikleri bir süreçtir. Vatandaşlarbu tercihlerini pek çok faktörü göz önüne alarak yapmaktadırlar. İnsanlığın ilk dönemlerinde varlık sahipleri, servetlerini başkalarının ihtiyacını karşılamak amacıyla dünyevi beklenti olmadan vakfederdi. Batı dünyasında 19.yüzyılda sosyal devlet kurumları, vatandaşların devlete bağlılığını artıracağına inanılarak desteklenmiştir. Türk idare tarihinde ise, İslam medeniyeti dairesine girilmeden önce göçebe hayat sürülen dönemde, zenginlikler sahip olunan hayvan varlığına dayanırdı. Hükümdarlar baharda yapılan toyda zenginliklerini ihtiyaç sahiplerine verir, ekonomik açıdan sıradan vatandaş gibi yönetim görevini üstlenirdi. İslamiyet'te Hz. Peygamberin (sav) sahip olduğu hurmalıkları vakfetmesiyle kurumsallaşma yaygınlaşmış yardım faaliyetleri toplumda ayrım gözetmeden karşılık beklemeden yürütülmüştür. Çalışmada vakıf müessesesinin Türk-İslam medeniyetindeki gelişimi, idare tarihi içerisindeki sosyal sorumlukların yerine getirilmesindeki rolü incelenecektir.

ln the modern era, the paradigm of a country's economy has moved to a more critical stage, the lslamic economy entered as a solution to the current of dissatisfaction conventional economic system. lslamic economic instruments has been developed, one of which is zakat, according to research by institut pertanian bogor (lPB) and Badan amil zakat nasional (BAZNAS), zakat potential in lndonesia 217 trillion but gathering in the new field reached about $ 2.8 trillion (zakat management institutions). The amount of this potential would be a good fiscal policy, if managed properly. ; Modern çağda, bir ülkenin ekonomisinin paradigması, daha kritik bir aşamaya geldi; lslam ekonomisi, konvansiyonel ekonomik sistemden memnuniyetsizliğin bugününe bir çözüm olarak girdi. lslami ekonomik araçlar geliştirildi, bunlardan biri zekat. Given that Social Darwinism was fashionable in that period, Geopolitics had formed the theoretical framework of colonialism and German expansionism in the 20th century and lost its popularity after succeeding two world wars. Geopolitical concerns had been effective in directing the "Containment" strategy of U.S. foreign policy during the bipolar world system that emerged after the 2nd World War. The Persian Gulf region, which currently has the 30% of world oil production and 66% of world's proven oil reserves, also used to be in the focus of those geopolitical concerns and the strategy of containment. Due to the dependence of the industrialized Western world to the Persian Gulf oil and the oil crises occurred during the Cold War years as well, the region's geoeconomical value pulled the Persian Gulf into the superpower rivalry and the U.S. made the protection of the Gulf from the outside forces the core of its policy. With this study the effects of geopolitics over the U.S. foreign policy concerning the Persian Gulf are examined by special reference to the successive presidential doctrines. The policy of "Dual Containment" is of special importance within this context. In view of all these aforementioned issues the thesis mainly undertakes to elaborate U.S. Persian Gulf policy during the Cold War and its aftermath regardless of the present difficulties the U.S. faces in the Gulf region.

Son yıllarda Azerbaycan ile İsrail gibi etnik, dini, sosyal, kültürel ve ekonomik anlamda birbirinden oldukça farklı iki ülke arasında gözlemlenen yakınlaşma, Kafkasların ve Ortadoğu'nun geleceği kadar küresel siyaset hakkında düşünen uzmanların ilgisini çekmiştir. Aralarında başarılı uluslararası entegrasyon örneklerini yakından takip edenlerin de bulunduğu bu uzmanlar için ortaya çıkan gelişme, Azerbaycan ile İran gibi aralarında pek çok ortak yönü bulunan iki devletin giderek birbirinden uzaklaştığı bir süreçte oldukça şaşırtıcı gelmiştir. The same development added to the existing confusion when it appeared to occur at a time when Iran and Azerbaijan, both of which share several similarities, have slowly begun to drift away from each other. With that a critical question as to whether this aforementioned rapprochement between a Muslim and Jewish dominated country could be attributed to mainly Israel's attempt to win over Azerbaijan's approval for letting her to use the latter's territory for a potential attack towards Iran. Yet, a study over the historical settings of the Azerbaijani-Israeli relations as well as on the subject of strategy-security, diplomacy and economy, all of which appear to have determined the primary attributes of those relations, reveal that the more rational causes of the said rapprochement should be looked in these areas.

