Bu tez, üçüncü sektörü ve kiliseler için ilk hükümet yardım sistemi olan "Bir ve Yüzde Bir" yasasını vurgulayarak Macar üçüncü sektörünün büyümesini analiz etmeyi amaçlamıştır."Bir ve Yüzde Bir" yasasına göre, vergi mükellefleri yıllık vergi indirimlerinin yüzde 1'ini sivil toplum kuruluşları için, diğer yüzde 1'ini de kiliseler için ayırabilir. "Bir ve Yüzde Bir" yasası, komünizm sonrası zayıflamış bir sivil toplum içinde hükümet dışı alanı desteklemek için yeterli midir? Bu tez, Macar sivil toplumunda "Yüzde Bir" yasasının ortaya çıkışını ve uygulanmasını tartışmış ve sivil toplum örgütleri üzerindeki etkilerini araştırmıştır. Tez ayrıca, bu yasanın sivil toplumun hayırseverlik alışkanlıklarını nasıl etkilediğini de incelenmektedir. Bu tez, Macaristan'daki sivil toplum örgütleri, vakıflar ve dernek temsilcileriyle yapılan derinlemesine görüşmelerden, bu konudaki bilimsel çalışmalardan, vakıflar ve dernekleri kapsayacak bir biçimde arşiv verilerinden ve 1949'dan 2018'e kadar hükümet idaresinin tarihçesinden faydalanılarak yazılmıştır.iiBu tezde, halen maddi sorunlar yaşayan Macaristan üçüncü sektörünün gelişmesi için "Bir ve Yüzde Bir" yasasının yeterli olmadığı iddia edilmektedir. Bu mali desteğin alıcılarını vergi mükellefleri belirlese de, kaynak esas olarak hazineden gelmektedir. Bu nedenle Macar toplumunun, Macaristan'ın üçüncü sektörünün geliştirilmesine ve genişletilmesine daha fazla kaynak ayırması ve devleti de bu kaynakların hızlı ve eksiksiz bir biçimde sivil toplum kuruluşlarına ulaştırılması yönde zorlaması gereklidir. DR. ERHAN DOĞAN2020After the collapse of the Soviet Union, there were several changes between the Hungarian government and the nongovernmental institutions' relationship. Under the Communist order, it was forbidden to create a sovereign civil society organization. The establishment of an independent third sector has become one of the main concerns at the beginning of the democratic era. This thesis aimed to analyze the growth of the Hungarian third sector, highlighting the "One and One Percent" law, which is the first governmental aiding system for the nongovernmental sector and the churches. According to the "One and One Percent" law, taxpayers can allocate one percent from their annual tax deductions to members of the nongovernmental sector and an additional one percent for churches. Is the "One and One Percent" law sufficient enough to supportivthe nongovernmental sphere within a weakened, post-Communist civil society? This dissertation discussed the emergence of Hungarian civil society and the implementation of the "One and One Percent" law within the Hungarian context and explored its effects on the nongovernmental sector. Additionally, it discusses how this law influences the philanthropic habits of the Hungarian civil society. The thesis was conducted secondary scholarly studies, archival data from Hungary about the nongovernmental organizations, including foundations, and associations and the history of the government administration from 1949 to 2018.The thesis argues that the "One and One Percent" law is not sufficient for the expansion of the Hungarian third sector, which still experiences financial and material deficits. Even though taxpayers determine the recipients of this financial support, the funding originates from the government's aid framework. Therefore, it is essential to encourage civil society organizations to invest more in the progress and expansion of the Hungarian third sector by the state administration. Siyaset ve iletişim kavramları günlük hayat ilişkilerini yönlendirmektedir. Bu iki kavramın bir araya gelmesiyle oluşan siyasal iletişim ise, en çok uğraş verilen çalışma alanları içerisinde yer almaktadır. Bu açıdan bakıldığında siyasal adayların, seçmenleri etkilemek amacıyla siyasal iletişim uygulamalarına daha çok önem verdikleri görülmektedir. Bu bağlamda yerel seçimlerde siyasal adayın imajı ve bu imajın seçim döneminde seçmenler üzerindeki etkisi, araştırılması gereken bir konu olarak karşımıza çıkmaktadır.Bu çalışmayla 2014 Konya Yerel Seçimleri sürecini siyasal iletişim kavramları açısından incelemeye yönelik olarak, seçmenin kararında etkili olan, adayların imajına etki eden faktörlerin ne olduğu ve nasıl değiştiği üzerine odaklanılmaktadır. Çalışma bu yönüyle, hem adaylar hem de seçmenler açısından, siyasal iletişimde ortaya çıkan sorunların tespiti ve çözümü, daha sağlıklı bir seçim sürecinin oluşumu için alan araştırmasına dayalı veriler sunmaktadır.Araştırmanın evrenini, Konya merkezde yaşayan ve oy verme hakkına sahip olan vatandaşlar oluşturmaktadır. Örneklem seçiminde rastlantısal örneklem alma tekniği esas alınmıştır. Araştırmada katılımcılara yüz yüze anket uygulanmış, 388 anketin analiz için uygun olduğuna karar verilmiştir. Verilerin analizinde; faktörlerle çeşitli değişkenler (katılımcıların parti bağımlılığı, oy verme karar zamanları, siyasal kimlikleri, oy vermede etkili faktörler, aday yüz yüze görüşme durumu ve 2014 Yerel Seçiminde oy verilen parti) arasındaki ilişkinin anlamlılığını ortaya koymak için Tek Yönlü Varyans Analizi (ANOVA) kullanılmıştır. Çoklu karşılaştırmalarda Tukey Testi esas alınmıştır. Cinsiyet ile faktörler arasındaki ilişki ise Bağımsız Örneklem T- Testi ile ortaya konulmuştur.Araştırma bulgularına göre Konya'da yaşayan seçmenler yerel seçimlerde adayın partisini ve adayın kendisini oy verirken daha çok önemseyerek tercihlerini bu yönde kullanmaktadırlar. Araştırmaya katılanların partiye olan bağlılıkları güçlendikçe, oy vermede adayın kendisini daha etkili bulmaktadırlar. Yine seçmenlerin siyasal kampanya ve konulara ilgi düzeyleri arttıkça, parti bağlılık düzeylerinde de bir artış yaşandığı tespit edilmiştir. Katılımcıların siyasal kampanya ve konulara orta düzey ilgi gösterdikleri dikkat çekmektedir.Siyasal bilgilenme açısından takip edilen ve önemsenen kitle iletişim araç ve yöntemleri incelendiğinde; aritmetik ortalama değeri açısından önemsenen iletişim araçları içerisinde televizyon ilk sırada yer almaktadır. Bunu adayın miting ve toplantıları, aile ve yakın çevre izlemektedir.Araştırma sorularına cevap veren seçmenlerin büyük çoğunluğu belediye başkanlığı seçimleri için adayın mesleğinin çok önemli olmadığını ve bunun yanında mimar ve mühendisliğin aranan bir meslek olduğunu ifade etmektedirler.30 Mart 2014 Konya Büyükşehir Belediye Başkanlığı seçimlerinde en çok oy verilen partiye bakıldığında katılımcıların yüzde 58.2'si AK Parti'yi desteklediklerini ifade etmişlerdir. Yine araştırmaya katılanların yüzde 63.6'sı sağ seçmen grubunda yer almaktadır. Konya örneğinde yürütülen bu yerel seçim araştırmasının bulguları; katılımcıların yarıdan fazlasının seçim öncesinde hangi partiye oy vereceği belli olan seçmenlerden oluştuğunu göstermektedir. ; The concepts of politics and communication are directed the everyday life. The political communication which is blended with these two concepts, is included one of the field of occupation. Within this scope, it is clear that political candidates give more importance to political communication practices in order to influece the voters. Therefore, the style of political candidates and the impact of the style over the voters during local election are the subject to be analysed.This article focuses on the factors affected on the decisions of voters and the factors affected on political candidate with the scope of political communication concepts observed during 2014 Konya Local Elections. The article submits the date based on field survey regarding the problems and solutions occured in the political communication both the perspective of voters and candidates together with healthier voting process.The population is included the citizens who live in Konya city center and carry the right to vote. Accidental sampling is based on for the sampling process. Face to face questionnarie was conducted during the research and 388 of the surveys was evaluated as applicable. One-Way Analysis of Variance (ANOVA) was conducted in order to reveal the meaningfulness the relation within the various variables such as the political party dependency of the attendees, voting decision time, political identification, the factors affected on voting, the status candidate of face to face interaction, the political party voted at 2014 Local Election. Tukey's test is based on for multiple comparisons. The factors related with gender is based on Independent Sample T- test. In accordance with the findings, the voters loceted in Konya give more importance and prefer the party of the candidate and the candidate himself while voting. It was observed that the stronger the voter advocate the political parties, the more possible the voter vote for the candidate. Furthermore, if the attention of voters go up towards the election campaigns, it was analysed that their independency level goes up, too. However; it was pointed out that the attendees show moderate interest in election topics and campaign.As per analysing mass media and its methods which are followed and minded for political informing by voters, television takes place on the top based on the arithmetic avarage. It is succeeded by "public demonstration" and "family and immediate environment". The majority of the attendees do not regard the occupations of the candidates as an important factor for mayorship election. However, the occupations such as artchitecture, engineering are prefered. When the most voted party is analysed at Konya Metropolitan Municipality Election on 30th March, 2014, 58.2 % of attendees stated that they voted for Justice and Development Party (AK Parti). The findings based on the related local election, shows that the attendees consist of the voters who take their choice before the election occurs. Besides, 63.6 % of the attendees are on the right wing.

