International audience ; The theatre of the young Italian playwright Emanuele Aldrovandi is located in a Europe and an Italy in crisis. Critically acclaimed, his production, defined as "the dramaturgy of reasonable paradox", tackles society's problems in a very personal and original way. Its approach is always innovative and encourages the public to become aware of the problems inherent in our society. This article will focus in particular on two 2015 texts, Allarmi !and Scusate se non siamo morti in mare, related to the current social situation, emigration, terrorism, the resurgence of neo-fascist ideas. ; Le théâtre du jeune dramaturge italien Emanuele Aldrovandi se situe dans une Europe et une Italie en crise. Saluée par la critique, sa production définie comme « la dramaturgie du paradoxe raisonné » affronte les problèmes de la société de manière très personnelle et originale. Son angle d'approche est toujours innovant et invite le public à une prise de conscience des problèmes inhérents à notre société. Cet article se concentre en particulier sur deux textes de 2015, Allarmi ! et Scusate se non siamo morti in mare, liées à la situation sociale actuelle, à l'émigration, au terrorisme, à la résurgence des idées néo-fascistes.

In Citizens without Nations, I argued that national histories have overlooked a large and significant range of citizenship practices that can be found in towns and cities across the pre-modern world. These practices related to local politics (elections, consultations), to economic activities (guilds), to social policies (poor relief), and to military defence (civic militias). This rejoinder addresses three issues raised by critics Jack Goldstone, Katherine Lynch, and R. Bin Wong in relation to my book on urban citizenship in Europe, Asia, and the Americas: ideas, including religion, nations, and economic growth. All three have a lot to do with the implications of global comparisons. Ideas and nations have taken distinct forms in the various world regions. Foregrounding them makes comparisons more difficult. Urban contexts, on the other hand, can be more easily compared. Economic development was introduced in the book as a benchmark to see if and how citizenship arrangements might have impacted prosperity. The economic numbers are, however, still fragile for the pre-industrial era. Therefore, they will have to be supplemented with qualitative studies, which are slowly but surely emerging also outside Europe.

Se ha puesto de manifiesto el interés académico, fuera y sobre todo dentro de Ghana, que el descubrimiento del campo petrolífero Jubilee ha generado. Este solo hecho ya supone un contraste con otros casos de la región como Guinea Ecuatorial, donde un régimen mucho más opresivo y autocrático ha impedido el desarrollo en el país de una academia mínimamente independiente del poder. Y es evidencia de unas dinámicas democráticas mucho más asentadas en el país. ; This work is part of the Jean Monnet Network project: Africa-Mediterranean-Europe (AMENET) 2018-2021. It has revealed the academic interest, outside and above all within Ghana, that the discovery of the Jubilee oilfield has generated. This single fact already supposes a contrast with other cases of the region like Equatorial Guinea, where a much more oppressive and autocratic regime has impeded the development in the country of an academy minimally independent of the power. And it is evidence of democratic dynamics much more established in the country.

This paper discusses the comparative perspective of the European Modernity towards other civilizations, and the creation of comparative studies, and, for that matter, of comparative education. The paper argues that much of the debate about Eurocentrism neglects the fact that the European tradition includes also an inextricable self-reflective dimension, which has allowed for the emergence of impartial approaches to the study of overseas societies, and has established critique as a sine qua non intellectual stance. Through illustrations from the cultural history of Europe, the paper points to a rupture in the representational and cognitive closure, that characterized medieval Europe, regarding other cultures, which led to the awareness that, while human beings share the same features societies are instituted differently. However, from the 19th century on, foreign societies were to be gauged primarily through the lenses of 'progress' and 'development', which became the main legitimating ideas of capitalist expansion. Nevertheless, as the paper concludes, self-reflectivity is embedded in the European epistemological tradition – a tradition that needs to be advanced rather than ignored.

