Die "Deutsche Stiftung für Internationale Entwicklung" (DSE) wurde 1959 gegründet. Sie ist eine programmführende Organisation im Bereich der personellen Zusammenarbeit der Bundesregierung mit Entwicklungsländern und wird vorwiegend aus Bundesmitteln finanziert. Die DSE plant und realisiert Aus- und Fortbildungsprogramme für Fach- und Führungskräfte aus Entwicklungsländern, fördert den Erfahrungsaustausch zwischen Führungskräften verschiedener Nationen und ist zuständig für die Dokumentation der deutschen Entwicklungspolitik. Die vorliegende Untersuchung gibt einen Überblick über Gründungsgeschichte, Aufgaben, Organisation, Leistungen, Finanzen, Personal und Veränderungen im Selbstverständnis der DSE. Besonderes Augenmerk richtet die Studie dabei auf die Bedeutung der rechtlichen Konstruktion der DSE für ihre Steuerung durch das Bundesministerium für wirtschaftliche Zusammenarbeit, BMZ, auf die Veränderungen in der Gewichtung von Dialog- und Trainingsaufgaben, die Abgrenzung zwischen DSE und Carl-Duisberg-Gesellschaft (CDG) und auf die Dezentralisierung der Zentralstellen der DSE. In her evocative masterpiece, The Alchemy of Race and Rights, published in 1991, Patricia Williams captured a moment in American legal thought that marked a turning point in expressions about race and power, and the implications for social equality. It contained lessons extending beyond America's unique race history, to the general social and political dynamics in liberal democracy that create conditions of privilege and exclusion. She invited us to think about the place of law in the social and institutional practices that sustain status quo hierarchies, despite proclaimed civil rights commitments to justice. She also inspired hope that the role of the lawyer could be one of mutinous agitator—struggling from the inside, using the tools and skills of practice to support the causes of identifiable communities and social movements.

Das Ziel der Arbeit ist es spezifisch zu einem besseren Verständnis chinesischer Institutionsarchitektur beizutragen und somit allgemein Implikationen für chinesische Ordnungsambitionen abzuleiten. Eine neo-institutionalistische Sichtweise dient dabei dem Brückenschlag zwischen internationalen Institutionen und internationaler Ordnung. Untersuchungsgegenstand der Analyse waren Finanzpolitische Institutionen US-amerikanischer (IWF, WB & WTO) und chinesischer (AIIB & NDB) Prägung. Diese wurden unter Anwendung eines angepassten Analyserahmenwerks für Institutionen aus dem Rational Design Projekt von Koremenos et. al. empirisch untersucht. Die Ergebnisse zeigen, dass chinesisch geprägte Institutionen ihren amerikanisch geprägten Pendants weitgehend ähneln. Unterschiede bestehen v.a. in der Stärke der Ausprägung, nicht in ihrer Art. So übt China in 'seinen' Institutionen noch mehr Kontrolle aus, als die USA in 'ihren', u.a. ergibt sich daraus ein steileres Einflussgefälle zwischen den Mitgliedstaaten. This paper presents the main historical stages of the debate around international agreements on tropical products. It shows that: Product agreement plans must be interpreted in light of two essential, historically dated facts: (a) the existence in producer countries of state offices able to administer the volumes exported and control stocks; and (b) the convergence of strategies to enter international trade by so-called "developing" countries with a shared goal of maximizing currency revenues to finance industrialization. The erosion of theses two "pillars" starting in the 1970s was what caused these agreements to fail. The conclusion attempts to draw lessons for current market regulation projects.
