Die Transformation der Wirtschaft im Sinne der ökologischen Nachhaltigkeit erfordert umfangreiche Investitionen durch den Staat, Unternehmen und die privaten Haushalte. Wie diese Investitionen in angemessener Form durch den Staat stimuliert und gelenkt werden können, wird unter dem Schlagwort "Grüne Investitionsprogramme" kontrovers diskutiert. Die vorliegende Studie untersucht in diesem Kontext, wie ein grünes Investitionsprogramm konzeptionell gefasst werden kann, welche Anforderungen an ein solches zu stellen sind, welche Herausforderungen mit der Ausgestaltung eines grünen Investitionsprogramms verbunden sind und welche konkreten Handlungsempfehlungen sich aus den gewonnenen Erkenntnissen für ein grünes Investitionsprogramm für Deutschland ableiten lassen. Im Rahmen eines jetzt aufzusetzenden grünen Investitionsprogramms lassen sich einige Handlungsfelder identifizieren, in denen mittels Staatsausgaben wie auch anderer Instrumente von grünen Investitionsprogrammen prioritär gehandelt werden sollte. Zentrale Bereiche grüner Investitionen sind demnach die Infrastruktur zur Bereitstellung und Nutzung erneuerbarer Energien, die Verkehrswende, die Klimaneutralität im Gebäudesektor, die Dekarbonisierung industrieller Prozesse sowie der Naturkapitalerhalt und die Klimaanpassung. Von besonderer Dringlichkeit ist dabei der begleitende Abbau umwelt- und klimaschädlicher Subventionen, da diese die Effektivität und Effizienz der grünen Investitionen konterkarieren können. Nicht zuletzt muss ein erfolgreiches grünes Investitionsprogramm auch die Wirkung der Maßnahmen in ihrem Zusammenspiel und im weiteren staatlichen Policy-Mix im Blick haben, um so etwa konterkarierende Anreize ausschließen bzw. eindämmen und Synergien bei den Zielbeiträgen erkennen und berücksichtigen zu können.

This study aims to contribute to the further development of the Member States' reporting to the EU with regard to the National Energy and Climate Change Plans (NECPs), especially with regard to the national progress reports, the NECP updates and a possible revision of the Governance Regulation. The study was designed as a meta-analysis of the current state of knowledge regarding the methodology and impact of selected policies and measures (PaMs), following its appropriate preparation, by means of an analytical framework. The analysis was based on the example of the German NECP, taking into account the NECPs of Denmark, France, Sweden and Slovenia. In total, the authors examined a selection of 23 PaMs as well as ex-ante and ex-post evaluations that analysed the PaMs' impacts. The authors investigated, in particular, the methodology of ex-ante and ex-post evaluations, the contribution of selected PaMs to achieve the EU's climate protection and the energy transition targets adopted for 2030 as well as the socio-economic and further ecological impacts associated with the PaMs. On this basis, the authors developed an in-depth understanding of the selected PaMs and the methodological and systemic uncertainties involved in their ex-ante and ex-post impact assessment. For this purpose, the authors discussed knowledge gaps, uncertainties, conflicts and synergies as well as political challenges, opportunities for action and obstacles to it. As a result, the authors have developed suggestions regarding the content requirements of NECP reporting as well as suggestions that can improve the transparency and traceability of evaluation methods and impact assessments of PaMs.

Circular Economy hat neben ökologischen und klimapolitischen Zielen auch eine wichtige Bedeutung zur Stärkung der Versorgungssicherheit sowie zur Erreichung weiterer wirtschaftspolitischer und sozio-ökonomischer Ziele. Recycling ist dabei eine der Stellschrauben zusammen mit einer Reihe weiterer Ansätze und Strategien (z.B. Langlebigkeit, Nutzungsintensität und Sharing Economy). Um den Beitrag sowie die Grenzen von Recycling für Ressourcenschonung und Klimaschutz zu bewerten, bedarf es einer klaren Benennung des Betrachtungsrahmens und von Systemgrenzen sowie präzise ausformulierter Berechnungsansätze und Indikatoren. Die Ressourcenkommission am Umweltbundesamt (KRU) fasst in diesem Papier den aktuellen Wissensstand zum Recycling zusammen und empfiehlt mögliche Indikatoren mit einem Fokus auf Metalle, welche eine Schlüsselrolle für die Energie- und Klimawende innehaben.