ÖZETAvrupa Birliği, üyesi olan devletlerin siyasetlerini, hukuk sistemlerini veya ekonomilerini şekillendirdiği gibi bu devletlerin birbirleriyle olan ilişkilerini de etkilemektedir. Cumhuriyetin ilk yıllarından bu yana, Bulgaristan Türkiye'nin Balkanlara çıkış kapısı niteliğindeki bir komşusuydu. İhtiva ettiği Türk-Müslüman azınlığın sayısı da yine Balkan topraklarında kalmış diğer Türk-Müslüman azınlıklarla mukayese edildiğinde hatırı sayılır derecede fazladır. İki devletin ilişkileri ilk yıllarda azınlık meselelerinin halledilebilmesi üzerine şekillenmişken, soğuk savaş yıllarında Doğu-Batı eksenli dünya sisteminin dayattığı siyasete maruz kalmış ve birbirlerine karşı "ABD Müttefiki" ve "Sovyet Müttefiki" olarak yaklaşmışlardı. Soğuk savaşın sonlarına doğruysa, Bulgaristan'da Türk-Müslüman azınlığa karşı girişilen asimilasyon süreci kendini gösterdiğinde, iki kutuplu sistemin karşı karşıya getirdiği bu iki devletin ilişkileri en gergin dönemini yaşamasına sebep olacaktı. Komünizmin çöküp Balkan ülkelerinde demokrasilerin kurulmasıyla Bulgaristan'da bir revizyona gitmiş, eski imajını düzeltme çabasına girişmiş ve bu doğrultuda yönünü Batı'ya çevirmişti. Onlar artık iki sınır komşusunun ötesinde, uluslarüstü bir oluşumun üye ve aday ülkesi olarak aynı birliğin çatısı altında, ortak amaçlara hizmet eden, standartlarını o birliğin belirlediği ve ona göre hareket etmek zorunda olan devletlerdir. Bu doğrultuda, Türkiye ve Bulgaristan ilişkilerinde etkili olan faktörlerin dikkate alındığı bu tezde, AB'nin iki ülke üzerindeki etkisini ve AB'ye rağmen hâlâ çözüme kavuşamamış meseleleri incelenmiştir.ABSTRACTAs well as the EU shapes politics, legal systems and economies of its member states, it also affects their relations with each other. Since the establishment of the Republic of Turkey, Bulgaria has been a neighbor of Turkey as an opening door to the Balkans. The number of Turkish-Muslim minority in Bulgaria has been considerable when compared with the Turkish-Muslim minorities in other Balkan states. In first years, while the relations of two states formed according to settlement of minority issues; in Cold War years, their relations had been exposed to imposed politics of East-West axis world system. Towards the end of the Cold War, the assimilation policy against Turkish-Muslim minority in Bulgaria gave rise to most tense period of relations between Turkey and Bulgaria. With the collapse of communism and establishment of democracy in Balkans, Bulgaria also chose the way of revision and tried to improve its image. Accordingly, Bulgaria turned its face to West. Bulgaria has been changing with its memberships to NATO and the EU, and a new dimension was added to its relations with Turkey, which was a new candidate to the EU. Thereby, they are under the same umbrella of a supranational entity beyond being just two border-neighbors. Being a member and a candidate state, they serve for same purposes and standards which were set by the Union. In this context, factors which contribute to relations between Turkey and Bulgaria, the impact of the EU on both states and unresolved issues (despite the EU) between two states are examined in this thesis.

