An example of native-language literature of the early Middle Ages, "The Seafarer" is a poem
based on a seafaring population's experiences and realities of life. In an additive manner, the
work combines various motifs and strands of lore from non-Christian and Christian antiquity as well as from the Irish-Celtic tradition. The author moreover arrived at a complex texture through the creation of various levels of abstraction which nonetheless closely interweave the very different sections of the poem. The symbols and images of maritime life running through the work occupy an exceptional position in the Old English and European literature of the period in question. The range of levels of meaning would have provided the contemporary reader or listener with various means of access to the text, and were perhaps intended to do so. In analogy to heathen literature of antiquity, and despite formal differences, the "Seafarer" can also be read as a Christian "Periplus", a sea voyage at the end of which - after all the storms and dangers of shipwreck, the nemeses with which this-worldly life on the seas is constantly threatened - the soul reaches the safety of the home port in God's realm.

The article investigates the practice of female marriages in 19th century Great Britain and United States and argues that female marriages provided model for more progressive forms of the legal marriage between men and women. Unlike homosexuality in the 20th century, the same-sex relationships between women in the 19th century often enjoyed social recognition and some women in female marriages occupied prominent social positions. Because they were considered to rest on contract, female marriages served as inspiration for the contractual view of marriage advocated by many supporters of the Victorian marriage reform. The contribution of women in female couples to the success of the marriage reform was further underlined by their belonging to influential social networks. The author also argues that while the structuralist anthropology of mid-20th century, represented through the work of Claude Lévi-Strauss, had limited understanding of homosexuality as a socially legitimate phenomenon, the Victorian anthropology of the second half of the 19th century was relatively more open regarding the same-sex relationships. It is contended that authors as diverse as Henry Maine, Johann Bachofen, or Frederick Engels provided impulses in their work both for a positive evaluation of the same-sex relationships and for a more egalitarian understanding of marriage.

The article focuses on an analysis of the situation in which information is obtained from respondents in questionnaire surveys. From the perspective of the cognitive aspects of survey methodology the article takes a complex view of this situation and applies theoretical concepts and empirical evidence in order to explain the close connection between the interview situation and the quality of the information obtained. The interview situation is portrayed in its twofold form: personal aspects (the mental operations of respondents) and social aspects (the interaction and communication between the interviewer and the respondent). The analysis of the interactive aspects of the interview situation draws attention to the rules of standard communication, which interfere with the ordinary concept of the standardised interview and the course of mental processes. The cognitive aspect of responding to questions is analysed from the perspective of the wider understanding of context effects, the author refers to the most important theoretical concepts relating to individual effects and empirical evidence of some effects that infl uence the response process. The article takes a somewhat untypical approach to some aspects of data collection in questionnaire surveys and into the Czech context introduces the cognitive aspects of the methodology of questionnaire surveys.

This paper aims to address the oft-mentioned dearth of research on the suburbs by examining processes of sociospatial segregation and middle-class disaffiliation in London's eastern suburban periphery. By drawing upon aspects of Bourdieu's theoretical framework, the paper shows how the home-owning, middle-class, largely white residents of the 'Woodlands' private housing estate attempted to shore up their threatened sense of exclusivity in relation to the nearby deprived 'Eastside' suburb. The empirical material is drawn from survey and interview research on incomers to Woodlands. For its affluent incoming residents, Woodlands' dominant place image was that of an 'oasis' within Eastside, an area dominated by a large council-built housing estate. Although the Woodlands incomers were physically resident in Eastside, they symbolically and practically disengaged from 'local' places, notably shops, pubs, and schools, and their lower class and not-quite-white populations. The author argues that the Woodlands incomers adhered to a spatially selective version of what Savage et al refer to as 'elective belonging'. Such selective belonging denotes a spatially uneven attachment rooted in residents' schizophrenic relationship to the suburban area, embracing the Woodlands oasis whilst abjuring the 'other Eastside'.

The author supports the argument that a focus on the spatiality of economic mechanisms can be a valuable way to address the issue of interurban housing markets, a theme which has not yet been adequately addressed by academic research. Developments are based on a theoretical framework in which two factors are considered central to the structuring of markets: (i) the possibility of choice between substitutable supplies (spatially related to the territory prospected by the consumer), and (ii) the availability of information on the state of the market (spatially related to the use of local sales references when market participants prepare their negotiations). This theoretical framework is empirically applied to the case of building sites prepared for self-built housing, with a modelling methodology elaborated for Belgium. The modelling methodology, based on cross-sectional regressions, develops a spatial autoregressive specification and incorporates a multiscale comparison. By highlighting the importance of information availability and demand substitutability, this exercise confirms that a focus on interurban market spatiality can be helpful to housing researchers. In fact, the results suggest that such a focus is particularly appropriate to the analysis of the impact of planning regulations on market outcomes.