Bu çalışmada genel olarak, katılımcı demokrasinin gelişmesi, halkın bilgiye, kamu hizmetlerine erişiminin artırılıp, toplum yararına sunulmasına yönelik bir tespit amaçlanmıştır. Özel olarak, e-devlet ve e-yönetişimin temel kavram ve uygulamalarından olan e-katılım olgusunu yerel düzeyde ölçmek amaçlanmıştır. Bu amaçla Bursa il merkezinde yaşayan vatandaşların e-katılım potansiyeli öncüllerinin, ekatılım potansiyeli üzerindeki etkisi araştırılmış ve yerel yönetimlere stratejik birtakım önerilerde bulunulmuştur. E-bilgi sağlama, e-danışma mekanizmasını sağlama ve e-karar verme göstergelerinin e-katılım kavramı ile etkileşiminin analiz edilmesinde e-katılım olgusuna ait ölçütler temel alınmıştır. Bu kavram gelişmiş ülkelerde kabul görmüş, bireysel katılım ve karar vermeyi destekleyerek daha fazla bireyselleşmenin önünü açmıştır. Bu düzeyde karakterize edilen bir katılım, gerek yönetilenlerin kendi arasında gerekse de yönetenler ile yönetilenler arasında ulaşılabilirlik ve açıklık boyutu ile daha fazla çözüm odaklı bir iletişimi ifade etmektedir. Bu model politik katılım, demokratik katılım ve geleneksel politik davranışlara yeni bir bakış açısı getirmiştir. Günümüzde bireysel katılımın gerçekleştirildiği en yenilikçi ve etkili araç olarak sosyal medya araçlarını görmekteyiz. E-katılım başlığı ile tanımlanan, sosyal medya araçlarının yaygın olarak kullanıldığı bir katılım biçimini ifade etmektedir. E-katılım yeni bir kavram olarak kabul görmekte ve gelişmiş ülkelerde yönetişim süreçlerinde önemli bir model olarak gündemde yerini almış ve almaya devam etmektedir. Bu bağlamda bu doktora çalışması, yerel yönetimlerde e-katılım potansiyelini ölçmeyi, hangi faktörlerden nasıl ve ne şekilde etkilediğini, buna bağlı olarak yerel yönetim sistemlerinin yönetişim kavramı bağlamında iyileştirilmesine nasıl bir katkının sağlanacağının araştırılarak, yerel yönetimlere stratejik önerilerde bulunmak amacı ile gerçekleştirilmiştir. Analizlerde ve model çalışmasında bu alanda kabul görmüş yayın ve çalışmalarda kullanılan, BM E-Devlet Araştırması için ek bir endeks olarak türetilmiş olan E-katılım endeksi (EPI) (https://publicadministration.un.org, 05/08/2020), veya ekatılım olgunluk düzeyi (unsurları) olarak da nitelendirilen ölçütler kullanılmıştır. Bu ölçütler, e-bilgi sağlama, e-danışma ve e-karar verme'dir. Çalışmada yerli ve yabancı yazında bulunan kaynakların tamamı incelenerek bir sentez oluşturulmuştur. Literatür taraması ve istatistik, sayısal yöntemler ve pazarlama alanındaki akademisyenlerin dâhil olduğu bir nitel araştırma ile veri toplama formu (anket) son haline getirilmiştir. Oluşturulan bu anket formu ile "E-katılım kavramının vatandaş nezdinde potansiyeli nedir?" ve "E-katılım potansiyeli unsurlarının e-katılım üzerindeki etkileri nedir?" sorularına cevap aranmıştır. E-katılım potansiyelini ölçmek için hazırlanan anket formunun her bir boyutu için yer alan sorular literatüre uygun olarak 5'li likert tipi olarak hazırlanmıştır. Araştırma evreni Bursa ili Osmangazi, Yıldırım ve Nilüfer ilçelerinde 18 yaş üzeri bireyleri içermektedir. Araştırma örneklemine girecek birimlerin (ilçelerin) belirlenmesinde, ilgili oranlar, küme örneklemesi yöntemi ile belirlenmiştir. Her bir ilçe için örneklem hacminin belirlenmesinde ise kota örneklem yöntemi kullanılarak ilçenin Bursa nüfusu içerisindeki oranı örneklem oranına eşdeğer alınmıştır. Verilerin analizinde SPSS ve PLS-SEM programları kullanılmıştır. Araştırma verilerinin analizi iki temel kısımdan oluşmaktadır. Birinci kısımda, anket ile toplanan verilerin frekans analizi sonuçları yer almaktadır. İkinci kısımda ise, araştırma modelinin test edilmesi ile ilgili analiz bulguları yer almaktadır. Model sonuçları incelendiğinde, H1, H2 ve H4 nolu hipotezler kabul görmüş, H3 hipotez desteklenmemiştir. Ayrıca "e-bilgi sağlama"nın, "e-karar vermeyi" 0,516 katsayısı ile etkilediği tespit edilmiştir. "E-danışma sağlama"nın, "e-karar vermeyi" 0,354 katsayısı ile etkilediği tespit edilmiştir. Diğer bir hipotez olan "e-danışma sağlamanın", "ekatılım" üzerindeki etkisi istatistiksel olarak anlamlı bulunmamıştır. "E-karar verme"nin "e-katılım" üzerinde 0,592 katsayısı ile etkili olduğu bulunmuştur. Yol katsayıları incelendiğinde "e-karar verme"nin "e-danışma sağlama" ve "e-bilgi sağlama" tarafından açıklanma oranının 0,715 olarak bulunduğu benzer şekilde "e-katılım"ın "e-danışma sağlama" ve e-karar verme" tarafından açıklanma oranının da 0,676 olduğu görülmektedir. Elde edilen modelleme bulgularına dayanılarak yerel yönetimlere stratejik önerilerde bulunulmuştur. ; In this study, in general, a determination aimed at developing participatory democracy, increasing the access of the public to information and public services and presenting them for the benefit of society. In particular, it is aimed to measure the phenomenon of e-participation, which is one of the basic concepts and applications of egovernment and e-governance, at the local level. For this purpose, the effect of the eparticipation potential precursors of the citizens living in the city center of Bursa on the e-participation potential has been researched and some strategic suggestions have been made to the local administrations. In analyzing the interaction of e-information, e-consultation mechanism and edecision-making indicators with the concept of e-participation, the criteria of eparticipation are based on. This concept has been accepted in developed countries, and has led to more individualization by supporting individual participation and decision making. Participation, characterized at this level, refers to a more solution-oriented communication, with the dimension of accessibility and openness, both between the rulers and between the rulers and the ruled. This model brought a new perspective to political participation, democratic participation and traditional political behavior. Today, we see social media tools as the most innovative and effective instrument for individual participation. E-participation refers to a form of participation where social media tools are widely used. E-participation is accepted as a new concept and has taken its place on the agenda as an important model in the governance processes in developed countries. In this context this doctorate study aims to making strategic suggestions to, by measuring the potential of e-participation at local governments. Also in this study performed how and in what way e-participation affected and by researching how to contribute to the improvement of local management systems in the context of governance. In the analysis and model study, the criteria used in publications and studies accepted in the field, which are derived as an additional index for the UN EGovernment Research, which are also defined as the e-participation index (EPI) or the level of e-participation maturity (elements). These criteria are e-information provision, e-consultation and e-decision making. In the study, a synthesis was created by examining all the sources in the local and foreign literature. Literature review and statistics, have been finalized by taking opinions of academicians in numerical methods and marketing area after a qualitative research. With this questionnaire form, answers were sought for the following questions: "What is the potential of the e-participation concept for the citizen?" and "What are the effects of e-participation potential premises on e-participation?". The questions for each dimension of the questionnaire form prepared to measure the potential of e-participation were prepared as a 5-point Likert type in accordance with the literature. The universe of study includes individuals over the age of 18 in Bursa, Osmangazi, Yıldırım and Nilüfer districts. The ratios of the units (districts) to be included in the research sample were determined by cluster sampling method. In determining the sample volume for each district, the rate of the district in Bursa population was taken as equivalent to the sample rate by using the quota sampling method. SPSS and PLS-SEM programs were used to analyze the data. Analysis of research data consists of two basic parts. In the first part, the frequency analysis results of the data collected by the survey are included. In the second part, there are analysis findings related to testing the research model. According to the model results, the H1, H2 and H4 hypotheses were accepted, the H3 hypothesis was not supported. Also, it has been found that "e-information provision" affects on "e-decision making" with the coefficient of 0,516. It has been found that "providing e-consulting" affects on "e-decision making" with the coefficient of 0,354. Another hypothesis, "providing e-consultation", had no statistically significant effect on "e-participation". It has been found that "e-decision making" affects on "e-participation" with the coefficient of 0,592. The explanation ratio of "e-decision making" for "providing econsultancy" and "providing e-information" was found to be 0.715, similarly, the explanation ratio of "e-participation" for "providing e-consultancy" and "e-decision making" was found to be 0.676 when the path coefficients are examined. Based on the modeling findings obtained, strategic suggestions were made to the local governments.

