There is strong, and growing, evidence documenting health inequities across the world. However, most governments do not prioritize policies to encourage action on the social determinants of health and health equity. Furthermore, despite evidence concerning the benefits of joined-up, intersectoral policy to promote health and health equity, it is rare for such policy approaches to be applied systematically. To examine the usefulness of political and social science theory in understanding the reasons for this disjuncture between evidence and practice, researchers and public servants gathered in Adelaide for an Academy of the Social Sciences in Australia (ASSA) Workshop. This paper draws together the learnings that emerged from the Workshop, including key messages about the usefulness of various theories as well as insights drawn from policy practice. Discussions during the Workshop highlighted that applying multiple theories is particularly helpful in directing attention to, and understanding, the influence of all stages of the policy process; from the construction and framing of policy problems, to the implementation of policy and evaluation of outcomes, including those outcomes that may be unintended. In addition, the Workshop emphasized the value of collaborations among public health researchers, political and social scientists and public servants to open up critical discussion about the intersections between theory, research evidence and practice. Such critique is vital to render visible the processes through which particular sources of knowledge may be privileged over others and to examine how political and bureaucratic environments shape policy proposals and implementation action.

Libraries all over the world are continually reinventing themselves to meet changing community needs and the increasing opportunities and associated challenges that modern and evolving technologies bring. In response to the current pandemic and to follow the government guidelines about the remote learning programme libraries & librarians face a huge need for real-time information from the faculty, staff member, students and researcher. On another side, financial crisis & cutting budget, unavailability of adequate staff, user awareness etc are the main issues faces by libraries while try to adopt new technologies for accepting the challenges & issues created by this pandemic. On this point, mobile technology, as an economical & affordable technological solution that help libraries to keep abreast of the dynamically changing needs of their clientele and identify the way of delivering user-centred services by surveying the user needs. The current study examines the exponential growth in the mobile communication system, both in terms of technology (generation) & user count, after considering the needs of the user community. In addition, the study sets out the basic steps for introducing a mobile reference service in a library, as well as its future uses and benefits.

This article draws attention to the framing of problems in the history and sociology of Indian science. It argues that physics in postcolonial India cannot be seen in isolation from the political context within which it was embedded and the international circuits within which its work circulated. Further, the article demonstrates how certain experi mental approaches, highly effective from a scientific point of view, depend upon a violent exclusion of all that is social and living from the scientific register. The article draws on the conceptual device of 'landscape', borrowed from critical work in art history, to make the link between different elements of the argument.

This paper examines race & contextual effects, especially as applied to the study of racial politics. Contextual analysis has proven to be an extremely useful technique in political science. Yet there are instances in which it may be misapplied. I argue that some of the findings in the extant literature fail to specific properly the mechanisms by which contextual effects operate, & that such a failure leads to incomplete theorizing about racial politics. I make two basic arguments. The first is that the major theoretical element, group conflict, is underexamined as long as we think of conflict between groups only in terms of mass public attitudes. I suggest, instead, that we pay more attention to elite strategies. The second argument is that group theories seem less generalizable as long as we concentrate on Whites as the only relevant political actors. In summary, I contend that politics are not given priority in contextual models of race. Moving beyond some of the current, more standard applications will allow us to demonstrate empirically a richer picture of how race shapes the political options of certain groups in America, especially Blacks & other minority groups. 26 References. In conditions of deep social differentiation, science, apparently, is not capable of internal integration. As a result, it cannot fully participate in political life as an independent and equal subject. Turning to the figure of Alexander von Hum­boldt, the author reconstructs a certain "workaround" of the possible influence of scientists on politics and science management. The importance of the Humboldt brothers for world science in general and Russia, in particular, can hardly be overestimated. Alexander von Humboldt was a specialist in the widest range of disciplines: astronomy, geology, mineralogy, chemistry, biology, and many oth­ers. He stood at the origins of modern geography. Today he is called the herald of globalized science. At the same time, during his journey, the first world global network of scientific research was finally completed, the famous network of geo­logical stations, which made it possible to simultaneously record natural and cli­matic changes in Europe, Russia, and the United States. Today, in an age of fatal environmental change, this endeavor's relevance has finally become common knowledge. The article proposes the idea of the possibility of a mutually benefi­cial "rational exchange" between science and politics, which is interpreted by the author in the systemic-communicative concept of "structural conjugation".

Abstract
The interface between science and law has been much debated in various fields of international law and the World Trade Organization (WTO) has been one of the main forums. Notably, WTO disputes, such as EC – Hormones and EC – Biotech, have drawn controversies and criticisms over the role of science in WTO law. Korea – Radionuclides – also known as the Fukushima case – calls upon us to reconsider an under-analysed perspective regarding science and law. While the Fukushima accident marked the first massive radionuclide release into the ocean with significant uncertainties and complexities, Korea – Radionuclides did not touch upon any 'science-based' obligations under the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement). Thus, it stands out as a unique dispute in the 25 years of the SPS case law. This article unpacks Korea – Radionuclides, challenging and rethinking the assumed dichotomy between science-based and non-science-based obligations under the SPS Agreement. Our critical examination of Korea – Radionuclides suggests that science plays an important role even in the discussions of non-science-based obligations. In contrast to the conventional wisdom of the science/non-science dichotomy, we further argue that the normative integrity and raison d'être of the SPS Agreement in fact rest upon the inextricable nexus and integration between science-based and non-science-based obligations.

Science walks on two legs. One leg consists of asking: How things are? This leads to observation, measurement, graphing, and statistical description. The other leg consists of asking: How things should be, on logical grounds? This leads to logical models that should become quantitatively predictive. Science largely consists of such models, tested with data. Developed science establishes not only connections among individual factors but also connections among these connections. As an illustration, I use laws about human activity I have found. But social sciences often take the lazy road of fitting raw data with a straight line or some fashionable format, unaware of the need to think and build models based on logic, as stressed by Karl Deutsch.
