In the nineteenth and twentieth centuries, Germans abroad and foreigners in Germany have experienced the most various forms of emigration and immigration: the older German emigration to eastern and south-east Europe, especially to Russia and Austria-Hungary; the transatlantic mass emigration from nineteenth-century Germany; the mass movement of foreign migrant workers, especially from Congress Poland and Austrian Galicia, in the late nineteenth and early twentieth centuries; forced labor by foreign workers ('Fremdarbeiter') in Nazi Germany; emigration from Nazi Germany on political, ideological, and racial grounds; forced resettlement in German-occupied Europe during World War II; movements of millions of expellees and refugees at the end of the war and in its aftermath; the admission of foreigners seeking political asylum; finally, the enlistment of millions of 'guest workers,' beginning in the mid-1950s and increasing massively after the building of the Berlin Wall in 1961. Many of these foreigners on the labor market changed from highly mobile migrant workers into true immigrants, thus confronting Germany with challenges that recall of the experiences of nineteenth-century German immigrants abroad, nearly forgotten in German collective memory.

The immigration society in Germany is divided: Cultural pragmatists, on the one hand, have long since accepted cultural diversity as a very normal day-to-day experience. Cultural pessimists, on the other hand, are driven by the historically mistaken search for a way back to cultural homogeneity; a situation that has never existed in German history. Virulent defensive attitudes against an Islam which is equated with terroristic Islamism, against refugees and asylum seekers as well as against so-called poverty migrants, especially Roma people from south-east-Europe, are today's connecting themes that keep together all culturalistic, radical racist and right-wing extremistic ideas and movements in Germany and Europe. On top of that, a new and growing anti-Semitism is widespread even among Muslim immigrants. Such defensive attitudes provoked a growing xeno-phobic aggressiveness among radical groups and were a motivating factor for attacks on accommodations of asylum seekers, mosques, and synagogues. In this context even more dangerous than populist attitudes of politicians is their tacit consent with hate speeches about immigrants, refugees, Muslims, and so-called poverty migrants.

This article analyzes the relevance of family ties for the recruitment of chief executives - presidents or prime ministers - with special emphasis on gender. Based on a cross-national data-set examining political chief executives from 2000-2017 in five world regions (Sub-Saharan Africa, Latin America, Asia, Europe, and North America), we test several hypotheses and present four main results. First, belonging to a political family (BPF), is an advantage to entering national executive positions around the world, for both democracies and non-democracies. Among those with a sizeable number of executives in this period, regions range from 9 percent (Africa) to 13 percent (Latin America and Europe) of executives BPF. Second, executives' family ties are more powerful (with a previous chief executive) in Asia, Africa, and Latin America and more direct (with an immediate family member) in Asia and Africa. Across the globe, women only made up 6% of chief executives in the time period. Third, females who manage to become chief executives are more often BPF than their male counterparts, particularly in Asia and Latin America. Fourth, regardless of region, family ties nearly always originate from men, not women.

The number of women who speak at key policy-shaping conferences across Europe is far below that of their male peers. Looking at five years of high-level conferences in Europe, this report finds that a woman has only one opportunity to speak for every three times a man speaks.The situation is not improving, but it can. Two conferences of the 23 conferences included in the report have shown that, with a concerted effort, they can drastically increase the number of female speakers and move toward gender parity. The onus is now on governments, businesses, and conference organizers to ensure they are sending and receiving representative delegations at these events.Conference organizers are the gatekeepers to the stage. This is a big responsibility. They make decisions about who will have the opportunity to share their views with heads of state, policymakers, and business leaders. Journalists report the statements of these speakers to audiences around the world. Prioritizing gender balance over seniority can stop help counter inequality in our societies by allowing women a fair say on policy and allowing female role models to come to the fore.