Antropolojinin eleştirel yaklaşımını bu şekilde ortaya koyduktan sonra, bu yaklaşım aracılığıyla avrupamerkezciliğin büyüsünü bozmak için iyi bir örnek teşkil eden Japon modernleşmesinin analizine giriştik. Japon modernitesinin bize doğruladığı gibi, reel modernite elemanları Batı'ya özgü olan bir toplumsal durumdur ve bizi avrupamerkezci olmayan bir modernite üzerine düşünmeye yönlendirecek başka bir modernite için vazgeçilmez değildir. Nous considérons que le miroir eurocentrique produit des images inversées de l'Autre. Or le problème est de reconnaître l'Autre en tant que tel, c'est-à-dire dans sa spécificité culturelle et, partant, de concevoir des modernités qui seraient spécifiques à la société étudiée. Dans ce cadre, nous profitons de l'approche de l'anthropologie moderne qui se proposerait une lecture démystifiant l'eurocentrisme. Il nous paraît que, grâce à ses aspects comparatif et multidimensionnel, l'anthropologie est susceptible d'édifier des modèles universels qui metteraient en valeur les particularités culturelles des sociétes non-occidentales et, partant, de présumer plusieurs trajectoires du développement socio-politique. L'analyse de la modernisation du Japon est un bon exemple pour démystifier l'eurocentrisme du point de vue que nous présentons. La modernité japonaise nous vérifie que la modernité réellement existante est un état social dont les éléments sont particuliers à l'Occident et non indispensables à une autre modernité qui nous menerait vers la conception d'une modernité non-eurocentrique. Il en résulte qu'il faut construire des modèles du développement socio-politique adaptés à l'universalité ou, d'une manière plus juste, à la capacité universelle de toute culture. Ceci serait nécessaire pour s'émanciper à la fois contre la menace de l'eurocentrisme et contre la menace de l'authentisme.

anemon ; Democracy is indispensible in the states having a republican regime. Correspondingly, there must be a mechanism that controls the power so as to be operative in real sense. If there is no such a mechanism within the system , the the name of the management system is Republic but it remains invalid in terms of content. Nowadays, the foundations which confer functionality to the control mechanisms can be classified as government agencies, civil society organizations and political parties. However, it is impossible to mention that such institutions of the Republic existed in Turkey in the 1920s. Because settling the process of reforms in the society is a process that still continues. Surely, In this process, there will be a section that shows dissenting voices to the new implementations. One of these is the Progressive Republican Party (Terakkiperver Cumhuriyet Fırkası) which was foundedby the people within the parliament of that period. This article will focus on the short lifespan -the seven months- of the first opposition party in the history of the Turkish and how that opposing voices was silenced by the law called Takrir-i Sükûn ; Demokrasi, rejimi Cumhuriyet olan devletlerin olmazsa olmazıdır. Buna mukabil, demokrasinin gerçek anlamda işlerlik kazanabilmesi için, iktidarı denetleyen bir mekanizma olmalıdır. Şayet sistemin içerisinde böyle bir mekanizma bulunmuyorsa yönetim sisteminin adının Cumhuriyet olması, muhteva açısından içi boş bir kelime olarak kalır. Günümüzde bu denetim mekanizmasına işlerlik kazandıran oluşumlar içerisinde devlet kurumları, sivil toplum örgütleri ve siyasi partiler sıralanabilir. Ancak Türkiye' de Cumhuriyet' in kurulduğu 1920'li yıllarda böylesi kurumlardan bahsetmek imkânsızdır. Çünkü inkılâpların toplum içerisinde oturtulması süreci halen devam etmektedir. Bu süreçte elbette ki yeni uygulamalardan rahatsız olan bir kesim varlık gösterecek muhalif sesler yükselecektir. Bu oluşumlardan biri de dönemin parlamentosu içerisinde bulunan şahıslar tarafından kurulan Terakkiperver Cumhuriyet Fırkası' dır. Toplumların her alanda gelişmesinde eğitim sisteminin büyük etkisi vardır. Eğitim sisteminin girdileri olan öğrencilere şekil veren ise hiç şüphesiz öğretmenlerdir. Sistem içerisinde yönetim, eğitim paydaşlarına uygun ortamı sağlamakla görevli mercidir. Bu bağlamda öğretmen ile yönetici arasındaki formal ve informal ilişkiler kurum başarısını yani öğrenci başarısını etkilemektedir. Araştırma fen lisesi öğretmenlerinin "Yönetici-Öğretmen ilişkilerinde Karşılaşılan Sorunlara" ilişkin görüşlerini ortaya çıkarmayı amaçlayan betimsel bir araştırmadır. Araştırmada çalışma evreni alınmamış evrenin tamamına ulaşılmaya çalışılmıştır. Araştırma evreni 2015-2016 eğitim-öğretim yılında Ege Bölgesi'nde bulunan Aydın, Afyonkarahisar, Denizli, Kütahya, İzmir, Manisa, Muğla ve Uşak illerindeki 31 kamu fen lisesinde görev yapan 739 öğretmenden oluşmaktadır. Ancak araştırmaya 320 kişi katılmıştır. Araştırmada Güler (2006)'in "Öğretmen-Yönetici İlişkilerinde Sorun Yaratan Konular" isimli ölçeği fen liselerine uyarlanarak kullanılmıştır. Araştırma sonucunda; İzmir ve Aydın ilindeki görev yapan öğretmenlerin diğer illerde görev yapanlara göre; bulunduğu okulda "11-15 yıl" arası görev yapan öğretmenlerin diğerlerine göre yönetici-öğretmen ilişkilerinde daha fazla sorun yaşadıkları saptanmıştır. Yöneticiler ile öğretmenler arasında siyasi ve sendikal olarak kutuplaşmaların olduğu görülmüştür. Öğretmen algılarına göre sendika güdümünde yapılan yönetici atamalarının yönetici ile öğretmen arasında sorunların oluşmasına neden olmaktadır. Ölçek maddeleri arasında en önemli iletişim sorununun ise "Yöneticilerin öğretmenlerin eleştirilerine açık olmamaları." olduğu görülmüştür. Ölçeğin genelinde, öğretmen görüşlerine göre yönetici-öğretmen ilişkilerinde karşılaşılan sorunlar orta düzeydedir. Araştırma sonucunda elde edilen bulgulara göre yönetici, öğretmen ve araştırmacılara önerilerde bulunulmuştur. ; Education system has a great impact on society's progress in all areas. Teachers are clearly shape students who are inputs in education system. Administration ,within the system, is official authority which is in caharge of providing a convenient environment to education partners. In this regard,formal and informal relationship between administrator and teacher affect institution's success as well as student's. The research is a descriptive research which aims to put forth the views of science high school teachers in terms of "The Problems Encountered during Teacher-Administrator Interactions". In the research, it was aimed to reach all the population, not a sample from the population. The population of the research was composed of 739 teachers from 31 science state high schools in the cities of Aydın, Afyonkarahisar, Denizli, Kütahya, İzmir, Manisa, Muğla and Uşak in Aegean Region. However, 320 teachers participated in the study. The scale of Güler (2006) titled "Problematic Issues in Teacher-Administrator Interactions" was used after being adapted to science high schools. As a result of the research, it was detected that in administrator-teacher interactions, the teachers working in İzmir and Aydın had more problems than the teachers working in other cities; and the teachers with 11-15 years of service had more problems compared to other teachers. It was seen that there was a political and union polarization between the administrators and the teachers. According to the views of the teachers, the problems between the administrators and the teachers were caused by administrator assignments made under the guidance of the union. It was detected that among the items of the scale, the most important communication problem was "The administrators are not open to the criticism of the teachers". In general, the problems encountered in administrator-teacher interactions in terms of the views of the teachers were at medium level. According to the findings of the research, suggestions were made for the administrators, teachers and researchers.

