Die Entwicklungen auf den Rohstoffmärkten sind turbulent und schwer vorhersehbar. Preise schwanken und neue Anbieter- und Nachfragestrukturen lösen altbekannte Muster ab. Die Finanz- und Wirtschaftskrise 2008/09 sowie die europäische Staatsschuldenkrise 2011/12 sind dabei nur zwei von zahlreichen Faktoren, die die aktuellen Trends an den Rohstoffmärkten beeinflussen. Dies stellt Unternehmen und Politik gleichermaßen vor große Herausforderungen. Der Beitrag widmet sich den Aufgaben für eine internationale Rohstoff-Governance. Dabei geht der Beitrag zunächst auf die Unterschiede und Gemeinsamkeiten der Rohstoffklassen ein und wirft einen Blick auf die Preisentwicklungen und die Trends auf dem Rohstoffmarkt (Energierohstoffe, Mineralien und Metalle, Agrarrohstoffe). Anschließend betrachtet der Beitrag den Umgang mit Rohstoffunsicherheiten und nimmt die Reaktionen Deutschlands, Europas und der internationalen Staatengemeinschaft auf die Trends an den Rohstoffmärkten in den Blick. Das Fazit verweist auf die Schwierigkeiten einer Global Governance. (ICA2)

"Das Spannungsfeld von Handel und Umwelt ist durch starke Einflussbeziehungen zwischen der Welthandelsorganisation einerseits und internationalen Umweltinstitutionen andererseits geprägt. Zunächst wird ein Konzept entwickelt, das die Kausalmechanismen der Einflussbeziehung zwischen internationalen Institutionen und die daraus entstehenden Folgen für das Regieren im internationalen System erkennen lässt. Sodann wird das konfliktreiche Beziehungsgeflecht zwischen der Welthandelsorganisation und internationalen Umweltinstitutionen mit handelsbeschränkenden Maßnahmen analysiert. Beide Seiten haben die Fähigkeit, die Regulierungstätigkeit der jeweils anderen Seite empfindlich zu stören. Schrittweise entwickelt sich jedoch eine systematische Arbeitsteilung zwischen den beteiligten Institutionen, die die bestehende Einflussbeziehung verstetigt und das Konfliktpotenzial gleichzeitig erheblich reduziert." This article explores the attitudes of Canadian officials towards international conflict mediation and towards the potential for greater official Canadian involvement in the field. The study is based on extensive interviews with Canadian officials who have been involved in mediation at various points over a 20-year period. It finds that Canada, and particularly the Department of Foreign Affairs and International Trade (DFAIT), has taken a largely ad hoc approach to its involvement in the field. Prior to the initiation of this study, there had been no attempt to develop an institutional capacity in this field within DFAIT or to keep track of the personnel involved in such experiences, much less to develop a trained cadre of such individuals. This stands in contrast to the efforts of countries that have prioritized mediation as a foreign policy activity, such as some Scandinavian countries and Switzerland. Many of those interviewed pointed to these countries as potential models for Canada in this field, but it became apparent in discussions that most of those interviewees were not necessarily well-informed as to what these countries have done; there was just a general sense that these countries do it well and that Canada could learn from them. Moreover, none of the interviewees demonstrated significant familiarity with the vast literature on mediation. Those interviewed made recommendations as to how Canada might develop its official mediation capacities so as to play a more active and focused role in this field. Adapted from the source document.