Kariyer ve kariyer planlaması kavramları, günümüz modern yönetim tarzları dahilinde her geçen gün önemini daha da arttırmaktadır. Gelişmiş ülkelerde önemli bir insan kaynakları yönetimi aktivitesi haline gelen kariyer planlaması ve kariyer geliştirme, hemen hemen insan kaynakları yönetiminin tüm fonksiyonları ile içiçe bir ilişki içinde olmakla beraber, oldukça farklı bir insan kaynağı yönetimi aktivitesidir. Bu çalışmada, kariyer ve kariyer planlamasını teorik olarak açıklamanın ötesinde, ülkemiz şartlarında etkin ve uygulanabilir bir kariyer planlamasının somut unsurları belirlenmeye çalışılmıştır. Kariyer planlamasını etkileyen pek çok faktör vardır. Bu faktörlerden en önemlileri; bireylerin yaşam safhaları, işletme ile bireyin çevre koşulları ve bireye ait kariyer değerleridir. Bu bağlamda, organizasyonlar ve bireyler bazı pratik kişilik testlerinin haricinde, bireylerin özelliklerine yönelik somut kriterlere sahip değildirler. Kariyer değerleri yaklaşımı ile bireylerin kariyer değerlerinin belirlenmesi amaçlanır. Kariyer değerleri ilk olarak Edgar Schein tarafından kavram olarak kullanılmış olup tez kapsamında Hava Kuvvetleri Komutanlığı'nın lisans ve lisans üstü eğitim kurumlarında görev yapan subaylara uygulanmıştır. Demografik alt gruplar, subayların sınıf ve branşlarına, hizmet yıllarına ve görev tiplerine göre (muharip-yardımcı) oluşturulmuştur. Alt gruplardan alınan verilere göre, demografik değişkenler kapsamında bir takım farklılıklar olduğu tespit edilmiştir. Bilgisayar destekli program vasıtasıyla oluşturulan anket, Likert tipi 34 maddeden oluşmakta olup toplam 238 subaya uygulanmıştır. Cronbach's Alfa Katsayısı ve Pearson korelasyonu ölçeğin analizinde kullanılmıştır. Anket maddeleri dokuz kariyer değerini ölçmek üzere tasarlanmıştır. Bunlar: teknik/fonksiyonel, stabilite/güvenlik, otonomi/bağımsızlık, yönetsel, yaratıcılık, hayat tarzı, meydan okuma, kendini adama ve savaşçı olarak literatüre girmiştir. Anket maddeleri dahilinde, bireylerin kariyerlerinden ayrılmaya istekliliği ve kariyer memnuniyetleri de ölçülmüştür.Career and career planning notions have become very important day by day. Career planning and career development activities are the main activities of the human resource management in the developed countries. Career planning is not only in close agreement with all of the HRM functions but also very different from those functions. From this point of view, defining the career anchors is a crucial activity in the career planning moreover they are the main causes related to the individual and organizational career planning. Thus, these are the keys to individual and organizational development. Individuals face these anchors while deciding on their careers and jobs. Beyond these, organizations and individuals do not have objective criteria except for some practical personality typologies. Career anchor approach aims to define the individuals' profile pertaining to their professions. Career anchor theory, initially conceptualized by Edgar Schein, is used in an exploratory analysis of demographic sub-groups of military officers attending the Turkish Air Forces Undergraduate and Graduate Schools. Demographic sub-groups were broken out by service affiliation, years of service and occupational type (operational occupation and support occupation). The data from the sub-groups shows that there are differences based on these demographic variables. A computer-based survey of Likert type 34 items was taken by a sample of 238 officers. Cronbach's coefficient alpha, Pearson's correlation were used to estimate the convergent and discriminant validity of the scales. Survey items were chosen to represent the following nine career anchors: technical/functional, security/stability, autonomy/independence, managerial, creativity, ideology, challenge, identity and warrior. Items also were included to measure willingness to leave the organization and career satisfaction.