Tezi yapmaktaki amacımız, Émile Zola'nın Emek adlı romanında Lucien Goldmann'ın Oluşumsal Yapısalcılık adlı yazınsal eleştiri yöntemini kullanarak bir inceleme yapmak ve yöntemin yazınsal yapıtlara uygulanabilirliğini göstermektir. Düşünsel ve yazınsal metinleri Marks'ın Eytişimsel özdekçilik ve Hegel'in Sanat anlayışlarıyla ele alan bu yöntem sayesinde Zola'nın Emek adlı romanını mümkün olduğunca bütüncül ve tutarlı bir şekilde incelemek tezin önemini oluşturur. Zola'nın bu eserinde yansıtmakta olduğu dünya görüşünü içkin unsurlardan yola çıkarak tarihsel ve toplumsal durumla açıklamaya çalışmak, ileride yapılacak buna benzer çalışmalara faydalı olacağını umuyoruz. Zola'nın eserleri üzerine daha önce Oluşumsal Yapısalcılık yöntemi aracılığıyla bilimsel bir çalışma yapılmamış olması ve bu esere oldukça uygulanabilir olması tezin yapılmasını gerekli kılan koşullardandır. Temelleri Marksizme dayanan bu yöntem, ilk olarak, yapısalcı yazınsal eleştiri yöntemlerinden faydalanarak eserin içkin unsurlarını incelemeyi amaçlar. Biz de Anlama aşamasında Gérard Genette, Algirdas Julien Greimas ve Roland Barthes gibi kuramcıların yöntemlerinden faydalandık. Daha sonra Açıklama aşamasında, Goldmann'ın yazınsal eserlere uygulanabilen toplumbilimsel yöntemi ışığında eseri ii ele aldık. İsimleri geçen kuramcıların eserleri haricinde bu çalışmada kullanılan araçlar; kütüphaneler, veritabanları ve kitapçılardan temin edilmiştir. 19. yüzyıl Avrupa'nın, toplumsal her alanda büyük değişimler ve çalkantılar yaşadığı bir dönemdir. Siyaset, ekonomi, ekin, eğitim, askeriye ve teknoloji alanlarında insanlık tarihinin en büyük gelişmeleri olur. Böylesine büyük değişimlerin yaşandığı bir dönemde de toplumsal yapılar tamamen değişir ve büyük toplumsal hareketler ortaya çıkar. Gelişen anamalcı dizgeyle birlikte Avrupa'da oldukça güçlü bir burjuva sınıfı oluşmasının yanında işçi sınıfı gibi emeğini satarak hayatta kalmaya çalışan, ezilen bir sınıf da oluşur. Burjuvalar her geçen gün zenginleşirken emekçiler oldukça kötü koşullarda hayatlarını sürdürürler. Böylesi bir ortam ve dönemde doğal olarak sınıf çatışmaları da had safhaya ulaşmıştır. İşçiler zamanla oldukça etkili örgütler, yapılanmalar ve ideolojiler oluşturmuştur. Émile Zola böylesi bir dönemde doğmuş, büyümüş ve dünya görüşü insanlığın bu ve buna benzer durumlarını gözlemleyerek oluşmuştur. O yazarlık kariyeri boyunca toplumu fizyolojik olarak incelemeye çalışmış ve bir sanat türü olan romanı bir bilim haline getirmeye çalışmıştır. Doğalcı kuramı, dönemin birçok olgucu düşünüründen etkilenerek oluşturmuştur. Rougon-Macquart adlı eserinde Fransız toplumunun genetik soy ağacını oluşturmaya çalışmış, her kesimden ve türden insanı ele almıştır. Özellikle III. Cumhuriyet döneminde, artık toplumu incelemeyi değil toplumun ve insanın nasıl olması gerektiği konusunda düşünmeye ve çalışmaya başlamıştır. Bundan dolayı Émile Zola'nın Emek adlı romanında yöntemsel bir inceleme yaparak eserin içkin ve aşkın yapılarını ortaya koymak, toplumsal ideoloji ve olayların yapıtın oluşumunda ne derece etkili olduğunu, yazarlardaki düşünce ve dünya görüşlerinin şekillenmesindeki öneminin kanıtlanması çalışmanın önemini oluşturur. Aynı zamanda bir gazeteci ve düşünür olan Zola, yazmış olduğu bu eserde nasıl bir dünya görüşü ortaya koyduğu, toplumsal ve tarihsel koşulların bu dünya görüşünü nasıl etkildiği ve yazarın bunlara nasıl tepki verdiği eserin içkin unsurları ele alınarak incelenmiştir. Çalışmanın anlama bölümünde eseri oluşturan içkin unsurlar incelenmiştir. Romanı oluşturan yazınsal teknikler oldukça başarılıdır ve yazar iii doğalcı tekniklere mümkün olduğunca bağlı kalır. Eserin ilk yarısı oldukça gerçekçidir fakat ikinci yarısından itibaren anlatı tamamen kurgusal bir evrene bürünür. Çalışmanın açıklama bölümünde eserin aşkın unsurlarını (siyasal, ekinsel, ekonomik, eğitsel vb.) incelemeyi amaçladık ve yazarın yaşadığı dönemin toplumsal koşullarından ve tarihsel olaylarından oldukça etkilendiğini gördük. Farklı bakış açılarıyla incelenen yazarın bu eserine Marksist temelli Oluşumsal Yapısalcı eleştiri yöntemi olan Lucien Goldmann'ın yöntemiyle yaklaşarak, dönemin sınıfları arasındaki çatışmaların toplumu yönlendiren ideolojiler üzerindeki etkisini gösterebilmek çalışmanın bir diğer önem arz eden yönüdür. Zola'nın Emek adlı eseri Lucien Goldmann'ın yöntemi aracılığıyla, kendi içkin yapıları içerisinde incelenmiştir. Sonrasında da bu eser meydana geldiği toplumdaki gerçekliklerle açıklanmıştır. Sonuç olarak yazar, yaşamış olduğu toplumdaki bozulmaları ve sorunları tespit ederek insanlığa bir çözüm önerisi sunmuştur. Aydın sıfatını taşıyan yazar topluma bir tez sunmuş ve bunun herkes tarafından anlaşılabilir olmasını istemiştir. Toplumu felakete sürükleyen sömürü, bireycilik, yabancılaşma, kölelik, eşitsizlik gibi olgulara karşı çıkmış ve bunların nasıl düzeltilebilceği konusunda çözüm önerileri sunmuştur. Zola bu öneriyi tasarlarken döneminin birçok önemli sosyalist ve anaşist düşünürünün fikirlerinden faydalanmıştır. Yazar, insanların fedakarlık yapması, eğitimin özgürleşmesi, paranın değil emeğin esas alınması, dayanışma, bilim ve özgürlükle daha iyi bir dünya inşa edileceğini savunur. Yaptığımız incelemenin sonucunda Zola'nın toplumda var olan birçok karşıt izleği eserinde yansıttığını tespit ettik. ; Notre but dans ce mémoire est de faire une analyse en utilisant la méthode de critique littéraire appelée le structuralisme génétique de Lucien Goldmann dans le roman Travail d'Émile Zola et de montrer la pertinence de la méthode dans l'analyse des oeuvres littéraires. Étudier le roman de Zola de manière totalisante et cohérente, grâce à cette méthode prenant en main les oeuvres philosophiques et littéraires avec le matérialisme dialectique de Marx et la conception l'esthétique de Hegel, constitue l'importance du mémoire. Essayer d'expliquer la vision du monde de Zola dans cette oeuvre avec la situation historique et sociale en partant des structures immanentes, serait utile pour les futures études. L'absence d'étude scientifique sur les oeuvres de Zola avec l'approche de structuralisme génétique et la volonté de démontrer que celle-ci est parfaitement pertinente dans l'analyse de ses oeuvres, constituent l'une de principales motivations de cette entreprise. En effet, cette méthode, basée sur le marxisme, vise d'abord à examiner les structures immanentes du travail en utilisant des méthodes de critique littéraire structuraliste. Nous avons également utilisé les méthodes des théoriciens tels que Gérard Genette, Algirdas Julien Greimas et Roland Barthes dans le niveau de compréhension. Ensuite, au cours du niveau d'explication, nous avons discuté du travail à la lumière de la méthode sociologique applicable à toutes les oeuvres littéraires de Goldmann. v Sauf des travaux de ces théoriciens, les sources utilisées dans cette étude ont été procurées des bibliothèques, bases de données et librairies. Le XIXe siècle est une période où l'Europe connaît de grands changements et bouleversements dans tous les domaines : les plus grands développements de l'histoire de l'humanité se sont réalisés dans les domaines de la politique, l'économie, la société, l'éducation, l'armée et la technique. Dans cette période de grands bouleversements, les structures sociales changent totalement et de grands mouvements sociaux se révèlent. Avec le système capitaliste développant, il se présente d'une part, une classe bourgeoise très puissante et d'autre part, une classe ouvrière qui tente de survivre en vendant sa main-d'oeuvre en Europe. Alors que les bourgeois s'enrichissent chaque jour, les ouvriers vivent dans des conditions extrêmement difficiles. Dans un tel environnement et telle période, les conflits de classes ont également atteint une phase critique. Au fil du temps, les travailleurs ont formé des organisations, des structurations et des idéologies très efficaces. Émile Zola est né et a grandi à cette époque, et sa vision du monde a été formée en observant ces situations de l'humanité. Tout au long de sa carrière d'écrivain, il a tenté d'examiner la société physiologiquement et a essayé d'en faire un roman, qui est une sorte d'art, une science. Il a formé la théorie du naturalisme en étant influencé par de nombreux penseurs positivistes de l'époque. Dans son ouvrage intitulé Rougon-Macquart, il a tenté de créer l'arbre généalogique de la communauté française et a traité toutes sortes et types de personnes. Surtout, dans la période de la IIIe République, il avait commencé à travailler et à réfléchir non seulement à examiner la société mais aussi à savoir comment la société et les gens devraient être. Par conséquent, faire une étude méthodologique sur Travail de Zola, mettre en évidence les structures internes et transcendantes de l'oeuvre, l'importance de l'idéologie sociale et des événements dans la formation du travail et la démonstration de leurs rôles de façonner les idées et les visions du monde chez les écrivains, constituent l'importance de l'étude. Zola étant également un journaliste et un penseur, en prenant en main les structures internes du roman, on a étudié comment les conditions sociales et historiques ont affecté sa vision du monde, quelles sont ses vi réactions et quelle est la forme de sa vision du monde dans son livre. Au niveau de la compréhension de notre étude, les structures internes constituant l'oeuvre ont été examinées. Les techniques littéraires qui composent le roman avaient été successivement appliquées et l'auteur adhère aux techniques naturalistes autant que possible. La première moitié du travail est assez réaliste, mais à partir de la seconde moitié, le récit s'installe à un univers fictif. Au niveau de l'explication de l'étude, au cours duquel nous avons visé à examiner les structures transcendantes (politique, culturelle, économique, éducative, etc.) du travail, nous avons constaté que l'auteur avait été impressionné par les conditions sociales et les événements historiques de la période vécue. En approchant cette oeuvre à travers différents points de vue, avec la méthode critique du structuralisme génétique basée sur le marxisme de Lucien Goldmann, nous tentons de montrer l'effet des conflits entre les classes de l'époque sur les idéologies qui dirigent la société ; cela constitue un autre aspect important de l'étude. Travail de Zola a été étudié moyennant la méthode de Lucien Goldmann dans sa structure interne. Après, ce travail est expliqué avec les réalités de la société dans laquelle il s'est produit. En conséquence, l'auteur a présenté une solution à l'humanité en identifiant les problèmes et les détériorations de la société. L'auteur, qui agit comme un intellectuel, offre une thèse à la société et a voulu qu'elle soit comprise par tous. Il s'est opposé à des phénomènes tels que l'exploitation, l'individualisme, l'aliénation, l'esclavage et l'inégalité qui ont conduit la société au désastre et il a proposé des solutions pour les corriger. En concevant cette proposition Zola a bénéficié des idées de nombreux penseurs socialistes et anarchistes importants de son époque. Selon l'auteur, un monde meilleur peut être constitué par les hommes en faisant des sacrifices, en émancipant l'éducation, l'exaltation de travail, la solidarité, la science et la liberté. Dans le résultat de notre étude, nous avons constaté que Zola reflète de nombreux thèmes opposés de la société dans son travail.