The Hertie School of Governance is an initiative of the Hertie Foundation, one of the largest private foundations in Germany. According to its charter, the School's principal task is to inquire into the role of the state in Europe in the 21st century and to prepare present and future administrative elites for their responsibilities in modern systems of governance. According to preliminary discussions held in the course of 2002 and 2003, the School's focus will be on the reform of political and administrative institutions, with special reference to the emergence of multi-level administrative structures at the European level and to the special governance challenges faced by the countries in Central, Southeastern and Eastern Europe that will soon join the European Union. Initially, the courses at the School will be taught in German and English, and work in other languages may be included in due course. A network of cooperation is being developed not only with the European School of Management and Technology (ESMT), but also with private as well as public academic institutions both in Germany and abroad. 1. Since multiple crises are currently affecting Europe, interest on changes in intra-EU mobility patterns, policies and EU movers' strategies of integration has re-emerged in academic debates. What seems to still lack to date is a focus on the chaining actors linking the macro level of policies and the micro level of individual strategies, that is, civil servants who are in charge of implementing national policies in their daily encounters with EU citizens. Through an in-depth qualitative analysis of formal policies and daily practices in the field of healthcare for EU citizens in Piedmont, in the North of Italy, this contribution analyses how EU citizens' right to free movement and equal access to social protection is officially framed and concretely enacted within the boundaries of the Italian National Healthcare System and the role of health workers as de facto citizenship-makers. It suggests that, along with managerial orientations, different evaluations of the Italian economic and financial situation, and of EU citizens' root motivations behind their decisions to move across Europe play a crucial role in shaping health workers' assessments of EU citizens' deservingness of healthcare. ; Peer reviewed

Creative economy is a broad concept which became popular among scholars and policy makers around the world since the 1990s as a response to contemporary economic and social trajectories. Post-industrial circumstances which have befallen traditional industrial urban regions supported the rise of the creative economy. This dissertation pays attention to the spatial configuration and distribution of creative economy, its socio-economic significance and urban manifestations, as well as the interrelation between creative economy and urban environment. Historical and socio-economic changes in former Yugoslavia in the last decades imply that the development path of creative activities in the Serbian urban environment differs from the rest of Europe. This research should contribute to the discussion about the influence of creativity, of cultural and creative industries, as well as creative economy on urban developments and urban geographies. The research focuses on the development of creative economy in Belgrade because of its socio-geographic and cultural centrality within the region of South-Eastern Europe. In addition, a delayed post-socialist transition with social, political, and economic manifestations has led to a unique urban development in Belgrade.

The Innovative Medicines Initiative is a public–private partnership between the European Union and the pharmaceuticals industry that was established in 2008, with an overall budget of €5.3 billion from 2008 until 2024. The objective of the initiative is to boost pharmaceutical innovation in Europe and speed up the development of innovative medicines, vaccines and medical technologies, in particular in areas with high unmet needs. This article discusses the objectives of the initiative, its governance and main results and impact. The initiative has proved to be a unique platform for multi-stakeholder collaborations across Europe. It has contributed to the acceleration of the development process for medicines, from drug discovery to clinical development. The initiative has made important steps towards accessing and using real-world evidence for pharmaceutical research and development, and for healthcare decision-making. Several projects have contributed to a better understanding of the causes of diseases, and some are already delivering results, such as a vaccine against Ebola virus. The initiative has also significantly contributed to building capacity and resources for open use by the broader research and innovation community.

The post-communist countries of Central-Eastern Europe (CEE) when implementing agricultural and conservation policies, face other challenges than Western European countries: (1) specifc institutional design for each, developed on the remnants of totalitarian system causing difculties for transposing directives; (2) different integration of Natura 2000 network into national protected area governance resulting in slow elaboration of the management plans; (3) farming landscapes were better preserved than in Western Europe, but lacking the continuity of extensive farming so large areas of conservation; and (4) formal protection of sites, lacking in many cases fnancial support. Tis paper summarizes: the historical background of the last century that changed the farming landscapes of the CEE countries and the challenges in the management of protected areas in an unsteady socio-economic and political context. Te results are focusing on the Czech Republic, Slovakia, Hungary and Romania. Two main conclusions are proposed. First, socialism and capitalism slowly abolished family farming, causing people to become disconnected from the landscape – a key element in conservation oriented grassland management. Second, the gaps of knowledge on different aspects of policy implementation sabotage the results of conservation initiatives.

