Following introductory remarks by Sergei Larov, Minister of Foreign Affairs, at the opening ceremony of the 15 July 2008 meeting of Russia's Ambassadors and Permanent Representatives to International Organizations, Dmitry Anatolyevich Medvedev, president of the Russian Federation, speaks. He talks about Russia's relationships with the rest of the world, focusing on the potential for a strategic partnership with the EU & the need for "multilateral diplomacy." A call is made for "continuity" in the process of disarmament & arms control & for the prevention of the spread of the arms race.