Kurtbaş, İhsan; İktisadi ve İdari Bilimler Fakültesi Siyaset Bilimi ve Kamu Yönetimi Bölümü ; Although the literature generally makes generalisations suggesting that the local elections are a rehearsal of general elections, local elections are indeed sui generis in terms of their resources, pressure groups, political dynamics, voter preferences and the factors influencing those preferences. This study was conducted by surveying during the Local Elections of 29 March 2009. Results of the experimental data obtained in this study suggested that approximately one out of every ten voters did not care about the vote they were using. 48.4% of voters conducted no or very little research before elections. Approximately one out of every four voters said they would not support the candidate or the party that has no chance of winning in the elections. Meanwhile, with 28.7%, a large portion of the voters said the most important factor that influenced their preferences in local elections was the ideology of the candidate. As the level of income increased, the number of people who were interested in party cadres and the candidate's knowledge of local problems while the number of those who were inclined to always vote for the same party. As the level of education increased, the number of people who cared for the former activities of the candidate increased whereas the number of people who valued that the candidate's party was in power or who were inclined to always vote for the same party.

In the last few decades construction sector in Iran has been developing rapidly compared with other industries in this country. Economically, Iran government has placed a significant emphasis on this industry as a consequent of the escalating social demand of commercial, industrial and residential constructions especially low-cost housing and affordable accommodation. However, this sector is still suffering from low productivity and it is still running on traditional way of doing business. Therefore, a well-organized transformation in order to reduce cost, time and waste in construction sector to cope with this situation seems to be necessary. It is argued that one of the well-thought techniques that possibly could be the solution to construction industry's conflicts and time and cost overruns is the Supply Chain Management (SCM), the concept that has emerged and developed in car manufacturing industry and has brought success to that industry as well. It is believed that supply chain management has the potential to enhance the overall productivity of the construction industry in many ways. Yet, this technique has not been practiced efficiently in many countries particularly in Iran. The main purpose of this study is to develop an adequate conceptual framework with the aim of implementing SCM in Iran construction industry on the base of an indepth literature review and analyzing the current performance of the industry throughout a questionnaire survey collected from industries' experts and stakeholders. The collected responds were statistically analyzed and not surprisingly, project quality improvement, site procurement enhancement, project cost and time reduction are the most significant benefits of the construction supply chain management (CSCM) implementation. Industrialization, BIM (specifically 4D & 5D designs) and advanced technologies (e.g. IT, ERP etc.) are selected as most important variables for implementing CSCM and on the other hand lack of trust, poor subcontractor identification and priced based selection are counted as main barriers in implementing SCM. Subsequently, by implementing this framework it is believed that potential benefits like project cost and time reduction, quality improvement and site procurement management improvement can be achieved. İran hükümeti, ekonomik olarak, özellikle, ticari, endüstriyel ve düşük maliyetli konut inşaatları ve uygun fiyatlı konaklama yerlerine olan artan toplumsal talebin sonucu olarak bu sektöre önem vermiştir. Ancak sektör, düşük üretkenlikte ve geleneksel iş yapma usulleriyle çalışmaktadır. Bu nedenle, bu durumla başa çıkmak için inşaat sektöründe maliyet, zaman ve israfı