ÖZETBu çalışmanın amacı, çalışan bayanların iş stresi ve iş tatmini arasındaki ilişkiyi incelemek ve medeni durum, çocuk sahibi olmak, çocukların yaşı ve sayısının iş stresi seviyesi üzerindeki etkisini araştırmaktır. Ayrıca, yaş ve eğitim düzeyi gibi demografik karakterli değişkenlerin, çalışan bayanların iş stresi seviyelerinde herhangi bir etkileri olup olmadığını saptayabilmek için, bu değişkenler de analize dahil edilmiştir. Bu çalışmanın içeriğinde, birinci bölümde, teorik çerçeve, iş stresi ve iş tatminiyle ilgili bazı genel kavramlar ve iş tatmini ile iş stresi arasındaki ilişki incelenmiştir. İkinci bölümde, iş-aile arasındaki çatışma üzerine kurulmuş olan teorik çerçeve ve iş stresi ve iş-aile çatışması arasındaki ilişki, cinsiyetin iş stresi üzerindeki etkisine dair, bayanlara özgü stres kaynakları ve sebeplerini de içererek ve çeşitli teorilere de değinilerek sunulmuştur. Bu bölüm, medeni durum, çocuk sahibi olmak, çocukların yaşı ve sayısının çalışan bayanların iş stresi üzerindeki etkisini inceleyen kısım ile devam etmektedir. Son olarak, ilgili sonuçları da aydınlatılmakla beraber, iş stresinin bayanlarda yarattığı olumsuz koşullar tartışılmaktadır. Bu araştırma amaçlarına ulaşabilmek ve hipotezler test edebilmek için, çeşitli adımlar takip edilmiştir. Bu çalışma için kullanılacak veriler, İstanbul'daki iki denetim şirketinde çalışan bayanlara, 41 sorudan oluşan bir anket uygulanmak suretiyle elde edilmiştir. Araştırma sonuçları değişkenlerin tipine göre, çeşitli istatistiksel analizler kullanılmak suretiyle test edilmiştir. Araştırma sonuçlarına göre, beş hipotezden dördü doğrulanmış, bir tanesi ise doğrulanamamıştır. Analizlerde aşağıdaki sonuçlara ulaşılmıştır:1)Çalışan bayanların iş stresi ve iş tatmini arasında negatif bir korelasyon bulunmuştur. Buna göre, bayanların iş memnuniyeti seviyeleri arttıkça, iş stresi seviyeleri düşmektedir.2)Çalışan evli bayanların iş stresi seviyeleri bekar bayanlarınkinden daha yüksektir.3)Çalışan bayanlardan çocuk sahibi olanların iş stresi seviyeleri, çocuk sahibi olmayan bayanlarınkinden daha yüksektir.4)Çalışan bayanlardan, okul öncesi ve ilkokul seviyesindeki yaşlarda çocukları olanların iş stresi seviyeleri, daha büyük yaşta çocuğu olan bayanlarınkinden daha yüksektir.5)Çalışan bayanların iş stresi seviyeleri, sahip oldukları çocukların sayısı arttıkça azalmaktadır.Bizim hipotezimize göre, çalışan bayanların iş stresi seviyeleri, sahip olunan çocuk sayısının artmasıyla doğru orantılı olarak artacaktı. Bu son hipotezin sonucu, beklentilerin ters yönünde çıkmış olsa da, başka araştırma bulgularına ışık tutabilir. Daha önce keşfedilmemiş olan bir düzenleyici değişkenin, bu ilişkide çocukların yaşının, sinyalini veriyor olabilir. Öyle ki iş stresi ve çocuk sayısı arasındaki ilişkinin varlığının, çocukların yaşına bağlı olduğunun bir göstergesi olabilir. Bu araştırma, organizasyonların yönetiminde büyük önem taşıyan iki konuyu, iş stresi ve iş tatminini, ve bunların arasındaki ilişkiyi ele almıştır. Her iki kavram da organizasyonların başarısında önemli rol oynamaktadır. Yönetim ve idari amaçlar için, bir şirketin çeşitli bölümlerinde çalışan kişilerden kimlerin, işin hangi yönlerinden memnun olmadıklarının bilinmesi çok yaralı olacaktır. Bununla beraber, idari kadronun, işin hangi yönlerinin çalışanları üzerinde stres yarattığını anlamaya ihtiyacı vardır. Bu amaçlar doğrultusunda, iş stresi ve iş tatmini testleri, pratik uygulamalarıyla, Türkiye'deki şirketlerde, sorunlu görülen alanların araştırılmasına katkıda bulunabilir. Bu şekilde, müdürler, anket sonuçlarına göre, gerekli önlemleri alabilir ve çalışanlarının memnuniyetini arttırmaya uğraşabilirler.Bu çalışmada bahsedilen diğer önemli konu ise, aile sorumluluklarının, çalışan bayanların iş stresi üzerindeki etkisidir. Günümüzde, çalışan bayanların işgücünün önemli bir parçasını oluşturdukları düşünülürse, şirketlerin, çalışanlarının başarılarının ve buna bağlı olarak da kendi başarılarının temelinin, sağlıklı bir iş-aile hayatı dengesi kurmakla sağlanacağını anlamaları gerekmektedir. Bu yüzden şirketler, bayan çalışanlarının iş stresinin önlemek ya da ortadan kaldırmak için, stres denetimleri, stres yönetimi, esnek çalışma saatleri, çocuk bakımı ve doğum izni gibi konularında kurum politikaları geliştirebilirler. Türkiye'de bu tip kurumsal politikaların uygulaması, diğer ülkelerde olduğu kadar etkili ve geniş çapta değildir. Bu çalışma, diğer ülkelerdeki farklı uygulamalara bir bakış açısı sağlaması açısından ve iş hayatında, bu politikalara duyulan şiddetli ihtiyacı vurgulanmasından ötürü büyük önem taşımaktadır. ABSTRACTThe aim of this study is to analyze the relationship between job satisfaction and job stress of female employees and to investigate the effects of marital status, presence, age and number of children on their job stress levels. In addition, the relationship between the demographic variables, age and educational levels of female employees and job stress is also examined in order to determine whether these variables have any influence on job stress levels.Within the context of this study, in the first section the theoretical framework based on stress theories, general concepts related to job stress and job satisfaction and the relationship between job satisfaction and job stress were examined. In the second section, the theoretical framework based on work-family conflict theories and the examination of the relationship between work-family conflict and job stress was presented by pointing to different theories on the effect of gender on job stress, including the sources and causes of stress unique to women. This part was followed by the examination of the relationship between marital status, presence, number and age of children and job stress of female employees. Finally, the manifestations of job stress for women highlighting the related consequences were discussed.In order to achieve the research objectives and test the hypotheses, various steps have been followed. The data for the study was collected via a 41-item questionnaire and administered to the female employees working in two audit companies in İstanbul. The survey results were analyzed by the application of different statistical analyses.According the research results, out of the five hypotheses, four of them were confirmed, while only one of them, the last one, could not be substantiated. The analyses yielded the following results:1)There was a negative relationship between job stress and the job satisfaction of female employees, meaning that as the job satisfaction levels of female employees increased, their job stress levels decreased. 2)The married female employees had higher job stress levels than the single female employees.3)The female employees having children had higher job stress levels than the female employees having no children.4)The female employees having preschool or primary age school children had higher job stress levels than the female employees having older children.5)The job stress levels of female employees increased as the number of children they had decreased.We had hypothesized that the job stress levels of female employees would increase as the number of children they had increased. Although the result of this last hypothesis was contrary to expectations, it can shed light to other research findings. It may signal the existence of an undiscovered moderating variable, that is the age of children in this relationship, pointing to the fact that the existence of the relationship between the number of children and job stress will be dependent on the age of the children. This research study covered the relationship between two important topics in management, job stress and job satisfaction. Both of these concepts play critical roles on the success of companies. For administrative purposes, it is very useful to know which sections of an organization are dissatisfied with what aspects of the job. In addition, the management needs to be aware of which specific features of the job create stress on the employees. The application of job stress and satisfaction tests may contribute to this area and serve for investigating these problematic elements in Turkish companies with their practical usefulness. In this way, according to the test results, the managers may take the necessary precautions and try to improve the employee well being in these organizations. The other crucial topic covered in this study is the effect of family responsibilities on the job stress of female employees. As female employees constitute an important part of the workforce today, the companies should understand that maintaining a healthy balance between work and family life is the building block for the success of its female employees that will actually lead to the success of the organizations themselves. Thus, companies may develop corporate policies that aim to prevent or eliminate women's experience of work stress such as stress audits, stress management, flexible work schedules, childcare, maternity and paternity provisions etc. Since in Turkey, these kinds of corporate policies are not so effective or so widely used as in other countries, this study can contribute to this area by emphasizing the crucial need for such policies and it can provide an outlook for the different applications in other countries.

