In coalition governments, parties invest much effort to manage delegation costs to individual ministers. In this article, we examine an intra-executive mechanism for managing delegation costs: Assigning ministerial co-responsibility in cabinet decisions. Using data of cabinet decisions in Israel, we test when and under what conditions co-responsibility is assigned. We find that co-responsibility is assigned strategically by cabinet members weighing the risk of a drift against the costs of imposing co-responsibility. These findings demonstrate an understudied mechanism through which coalition governments narrow ministerial autonomy and informational advantage once policies reach the cabinet. In doing so, this research contributes to a better understanding of policymaking in coalition governments.

AbstractWhile a large literature studies the various tools of autocratic survival, targeting opposition actors with austerity measures in electoral autocracies is hitherto understudied. This paper argues that the COVID-19 pandemic has provided a rare opportunity for Hungary's Fidesz party to disarm opposition parties via cutting off resources of municipalities led by opposition mayors and eliminating any remnants of local governments' fiscal autonomy. Analysing original data from government decrees on local transfers, this study contributes to the existing literature by conceptualising fiscal strangulation as part of electoral authoritarian regimes' toolbox to discredit opposition parties and their ability to govern locally.

Conventional peacebuilding literature posits strong state capacity or empowerment of local knowledge as potential mechanisms for conflict resolution. Using process-tracing and ethnography, I show that an alternate pathway to peace lies in a dialectical approach by examining the armed conflict between indigenous Igorot communities against the Philippine state. When indigenous peoples strategically modernise by 'cherry-picking' and adapting traditions, they create opportunities to manoeuvre around and access state power. Exploiting the state's own preconceived notions of indigeneity, Igorot communities defined the terms of their autonomy. This study introduces the understanding that statebuilding and indigenisation as hybrid processes for peacebuilding.

In this article I discuss the views of contemporary Polish political scientists concerning the subject of political agency. I stress the diversity of research perspectives adopted in the Polish literature on the subject and no less diverse conceptions of agency. I also emphasise differences in the understanding of the qualities of agency, especially the capacity for political action and participation in political processes. The analysis demonstrates the pluralism of the accepted concepts of political ontology. I also argue that it is important for Polish political scientists to preserve the autonomy and specificity of the political science research on agency, in particular the independence of this discipline from philosophical perspectives.

This article analyses the evolution of civil-military relations in Spain from 1923 to 2021. The research defines the role of the military organisation during two authoritarian regimes in the 20th century along with the country's democratic transition. After a historical overview, the military change process known as Experimental Brigade 2035 is selected as a case study to determine whether its origin is civilian or military in nature. The results of the research evidence the civilian infl uence in budgetary issues and limits in performance. At the same time, the military has a certain autonomy to implement modernisation plans in the framework of assigned competences.

AbstractAs neoliberalism is sinking into disrepute, states are responding to current crises by inroads on basic rights. This constellation adds urgency to the timeworn subject of statehood and its relationship to law and liberty. The paper addresses this subject by enhancing the neoliberal concept of an encased economy with James Coleman's concept of law as indicator of social change and Niklas Luhmann's functional differentiation. The resulting multifunctional liberalism associates liberties and rights with the autonomy of function systems—such as politics, economy or law—and envisions an ecosystem of multifunctional organizations able to navigate the full spectrum of functional differentiation.

Using self-determination theory we investigated the relationship between nurses' perception of union support and work well-being. Data were collected in a self-reported online survey at two time points with 356 nurses employed at five third-tier hospitals in China. The results demonstrated
that perceived union support had a statistically significant positive effect on nurses' work well-being. Competence and relatedness need types mediated this relationship, but the mediating role of autonomy needs was not statistically significant. Our findings enrich the theoretical research
on Chinese nurses' work well-being and provide useful enlightenment for the practice of hospital management in China.