azaltmak amacıyla iyi bir organizasyonel dönüşüm gerekli gibi görünmektedir. İnşaat sektöründeki çatışmalar, zaman ve maliyet aşımlarına muhtemelen çözüm olabilecek iyi düşünülmüş tekniklerinden biri araç imalat sanayinde ortaya çıkmış bir kavram olan ve geliştirilerek sektörde başarılı olan Tedarik Zinciri Yönetimi (TZY)'nin olduğu ileri sürülmektedir. Tedarik zinciri yönetiminin birçok yönden inşaat sektörünün genel verimliliği artırma potansiyeline sahip olduğuna inanılmaktadır. Oysa, bu teknik, birçok ülkede ve özellikle İran'da etkin bir biçimde ele alınmamıştır. Bu çalışmanın temel amacı, derinlemesine bir literatür taraması ve bir anket çalışması ile endüstrideki uzman kişi ve paydaşlardan elde edilen sektörün mevcut performans analizine dayanarak inşaat sektöründe Tedarik Zinciri Yönetiminin uygulanması için yeterli bir kavramsal çerçeve geliştirmektir. Toplanan veriler istatistiksel olarak analiz edildi ve şaşırtıcı olmayan bir şekilde, proje kalite geliştirme, saha tedarik geliştirme, proje maliyet ve zaman azaltma inşaat tedarik zinciri yönetimi (İTZY) uygulamasının en önemli faydalarıdır. Endüstrileşme, Yapı Bilgi Modellemesi (YBM) (özellikle 4B ve 5B tasarımlar), ve ileri teknolojiler (Bilişim teknolojileri ve Kurum Kaynak Planlaması) en önemli değişkenler olarak seçilmiş ve diğer taraftan güven, zayıf taşeron tanımlaması ve fyiyat bazlı seçim TZY uygulamasında başlıca engeller olarak sayılmıştır. Health Transformation Program (HTP) was launched in 2003 with the primary aim of achieving effectiveness, efficiency, and equity in organization, delivery, and financing of health care services in Turkey. In the final leg of the program, the Public Hospital Associations (PHA), which are basically the regional hospital unions, were announced in 2011 with the legislative decree no.663 and have been in operation since fall 2012. Establishment of the PHAs introduced a new management approach for Turkish public hospitals. This model based on a new managerial performance assessment approach, which was developed to evaluate the hospitals' performances in many dimension, including medical, administrative, financial, quality, patient safety, employee-satisfaction and education aspects. In this regard, the Turkish Public Hospitals Institution (PHI), which is the highest institution that rules all the public hospitals, has begun to use modified version of Balanced Score Card (BSC) approach to assess the managerial performance of the PHAs. In this approach, production efficiency scores of hospitals, which are estimated with Stochastic Frontier Analysis (SFA), became a key or a target indicator for hospital performance assessment. In this paper, the performance measurement approach of the PHAs is assessed with respect to the theoretical methods used in this approach, i.e. BSC and SFA efficiency methods. ÖzetSağlıkta Dönüşüm Programı (SDP), Türkiye'de sağlık hizmetlerinin organizasyon, sunum ve finansmanında etkililik, etkinlik ve hakkaniyet sağlamak amacıyla 2003 yılında uygulamaya konulmuştur. Programın son ayağında, basit anlamda hastanelerin yönetimsel olarak birleşmesi ifade eden Kamu Hastaneleri Birlikleri (KHB), 2011 yılında 663 nolu KHK ile kurulmuş ve 2012 yılında faaliyete başlamıştır. KHB'lerin kurulmasıyla birlikte Türkiye kamu hastaneleri için yeni bir yönetim yaklaşımı oluşturulmuştur. Bu yaklaşım, hastanelerin performansını, tıbbi, idari, mali, kalite, hasta ve Çalışan güvenliği-memnuniyeti ile eğitim boyutlarında değerlendirilmesini amacıyla geliştirilmiş olan yönetimsel performans modeli üzerine kurulmuştur. Uygulamaya konulan yeni sistemde, kamu hastanelerinin yönetici kuruluşu olan Türkiye Kamu Hastaneleri Kurumu (TKHK), KHB'lerin yönetimsel performansının değerlendirilmesi için, Dengeli Skor Kartı (DSK) yaklaşımının uyarlanmış bir şeklini kullanmaya başlamıştır. Bu yaklaşımda, Stokastik Sınır Analizi yöntemiyle hesaplanan hastane üretim etkinlik skorları, hastane performansının belirlenmesinde anahtar ya da hedef gösterge olmuştur. Bu çalışmada Kamu Hastaneleri Birlikleri performans değerlendirme modelinin, modelin kullandığı DSK ve SSA yöntemleri çerçevesinde bir değerlendirmesi sunulmaktadır.