ÖZETANP-VIKOR Yöntemleri Kullanılarak Kamu Kurumlarının Stratejik Planlama Klavuzu için Strateji Önceliklendirme Yöntemi Geliştirilmesi Stratejik planlama stratejik yönetim sürecinin başarısını belirleyen ilk basamağıdır. Stratejik plan uzun dönemli bir planlama olduğu ve kurumun bütün bölümlerini ilgilendirdiği için çok fazlam miktarda bilginin analiz edilmesini gerektirir. Aynı zamanda planın başarılı olması için önceden belirlenmiş strateji alternatiflerinden en etkin olanlarının seçilmesi gerekir. Büyük ölçekli bir kurumda bu görev stratejik planlama takımına verilmektedir. Stratejik planlama takımını bu süreçte bilgilerin analiz edilmesi ve strateji alternatiflerinin önceliklendirilmesi ve en uygun stratejilerin seçimi işini çalıştaylar düzenleyerek ve beyin fırtınası benzeri grup karar verme yöntemleri ile yapmaktadır. Ancak günümüzde, analiz edilmesi gereken bilgilerin fazlalığı ve strateji alternatiflerinin sayısı bu sürecin klasik çalıştay yöntemleri ile yapılmasını çok güç kılmaktadır. Bu tez çalışmasında stratejik planlama sürecinde strateji seçimi için çok kriterli karar verme yöntemleri tabanlı bir grup karar destek sisteminin matematiksel yöntemi tasarlanmıştır. Tezin giriş kısmında stratejik planlama ile ilgili temel bilgiler verilmiştir. Tezin literatür taraması kısmında çok kriterli karar verme yöntemlerini kullanarak SWOT analizine göre Strateji seçimi veya önceliklendirmesi yapan bilimsel çalışmalar incelenmiştir. Bu çalışmaların irdelenmesi tezde geliştirilen yönteme temel oluşturmuştur. İkinci kısımda strateji önceliklendirme yönteminin uygulanacağı bir stratejik planlama modeli seçilmiş ve ana hatlarıyla anlatılmıştır. Bu planlama modeli Devlet Planlama Teşkilatı tarafından 2006 yılında revize edilen "Kamu İdareleri için Stratejik Planlama Kılavuzu " olarak belirlenmiştir. Bu strateji planlama kılavuzunun kullanım yaygınlığı (5018 no'lu yasaya göre Türkiye'deki bütün kamu kurumlarının stratejik plan yapma mecburiyeti vardır.) ve bir stratejik planda olması gereken bütün parametreleri içermesi tezde tasarlanan yöntemin uygulamaya ve bilime sağlayacağı katkıyı artırmaktadır. Tezin ikinci kısmının diğer yarısında strateji önceliklendirme yönteminde kullanılmasına karar verilen ANP ve VIKOR algoritmaları anlatılmıştır. Tezin ikinci kısmının sonunda ise ANP-VIKOR hibrit strateji önceliklendirme yöntemi olarak adlandırılan yöntem uygulama basamakları şeklinde anlatılmıştır. Tezin dördüncü kısmında ANP-VIKOR hibrit strateji önceliklendirme yönteminin MTA'nın 2015-2019 stratejik planının stratejilerini önceliklendirmek amacıyla kullanımı uygulama çalışması olarak anlatılmıştır. (Uygulama çalışmasında MTA stratejik planının vizyonu SWOT analizi, stratejik amaçları, stratejik hedefleri ve performans hedefleri orijinal olarak alınmış olup önceliklendirilen stratejiler sayılarının yetersizliğinden dolayı maden mühendisliği ve jeoloji mühendisliği akademisyenleri tarafından tez çalışması için revize edilerek yeniden belirlenmiştir.) ABSTRACTDecision Support Method Development via ANP Combined VIKOR Algorithm for Strategy Ranking of Government Agencies Strategic Planning Template Strategic planning is the first step that determines the success of strategic management process. It is necessary to analyze large volume of information as strategic planning represents a long-term planning and concerns all departments of a corporation. Also, the most efficient ones amongst the previously identified strategy alternatives should be chosen so that the plan can be successful. In a large-scale corporation, this duty is assigned to the strategic planning team. During this phase, the strategic planning team organizes workshops for analyzing information, prioritizing strategic alternatives and choosing the right strategies, which are held according to group decision-making methods similar to brain-storming. Today however, the excessiveness of the information that requires analysis and the number of strategy alternatives render it very difficult to conduct this process through classic workshop methods. This study has designed a mathematical method of a group decision support system, which is based on multiple-criteria decision-making methods during the strategic planning phase with the aim of choosing a strategy. The introduction section of the thesis has provided basic information concerning strategy planning. The literature scanning section of the thesis has used multiple-criteria decision-making methods; and according to the SWOT Analysis, examination was made into the scientific studies that performed Strategy Selection or Prioritization The digging into these studies has represented the basis for the method developed in the thesis. The second section switched to a strategic planning model where the strategy prioritization method will be applied and it was explained with main its outlines. This planning model was identified as the "Strategic Planning Guide for Public Administrations", which was revised in 2006 by the State Planning Organization. The prevalence of this strategic planning guide (all public institutions in Turkey are under the obligation to make strategic planning as per the Law numbered: 5018) and its inclusion of all parameters that are required in a strategic plan increases the contribution by the methods designed by the thesis to implementation and science. The other part of the thesis' second section has explained the ANP and VIKOR algorithms, which are decided for use in the strategy prioritization method. At the end of the thesis' second part, the method, which is called as the ANP-VIKOR hybrid strategy prioritization method, was explained in implementation steps. In the fourth section of the thesis, the use of the ANP-VIKOR hybrid strategy prioritization method for the purpose of prioritizing the strategies of MTA's 2015-2019 strategic plan was explained as an implementation study. (During the implementation study, the vision of the MTA strategic plan, the SWOT analysis, its strategic purposes, strategic targets and performance targets were taken as original and the prioritized strategies were revised and re-established by mine engineering and geology engineering academicians due to the insufficiency of numbers). On the other hand, the fourth and fifth sections of the thesis touched upon the assessment of results, the innovations introduced by the method designed in the thesis and the potential future studies that can be conducted on the subject.

