"While the term 'Europe' was used sporadically in ancient and medieval times, it proliferated between the fifteenth and sixteenth centuries, and gained a prevalence in the seventeenth and eighteenth centuries which it did not possess before. Although studies on the history of the idea of Europe abound, much of the vast body of early modern sources has still been neglected. State governments play important parts in water governance, including risk reduction from floods and droughts. A framework for programs should include planning and policy, regulation, and support for local government and basin stakeholders. Analysis of activities in 10 states showed that programs evolved along different trajectories, but federal law and grant funding were determining factors in all. Core regulatory programs for water safety and pollution control are unlikely to change much, but regulation of water allocation will shift in some states. States also play essential roles in financial assistance, although other capacity building programs are unlikely to increase. Planning and policy development are the major areas of needed state activity to help forge holistic solutions to regional water problems. States may find their emerging roles to be unfamiliar territory, and they must study needed institutional change through water framework studies and active dialogues about problems and required responses.

In this article, we draw together aspects of contemporary theories of knowledge (particularly organisational knowledge) and complexity theory to demonstrate how appropriate conceptual rigor enables both the role of government and the directions of policy development in knowledge‐based economies to be identified. Specifically we ask, what is the role of government in helping shape the knowledge society of the future? We argue that knowledge policy regimes must go beyond the modes of policy analysis currently used in innovation, information and technology policy because they are based in an industrial rather than post‐industrial analytical framework. We also argue that if we are to develop knowledge‐based economies, more encompassing images of the future than currently obtain in policy discourse are required. We therefore seek to stimulate and provoke an array of lines of thought about government and policy for such economies. Our objective is to focus on ideas more than argument and persuasion.

In this study, artificial neural network (ANN) for forecasting government size in Iran is applied. The purpose of the study is comparison various architectures, transfer functions and learning algorithms on the operation of network, for this purpose the annual data from 1971-2007 of selected variable are used. Variables are tax income, oil revenue, population, openness, government expenditure, GDP and GDP per capita; these variables are selected based on economic theories. Result shows that networks with various training algorithms and transfer functions have different results. Best architecture is a network with two hidden layer and twelve (12) neuron in hidden layers with hyperbolic tangent transfer function both in hidden and output layers with Quasi -Newton training algorithm. Base on findings in this study suggested in using neural network must be careful in selecting the architecture, transfer function and training algorithms.

Testimony issued by the Government Accountability Office with an abstract that begins "Despite progress in HIV/AIDS drug treatments and the reduction of AIDS mortality in the United States, challenges remain concerning the availability of these drugs for individuals with HIV/AIDS and the prevention of new cases. The CARE Act authorizes grants to the states and certain territories specifically for AIDS Drug Assistance Programs (ADAP) to purchase and provide HIV/AIDS drugs to eligible individuals. In its report issued today, Ryan White CARE Act: Improved Oversight Needed to Ensure AIDS Drug Assistance Programs Obtain Best Prices for Drugs (GAO-06-646), GAO examines the program design of ADAPs in the 50 states, the District of Columbia, and Puerto Rico, their funding sources, and drug purchasing. GAO also reports on state approaches to reducing perinatal HIV transmissions and identifying and notifying partners of HIV-infected individuals."

ABSTRACT This research is a qualitative study by conducting a literature study, method of data collection in this study through two ways; determine the research object and restrictions on research problems that focus on an overview of community and political climate when the process of writing a novel Layali Alfu Lailah with Structuralisme Genetic. The result of this study indicates that the world view of Najib Mahfudz, about spirituality and political ethics are difficult to separated, because both are something inherent.Through this novel, Najib Mahfudz criticized religious in islam who are apathetic to politics, therefore the religious values held by several people, such as middle-class society. contribution of this study this novel Najib Mahfudz alsoexpressed his views to criticize the attitude of subduing themselves to reason in excess and subservience to authority and property, regardless of religious values and humanitarian ethics, as well as an overview of the social classes in Egypt. The issue of spirituality in literature of Najib Mahfudz could be seen from the lack of disagreement of Egyptians who do not carry out God's commands. Although they run, but they are more concerned festive ritual, without understanding the substance. The political ethics of Najib Mahfudz also criticized the attitude of intellectuals, scholars, and scholars, who are too preoccupied with his world so they did not have the social and political role, therefore he promote the concept of democracy socialism which gives freedom of thought and Najib Mahfudz agree with secularism system by rejecting theocracy (Islam) because it cause chaos and misery to people of Egypt.