Son yıllarda Avrupa Birliği (AB) içerisinde yaşanan en önemli krizlerden birisi hukukun üstünlüğü krizi olarak adlandırılmaktadır. Özellikle bu krizin bu kadar önemli görülmesinin sebeplerinden birisi üye ülkeler ve AB arasındaki uyumun sorgulanmaya başlanması şeklinde açıklanmaktadır. AB kurucu anlaşmalarında özellikle vurgulanan AB temel değerleri bu krizin en önemli kavramlarından birisidir. Özellikle AB temel değerlerinden olan hukukun üstünlüğü kavramı bu kriz ile beraber AB ve üye devletler arasında bir gündem oluşturmuştur. Bu noktada AB'ye 2004 genişlemesi ile katılan Macaristan ve Polonya gibi ülkelerde AB'nin önemsediği temel değerlere ve kurallara uyulmaması negatif sonuçlar ortaya çıkarmaya başlamıştır. Aslında AB üye devletleri arasında artan popülizm ve milliyetçi görüşler bu problemin başlaması için birer eşik olmuştur. Yani Macaristan ve Polonya'nın uyguladığı popülist ve milliyetçi siyaset bu iki ülkenin AB'nin tanımladığı temel değerlerden uzaklaşmasına neden olmuştur. Bu noktada ortaya bazı sorular çıkmaya başlamıştır. Bu sorulardan ilki AB'ye üye olmak için birçok düzenleme ve reform yapan ülkelerin neden AB temel değerlerinden veya diğer bir deyişle Avrupalılaşmadan uzaklamaya başladıklarını incelemek için sorulmuştur. Diğer bir soru ise AB'nin yaptırım mekanizmasının işlevselliği hakkında olmuştur. Yani AB'nin yaptırım mekanizması ve bu mekanizmanın gücü eleştirilmeye başlanmıştır. Tüm bu bilgiler ışığında bu çalışma AB'ye aynı yıl üye olan Macaristan ve Çek Cumhuriyeti'nin Avrupalılaşma açısından durumlarını hukukun üstünlüğü krizi üzerinden incelemektedir. Bu çalışmada Macaristan ve Çek Cumhuriyeti'nde Avrupalılaşmadan uzaklaşmaya doğru bir geçiş süreci yaşanmış mıdır ve eğer bu süreç yaşandıysa, bunu tetikleyen faktörler nelerdir soruları incelenmiştir. Bu soruların incelenmesinde uluslararası ilişkiler ve Avrupa çalışmaları literatüründe önemli bir yere sahip sonuçlar mantığı ve uygunluk mantığı kavramları kullanılmıştır. Bu kavramlarla beraber Çek Cumhuriyeti ve Macaristan'ın hukukun üstünlüğü krizi üzerinden Avrupalılaşma ve Avrupalılaşmadan uzaklaşma süreçleri ele alınmıştır. ; One of the most important crises in the European Union (EU) in recent years is the rule of law crisis. Especially one of the reasons why this crisis is seen so important is explained as the harmony between member countries and the EU started to be questioned, the rule of crisis also started to be seen as imperative. The fundamental values of the EU which have been especially emphasized in the EU founding agreements, are one of the most important concepts related to this crisis. In particular, concept of rule of law, one of the basic values of EU, created an agenda between the EU and member states with this crisis. At this point, in countries such as Hungary and Poland, which joined the EU with the 2004 enlargement, failure to comply with the basic values and rules that the EU cares about has started to produce complications for the EU. In fact, the increasing populism and nationalist views among EU member states have been a threshold for the start of this problem. In other words, the populist and nationalist politics implemented by Hungary and Poland caused these two countries to move away from the basic values defined by the EU. At this point, some questions began to arise. The first of these questions was asked to examine is why the countries that made many regulations and reforms in order to become a member of the EU started to move away from the EU's basic values. Another question has been about the functionality of the EU's sanction mechanism. In other words, the EU's sanction mechanism and the power of this mechanism have started to be criticized. In light of all this information, this study examines the situation of Hungary and the Czech Republic, which became members of the EU in the same year, in terms of Europeanization by looking at the rule of law crisis. In this study, question of is there any transition from Europeanisation to de-Europeanisation and the question of, if there is a transition from Europeanisation to de-Europeanisation, what are the triggering factors of this transition are examined. In the analysis of these questions, results logic and conformity logic concepts, which have an important place in international relations and European studies literature, were used. Along with these concepts, processes of Europeanization and moving away from Europeanization through rule of law crisis of the Czech Republic and Hungary are discussed.