In recent years, some volcanic eruptions have focused the scientists' attention on the detection and monitoring of volcanic clouds, as their impact on the air traffic control system has been unprecedented. In 2010, Eyjafjallajökull eruption forced the disruption of the airspace of several countries generating one of the largest air traffic shutdown ever. Extreme convective events cause many deaths and injuries and much damage to property every year accounting for major economic damages related to natural disasters in several countries. Due to global warming, the Atlantic tropical cyclones have increased the maximum intensity, the hurricanes have more often become extratropical cyclones affecting northern Europe and southeastern Europe is characterized by an increasing annual stormy days. Convective and Volcanic Clouds (CVC) are very dangerous for aviation operations, as they can affect aircraft safety and economic, political, and cultural activities. Rural areas in Europe are at risk due to depopulation, failing generation renewal, and a multitude of influences ranging from market-based, regulatory, to societal and climate changes. As a result, current rural policy is no longer keeping pace with these changes. We propose an advanced rural policy development framework in order to deliver more accurate foresight for rural regions, contributing to new and enhanced policy interventions. The proposed framework combines new quantitative and qualitative epistemological approaches, previously unused unstructured data with traditional research information, grassroot perspective with expert knowledge, current situation analysis with forward looking activities. We argue that by using the proposed methods, policy teams will be able to enhance the effectiveness of their policy making processes, while rural stakeholders will be given the opportunity to become valuable policy influencers and solution co-creators. The ability to quickly experiment and understand the impact of a variety of policy solutions will result in saved time and costs. The framework is part of an ongoing experimental verification and testing in twelve pilot regions across Europe and Israel.

The pattern of development of the economies of Europe and the world in recent decades is a focus on sustainable development. In accordance with the declaration of the United Nations Conference of 1992, sustainable development is defined as "equitable meeting the needs of present and future generations in the areas of development and the environment" and is established as one of the goals of government policy in many countries of the world. The concept of sustainable development solves the problem of choosing between achieving a high rate of economic growth and maintaining a clean environment. The purpose is to study and quantify the impact of economic factors on the state of the environment in countries with different levels of development. The study revealed existing patterns and built new mathematical models that can be used in strategic planning, allow predicting the possible environmental consequences of economic growth in Europe and the world. The use of the proposed models allows not only to assess the impact of economic growth on the environment in retrospect, but also to highlight the most significant factors contributing to the reduction of environmental pressure in the future.

Producción Científica ; There is wide consensus regarding the capacity of the creative economy as a factor in economic development and sustainability in regions in the medium term, and it is an issue that has aroused interest in measuring the creative potential of areas by estimating composite indicators. Most works posit indicators by countries or cities and normally employ a single aggregation method. This work proposes the construction of a synthetic indicator of creativity with regional disaggregation for a wide sample of European countries, comparing different aggregation methods under the hypothesis of the benefit of the doubt (BoD). We use Eurostat data and also analyse spatial dependence processes. Findings point to an inequality in the regional distribution of creativity in Europe and this reveals creative gap models in areas, suggesting that creativity triggers greater spatial disparities wherever it is found. The principal creative clusters are located in regions in central and northern Europe, particularly in regions with national capitals. The regional distribution of the indicator evidences positive spatial dependence, thereby revealing the existence of spatial externalities that provide feedback for the concentration process and, therefore, a widening of the disparities. ; Junta de Castilla y León (project VA012G19)

The Ukrainian gas sector has a long history. Ukraine ranks third in Europe in terms of gas potential. Regardless of such great potential, Ukraine still imports gas. There are three gas-bearing regions in Ukraine – Carpathian, Dnipro-Donetsk and Black sea region. Gas production began at the beginning of the 20th century. After the Second World War, Ukraine was the main exporter of gas from the USSR to Eastern Europe. Today, private companies provide the majority of gas production in Ukraine. Currently, the largest gas deposits are mature, and the newly discovered deposits require large investment outlays. The Ukrainian gas pipeline system has strategic importance and it is connected to underground gas storage facilities. Currently, the system works only on 50% of its own capacity due to the decrease in the volume of gas transit through Ukraine from Russia. The biggest problems in the gas sector are corruption related to the issuing of licenses for the development of new deposits and the lack of an appropriate pace of energy reforms. The proper implementation of the 2035 Energy Strategy may help improve the situation in this sector.

Recently, the quality of graduates and their ability to meet the needs of employers became widely discussed worldwide. Despite the enormous importance of academic knowledge and cognitive abilities, today employment opportunities are more
determined on the basis of the concept of soft skills. In Russia, this problem is still unsolved: the training programs of most universities are based on traditional methods with little or no time devoted to the soft skills development. In Europe, this situation has been relevant for several decades due to the global changes in the economy and, accordingly, an acute shortage of jobs. Therefore, the issues of employment and the quality of competencies and skills of graduates have already been studied a lot. The vast experience of Europe can be borrowed by Russian universities, which are just beginning to move towards the development of soft skills and the awareness of the need for their development within the framework of university disciplines. The article describes terminological variations, analyzes different methods and approaches to training and assessing soft skills, as well as presents the best practices of EU countries on teaching soft skills.