Günümüz rekabet koşulları altında insan kaynakları yönetimi ister akademik gözle ister piyasa gözüyle bakılsın örgütler için ayırt edici bir unsur olarak düşünülmektedir. Ülkemiz de yeni yeni adını ve uygulamalarını duyduğumuz bu yönetim birçok ülkede yıllardır araştırılmakta ve uygulanmaktadır. Düzgün yapılan insan kaynakları yönetiminin yapılan birçok araştırmada örgüt performansına doğrudan olumlu katkılarının olduğu görülmüştür. İnsan kaynakları yönetimi uyguladığı politikalar ve uygulamalar ile bireysel performansı güçlendirip, örgütteki insan gücünü birbiri ile sekron şekilde işleyerek örgütün hedeflerine ulaşmasında etkili bir rol oynar. İnsan kaynaklarının rekabet avantajı, örgüt hedeflerine ulaşmada etkili olması, performansı arttırması konusunda literatürde birçok araştırma yapılmış ve insan kaynakları uygulamalarının bu olumlu yönde etkileyen unsurlarının, performansı arttırmak için örgütün beşeri sermayesini geliştirmek için oluşturulmuştur. Peki, bu uygulamalar çalışanlar tarafından nasıl karşılanıyor, somut veriler çoğu zaman evet örgüt verimli ve başarılı diyor bu ne kadar objektif ve doğru, çalışanlar için insan kaynakları uygulamaları gerçekten uygulanıyor mu, uygulanıyorsa yine çalışanlar tarafından performansa bir etkisi olduğu düşünüyor mu? Kısacası Türkiye'de insan kaynakları yönetimi ne kadar uygulanıyor ve performansa ne kadar etkisi var çalışanlar gözünden bakılmaya çalışıldı araştırmada. Araştırmanın çıkış noktası Türkiye'de insan kaynakları yönetimi bir moda mı? Yoksa gerçekten uygulanıyor mu? Türkiye'de 18 yaşını doldurmuş, bordolu özel sektör çalışanları insan kaynakları yönetimi uygulamaları hakkında gerçekten olumlu bir bağlantı etki olduğunu düşünüyorlar mı? Bunun için en çok kullanılan yedi insan kaynakları uygulaması ve demografik sorulardan oluşan 41 soruluk bir elektronik bir anket oluşturuldu, Türkiye genelinde 78 bin kişi ye mail atıldı. Daha sonra anket verileri dört aşamada istatiksel olarak analiz edildi. Human resources management (HRM) applications are, by putting the worker in the center and guiding and expanding them in the direction of the organization's goals, an organization's most important working gears (Huselid, 1995). HR applications should improve workers' knowledge and skills, provide motivaion and in doing so develop the worker, make strong connections to the organization and provide personal satisfaction to the workers. HRM supports the organization in reaching their goals and imrpoves the organization's performance by providing cultural orientation of the workers and choosing workers that are open for development (Guthrie, 2001). According to research, there is a direct correlation between HRM and organizational performance. However, this correlation is likely to be a sided observation because the research has been conducted mostly with executives that are responsible for human resources. Moreover, it is not clear whether the performance improvement is caused by HRM applications, or the skills that are already present in the organization. It can also be seen that the research that has tried to find out this corelation is limited in our country. Taken from this perspective, the research paradigm is very important by its way of conduct and its inclusivity of different cultures in Turkey. Are human resources applications used for improving productivity, or modeled as an imitation? In order to find this out, our main goal in the research has been not only revealing HRM applications' effect on performance, but to also find out about the reasoning behind it. Therefore, it is vital to detect how workers in various organizations in Turkey benefit from HR applications, and the effect it has on their performance. For this reason, a questionnaire with many variants has been developed to be able to test the worker's perception and experiences. As a result of the research, the worker perception of HRM applications and the effect it had made on their working performance in the context of Turkey has been measured. Moreover, it has been possible to shed light on thehuman resources activities that take the side of the worker in Turkey, and it is hoped that awareness towards HRM applications has increased and organizations' management are able to benefit from the research. In the first part of the research, a brief intrduction has been made to the development of human resources management in the world and Turkey, the theories that shaped human resources, and seven of the human resources management applications that have been developed thanks to these theories have been selected and explained in the second part of the research. In the third part, a questionnaire that will explain the relation between these independent variants and organizational performance has been developed, and the effects of human resources applications on organizational performance have been analyzed. Lastly, the fourth part offers a conclusion to the research.

Until up to the Ottoman defeat in 1402 at the Battle of Ankara, the course of the relationships between the Byzantium and Ottoman Empire was defined by the expansionist policies of Ottomans against the Byzantium. During the reign of Beyazıd I, the attempts for transforming the Ottoman state into a centralized empire covering the Balkans had to be postponed until to the reign of Murad II. The policies pursued after the Interregnum period had also important impacts on the ways of relationships between Byzantium who was now confined within the city walls of İstanbul and Ottomans who were trying to recover. The early 1420's was the beginning of a new era for the Byzantines. Emperor Manuel Palaiologos II who had managed to keep the state alive through his rational politics which gave direction to the Ottoman-Byzantine relations for three decades died in 1425 after a long period of illness. Ottoman Empire also entered a new period with the ascension of Murat II to the throne in 1422. Therefore, it can be said that the first years of the 1420's was a turning point for both Ottomans and Byzantine Empire and the ways of their relationships. This article examines these changing relationships between the Byzantine and Ottoman Empire and the new balance of politics emerged after the Battle of Ankara primarily based on the contemporary sources of this period. ; Bizans-Osmanlı ilişkilerinin seyri, Osmanlıların 28 Temmuz 1402'deki Ankara yenilgisine kadar Bizans aleyhine genişleme siyasetiyle belirlendi. I. Bayezid döneminde, Balkanları da içine alan merkezileşen bir imparatorluğa dönüşme çabaları, II. Murad döneminde yeniden canlanıncaya kadar ertelenmek zorunda kaldı. Fetret Devri'nden sonra izlenen siyaset, İstanbul'a sıkışmış Bizans ile toparlanmaya çalışan Osmanlıların ilişki biçimine de yansıdı. 1420'li yılların başları, Bizanslılar açısından yeni bir dönemin de başlangıcıydı. Son otuz yıl boyunca, Bizans-Osmanlı ilişkilerine yön veren çalışan akılcı siyasetiyle devletini ayakta tutmayı başaran II. Manuel Palaiologos, 1425'te uzun bir hastalık döneminden sonra öldü. Osmanlı Devleti ise, I. Mehmed döneminde toparlanan devleti, 1422'de tahta geçen II. Murad ile birlikte yeni bir döneme girdi. Dolayısıyla her iki devlet ve ilişkilerinin seyri bakımından 1420'lerin ilk yarısının kırılma dönemi olduğu söylenebilir. Bu makalede, Bizans-Osmanlı ilişkilerinin Ankara Savaşı'ndan sonra oluşan yeni dengeleri ve 1420'lerin ilk yıllarındaki yeni siyasetler, dönemin muasır kaynaklarına dayanarak tahlil edilmektedir.

Amaç – Üçüncü sektör olarak da isimlendirilen Sivil Toplum Kuruluşları (STK'lar) yürüttükleri faaliyetler ile önemli bir sosyal fayda sağlamaktadırlar. Finansmanı doğrudan ya da dolaylı olarak toplum tarafından yapılan STK'ların daha şeffaf olmaları yönünde güçlü bir talep bulunmaktadır. İnternet siteleri hesap verebilirlik ve şeffaflık aracı olarak uygun bir platform olmasına rağmen STK'lar özellikle finansal bilgileri paylaşmaktan kaçınmaktadırlar. Bu çalışmanın iki amacı bulunaktadır. Birincisi STK'ların internet sitelerinde paylaştıkları bilgiler kapsamında merkezi Türkiye'de bulunan STK'ların şeffaflık düzeylerini saptamaktır. İkincisi STK'ların internet sitelerindeki şeffaflık düzeylerini etkileyen ana faktörleri belirlemektir. Yöntem – Merkezi Türkiye'de bulunan 280 STK'nın internet sitesinden toplanan veriler içerik analizi, korelasyon ve regresyon analizi ile değerlendirilmiştir. Kurumsal şeffaflık, faaliyet şeffaflığı, finansal şeffaflık, genel şeffaflık olmak üzere dört düzeyde şeffaflık değerlendirmesi yapılmıştır. Şeffaflık üzerinde etkisi olup olmadığı araştırılan bağımsız değişkenler ise sırasıyla kurumsal büyüklük, kurumsal yaş, uluslararası kaynaklardan fon kullanma, SKT türü, faaliyetlerin ulusal-uluslararası olması ve yönetim kurulu büyüklüğüdür. Bulgular – Merkezi Türkiye'de bulunan STK'ların internet sitelerindeki kurumsal şeffaflık düzeyi yüksek; faaliyet şeffaflığı orta; finansal şeffaflık düzeyi çok düşük; genel şeffaflık düzeyi düşük çıkmıştır. Ana hipotez olarak belirlenen STK'ların internet sitelerindeki genel şeffaflık düzeyini, bağımsız değişkenlerden sadece kurumsal büyüklük etkilemektedir. Tartışma – STK'larda en düşük şeffaflık düzeyi finansal şeffaflıkta ortaya çıkmıştır. Kurumsal büyüklük, uluslararası kaynaklardan fon kullanma ve STK türü hem finansal şeffaflık hem de faaliyet şeffaflığını etkilemektedir. Finansal şeffaflığı geliştirecek politikalara odaklanmanın Türkiye'de üçüncü sektörün büyümesini olumlu etkileyeceği düşünülmektedir ; Purpose – Non-Governmental Organizations (NGOs), also called third sector, provide a significant public service through their activities. There has been a strong demand that NGOs, whose funding is done directly or indirectly by the public, be more transparent. NGOs can use websites as a means of accountability and transparency. This research has two aims. The first one is to determine the transparency levels of NGOs in Turkey within the scope of the information that NGOs share on their websites. The second is to identify the determinants affecting transparency levels in NGOs ' websites. Design/methodology/approach – Data collected from the website of 280 NGOs headquartered in Turkey were evaluated by content analysis, correlation and regression analysis. There have been four levels of transparency: organizational transparency, activity transparency, financial transparency and overall transparency. The independent variables investigated whether it influences transparency are, respectively, organizational size, organizational age, usage of funds from international sources, type of NGOs, executing activities in national-international and board size. Findings – The organizational transparency level in the websites of NGOs headquartered in Turkey has been high; the activity transparency is moderate; the financial transparency level is very low; and the overall transparency level is low. The overall transparency level of NGOs' websites which is considered as main hypothesis of research is affected only from organizational size among independent variables. Discussion – The lowest level of transparency in NGOs has emerged in financial transparency. Organizational size, use of funds from international sources, and type of NGO influence both financial transparency and activity transparency. It is thought that focusing on policies that will improve financial transparency will have a positive impact on the growth of the third sector in Turkey.