ÖZETEkolojik modernleşme yaklaşımı esas olarak yetmişli yıllarda ortaya çıkan modernleşme ve endüstrileşme karşıtı teori ve çevresel toplumsal hareketlere ve etkili olmayan çevre politikalarına karşı bir yanıt olarak gelişmiştir. Çevresel kriz tartışmalarındaki ortak görüş, çevrenin bozulmasına esas olarak ekonomik kalkınma ve yoğun endüstrileşmenin neden olduğu idi. Ayrıca, Brundtland Raporu ile birlikte, gelecek kuşakların ihtiyaçlarını da dikkate almak gerekliliği endüstrileşmiş Batı ülkelerinde bir sosyal değişim yaratmıştı. Buna bağlı olarak, ekolojik modernleşme yaklaşımı ile bazı öncü ülkeler yönetim yapılarında ve endüstrilerinde çevre dostu, sürdürülebilir kalkınma ile uyumlu, yenilikçi ve yaratıcı bir takım değişiklikler ve düzenlemeler yaptılar. Aynı dönemde, ekolojik modernleşme teorisi, sosyal bilimlerde bir çevresel reform yaklaşımı olarak kabul edilmiştir. Ekolojik modernleşme teorisi, endüstrileşmiş toplumlarda insan faaliyetlerinin çevreye zararlı etkilerinin üstesinden gelmek için, daha da modernleşmiş ancak çevre ile dost sürdürülebilir yaşam tarzına geçişin gerekli olduğunu, buna uygun yönetişim, vatandaşlık ve endüstriyel süreçlerle başarılı olacağını varsaymaktadır. Bu çalışmanın amacı, çevresel sürdürülebilirliği sağlayabilmek açısından çok önemli bir role sahip olan ekolojik modernleşme anlayışını eleştirel bir yaklaşımla incelemektir. Çalışmada, ekolojik modernleşme yaklaşımı çerçevesinde devletin, endüstrinin ve tüketicilerin değişen rolleri tartışılmış; ekolojik modernleşme anlayışını benimseyen ülkelerdeki başarılı uygulamalar incelenmiştir. Dr. Semra Cerit MazlumABSTRACTEcological modernization approach was developed mainly in response to de-modernization and de-industrialization theories, environmental social movements and ineffective environmental policies, which dominated the 1970s. The economic growth and intensive industrialization as perpetrators of the environmental degradation were the common ground of the debates regarding the environmental crisis. The necessity "to meet the needs of future generations" has created social transformations in Western industrialized countries with the publication of the Brundtland Report. Accordingly, with the help of ecological modernization approach, some pace setter countries have made important changes and transformations in their governance structures, industries and production systems to bring them in line with sustainability through environment-friendly innovations and/or regulations. Concurrently, ecological modernization theory has evolved as an environmental reform approach in social sciences. The ecological modernization theory prevails against the negative impacts of the industrialized human life that has highly hazardous effects on the environment and obtains the sustainability through more modernized but environment friendly way of living; regarding the expected role of the government, citizenship and industries which highly necessities for its success. The aim of this study is to critically analyze the ecological modernization theory, which would play a very important role in achieving environmental sustainability. The study discusses the changing roles of the state, industry and consumer in ecological modernization and takes a closer look at the success stories on implementation in countries, which endorsed the idea of ecological modernization.