Der Band beschäftigt sich mit dem bayerisch-ligistischen Kriegskommissariat im Dreißigjährigen Krieg, welches das bis dahin weitestgehend autonome Söldnerheer zu kontrollieren hatte und daher als beispielhaftes Forschungsobjekt fürstlicher Macht dieser Epoche gilt. Beschränkte sich die Forschung bisher auf die normative Ebene, nähert sich Keita Saito durch die Auswertung von Feldakten und Privatkorrespondenzen sowie durch die Anwendung der Methoden der Prosopographie und Netzwerkanalyse dem Thema multiperspektivisch. Auf diese Weise zeigt er das Zusammenspiel und die Verflechtung verschiedener Kompetenzen und Funktionen des sozialen Netzwerks für die Amtsausführung des Kriegskommissariats auf und leistet einen Beitrag zur Erfassung der Vielfältigkeit frühneuzeitlicher Herrschaftssysteme. The Commissary of War in the Thirty Years' War presents itself as an object worthy of investigation with regard to its role of controlling free mercenary troops and thus enhancing power of princes in the Early Modern Europe. Focusing on the Bavarian Army, one of the best organized military forces in this era, this work sheds light on the activities of the commissaries that had been observed only from the normative perspective in hitherto studies. Analysis of primary sources such as military administration documents and private correspondence will show the entanglement of various competences and the functions of the social network for the commission holders in service. As a result, this work provides proof of the complexity of rulership in the Early Modern Europe.

For over a decade, the explosion of various forms of urban activism has been observed: so-called urban social movements or the right to the city (RTTC) move-ments actively participate in the realm of non-institutional politics. This trend has been observed both worldwide and in Europe, particularly in the countries of Central and Eastern Europe. Poland is also a clear example of this tendency. The paper pre-sented aims to achieve two goals. First of all, it is based on desk research and offers a broad literature overview, indicating the main directions and results in urban activism research in Poland of the last ten years. Recalling and discussing the broadest possi-ble body of literature, with particular emphasis on Polish-language references, should be useful for international readers and researchers. Secondly, the paper attempts to synthesize these current research results, including the authors own research results, identifying the complexity of the field of urban activism. As a result, it points to various entities using the RTTC slogan in their social struggles, consequently identifying two main types of RTTC activism: radical and middle-class petit-bourgeois movements.

Nowadays the problem of neutrality (especially in the context of the security sphere) in the theory and practice of international relations is one of the important issues on the agenda, since the dynamism of the international security system and the emergence of new players in the international arena call into question the «expediency» of its implementation in the real foreign policy course. This issue is especially acute in the context of the functioning of the European security complex, since it is, first of all, based on the principles of the involvement of all European states in resolving security issues. In the article, the author notes that the position of neutrality can be revised in accordance with the conditions in which the state currently operates, which, in turn, provides more opportunities for the institutional and meaningful design of the collective security system in Europe. This possibility is associated, on the one hand, with the internal nature and perception of neutrality by states. On the other hand, this «flexibility» is the result of the post-Cold War change in the international security system. Six years have passed since China unveiled the Belt and Road Initiative (Yidai Yilu一带一路, formally called One Belt One Road), which was initiated to reconnect China with countries in Asia, Middle East, Europe, and Africa and to improve regional cooperation through better connectivity, enhanced trade exchange, and shared opportunity. By understanding the importance of Europe as the destination of both the "Belt"—a more developed inland connectivity and the "Road"—a more enhanced sea routes network; and observing the mixed information flow of acceptance—resistance, cooperation—dispute, and agreement—disagreement in different countries along the silk road, China Media Observatory of Institute of Media and Journalism, Faculty of Communication Sciences, at Università della Svizzera Italiana (Lugano) is editing this special symposium as a collection of the papers include studies of different media narratives that shape public understanding of Belt and Road Initiative and discuss how Belt and Road Initiative and China's vision of connecting different stakeholders for international collaborations are reported in both legacy news media and social media.