In `Sacrifice and the Transformation of the Animal Body into a Scientific Object' Michael Lynch (1988) explores how the animal body is transformed into a scientific object in the laboratory. How did the laboratory become a (relatively) closed space in which scientists, the experts, were delegated the task of negotiating and transforming the interpretative sense of the animal — from sentient beings to analytic objects — as tools in a scientific machinery? By exploring a parliamentary controversy on experimental medicine at the turn of the 20th century I argue that this depended on a reworking of the status of the animal body, as well as the status of the laboratory. Crucial to this was social theory; specifically, utilitarian reasoning. Thus, what we need to study — this paper argues — is not simply the ways in which the practices of annual experimentation were met with opposition and critiques, but also how these practices came to be culturally and politically accepted, and what this implied for science - society relations. In analysing this controversy, the author attends to recent turn to politics in STS and argue for the significance of studying conventional political sites such as `Parliament' and the role that social theory plays in renegotiating and remaking sites and objects.

This article focuses on the online news service Malaysiakini and describes the specific mechanisms by which it uses the ideology of independent journalism to challenge authoritarianism. It takes an ethnographic approach and analyzes how journalists at Malaysiakini conceive of "independent journalism" and how this understanding is related to broader questions of democracy and social change. Malaysian journalists are not only restricted by the law but also by structures of ownership in which mainstream news organizations are linked to the ruling Barisan Nasional coalition. Like Malaysia's proliferating blogging community, Malaysiakini has taken advantage of an unlikely loophole in the law that promises a "no-censorship" policy for the Internet. Yet unlike Malaysia's bloggers, Malaysiakini functions as a traditional news provider, and it is the norms and values of journalistic professionalism rather than the medium of the Internet that make Malaysiakini so threatening to government authorities. The author argues that Malaysiakini uses the norms of good journalism to legitimize alternative views of events, thus challenging the authoritarianism of the Barisan Nasional. She concludes by suggesting that in creating a space where citizens are free to express their opinions, Malaysiakini deliberately promotes a blueprint for democratic civic discourse in Malaysia.

The main purpose of the article is to seek an answer to the fundamental question whether democracy can function properly in a society affected by a sociological vacuum. The author confronts the by-now classic proposition of Stefan Nowak with the achievements of the theory of democracy. He analyses the currently dominating models and perspectives from the point of view of the characteristics of societies, their structure, the individuals' ownership, and above all the distribution of identity. He devotes a separate discussion to the relation between sociological vacuum and democratization. Theoretical debate shows that sociological vacuum is neither a condition of the democratic system nor an obstacle to its existence. A successful, effectively operating democratic collectivity can exist in a society where group identities are weak or do not exist at all. It must, however, be admitted that in specific circumstances a lack of a vacuum may be acknowledged as a condition that favours democracy, since strong identities of intermediate level create a social capital that is the building material of civic society and democratic political culture. Nevertheless, the main conclusion of the article is the statement that the defects of the democratic system in P oland have other reasons than a sociological vacuum.

PurposeThe purpose of this paper is to examine claims that the removal of tenure in favour of fixed‐term employment contracts has led to some politicization of top‐level appointments in the Samoa public service. The intention is not only to shed light on how politicization is perceived in a small developing society, but also to determine whether such claims are well founded and if so, what the implications are for a small public service like that in Samoa.Design/methodology/approachData are gathered from government documents, literature review and the experience of the author as a former senior public servant in Samoa.FindingsWhile the claims cannot be fully endorsed at this stage, it is clear that there was some politicization of senior public service appointments and, importantly, the outcomes in most cases were unfavourable for Samoa's public service.Originality/valuePoliticization of the appointment of Chief Executive Officers (CEOs) in Samoa's public service since the shift to employment contracts in the early 1990s has not previously been reviewed. Apparently the ramifications of politicizing the appointment of CEOs have, in most cases, proved unproductive for the public service and its stakeholders. Hence the Public Service Commission, which is the main advisory body, urgently needs to recommend necessary changes to avert political appointments in the future.

This article develops and tests a comprehensive framework explaining the decision to measure performance, specifically the decision of local governments to conduct citizen surveys. It is structured around a fundamental distinction between subjective performance measures obtained for use in decision making and those that are produced solely for their symbolic value. The author suggests that the field of public administration may be taking a simplified view concerning the promotion and adoption of citizen surveys, overlooking important aspects of the decision‐making process of performance‐oriented public managers and neglecting the impact of politics and symbols. Political rationality may undercut managerial rationality in the decision to adopt citizen surveys, and symbolic adoption may be the underlying cause of low levels of information use. This study identifies policies to increase adoption of citizen surveys but cautions that simply promoting the adoption of surveys as inherently good may be a naive and wasteful course of action. Practitioners who have already made the decision to measure subjective performance through citizen surveys, or are facing such a decision, can find in this analysis a structure to assess past decisions or guide future decisions.

