The Order of the International Court of Justice (ICJ) of January 23, 2020 on the Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar) might form a preliminary starting point for this brief address. The Order confirms that public international law defines through international treaties, customary international law, and general principles legally binding commitments and rights of states. As a matter of consequence, based upon those norms, judgments, orders, and awards of international courts and tribunals are legally binding on the parties to the dispute in question to the extent the adjudicating body has jurisdiction.

The International Tribunal for the Law of the Sea is an international court with competence to settle disputes concerning the law of the sea. This volume contains the Judgments and Orders delivered by the Tribunal in the year 1997 in English and French. The Tribunal is a central forum for the settlement of disputes relating to the interpretation and application of the United Nations Convention on the Law of the Sea under the comprehensive system for the settlement of disputes established by the Convention. The Tribunal has exclusive and binding jurisdiction in certain instances. The Tribunal's Seabed Disputes Chamber has compulsory jurisdiction over conflicts concerning seabed activities. The Tribunal is open to States, international organizations and other entities. Le Tribunal international du droit de la mer est une juridiction internationale qui a compétence en matière de règlement des différends relatifs au droit de la mer. Le présent volume contient le texte en français et en anglais des arrêts et ordonnances rendus par le Tribunal au cours de l'année 1997. Dans le cadre du système global de règlement des différends établi par la Convention des Nations Unies sur le droit de la mer, le Tribunal est l'instance centrale pour le règlement des différends relatifs à l'interprétation et à l'application de la Convention. Espionage, an area of state activity which is vital to international relations, yet which is unregulated by international law, is coming to assume increasing importance in the `New World Order'. International Law and Espionage examines four major areas of public international law: freedom of information and human rights, diplomacy, territory, and armed conflict. A detailed analysis is given of their theoretical and practical connection to the practice of espionage. The relevance of international law to espionage is clearly demonstrated, not least by the absence of any official link between the two (save in time of war).