The article analyzes the development of the idea of the "political man" in the context of its dependence on the specifics of the political system, as well as the dependence of the power system on the idea of human freedom. The problem of the transformation of the individual into a citizen, whose political independence is stimulated by the existence of rights and his expression in the public sphere, is studied in the article. Unveiling the human dimension of polity provokes the need to analyze the problem of the political subjectivity of the individual, the autonomy of the will and the dignity of man.

AbstractPioneered by the US, recent mega-regional trade agreements such as the CPTPP have incorporated 'regulatory coherence' provisions—mirroring the US Administrative Procedural Act's core designs—to balance between domestic regulatory autonomy and international cooperation. Building upon existing literature that traces the trajectories of the diffusion of regulatory coherence across jurisdictions, this article analyses how Australia's constitutional tradition could effectively condition the development of regulatory coherence in a Westminster-based model of governance. It is argued that the global entrenchment of regulatory coherence is contingent upon the inherent boundary defined by the political dynamics and constitutional structures within a jurisdiction.

This article evaluates the recent history of probation services in England and Wales. The author – currently working as a Practice Teacher Assessor in the Probation Service – considers the politicisation of probation, identified as one outcome of a rhetorical narrative to 'act tough' on crime and the impact of the New Public Management model of organisational accountability, its focus on performance and targets, and, arguably, the diminution of the professional role. Following semi-privatisation, and currently reintegration, of probation services, the article puts forward an argument for a realignment of practice, to focus on the supervisory relationship, professional autonomy, and the reflective practitioner.

A wide variety of eighteenth-century authors made comparisons to soldiering and slavery in newspapers, pamphlets and books. The analogy tended to be applied to highlight the lack of personal autonomy and inadequate wages of army service, as well as its harsh punishment and lifetime enlistment periods. While some commentators championed soldiers' rights to better treatment, many had other agendas in mind. It was particularly prominent in anti-abolitionist propaganda, for example. Regardless of their intentions, civilians' soldier-as-slave rhetoric took a toll on the actual men in uniform. The few rank-and-file writers to acknowledge it suggest that the metaphor shamed and humiliated them.

AbstractIn response to new regulations, universities have created multiple options for managing sexual misconduct complaints. These options are described as maximizing survivors' autonomy through feminist paradigms of choice. This study uses data from ethnographic observation and 76 interviews with survivors, perpetrators, and administrators to examine whether providing options gave survivors control over their complaints. The findings indicate that survivors found the complicated and vague sexual misconduct policies overwhelming and confusing. As a result, they became dependent on university actors in decision‐making, giving the university more control over survivors' complaints as institutional actors guided survivors to options that required minimal university action.

En este escrito se estudia la implicación de condiciones suficientesy/o necesarias en un cambio estructural, comparando el proceso de industrialización de Corea del Sur con el de Colombia. Se analizan dos períodos: 1960-1990 y 1991-2007, antes y después de la apertura en ambos países. Se afirma que las economías de Corea del Sur y de Colombia continuaron siendo variedades de crony capitalism incluso después de que ambos países abrazaron reformas liberacionistas. La calidad de las instituciones de embedded autonomy del Estado y de las instituciones del sistema de gobierno corporativo (corporate governance) son las que explican el cambio estructural.

The purpose of the paper is take a look from the perspective of the field theory of Pierre Bourdieu at the history of the Polish post-war philosophy with special attention given to the so-called Christian philosophy. In reference to Bourdieu's research practice, the author postulates application of research strategies of the sociology of science/philosophy to historical and philosophical studies with a belief that they enhance the picture of philosophical dynamics of the past. From this point of view, the author focuses on relations between the field of Christian philosophy and the field of church authority, exposing the issue of philosophy's autonomy.

The article analyzes the contexts and specificities of post-disaster social work intervention based on the testimonies of social workers who participated in the recovery and normalization processes after the earthquakes of 1985, 2010, and 2015 in Chile. The neoliberal context has influence in the social intervention. As neoliberalism deepens, there is more technology and better access to material resources, but at the same time, professional autonomy and community knowledge decrease. Research suggests there is a need for further critical discussion about how social work has been colonized by neoliberalism, even in seemingly neutral issues such as post-disaster intervention.