In this paper, we introduce the special issue on Financial and Institutional Reforms for an Entrepreneurial Society in Europe. There are many reasons for Europe to want to make the transition to a more Entrepreneurial Society. And for decades now, policy makers are trying to bring that transition about with variations on the Beducate, deregulate and finance^ approach to entrepreneurship. We argue that more fundamental reforms are required to improve the entrepreneurial ecosystem and bring about this transition. We then discuss the 12 contributions that pertain to five different facets of the entrepreneurial ecosystem. The first two papers address the most fundamental institutional foundations of the ecosystem. The next three papers discuss the (lack of) access to knowledge and incentives to start innovative entrepreneurial ventures. That is followed by three papers that focus on the institutions that (fail to) channel financial resources to such ventures and two papers that analyze the relevance of labor market institutions. The special issue concludes with two papers investigating how the interplay of institutions and productive entrepreneurship results in economic growth.

As these phenomena produce severe economic and societal impacts, it is crucial to get to know their behaviour and their evolution in a future climate. For this reason, the international project CORDEX (Coordinated Regional climate Downscaling Experiment) proposed the Flagship Pilot Study on Convective phenomena at high resolution over Europe and the Mediterranean, focused on the study of convection in Europe. In this initiative, multi-model and multi-physics results and uncertainties of regional climate models (RCMs) are explored by means of ensembles of simulations. In the opinion of ICT (Information and Communication Technologies) advocates modern civilization is facing an era of electronic democracy, which constitutes this new form of exercising power, based on information and communication tools. Estonia is a European leader in applying electronic voting for election procedures. The movement "new left" arose in Western Europe and the USA in the 1960-ies under the influence of the split in the world Communist movement following the events of 1956, the twentieth Congress of the CPSU (Communist Party of the Soviet Union) when it is the prevailing leftist anarchist and Trotskyist ideas. The new left protested against the Stalinist variant of socialism and the Stalinization of Eastern Europe, the hard political structuring and centralization of socialism, lack of spirituality of the "consumer society", the anonymity of mass culture, the unification of human personality. Advocated "direct democracy", freedom of expression, non-conformism and club-a discussion of the political culture.The intellectual center of the "new left" was the magazine "New Left Review". The Central themes of the journal were the issues of updates of the Marxist theory, labor and trade Union movement, the analysis of numerous forms of anti-capitalist protest, the national liberation and anti-imperialist movements, ethno-religious, gender, psychological and linguistic-cultural research, philosophical analysis of the various aspects of the Central problem of modernity, namely the ratio of government and people.

This article aims at contributing to the literature on the financialisation of pensions in Europe by examining the transformations occurring in semi-peripheral Portugal. The Portuguese case accounts for the variegated nature of financialisation in general, and of pension provision in particular, throughout Europe. While the country followed similar processes to those of core European Union (EU) countries, leading to an increasingly integrated financial sector in the international arena, this integration was mainly led by the banking sector rather than by capital markets. This helps account for the relatively reduced role of private retirement income products in the country. Nonetheless, the Portuguese pension system has been equally subject to reform, aiming at reducing its weight in public expenditure. The result is a contraction in coverage and benefit without achieving an equivalent match in supplementary private forms of pension provision. Under a prolonged period of stagnation and crisis, the deterioration of State pensions for the majority continues while a residual private, outward-oriented and foreign-owned pension sector grows for the most affluent, further exposing the systemic and variegated nature of financialisation processes in the semi-periphery.

Malaysia is a country in Southeast Asia with an area of 329 758 km2 and a population in 2007 amounted to 27.17 million. Of the total population in 2007, 60% are ethnic Malay "Bumiputera", 26% ethnic Chinese, 8% Indians, 5% other ethnic Bumiputera, and 1% other ethnic groups such as Arabic, Sinhalese, Eurasian and Europe.[1] Under the constitution, Malays are Malaysian citizens who practice a traditional Malay, Melayu Language, and Muslim. Approximately 25% of the Malaysian population is Chinese, and 7% is made up of India. Almost 85% of the races Indians in Malaysia are Tamil community. More than half the population of Sarawak and Sabah 66% of the population consists of non-Malay indigenous people. The entry of another race to some extent reduce the percentage of indigenous population in the two states. In addition, Malaysia also has a population that comes out of Europe and the Middle East.
