Der Beitrag diskutiert die Rolle von Regionalen Entwicklungsagenturen im Aufgabenfeld der räumlichen Integration. Nach einer grundlegenden Einführung zu Regionalen Entwicklungsagenturen werden einige Anforderungen einer räumlich integrierten Regionalentwicklung für entsprechende Organisationen benannt. Anschließend werden einige wesentliche Potenziale und Grenzen von Agenturen zur Lösung von Entwicklungs- und Ausgleichsaufgaben gegenübergestellt.

SummaryTOWARDS A SOCIOLOGICAL ANALYSIS OF REGIONAL DEVELOPMENTThe paper reports on a study dealing with emergent regionalization among veteran settlements in Israel. Regional organization is approached in a functional way, as a social system in a process of change and is considered in its micro and macro aspects. The focus of the analysis is threefold: the function of the region as a mechanism of developmental change in terms of social integration, increased participation and redistribution, and improved mobilization; the factors which influence the process of regionalization, in its initial emergence, and in its sustained functioning; and the relationship between Merent forms of regional organization and social structure and institutions.RÉSUMÉVERS UNE ANALYSE SOCIOLOGIQUE DU DEVELOPPEMENT REGIONALCet article fait le point d'une étude portant sur les tentatives de régionalisation dans les plus anciennes zones de colonisation en Israel. L'organisation régionale est vue, ici, dans une optique fonctionnelle, en tant que système social ‐ aussi bien dam ses aspects micro que macro sociologiques ‐ en cours d'évolution. L'essentiel de l'analyse porte sur trois points; en premier lieu, les auteurs abordent la fonction de la région en tant que mécanisme d'évolution en termes d'intégration sociale, de valorisation des ressources, participation et redistribution accrues. En second lieu, sont étudiés les facteurs influençant la naissance et le fonctionnement du processus de régionahsation. Enfin, l'article se termine sur une analyse des relations entre les différentes formes d'organisation régional, la structure sociale et les institutions.ZUSAMMENFASSUNGBEITRAG ZU EINER SOZIOLOGISCHEN ANALYSE DER REGIONALEN ENTWICKLUNGDer Beitrag berichtet über eine Studie zur Entwicklung der Regional‐organisation bei alten Siedlungen in Israel. In dieser Studie wird die regionale Organisation auf funktionnelle Weise, als ein soziales System in einem Wandlungsprozess untersucht. Sie wird in ihren Mikro‐ und Makroaspekten betrachtet. Die Analyse konzentriert sich auf drei Punkte: Die Funktion der Region als Mechanismus des Entwicklungswandels einschliesslich der sozialen Integration, der wachsenden Partizipation und Umverteilung und der verbesserten Mobilisierung; die Faktoren, die den Prozess der Regionalorganisation bei ihren ersten Anfängen und bei ihrem fortgesetzten Funktionieren beeinflussen; und die Beziehungen zwischen verschiedenen Formen regionaler Organisation und sozialer Struktur und Institutionen.
Molotch, Stone, & others demonstrated that business leaders exercise major influence in American urban politics. Business leaders with local economic interests have long promoted growth in American cities. This article discusses the historical influence of Atlanta's business leaders in the city's economic growth & focuses on their role in the policy shifts in the 1990s, from unfettered growth to "smart growth." In response to Atlanta's worsened image for attracting business & the restrictions imposed by the EPA in using federal money, Atlanta's business leaders led the political process that created the Georgia Regional Transportation Authority. As transition countries shift to a mixed welfare system, the accountability of non-government organizations becomes critical to quality services. Yet, poor financial and managerial practices of some NGOs in China have led to distrust from citizens. This article uses a democratic accountability framework to examine citizen participation in NGOs as an approach to understand an angle of this distrust. Does the Chinese language academic literature about NGO accountability engage with concepts of participation in NGO governance, management and service use? By searching the available Chinese literature on NGO accountability through the newly developed search engine Wenjin Search of the National Library of China, the authors find that most Chinese literature only emphasizes problems of accountability, causes and regulatory solutions. When the literature includes participation, it refers to it as a platform for civil society, rather than a process of accountability within an NGO. An implication is that until Chinese NGO research also incorporates democratic accountability concepts, it will continue to ignore the internal and external drivers from citizens for NGO change. Transition country NGOs that encourage participation have the potential to engender greater accountability in the organization, community and in state relations.
En este trabajo se intenta reflexionar, a partir de un estudio de caso, sobre los desafíos que enfrentan los empresarios regionales para la introducción de una respuesta original aplicada tanto a sus procesos y productos como a la estructura total de la empresa. Pensar en el estudio de las diferentes tecnologías que posee una región en particular requiere, al menos, la consideración y el análisis de distintas dimensiones, siendo una de ellas la economía regional y, en especial, las actividades productivas, su dinámica empresarial y el desarrollo de las instituciones presentes dentro de la región. En este sentido, parece apropiado preguntarnos si, en las actuales condiciones sociales y económicas de la región, los actores organizacionales asumen un papel activo o pasivo frente a la necesidad de incorporación de innovación en las organizaciones empresariales. En función de lo planteado, el punto nodal debe ubicarse en la relación que se establece entre las políticas internas de las empresas regionales, la incorporación de innovación y su impacto en las instituciones locales ; In this work it is tried to meditate, starting from a case study, on the challenges that the regional managers face for the introduction of an original answer applied so much to their processes, to their products and the total structure of the company.