Objective: The author presents and discusses discoveries and developments contributing to enhanced electronics maintenance performance. Background: This body of research is viewed from the vantage point of Nick Bond's 1970 Ely Award—winning article in Human Factors, "Some Persistent Myths About Military Electronics Maintenance." Method: Bond identified a set of myths and summarized research that not only produced information and techniques leading to demonstrably improved maintenance performance but also exploded many unfounded beliefs that were commonly held before the research had been conducted and the findings disseminated. Results: The period from 1964 through 1986, as reflected by publications in the journal, was a productive period of research that led to greater understanding of human factors in electronics maintenance and to numerous advances that contributed, ultimately, to more effective maintenance performance. Conclusion: Technological advances, combined with what we learned about maintenance performance, have substantially reduced the maintenance burden and enhanced the maintenance of electronic systems. Application: Some of the principal lessons learned from this research on electronics maintenance apply to understanding the effects of equipment complexity, providing an optimal role for automation, designing more appropriate on-the-job training, and enhancing troubleshooting skills.

Objective: The author reviews the paper by Kroemer (1972) on the design of the split geometry keyboard and the subsequent 35 years of research on the topic. Background: It was first suggested in the 1920s that arm strain in the typist could be reduced by splitting the keyboard into two halves and inclining the two halves laterally. The first systematic research on the split keyboard was conducted by Kroemer in the 1960s and published in his 1972 article. Methods: The literature on split geometry keyboards was identified, and the progression of the research was reviewed. Results: The Kroemer article marked the beginning of a prolonged, worldwide research effort to determine whether and how the split keyboard design might improve comfort and prevent pain in keyboard users. Conclusions: In the early 1990s, split keyboard designs began to be broadly commercially available. Clear evidence of a health benefit of the split keyboards emerged in the late 1990s. By 2006, a split keyboard was the number one—selling keyboard, of all keyboards sold, in the U.S. retail market. Application: The history of research on this topic, the challenges to changing the conventional design, and the broader acceptance of the split design are a success story with lessons for all of us.

Latin America had long been the one region in the world without major ethnic parties, but in recent years a couple of inclusive ethnic parties have registered important electoral victories. A substantial literature maintains that ethnic parties win by mobilizing their base through exclusionary ethnic appeals, but this article argues that such appeals are unlikely to be successful in regions such as Latin America, where ethnic polarization is low and ethnic identification is fluid and multiple. In these areas, inclusive strategies are more likely to be successful. Indeed, some parties, which the author refers to as ethnopopulist parties, have won votes from diverse ethnic constituencies by moderating their discourse, forming cross-ethnic alliances, and formulating a broad populist appeal. This article focuses on the most successful ethnopopulist party to date, the Movimiento al Socialismo (MAS) in Bolivia. It shows how the MAS used an inclusive ethnic appeal and classical populist strategies to fuse traditional populist constituencies—politically disenchanted urban mestizos with nationalist and statist views—to its rural, largely indigenous base. The article also examines the extent to which these arguments can account for the varying performance of other parties in the region.

Abstract  There is a growing need for researchers and service providers to ascertain and track health status and health care utilization among adults with intellectual disabilities as they pass through the lifespan. This paper reports the development and field testing of the Rochester Health Status Survey (RHSS), a survey instrument that identifies incidence, lifetime prevalence, and point prevalence of diseases common in adults, as well as functional abilities and medication usage. The instrument also provides information about health system access and utilization. The survey is designed to be completed from chart review. An initial version of the survey was developed in 1998, revised in 2003, and then validated on a cohort of adults ages 21 to 73 years living in supervised community residences in the U.S. The RHSS includes 51 questions and requires about 45 min to complete. In the present study, data were collected on each subject by 3 different respondents (a service coordinator, a nurse, and when available, a family member). Their responses were compared item by item with the responses of the second author, a developmental disabilities geriatrician, who also completed the survey on each subject. Correlations and Kappa statistics confirmed that the highest agreement scores occurred between nurses and the geriatrician.

Back in the early 1990s when a section of the American foreign policy think tank and the intelligentsia were euphorically forecasting scenarios for the consolidation of western victory in the Cold War, James Woolsey, then head of the US Central Intelligence Agency forewarned that the widely celebrated victory and transition to the post-Cold War era was akin to the West, having slain the dragon (of Soviet threat), now living in a jungle full of poisonous snakes (Woolsey 1993). There can hardly be a better metaphoric representation of the post-9/11 projection of American power in the postcolonial world, especially in Africa. This article argues that the US-led war on terro tends to reinforce the crisis of postcoloniality in Africa by deliberately producing metaphors, images, discourses, doctrines and policies aimed at magnifying and mainstreaming terrorism scares on the turbulent politico-economic landscape of Africa, as a means to justify imperial governance andsupervision. It is a project that ideologically feeds into influential transhistorical discourses and portrayal of Africa as a timespace of infantilism, requiring endless western propping and chaperoning. Evidently, African political regimes serve as satellite collaborators in the enterprise in a trajectory that the author captures within the discursive framework ofpostcoloniality.
