PurposeThe purpose of this paper is to make a case for an international clearing house.Design/methodology/approachThe systems postulate is used: the whole is greater than the sum of the parts. Specifically, the 2007 Godley‐Lavoie model is exploited.FindingsDomestic banking arrangements are institutionally fragile; they import stability from their central banks. In like manner, relations between central banks must be conducted under a common metric, a world money.Originality/valueThe paper shows that a technical argument for a multilateral clearing house will not be found. ZusammenfassungDer Gegenstand des Beitrags ist der schweizerische Rechtsextremismus im internationalen Vergleich. Auf breiter Datenbasis wird gezeigt, dass der Umfang des rechtsextremen Potentials in der Schweiz bestenfalls nur geringfügig unter dem Durchschnitt anderer westeuropäischer Länder liegt. Für die geringe Grösse des rechtsextremen Potentials und das Fehlen einer starken und stabilen rechtsextremen Partei oder Organisation lassen sich mindestens fünf Gründe angeben: Die bisherige Vermeidung von Verunsicherungen durch schwere Wirtschafts‐ und Beschäftigungskrisen und durch Globalisierungsprozesse; die politische Kultur der Schweiz, die sich anderen Ländern gegenüber besonders durch die breite Unterstützung der Grundrechte auf eigene Sprache und Kultur auszeichnet; die direkte Demokratie, in der rechtsextreme Einstellungen temporär politisch relevant werden können, ohne dass sie institutionell stabilisiert würden; das System der etablierten bürgerlichen Parteien, die den grössten Teil des rechtsextremen Potentials politisch integrieren; die programmatische Ausrichtung der potentiell rechtsextremen Parteien, die sie daran hindert, zum zeitlich stabilen organisatorischen Zentrum eines starken schweizerischen Rechtsextremismus zu werden.

Genocide is widely seen as a phenomenon of domestic politics, which becomes of international significance because it offends against international law. Hence there are as yet inadequate International Relations analyses of the production of genocide. This article challenges the idea of the domestic genesis of genocide, and critiques the corresponding approach of 'comparative genocide studies' which is dominant in the field. It analyses the emergence of more fruitful 'relational' and 'international' approaches in critical genocide studies, while identifying the limitations of their accounts of the 'international system'. As first steps towards an adequate international account, the article then explores questions of the international meaning and construction of genocidal relations, and of international relations as the context of genocide. It argues for a historical and sociological approach to the international relations of genocide, and examines 20th-century European genocide in this light. Arguing for a broader conception of this historical experience than is suggested by an exclusive focus on the Holocaust, the article offers an interpretation of genocide as increasingly endemic and systemic in international relations in the first half of the century. It concludes by arguing that this account offers a starting point, but not a model, for analyses of genocide in global international relations in the 21st century. Der Beitrag untersucht die Reaktionen internationaler Organisationen im Bereich der Finanzmarktregulierung auf ihre offensichtlichen Fehleinschätzungen der Finanzmarktstabilität vor der Finanzmarktkrise 2007/08. Organisationen wie die OECD, der IWF und die BIZ, aber auch internationale Foren wie das Financial Stability Board, reagierten auf die Krise mit einer Verschiebung ihrer Empfehlungen hin zu makro-prudentieller Regulierung, allerdings in unterschiedlichem Ausmaß und mit unterschiedlicher "innerer Überzeugung". Die "innere Überzeugung" der untersuchten Organisationen ruht in ihren Stäben, kurz ihrer Verwaltung. Daher rückt der Beitrag die Lernkurven der Verwaltungsstäbe in den Mittelpunkt und untersucht den Einfluss unterschiedlicher "Verwaltungsstile" auf Wandlungsfähigkeit und Resistenz gegen Veränderung der jeweiligen "cognitive maps" unter krisenhaften Bedingungen. Der Beitrag beruht auf interviewbasierten Fallstudien in der OECD und dem IWF.
