Lytinio švietimo programų analizė krikščioniškosios moralės kontekste ; Analysis of sex education programs in the context of destructive social phenomenons in society and christian morality
This essay introduces a short analysis of the actuality that is designed to the research of reality of the virtuous education. The essay is dedicated to the educational reality and theoretical urgency of this area. The tendencies appearing in the society are not only due to the social and economic life; they also depend on education in the society, especially on the programs of sexual education applied in educational institutions (schools). In Lithuania after regaining of independence in 1990, more and more destructive social problems, such as spread of sex before marriage, trying to change marriage into cohabitation, cultivating early sexual life can be noticed. The consequences of these destructions are obvious in Lithuania: during ten years period the number of marriages has reduced twice in a year, the number of children born not in a marriage has become four times bigger. "A strong" move towards a limited reproduction has become obvious. In the meantime, moral education in schools, especially its form - sexual education, has become simply impossible. Thus, parents and teachers, as educators are being replaced by other subjects: TV and radio journalists, showmen of discos and other mass events, "heroes" of yards and streets, even the representatives of "shadow" narco and porno business. This article broadly analyzes the urgent problem: evaluation of the USA experience of "Comprehensive Sex Education" and other pedagogic (etiologic) approaches are postulated. It is stated that more social control from government and non-government organizations is needed. It is necessary to apply other educational programs orientated towards cultivating high spirituality and chastity at schools. The problem under discussion is presented in wider social economic context (not only Lithuanian). This kind of phenomenon has a tendency to spread out as social tectonic wave, and its neutralization, similar to prevention of terrorism, gains a global character.

The part played by the Hudson's Bay Company in western Canadian education, 1821-1869
One frequently finds in the history of pioneer days in Western Canada references to assistance given by the Hudson's Bay Conpany to the settlers and Indians, but there has never been a complete description of the Company's assistance to educational enterprises in the West. The purpose of this study is to test the hypothesis that the Hudson's Bay Company provided significant support for education in Western Canada during the period 1821-69. (The investigation was entered nearly completely on this half century because before 1821 the Company never exercised the monopoly which its charter had given it, and in 1869 it gave up its monopoly and its government to Rupert's Land. )

Arabization and Islamization in the Making of the Sudanese 'Postcolonial' State (1946-1964): Cultural Representations, Political Strategies and School Practices
International audience ; Scholars have depicted the Arabization and Islamization of Sudan either as two parallel, centuries-long processes or as a set of interrelated state policies in the postcolonial era. This article contributes new chronological and empirical insights into the growing conflation of Arabic, Arabness and Islam in twentieth-century Sudan. First, it locates state efforts at Arabizing and Islamizing the South one decade before independence (1956) within the context of British imperial retreat and Northern Sudanese empowerment. Second, it examines how language and religion were increasingly enmeshed in cultural representations and school practices, even if the two were strategically distinguished in political discourses. The article assesses Southern Sudanese experience of forceful Arabization and Islamization, suggesting that cultural definitions of the nation and the access to educational, political and economic resources remain at the heart of the current citizenship crisis in Sudan and South Sudan. ; Les historiens du Soudan ont décrit l'arabisation et l'islamisation du pays comme deux processus parallèles sur la longue durée ou comme des politiques étatiques étroitement liées à l'ère postcoloniale. Cet article apporte un nouvel éclairage chronologique et empirique sur l'intrication croissante de l'arabe, de l'arabité et de l'islam dans le Soudan du XXe siècle. Il situe les politiques d'arabisation et d'islamisation du Sud une décennie avant l'indépendance (1956), dans le contexte du retrait impérial britannique et de la montée en puissance des élites nord-soudanaises. L'analyse montre que si les représentations culturelles et les pratiques scolaires alimentèrent la confusion entre langue et religion, elles coexistaient avec des stratégies politiques visant à dissocier arabe et islam. State fragility and post-conflict state-building: an analysis of South Sudan conflict (2013-2019) ; DEVLET KIRILGANLIĞI VE ÇATIŞMA SONRASI DEVLET İNŞASI: GÜNEY SUDAN ÇATIŞMASININ ANALİZİ (2013-2019)
The South Sudan conflict flared up in 2013 hardly two years after successful secession from Sudan. This autonomy was achieved after more than two decades of intense fighting between the tribes from the north and south regions of Sudan. However, the path to creating a new united and modern state has been challenging for South Sudan. This article explores post-conflict reconstruction for Africa's newest state through an in-depth analysis of the conflict narratives, peace processes, humanitarian crisis and the challenges of state-building for South Sudan. The article argues that the challenge to the establishment of a strong and stable South Sudanese state is because of the fragile social, political and economic status that the country inherited at independence. This article also identifies that ethnicity has been exploited by the different political actors in the conflict to achieve personal and group interests leading to outbreak of one of the most intense conflicts not only within Africa, but also globally. ; Güney Sudan çatışması, 2013 yılından itibaren, bölgenin Sudan'dan başarılı bir şekilde ayrılmasından yaklaşık iki yıl sonra, yükselişe geçmiştir. Güney Sudan'ın bu özerkliği, Sudan'ın güney ve kuzey bölgelerinde yer alan yerel grupların yirmi yılı aşkın bir süredir devam eden yoğun çatışmaları sonrası sağlanmıştır. Ancak, Güney Sudan için yeni, birleşik ve modern bir devlet inşası halen önemli sorunları bünyesinde taşımaktadır. Bu makalede, Afrika'nın en yeni devletinin çatışma sonrası yeniden inşa süreci; insani krizler, barış süreçleri ve Güney Sudan'ın devlet inşası sürecinde karşılaştığı temel problemler ekseninde, derinlemesine analiz edilmektedir. Makalede, güçlü ve istikrarlı bir Güney Sudan'ın kurulmasının önündeki en önemli engeller olarak bağımsızlık sürecinden miras kalan kırılgan toplum yapısı, istikrarsız ekonomik ve siyasi yapı ifade edilmektedir. Makalede etnisite kavramı, sadece Afrika'da değil küresel eksende de en yoğun çatışmalardan biri olan Güney Sudan'da, farklı siyasal grupların bireysel ve kolektif çıkarların gerçekleştirilmesi amacıyla istismar edilmiş bir araç olarak tanımlanmaktadır.

Effects of deregulation and performance on government accountability: Role of trust in Korea, Japan, and the United States

Public administration has been struggling to address the balance between conflicting government values. Trust in the study is employed as nodal value to reconcile modern management dilemma concerning conflicting relationships between performance and accountability and between discretion and accountability. Using 2012 International Social Survey Program data, this paper analyzed the moderator and mediator role of government trust among discretion, performance, and accountability in cases of South Korea, Japan, and the United States.This study used factor analysis and ordinary least square multiple regression analysis. The statistical results partially confirmed the hypotheses regarding the mediating and moderating role of trust: (a) the moderating effect of the trust on the relationship between performance and accountability in South Korea; (b) the moderating impact of the trust on the relationship between deregulation and accountability in Japan; and (c) when governments work well, it leads to high level of trust, in turn followed by high accountability in the United States and Japan.