This study examines the Qur'an schools in Malay Peninsula during the British colonial rule. It investigates how these educational institutions were perceived by the colonial rule and analyse the process of their transformation over the decades. It is also crucial to clarify the concept of Qur'an schools within the juncture of overall Islamic education centers operated not only in Malaya but also in the Archipelago, which were functional enough in the dissemination of traditional religious knowledge and values to the new generations. The colonial rule delivered new educational initiatives such as the Malay vernacular schools by implementing various policies on the basis of a Euro-centric approach in the latter period of colonial rule. The colonial rule integrated Qur'an classes emulating partially the practice of Qur'an schools into newly established Malay vernacular schools in order to attract the interests of the Malay parents in an effort to convince them to send their children to these institutions. Although Malay families got used to these new education initiatives and register their children at these institutions, it is asserted that the secular-based vernacular schools are deemed to have caused degradation in the socio-cultural and religious structure of traditional Malay Muslim societies. In this context, this new education system is a subject matter to be studied and analyzed as a phenonemon of change in social structure. It is also worth observing the reactions of the Malay Muslim communuities during this process towards the new educational establishment. The analytical narratives of this study rely on sources produced during the colonial period and other related sources of contemporary literature. ; Bu makale, İngiliz sömürge yönetimi altındaki Malay Yarımadası'ndaki Kur'an okullarını ele almaktadır. İngiliz sömürge yönetimi tarafından bu okulların algılanışı ve zamanla nasıl bir dönüşüme konu olduğu üzerinde durulmaktadır. Sadece Malaya topraklarında değil, coğrafi olarak Malay Takımadaları olarak adlandırılan ve günümüzde Müslümanların çoğunlukta olduğu Adalar bölgesini de içeren bölgedeki diğer İslam toplumları arasında da, genel İslami eğitim kurumları içerisinde yer alan bu yapının Malay genç nesillerine geleneksel dini bilgi ve değerlerin aktarılması üzerinde durulmaktadır. İngiliz sömürge yönetimi, Avrupa merkezci bir yaklaşımın ürünü olarak gündeme gelen çeşitli politikaların eğitim kurumu üzerindeki yansıması olarak adına 'Malay yerli okulları' denilen yeni eğitim kurumları hayata geçirmiştir. Sömürge yönetimi, özellikle farklı eyaletlerde yönetim birliğinin sağlanmasıyla birlikte, söz konusu bu yeni eğitim kurumlarında, Malay Müslüman ailelerin ilgisini çekmek amacıyla kısmi dini eğitim verme yolunda geleneksel Kur'an okullarına benzer bir yapı oluşturarak, adına Kur'an sınıfları denilen bir uygulama başlatmıştır. Malay Müslüman ailelerin ilgisi zamanla bu eğitim kurumuna yönelmekle birlikte, seküler temelli bir yapı üzerine inşa edilen Malay yerli okullarının Malay-Müslüman sosyo-kültürel ve dini yapısında tedrici olarak tahribinde bir rolü olduğu ileri sürülmektedir. Bu durumda, yeni bir eğitim sisteminin Malaya topraklarında uygulamaya konulması, bu toplumlarda toplumsal yapı üzerinde değişimlere konu olmuştur. Bu noktada, Malay Müslüman toplumunun bu süreçte gündeme getirdiği bazı tepkiler de ele alınmaya değer bir gelişmedir. Bu çalışmada gündeme getirilen tartışmalar, öncelikle sömürge döneminde üretilen bazı kaynaklar ile buna ilâve olarak konuyla ilgili çağdaş literatüre başvurularak ortaya konulmuştur.

Daha sonra ise yeni TTK'nın 377. maddesinde iflasın ertelenmesi ile ilgili düzenlemeler yapılmıştır. Bu maddede özetle; şirketin mali durumunun bozulması halinde mahkemeye iyileştirme projesi sunularak iflasın ertelenmesi istenebilir. Uygulamada; ortakları aynı veya büyük oranda benzer olan (grup) şirketleri her ne kadar ayrı tüzel kişilikler olsa da birbirlerine gerek ortakları bakımından gerekse kefalet, taşeronluk vs ilişkileri bakımından bir birlerine çok sıkı bağlı olabilmektedir. Bu sebeple grup şirketlerinden herhangi birisinin mali durumunun bozulması veya aktiflerinin pasiflerini karşılayamaması durumunda grup şirketlerinin de mali durumu bozulabilmektedir. Bu durumda ayrı tüzel kişilikler olarak bu grup şirketlerinin her biri İflas Erteleme talebinde bulunmaktadır. Grup şirketlerinin açtıkları iflas erteleme davalarında, şirketlerin birbirlerine olan kefaletlerinin yorumlanması farklılık arz etmektedir. Henüz mevzuat ve teamül oluşmadığı için farklı yorumlar farklı uygulamalara sebep olmakta bu da telafisi mümkün olmayan hatalara neden olmaktadır. Bu çalışmada da iflasın ertelenmesi başvurusunda bulunan grup şirketlerinde yaşanan; kefalet yorumu sorununa değinilerek çözüm önerileri sunulacaktır. ; The practice of "Bankruptcy Postponing" in Turkish law first came about with the provision in Article 324 of the Turkish Commercial Code numbered 6762. Later, regulations were made regarding the postponing of bankruptcy in Article 377 of the new Turkish Commercial Code. In summary of this Article: in the event that the financial situation of the company deteriorates, postponement of bankruptcy may be requested upon presenting a project of improvement to the court. In practice: group companies whose shareholders are the same or very similar, even though they are separate legal entities, can be tight-knit in terms of shareholders, guarantee, subcontracting etc. relations. For this reason, the financial situation of the group companies may deteriorate in circumstances where any one of the companies' financial situation deteriorates or where the assets of the companies do not meet the liabilities. In this case, every one of the group companies as a separate legal entity make a request for postponement of bankruptcy. In lawsuits filed by group companies for postponement of bankruptcy, the interpretation of the companies' suretyship as regards to each other will differ. As there is lack of legislation and practice, different interpretations lead to different implementation thus leading to errors with no remedies. The problem of guarantee interpretation as regards to group companies who haverequested postponement of bankruptcy will be addressed and solution suggestions will be given in this study

ÖZETRİSK ANALİZİNİN DEVLET YAPIM İHALELERİNE VERİLEN TEKLİFLERE DAHİL EDİLMESİTaahhüt işi, müteahhitlerin maruz kalmış olduğu herkesçe bilinen pek çok mali sıkıntı sebebiyle, her zaman fazlaca riskli bir iş olarak algılanmıştır. Doğal olarak, bu işin bünyesindeki riskleri ele alan çaba ve araştırmalar geniş çapta ilgi çekmektedir. Diğer tüm yatırımcılar gibi, müteahhitler de pozitif nakit akışı ile işlerinin devamlılığını sağlamak zorundadırlar. Bu sadece bir şarta bağlıdır: sözleşme hükümlerine göre elde edilen gelir gerçekleşen maliyetin üzerinde olmalıdır. Müteahhidin hesabına olan sözleşme hükümleri, ihaleyi kazanan teklifine göre belirlenmektedir. Dolayısıyla, teklif hazırlama aşaması, esasen müteahhidin ilerideki yatırımının risklerini yönetebildiği ilk ve son konumudur. Literatür, çeşitli bakış açılarından taahhüt işinin risklerinin analizine/yönetimine odaklanan pek çok araştırma içermektedir. Analiz/yönetim, veri/birikim gerektirir. Ancak, yepyeni bir yapım projesinin ihalesine hazırlanırken, geçmiş tecrübelere ilişkin olanlar hariç ne bilgi ne de birikim mevcuttur. Kaldı ki, her bir devletin farklı risk unsurları (örneğin politik, mali) olması sebebiyle, her bir devlet için ayrı risk modeli geliştirilmelidir. Geçmiş araştırmalar, aşırı karmaşık oluşları ve bundan kaynaklanan kullanışsızlıkları ile Türkiye'nin kendine özgü koşulları nedeniyle, Devlet yapım ihalelerine teklif hazırlanması faaliyetinin risk analizi gereksinimlerini karşılayamamaktadırlar. Bu tez, Türkiye Devleti yapım ihalelerine teklif veren profesyonellere uygun bir risk analizi tekniği araştırmayı amaçlamaktadır. ABSTRACTINCORPORATING RISK ANALYSIS IN BIDDING FOR CONSTRUCTION CONTRACTS OF TURKISH STATEContracting has been always perceived as an extremely risky business owing to several infamous financial incidents of contractors. Naturally, efforts and researches on dealing with the inherent riskiness of the business have been arousing interest widely. As all other investors, contractors are also compelled to keep continuity of their business with positive cash flow. This depends on just one condition: revenue collected according to contract provisions must be over the realized cost. Contract provisions these are on account of the contractors are set according to their winning bid. Thus, tender preparation phase is actually the first and last position of the contractors where they can freely manage the risk of their future investment. Literature contains numerous researches focusing on analyzing/managing risks of construction business through several points of views. Analysis/management requires data/knowledge. However, neither data nor knowledge except the ones of past experiences is available to bidding for a brand new construction project. Besides, due to distinct risk factors (i.e. political, financial) of different states, risk model ought to be uniquely developed for each state.Previous researches cannot fulfill the risk analysis requirements of bidding for construction contracts of Turkish State, due to their exorbitant complexity and resultant impracticability, and unique conditions of the Turkey. This thesis aims to research a risk analysis technique suitable for conservative construction professionals bidding for Turkish State contracts.
