Im Syrienkonflikt setzen die Vereinten Nationen derzeit auf eine Beobachtermission. Die Ende April 2012 vom VN-Sicherheitsrat beschlossene UN Supervision Mission in Syria (UNSMIS) soll die seit dem 12. April geltende Waffenruhe zwischen allen Parteien überwachen. Wie Erfahrungen mit Beobachtermissionen etwa auf Zypern zeigen, können sie zwar zur Deeskalation von Konflikten beitragen, hängen aber von bestimmten Bedingungen ab. Dazu zählen gute Kooperationsbeziehungen mit dem Gastland und eine stabile Waffenruhe. Solche Voraussetzungen sind in Syrien nicht gegeben. Was also kann UNSMIS eigentlich leisten?
